Reform of Basic Rural Education in Korea and Implications for China (한국 농촌 기초 교육의 개혁과 중국에 대한 시사점)

  • Korea is a self-recognized educational powerhouse, and successive governments place importance on basic education and rural education. While promulgating and implementing a series of policies and measures, the Korean government provides great support to the development of basic rural education from a financial standpoint, promotes the development of rural basic education projects, and provides a strong foundation for Korea to become a world education powerhouse. and provided a guarantee. In China, as the education powerhouse strategy and urbanization construction strategy continue to be promoted, the basic education problem in rural areas is drawing attention, and the development direction and thinking of rural basic education are also becoming a hot issue. This article intends to discuss how to develop basic rural education in China in the future by examining and analyzing reforms for basic rural education in Korea.

  • Profit, the performance of an apartment development project, is directly affected by the sales ratio, unit sale price, financial costs, land costs and construction costs. However, these factors fluctuate in response to changes in the environment, including various stake holders, and the profits fluctuate as a result. In order to ensure that profits are managed within target levels, these factors must be able to be predicted, controlled and monitored and managed up to the start, sale, and end stages of the project. The purpose of this study is to develop a profit risk management model for apartment development projects. The results of this study will contribute to the establishment of academic basis for the dynamic management of project profits that fluctuate with time and environment. And in practice, it will help project developers manage their business revenue to the proper level. In addition, the risks that occur from time to time can be identified quantitatively and visually, and it is expected that it will be easier to derive consensus points for smooth business progress by reducing conflicts of interest among stakeholders.

Domestic Government Debt and Economic Growth in Indonesia: An empirical analysis

  • Domestic government debt securities is one of the steps which is taken by the government of Indonesia as a major source of financial budget, covering for the budget deficit, debt payments and interest debt. The purposes of this research are to know the development of budget deficits, government debt and impact of domestic government debt securities against economic growth in Indonesia. Method of analysis used Ordinary Least Squares (OLS) analyzing the impact of the domestic debt against economic growth in Indonesia. This research uses time series data from 1997 to 2014. Total government debt and domestic government debt securities in Indonesia increased during the last five years. The average of domestic government securities was above 50 percent of the total government debt. Estimated results showed domestic government debt securities has a positive and significant effect to economic growth. Official development assistance (ODA) has a negative effect to economic growth. Other variables such as the gross fixed capital formation and receipt of remittance have positive and significant effect, total imports and government expenditure have negative and significant effect against economic growth.

  • Recently, Korea parliament legislated the Low Carbon Green Growth Act (April, 2012) and approved a bill (May, 2012) to start carbon emission trading system in 2015. It means that for the first time, government would regulate the amounts of carbon emission in private entities, and private entities should attain predefined emission reduction goals by implementing clean development mechanism (CDM) project or buy the Certified Emission Reductions (CERs) from the trading market to avoid penalty. Under these circumstances, it is not easy for them to determine when or how to implement the CDM project because the governmental energy policies about the level of governmental subsidies, periods for free emission allocation, etc. are still under discussion and the future price of the CERs is quite uncertain. Thus, this study presents a real-option based model to assess the financial viability of the CDM project which switches bunker-C oil to liquefied natural gas (LNG). The proposed model is expected to assist private entities in establishing the investment strategy for CDM project under uncertain government energy policies.

  • The trend of satisfying consumer needs (payment for mobile communication, music services, cab ordering, banking products, and food delivery) on a unified online platform has shaped a digital ecosystem, an instrument creating a unified space of economic interaction. Representatives of e-commerce are major stakeholders in the development of such tools. In particular, subscription services (multiservice subscriptions) allow users to create their own ecosystems based on their personal preferences. The rate of subscription service use is growing around the world, yet understanding of the peculiarities of development of this e-commerce sphere is limited due to insufficient research.The study aims to determine the motives and barriers to the use of subscription services (multiservice subscriptions) by consumers and their relationship with consumer characteristics.Proceeding from an online survey of 200 users, the study determines the relationship between the gender and income of consumers and their use of subscription services, motives and motivators for using subscription services, and barriers to the choice of a particular subscription service. The obtained results may serve as a basis for managerial decisions in e-commerce and for improving the effectiveness of marketing solutions.

