  • This study was conducted to describe trends of health services research (HSR) in Korea since 1968 and analyse the relevance of HSR to changes in health policy. Research methods are as follows: firstly, HSR articles were selected from 4 HSR related journals implicitly. Secondly, classification system of HSR was developed and then applied to previously selected papers in order to describe research trends. Finally, the frequency rankings of articles in research areas were compared with rankings in order of the importance of research area rated by experts. As a resesult, HSR articles have increased with time and three main research areas are health programme, health care financing, and health care organization/management. And many articles have been related to the efficiency and quality of health care since 1990. It seems HSR articles had little relevance to changes in health policy and policy environment. Especially, the recently disputed policy topic, namely the separation of prescription from disposing, has not received little attention since 1990. These findings suggest there is an urgent need for the reflection on HSR direction in Korea.

  • The trend of payment terms of an international trade has been changed from letter of credit to open account. In this regard factoring has come out to support SMEs in terms of financing on a without recourse basis. However, factoring is in Korea is not workable softly due mainly to legal system affecting smooth assignment of receivables. Therefore this study suggest the following solutions : Korean Civil Law shall be modified to protect factor's position as a right creditor to debtor and protect factor's position when perfection among several creditors are incurred. However, formal modification to this end would not be easy in short run and it is suggested that a special law be established in case a commercial receivable assignment both domestic and internationally happens between seller and factor.

  • This study attempts to make an observation on the problems and prospects for overseas agricultural investment(OAI) through the insights of farming and farmed companies abroad and through secondary data. OAI mainly aims at the securing steady supplies of crops, which could be anticipated to have increased foreign dependence, and to prepare for crop price fluctuations in the international markets. These functions of OAT are classified with the public and private sector. The public sector needs are largely crops supply for national food consumption and bilateral collaboration between nations. The private sector needs are to gain maximum profits from agricultural investments and to produce raw material for self-consumption in overseas farming companies. The problems in OAI are legal and institutional restrictions in the project area or nation; generally economical unfeasibility in the farm projects, and technical limitations of the farming companies. The prospects of OAI are not very promising. The reason why those many companies which previously planned on OAI changed their investment plans after what is called IMF system with financing difficulties.

  • This paper is focused on the sustainability of public rental housing policy. We have analyzed the general fiscal conditions of central government, the public welfare fiscal conditions, the public expenditure on rental housing, and the Korea Land & Housing Corporation (LH) financial structure. Central government fiscal conditions is controlled by the midium-term fiscal operation plan(2010~2014) and fiscal rules. And the fiscal mandatory expenditures on welfare is increased rapidly by the expansion of beneficiaries, but the fiscal discretionary expenditures particularly on public rental housing can be gradually cut down. LH, the dominant agency responsible for affordable housing, is now confronted with financial distress accruing to excessive burden for public rental housing construction. As a result this paper, we find the discrepancy between the fiscal conditons and public rental housing policies. We suggest the fiscally sustainable rental housing policy. Firstly, the construction plan should be realized reflecting the market and fiscal conditions. Secondly, the provsion and financing system of rental housing should be rebuild within the government fiscal condtions and financial ability of LH.

  • This paper introduces stochastic cash-flow modeling integrated with simulation based scheduling. The system makes use of CPM schedule data exported from commercial scheduling software, computes the best fit probability distribution functions (PDFs) of historical activity durations, assigns the PDFs identified to respective activities, simulates the schedule network, computes the deterministic and stochastic project cash-flows, plots the corresponding cash flow diagrams, and estimates the best fit PDFs of overdraft and net profit of a project. It analyzes the effect of different distributions of activity durations on the distribution of overdrafts and net profits, and improves reliability compared to deterministic cash flow analysis.

