An Economic Analysis of Recycling for Waste Concrete;A Case study at Hosing Development District (폐콘크리트의 현장재활용 시 경제성 분석;택지개발사업지구를 중심으로)

  • Recently, the construction wastes increase rapidly due to the revitalization of reconstruction and redevelopment, the development of new urbanization of large housing development, the expansion of social infrastructure, and so on. To solve rapid increase of construction waste, the government established "the rule on the promotion of recycling of construction waste" in December, 2003. According to the rule, construction wastes can be recycled by either processing on commission or discharger of construction waste. However, most of construction waste can be recycled by processing on commission. One of the most reason is that it is difficult for proving economic effect of site recycling by discharger. This study investigated and analyzed in a generation and disposal process, status of recycling, and procedure and process of site recycling of construction waste. Also, this study proved the validation of site recycling for construction waste as economic efficiency is analyzed through the case study of site recycling at large housing development district. The results of this study can utilize the establishment of policy and basic data of feasibility for site recycling of construction waste.

A Study on Environmental and Economic Analysis for Each Treatment of Sewage Sludge(III) - Results of Environmental Assessment - (하수슬러지 처리방법별 환경성 및 경제성 분석에 대한 연구(III) - 환경성 분석 중심으로 -)

  • This study investigated the environmental and economical assessment for sewage sludge treatment options including biogasification, incineration, carbonization, drying, and solidification. For the economical feasibility the 30 plants with anaerobic digestion treatment and the 17 plants without anaerobic digestion treatment were investigated. In regarding to the environmental assessment, the air emission pollutants (SOx, NOx, etc) from incineration and carbonization plants were assessed and 1~34 % of emission limits was emitted. Drying and solidification plants emitted about 30 % of odour limits. And the rest of the pollutants were emitted either at not-detectable level or at below the limits. When the by-products from the solidification treatment was used as landfill cover materials, the unconfined compression strength could be below the limit and it could cause an unsafe condition for those passing vehicles and the possibility of the ground subsidence. There has been a maintenance difficulty due to frequent blockage and operational failure. The result of the comparison of sewage sludge treatment options showed that anaerobic digestion+incineration was the most economically feasible considering incineration and drying. For smaller treatment capacity, solidification was the most economically feasible considering carbonization and solidification and anaerobic digestion+carbonization was the most economically feasible considering carbonization and solidification.

Assessment of the Economic Benefits from Electricity Consumption (전력 소비의 용도별 경제적 편익 평가)

  • As electricity is an indispensable input to human's existence and industrial production, economic benefits arise from consumption. The economic benefits of the electricity consumption are useful information in various fields of electricity-related policy. Therefore, this study attempts to value the economic benefits from electricity use. The economic benefit of electricity consumed is the area under the demand curve which made of the sum of the actual consumer expenditure and the consumer surplus. Consumer expenditure can be easily observed but the information on price elasticity of demand is necessarily required to compute consumer surplus. This study derives the estimates for price elasticities through literature review. The price elasticities of the electricity demand for residence, industry, and commercial are estimated to be -0.332, -0.351, and -0.263, respectively. Because the consumer surplus of the electricity consumption for residence, industry, and commercial are computed to be 191.54, 143.44, and 231.91 won per kWh, respectively. Given that average prices of electricity use were 127.02, 100.70, and 121.98 won per kWh for the year 2013, the economic benefit are calculated to be 318.56, 244.14, and 353.89 won per kWh, respectively. We can convert the values to 321.96, 246.75, and 357.67 won per kWh in 2014 constant price, respectively, using consumer price index. They can be used in the economic feasibility analysis of a new electricity supply project.

Growth, Flowering, and Nutrient Composition of Salvia Grown in Peat moss Media Containing Pellets Processed with Poultry Feather Fibers at Different Mixing Ratios