Investigating Regions Vulnerable to Recurring Landslide Damage Using Time Series-Based Susceptibility Analysis: Case Study for Jeolla Region, Republic of Korea

  • As abnormal weather events due to climate change continue to rise, landslide damage is also increasing. Given the substantial time and financial resources required for post-landslide recovery, it becomes imperative to formulate a proactive response plan. In this regard, landslide susceptibility analysis has emerged as a valuable tool for establishing preemptive measures against landslides. Accordingly, this study conducted an annual landslide susceptibility analysis using the history of landslides that occurred over many years in the Jeolla region, and analyzed areas with a high potential for landslides in the Jeolla region. The analysis employed an ensemble model that amalgamated 10 data-based models, aiming to mitigate uncertainties associated with a single-model approach. Furthermore, based on the cumulative data regarding landslide susceptible areas, this research identified regions vulnerable to recurring landslide damage in Jeolla region and proposed specific strategies for utilizing this information at various levels, including local government initiatives, adaptation plan development, and development approval processes. In particular, this study outlined approaches for local government utilization, the determination of adaptation plan types, and considerations for development permits. It is anticipated that this research will serve as a valuable opportunity to underscore the significance of information concerning regions vulnerable to recurring landslide damage.

The Key Historical Factors of Small and Medium-Sized Enterprises (SMEs) for Economic Growth in the Republic of Korea

  • The primary objectives of this study is to examine and identify the historical factors that have significantly contributed to the growth/ expansion and prosperity of SMEs in the Republic of Korea and to evaluate and assess the impact of historical factors on the economic progress/ development, innovation, and job creation within SMEs in South Korea. To achieve the purpose of the current study, the present author has investigated the comprehensive literature investigation and figured out a total of four Key historical factors of SMEs for Economic Growth in the Republic of Korea, such as (1) Government Policies, (2) Technological Advancements, (3) Access to Finance, (4) International Trade. In conclusion, this study has undertaken a thorough investigation into the four critical historical factors that have significantly affected the development and achievements of SMEs in the Republic of Korea. By addressing a notable gap in current scholarly work, this study not only adds to the existing pool of knowledge but also provides valuable insights for various stakeholders. Practitioners/ professionals should proactively participate in government support initiatives/ programs and financial aid. SMEs can benefit from monetary incentives and donations/ grants intended to stimulate research and development, creativity, and international trade ventures.

Development of a Detection Model for the Companies Designated as Administrative Issue in KOSDAQ Market (KOSDAQ 시장의 관리종목 지정 탐지 모형 개발)