  • This study analyzes the development of technological infrastructure(TI) and technological infrastructure policy(TIP) to enhance the technological capabilities of small and mid-sized manufacturing enterprises(SMEs) in the U.S. and Korea in terms of the technological system(TS) concept, which is composed of technological infrastructure, industrial organization, and institutional infrastructure. In order to analyze the internal dynamics of the system, such as incentive mechanisms, the interaction among economic actors, and the policy implementation process, we compare the MEP(Manufacturing Extension Partnership) system of the U.S. and the Joong-Jin-Gong system of Korea. Among many similarities, contrasts, and insights from each country's effort to construct TI and TS, the main findings are as follows. (1) Both the MEP system and the Joong-Jin-Cong system are TI-led or government-led type TS. However, the nation-wide picture is different: in the U.S., most TSs including the MEP system., are classified as TI-led type; in Korea, many TI-assisted or private sector-led TSs have been developed since the early 1960s. (2) the MEP system, as a representative case of the U.S., is less stable than the Joong-Jin-Gong system of Korea in terms of financing and political cycle. (3) The MEP system is a more complex and cooperative network than the Joong-Jin-Gong system. NIST, as a critical mass, generates the system, bridges various institutions, and influences the development of the system by providing funding. (4) Regarding TI components, TSs in both countries focus on utilizing off-the-shelf technologies rather than advanced technologies. However, the direction of movement is different: in the U.S., TSs have come to emphasize existing technologies to counterbalance an innovation system that has been highly focused toward new technologies; in Korea, TSs have been moving from focusing on a higher diffusion rate of imported process technologies to stressing new technology development. (5) Personnel and staffing, embodying technological capability, is an important concern in both countries. But the human capital infrastructure of the U.S. system is more efficient and industry-oriented than that of the Korean system due to a more flexible labor market. (6) While the U.S. has a strong tradition of state and local autonomy in constructing TI and TS to fit SMEs's specific need, Korea has a centralized and bureaucratically-led policy implementation process.

Second, the government's non priority loss devotion system should keep going to prevent general partner's moral hazard. Third, in order to fulfill the policy purpose that is to create globally well-known companies, the government investment ratio should scale up from the current 20% to 30% of the total fund size in that the stable capital supply for core technology commercialization, industrialization and globalization of companies is achieved. Finally, general partners of the New Growth Engine Fund should showoff their investment abilities to the potential investors such as institutional investors by accumulating all track records and know-hows that prove their specialities and implementing action plans to achieve the best result of their investment. • The development of Korean shipping industry is maybe defined into three development stages-industry fixing stage, industry coordinating stage, industry development stage-. The development of shipping industry has been depended on the geovernment/authority role such as shipping policy, system, law, rules and regulations. In 1983, Korean shipping industry reorganization and coordination by shipping authority have made our shipping industry on the stable condition together with each company's efforts. Today's world economic environment such WTO/UR negotiation results get this government role limited. According to the being reduced government role, each company's competitive advantage power becomes more important. Besides, korean shipping industry is exposed into the entire and bitter world competition. In order to win and prevent the world shipping competition, it is necessary to look out the competitive advantage power of Korean shipping industry. The first purpose of this study is the situation analysis for competitive advantage power of Korean shipping industry. The second is to compare with our shipping policies with foreign ones concerned with ship, cargo, crew, tax and others. But in order to compare with foreign shipping, this study need their shipping statistics data, this study has some limit of the foreign data. This study has been carried on the basis of the following items. 1. Shipping environment, 2. Ships and ship acquirement(shipbuilding/purchasing), 3. Oceangoing cargo and ship's stowage rate, 4. Human factor in shipping-crew, 5. The incomes and costs in finacial statements. We have some conclusions as following through the this study. First, Korean shipping industry environment-competitive disadvantage situation- has changed rapidly due to the shipping market opening, free market entering of foreign shipping. Second, Korean shipping is disadvantageous due to the high tax rate and financing conditions in connection with ship acquirement. In order to improve the competitive advantage power, the shipping tax system and ship financing conditions should be reviewed to profitable for owners. Third, but both world and Korean oceangoing cargoes quantity have been increased annualy, Korean ship's cargo stowage rate is being decreased. This is serious situation but Korean shipping take well use of foreign vessel with hire. It is recommended to take use of owner's vessel and hired ones in the long range view, considering the world shipping management. But the number of crew has been decreased by 2, 000~3, 000 annualy, it is desirable that the long sea-experienced crew have been increased. Almost of owners usauly complain the crew cost is the main obstacles to competitive advantage power. Human factor is the most important firm's asset. All owners should pay attention to this though, and invest the proper budget to training, education, welfare as much as possible. In the long run this effects could be feedback to owners. Fifth, We must improve the financial statements structure, that is, the first step is to increase income, the second is to decrease cost, the third is to increase income on the same cost, the fourth is to decrease cost on the same income. It is essential to find out what the urgent investment is and what unnecessary cost is. At last, in order to competite world shipping race, each shipping firm must try for himself to retain the power. The government/authority is no longer dependable. I believe that each firm's power will be the industry's power, the industry's power will be the nations's power.
