Donor Country's Fiscal Status and ODA Decisions before and after 2008 Global Financial Crisis

  • Purpose - The purpose of this study is to empirically investigate the impact of donor's fiscal status on aid decisions before and after the 2008 global financial crisis. The effects on aid can change depending on the donor country's fiscal status and the period of financial crisis. Research design, data, and methodology - A fixed effect regression and dynamic panel GMM is conducted using a comprehensive dataset combining 31 donor and 167 recipient countries during 1996-2015. The key explanatory variable is central government debt-to-GDP ratio of donor country. Recipient countries' GNI per capita, population, governance indicators, and bilateral trade-to-GDP ratio between donor and recipient countries are included as control variables. Results - We can confirm the relationship between donor country's fiscal status and aid flow. The cyclical component of government debt is found to have a negative impact on grant decisions particularly after the 2008 global financial crisis. This effect becomes larger in the countries with high government debt-to-GDP ratio. ODA decisions from the countries with low financial constraint do not significantly affected by the recipient countries' factors such as GNI, population, and governance indicator. Conclusions - Based on the empirical results of this study, the source of aid should be diversified by incorporating private sector and innovative financing sources.

The Aid-India Consortium, the World Bank, and the International Order of Asia, 1958-1968

  • The Aid-India Consortium was organized in 1958 as an international scheme to support the economic development of India, and led by the World Bank. This article reconsiders the economic diplomacy of the Indian Government in the 1950s and 1960s, by paying attention to the interactions between the Indian authorities and the donor countries and institutions, in the context of the Cold War regime, decolonization and economic aid to the newly independent countries. First, it deals with the development of the Aid-India Consortium by considering debates at its annual meetings and the skillful negotiations of the Indian Government and financial authorities. It focuses especially on the leading role of an Indian diplomat and financial expert, B. K. Nehru. The article then tries to reveal an Indian initiative in solving the 'food crises' of 1965-67 through intimate collaboration with the US government and the World Bank, using the framework of the Aid-India Consortium. These attempts lead to a reconsideration of the economic order of Asia in the 1950s and 1960s.

미국 대학의 등록금 정책과 학자금 정책 분석 (An Analysis of College Tuition and Student Aid Policies in the USA)

  • 본 연구는 미국 대학의 등록금 정책과 학자금 지원 정책의 최근 동향을 살펴보고, 이러한 정책이 우리나라의 고등교육정책에 주는 시사점을 모색하고자 하였다. 미국의 고등교육은 지난 수십 년간 지속적으로 논쟁이 되어 왔던 대학등록금 정책과 학자금 지원 정책에 대한 큰 변화가 2000년대 중반 이후 연방정부와 주정부 모두의 차원에서 이루어져 왔다. 대학등록금 정책과 관련하여 연방정부는 등록금 억제를 위한 나름대로의 방안을 강구하여 왔으며, 그 결과로 등록금 수준이 가장 높은 대학이나 등록금 인상이 가장 높은 대학들의 명단을 대중에게 공개하여 오고 있다. 주정부들 역시 대학들의 등록금 인상 제한이나 등록금 인상 시 장학금과 연계 하는 등 나름대로 합리적인 등록금 정책을 실시하고자 노력하여 왔다. 학자금 지원에 있어서도 연방정부는 기존의 학생지원 프로그램을 개편하여 저소득층 학생에게 실질적인 혜택을 주고자 하였으며 이러한 정책들은 비록 초기이지만 어느 정도 효과가 있는 것으로 나타나고 있다. 이러한 미국의 고등교육정책은 우리나라의 효과적인 등록금 정책 마련이나 학자금 지원정책에 의미 있는 시사점을 줄 수 있다.