  • The purpose of this research is to develop a detection model for companies designated as administrative issue in KOSDAQ market using financial data. Administration issue designates the companies with high potential for delisting, which gives them time to overcome the reasons for the delisting under certain restrictions of the Korean stock market. It acts as an alarm to inform investors and market participants of which companies are likely to be delisted and warns them to make safe investments. Despite this importance, there are relatively few studies on administration issues prediction model in comparison with the lots of studies on bankruptcy prediction model. Therefore, this study develops and verifies the detection model of the companies designated as administrative issue using financial data of KOSDAQ companies. In this study, logistic regression and decision tree are proposed as the data mining models for detecting administrative issues. According to the results of the analysis, the logistic regression model predicted the companies designated as administrative issue using three variables - ROE(Earnings before tax), Cash flows/Shareholder's equity, and Asset turnover ratio, and its overall accuracy was 86% for the validation dataset. The decision tree (Classification and Regression Trees, CART) model applied the classification rules using Cash flows/Total assets and ROA(Net income), and the overall accuracy reached 87%. Implications of the financial indictors selected in our logistic regression and decision tree models are as follows. First, ROE(Earnings before tax) in the logistic detection model shows the profit and loss of the business segment that will continue without including the revenue and expenses of the discontinued business. Therefore, the weakening of the variable means that the competitiveness of the core business is weakened. If a large part of the profits is generated from one-off profit, it is very likely that the deterioration of business management is further intensified. As the ROE of a KOSDAQ company decreases significantly, it is highly likely that the company can be delisted. Second, cash flows to shareholder's equity represents that the firm's ability to generate cash flow under the condition that the financial condition of the subsidiary company is excluded. In other words, the weakening of the management capacity of the parent company, excluding the subsidiary's competence, can be a main reason for the increase of the possibility of administrative issue designation. Third, low asset turnover ratio means that current assets and non-current assets are ineffectively used by corporation, or that asset investment by corporation is excessive. If the asset turnover ratio of a KOSDAQ-listed company decreases, it is necessary to examine in detail corporate activities from various perspectives such as weakening sales or increasing or decreasing inventories of company. Cash flow / total assets, a variable selected by the decision tree detection model, is a key indicator of the company's cash condition and its ability to generate cash from operating activities. Cash flow indicates whether a firm can perform its main activities(maintaining its operating ability, repaying debts, paying dividends and making new investments) without relying on external financial resources. Therefore, if the index of the variable is negative(-), it indicates the possibility that a company has serious problems in business activities. If the cash flow from operating activities of a specific company is smaller than the net profit, it means that the net profit has not been cashed, indicating that there is a serious problem in managing the trade receivables and inventory assets of the company. Therefore, it can be understood that as the cash flows / total assets decrease, the probability of administrative issue designation and the probability of delisting are increased. In summary, the logistic regression-based detection model in this study was found to be affected by the company's financial activities including ROE(Earnings before tax). However, decision tree-based detection model predicts the designation based on the cash flows of the company.

Investments on Pro-poor Development Projects on Goats: Ensuring Success for Improved Livelihoods

  • The elements that determine the success of development projects on goats and the prerequisites for ensuring this are discussed in the context of the bewildering diversity of goat genetic resources, production systems, multifunctionality, and opportunities for responding to constraints for productivity enhancement. Key determinants for the success of pro-poor projects are the imperatives of realistic project design, resolution of priorities and positive impacts to increase investments and spur agricultural growth, and appropriate policy. Throughout the developing world, there exist 97% of the total world population of 921 million goats across all agroecological zones (AEZs), including 570 breeds and 64% share of the breeds. They occupy a very important biological and socioeconomic niche in farming systems making significant multifunctional contributions especially to food, nutrition and financial security, stability of farm households, and survival of the poor in the rural areas. Definitions are given of successful and failed projects. The analyses highlighted in successful projects the value of strong participatory efforts with farmers and climate change. Climate change effects on goats are inevitable and are mediated through heat stress, type of AEZ, water availability, quantity and quality of the available feed resources and type of production system. Within the prevailing production systems, improved integrated tree crops - ruminant systems are underestimated and are an important pathway to enhance C sequestration. Key development strategies and opportunities for research and development (R and D) are enormous, and include inter alia defining a policy framework, resolution of priority constraints using systems perspectives and community-based participatory activities, application of yield-enhancing technologies, intensification, scaling up, and impacts. The priority for development concerns the rainfed areas with large concentrations of ruminants in which goats, with a capacity to cope with heat tolerance, can be the entry point for development. Networks and networking are very important for the diffusion of information and can add value to R and D. Well formulated projects with clear priority setting and participatory R and D ensure success and the realisation of food security, improved livelihoods and self-reliance in the future.

  • Recently, most of the modern people used a second mobile device(two degree mobile device). Mobile devices are affecting all areas of human life, consumer electronics, transportation, manufacturing, and finance. On this paper, we propose a model-driven development based interaction model that can be used in the development of mobile payment system, which is the latest buzzword pins of the various application fields of mobile devices Tech (Fin-Tech) sector. Using a model-driven development based models do not depend on the Platforms (PIM), we propose a model for interaction between devices which can be reused when developing mobile billing app. A model-driven development based mobile applications use the reusable of interaction models development program analyzed the bus fees automatic payment application by a beacon.