  • The objective of this study was to determine the effect of replacing perlite (PL) with pellets processed with poultry feather fiber as an inert material to prepare growing medium. The growth and flowering of Salvia splendens 'Vista Red' grown in individual growing medium $Biosangto^{(R)}$, peat moss (PM), PL, and two pellets (P45-1 and P45-2) were evaluated. Peat moss was mixed with PL, P45-1, or P45-2 at various ratios (1:0 to 1:3 or 3:1 by volume) to investigate the feasibility of replacing PL with pellets. Nutrient composition of the growing medium and leaf tissues was analyzed. The number of florets, inflorescence length, plant height, and fresh weight of plants grown in media containing P45-1 or P45-2 were reduced compared to those grown in individual growing medium PM or PL. As the mixing ratio of P45-1 or P45-2 to PM was higher, the growth of salvia, such as inflorescence length, plant height, number of leaves, and fresh weight was inhibited. Our results indicate that mixing three parts PM with one part of P45-1 (PM/P45-1/3:1) or P45-2 (PM/P45-2/3:1) accelerated flowering and increased the number of florets and leaves compared to other mixing ratios of PM and pellets media. The concentrations of phosphorus (P), calcium (Ca), boron (B), iron (Fe), and copper (Cu) in individual growing medium PL, P45-1, and P45-2 were significantly lower than those in PM. The concentration of N was the highest in leaves of plants grown in P45-1 or P45-2 amended media, and the concentrations of P, Ca, and zinc (Zn) in leaves were lower in individual growing medium P45-1 or P45-2 than in PM and PL. The pH of PM/P45-1/3:1 or PM/P45-2/3:1 media was maintained at optimal level (5.8-5.9) and the concentrations of macro- and micro-elements in the media and leaves were considered to be optimal levels. Therefore, mixing three parts PM with one part P45-1(PM:P45-1/3:1) or P45-2 (PM:P45-2/3:1) is recommended for improved growth and flowering in salvia. This suggests that P45-1 or P45-2 can replace PL as an inert material to prepare growing medium.

The Evaluation of Minimum Cooling Period for Loading of PWR Spent Nuclear Fuel of a Dual Purpose Metal Cask (국내 경수로 사용후핵연료의 금속 겸용용기 장전을 위한 최소 냉각기간 평가)

  • Recently, because the wet pool storage facilities of NPPs in Korea has become saturated, there has been much active R&D on an interim dry storage system using a transportation and storage cask. Generally, the shielding evaluation for the design of a spent fuel transportation and storage cask is performed by the design basis fuel, which selects the most conservative fuel among the fuels to be loaded into the cask. However, the loading of actual spent fuel into the transportation metal cask is not limited to the design basis fuel used in the shielding evaluation; the loading feasibility of actual spent fuel is determined by the shielding evaluation that considers the characteristics of the initial enrichment, the maximum burnup and the minimum cooling period. This study describes a shielding analysis method for determining the minimum cooling period of spent fuel that meets the domestic transportation standard of the dual purpose metal cask. In particular, the spent fuel of 3.0~4.5wt% initial enrichment, which has a large amount of release, was evaluated by segmented shielding calculations for efficient improvement of the results. The shielding evaluation revealed that about 81% of generated spent fuel from the domestic nuclear power plants until 2008 could be transported by the dual purpose metal cask. The results of this study will be helpful in establishing a technical basis for developing operating procedures for transportation of the dual purpose metal cask.

Study on the Ratio of Catchment Area to Benefited Area in Case of Reservior (저수지의 유역대 가리면적비의 연구(I))

  • The reservoir is one of the important partsof facilities for development of irrigation water in Korea. Accordingly, construction of the reservoir will be stressed in the field of future development of agricultural water resources. In the meantime, storage capacity is actually is limited to some extent with various conditions. Acreage of benefited area shall be determined according to such conditions as catchment area, precipitation and unit water requirment within benefited area. According to results of the past construction of the reservoir, the ratio of catchment area to benefited area would be 4:1 to 2.5:1 or catchment area is approximately 2.5 times larger and over than benefited area. In order words, it is the ordinary practice in the construction of reservoir that benefited area should be less than 1/2.5 times as large as catchment area. Moreover, limitation of catchment area would prevent largely the vast drought-stricken area from being benefited by irrigation facilites. This has been, in fact, caused by the fact that a good deal of water stored in the reservoir overflows wastefully through spillway of the reservoir at th time of flood season, and that only very little of the overflowed water is available for irrigation. However, if the more wasted water is stored during the flood season, the larger area of farmland can irrigated. That is, catchment area can reduced to less than 2.5 times as large as benefited area. On the other hand, it is afraid that such reduction should bring about the increase of unit storage capacity. And storage capacity being maximized, costs for construction of the reservoir will be raised too highly, thus making the economics feasibility unfavorable. The purpose of this study is to decide the ratio of catchment area to benefited area toward the minimum level as possible in consideration of the hydrological and economic aspects. Kopung Project which is located in Sosan-kun, Chungnam Province is taken as an example for the review and analysis in this study, and as an example for crop, rice is taken. After consideration of this project, we can find out that annual average inflow is 726mm and annual average water requirements is 811mm. And the ratio of catchment area to benefited area is 1.2:1. This means that catchment area can be reduced even to 1.2 times as large as benefited area. In conclusion, this study reveals that the construction of reservoir is feasible in view of economic and technical points provided that catchment area is more than 1.5 times as large as benefited area.