Policy Fund Loans and Improvement Plans for Small Enterprise

  • Purpose - This study aims to suggest appropriate policies and performance indicators for financial aid recipients. It analyzes the existing regular government policy funds support project, especially its propriety and reasonability. Research design, data, and methodology - When financial aid is effective, it should be able to predict small enterprise business results. Additionally, there should be an evaluation, checking before and after performance rates so that the rate of achievement and outcome can be measured. This study's contribution for small enterprises is in researching the best way to improve this support system. Results - The Small Enterprise and Market Service (SEMAS), currently designated as a support organization for implementing the government financial aid project, has assessment indicators. However, these focus mainly on quantitative indicators and survey results. Conclusions - In the future, there is some need to draw up measures, setting the right direction for developing policies for the small enterprise fund loans and improving the management of the plans. Eventually, this effort will dispel concerns about the present support policy, which is considered to be weakening small enterprises.

의료보험 재정에서의 국가 책임 (The Responsibility of the State for Financing of the National Health Insurance)

  • 본 논문은 보험료를 중심으로 하는 의료보험 재정방식의 문제점을 파악하고 그 대안으로서 조세를 통한 국고보조의 가능성을 검토하기 위해 작성되었다. 이 목적을 달성하기 위해 의료보험재정과 관련된 근로관계, 소득재분배효과, 기업의 부담, 위험분산 그리고 의료보험의 관리운영권이라는 5가지 관점에서 살펴보았다. 그 결과 보험료 재정방식은 여러 문제들이 있으며 그것들이 조세를 통한 국고보조로 해결될 수 있을 것으로 파악되었다. 이 결과를 기초로 보험료 중심의 의료보험재정을 조세방식으로 전면적으로 전환하자고 주장하는 것은 무리가 있다. 그러한 정책의 시행에 영향을 미치는 다른 변수들을 고려해야 하기 때문이다. 그러나 본 논문은 국가의 재정적 책임의 점진적 확대 또는 유지와 관련된 논의를 좀더 체계적으로 전개하는 데 기여할 수 있을 것이다.

혼합정수계획 모형을 활용한 원양산업의 최적 감척 일정계획 수립에 관한 연구 (A Study on Scheduling of Scrap Disposal for Deap-sea Fishing Industry Using a Mixed Integer Programming Model)

  • In Korea, deap-sea fishing industry plays an important role in a food industry. However, it is in a difficult situation because of the more competitive business environment. Therefore, there is a need to restructure the deap-sea fishing industry by scraping superannuated ships. This paper is designed to present scrap programs for deap-sea fishing industry of Korea. We performed ratio analysis to evaluate financial performance of fishing companies and then applied a mixed integer programming (MIP) model to identify optimal schedule for scraping. The results of the financial ratio analysis indicates that it is legible to provide governmental aid to Atlantic trawl, Northern Pacific trawl, and Indian ocean trawl with minimum required rate of return (MRR) of 3%, and the Atlantic strip fishing industry is qualified to receive the governmental aid with MRR value of 5%. Furthermore, by applying the MIP model to develop scrap planning, we demonstrate how our model can be used to restructure the deap-sea fishing industry of Korea.

창업가가 인식한 정부창업지원사업 중요도와 만족도 및 기대충족도가 창업기업의 경영성과에 미치는 영향 (An Impact of Startup Business Performance by Entrepreneurs' Perceived Importance, Satisfaction, and Level of Meeting to Expectation over Government Startup Business Aid Programs)

  • 본 논문은 정부의 창업지원사업이 외형적 예산투입관점에서는 크게 증가함에도 불구하고 창업기업들의 현장에서 필요로 하는 니즈에 맞게 적절하게 이루어지지 못한다는 문제에 대해, 창업지원사업을 수혜 받은 기업들을 대상으로 정부지원 세부사업에 대한 중요도와 만족도를 조사하고 이의 차이인 기대충족도를 분석하여 그 원인을 분석하고 개선방안을 제시하는데 목적이 있다. 이를 위해, 본 연구는 충청남북도에 소재한 창업기업들을 대상으로 창업가가 인식한 정부의 창업지원사업 만족도가 경영성과에 미치는 영향을 살펴보았다. 특히 본 논문은 창업지원사업 중 어떠한 정부지원이 경영성과에 가장 큰 유의미한 영향을 미치는지를 분석하였다. 연구결과는 다음과 같다. 첫째, 창업지원사업의 창업교육, 시설 공간, 컨설팅, 자금지원 각각 분야의 중요도와 만족도의 차이에 대한 통계적 유의성을 검정한 결과 모든 분야에서 유의미한 차이가 있는 것으로 나타났다. 또한 중요도와 만족도의 차이가 가장 큰 분야는 자금지원으로 나타났다. 둘째, 창업지원사업과 재무적 성과와의 영향관계를 분석한 결과 시설 공간 만족도가 재무적 성과에 정(+)의 영향을 미쳐 시설 공간 만족도가 높을수록 재무적 성과가 높아지는 것을 알 수 있다. 창업지원사업과 비재무적 성과와의 영향관계를 분석한 결과 창업교육 및 컨설팅 만족도가 비재무적 성과에 정(+)의 영향을 미쳐 창업교육 및 컨설팅 만족도가 높을수록 비재무적 성과가 높아지는 것을 알 수 있다. 마지막으로 본 논문은 기대충족도가 가장 낮은 자금지원사업에 대해 그 수치가 가장 높은 창업교육 및 컨설팅사업과 연계하여 맞춤형 지원사업을 개발하는 것을 정책대안으로 제시하였다.

암환자 의료비 지원사업 대상자의 만족도 관련 요인 (Factors Affecting Beneficiary Satisfaction on Financial Aid Program for Cancer Patients in Korea)

  • Limited research has investigated the satisfaction of patients with cancer. This study was performed to explore patients' satisfaction and the related factors. The data were collected by telephone survey for the participants who were beneficiaries on the national financial aid program for cancer patients between January and October in 2009. Student's t-tests and analysis of variance were performed first to determine if the mean satisfaction score differed by the characteristics of study objects, followed by stepwise multiple regression analyses to examine the factors affecting satisfaction. When comparing the relating factors with patients' satisfaction according to the sociodemographic characteristics, the male, old-aged, higher educated, lower cancer stage, lung cancer group showed a significantly higher level of recognition for satisfaction. A public health center, better public relations, recognized more helpful, don't have expectation, put a person to expense, and don't feel pressured for medical cost groups were showed a higher level of recognition for satisfaction. The result of the multiple regression analysis, short waiting time, well known program policy, recognized helping of policy and had the financial burden had significantly influence on the satisfaction of patients with cancer.

The Impact of Senior Mobility Funding on Hearing Aid Acquisition and Compliance to Hearing Aid Use in a Singapore Hospital

  • Background and Objectives: In 2013, the Singapore government reviewed and expanded the Senior Mobility Fund (SMF) to provide subsidy for assistive devices, including hearing aids (HA). While SMF has improved accessibility to HA, its impact on HA acquisition has not been determined. The study aims to elucidate the influence of SMF on HA acquisition and the relationship between financial funding and compliance to HA use. Subjects and Methods: Retrospective review of 643 patients seen between January 2017 to January 2018 at the earnose and throat specialist outpatient clinic, who were referred for a hearing aid evaluation. Of the 643 patients, 109 patients with baseline hearing handicap (HH) scores recorded, and no formal diagnosis of cognitive impairment were included. The patients were grouped according to SMF eligibility and clinical data were obtained. Results: The odds ratio for acquiring HA was significantly higher with SMF, regardless of HH scores. When looking at actual degree of hearing loss (DHL), HA uptake was significantly higher in the least severe of DHL categories. There is no relationship between SMF and compliance to HA use. However, HH score is positively correlated with data log in regression analyses. Conclusions: SMF appears to influence HA acquisition. Especially in financially funded patients with low self-perceived HH, the benefits of HA may be underappreciated given the few hours of HA use. Further studies are warranted to investigate the impact of financial funding on outcomes of HA users to help policy planners and clinicians be prudent in the utilization of SMF.