Study on the Development Status of Korean Hot Springs (온천관광지 개발실태 조사연구)

  • Hot springs development will be more activated with the five-day work week system than before. Nevertheless, investment and development achievement of hot springs has not resulted in a successful performance to foster townships, and this calls upon locals to build a guideline to develop hot springs. This study intends to analyze laws on hot springs, which influence mostly on the hot spring development, to gather up the information on the present state of the development, and to suggest considerations for further development plans. Features of the hot spring development are as follows: One is that metropolitan cities will discover hot spring resources more than small cities. Therefore the development will be twofold : one for resort tour and the other for one-day rest and recreation. In addition, Korean laws on hot springs are more site development-oriented to support tourism and recreation than to protect environment and discover unused resources. This makes hot spring development easier and efficient being supported by hot spring law, law on territory development and use, and tourism promotion law. On the other side, planned landscape trimming can be uniformized and unharmonized in terms of local identity and environment-friendliness. This is why careful considerations such as goods and bads of the local resources, local history and culture are needed in hot spring development. A long-term development project should include remodeling based on local identity and development trends. The third point indicates that Korean hot springs development has recorded relatively low performance due to difficult private capital attraction, and a high fence on land purchase and development approval. It is essential to release restrictions on the hot spring development-especially on those whose development performance has not been successful so that best practice can be supported by the government in remodeling and marketing. New plans on hot spring development should be also examined based on developer's capacity and local authorities' volition on the plan. Last point shows that most hot springs development plans have been designed only based on territory utilizing plan and facilities arrangement, not considering much on fund-raising, operational plan or feasibility analysis. Therefore the tourism promotion law should reinforce guidelines on tourist site approval system by supplementing criteria. At the same time, an education on tourism development planning is necessary to deepen developers' understanding, since most developers are experts more on city development, landscape architecture, designing, constructing and engineering than tourism development.

A Feasibility Study on Developing Snow Melting Systems using CNT-Cement Composite (도로 융설체 개발을 위한 탄소나노튜브-시멘트 복합체 특성에 관한 실험적 연구)

  • PURPOSES : This study aims to review the possibility of developing a road snow-melting system that can prevent slip accidents by maintaining a constant temperature of the winter roads and enhance performance of structures, including improvement of compressive strength by mixing carbon nanotube (hereafter referred to as CNT) with cement paste, the basic material. METHODS : To achieve the above purpose, an experiment was conducted by mixing power-type CNT and wrap-type CNT up to cement paste formulation by weight of 0.0wt%~4.1wt% in accordance with "KS L ISO 679(of cement strength test method)", and compressive strength was measured at 28 days of curing. In addition, the volume resistivity of the specimen was measured to test thermal and electrical characteristics, and the rate of temperature changes in specimen surface by power consumption was measured by passing electricity through the cross-sections of the specimen. Meanwhile, the criteria for checking the performance as a road snow-melting system was determined as volume resistivity of $100{\Omega}{\cdot}cm$ or less. RESULTS : A comparative analysis between specimen with 0wt% CNT content in plain status and specimen containing various types of CNTs was carried out. From its results, it was found that compressive strength increased approximately 19%, showing the highest rate when 0.2wt% of wrap-type CNT was contained, but volume resistivity of $100{\Omega}{\cdot}cm$ or less appeared only in specimens containing more than 0.2wt% CNT. In addition, it was observed that the surface temperature increased by $4.62^{\circ}C$ per minute on average in specimens containing 3.2wt% CNT. CONCLUSIONS : In this study, CNT was examined as an underlying material for a road snow-melting system, and the possibility of developing the road now-melting system was reviewed by conducting various experiments using CNT-Cement composites. From the experimental results, the specimens were found to have a superior performance when compared to the existing road snow-melting systems that place the heat transfer medium such as copper on the road. However, satisfactory strength performance were not obtained from the specimen containing CNT(2.0% or more) that functions as a heating element, which leads to the need for reviewing methods to increase the strength by using plasticizer or admixture.

Report of Wave Glider Detecting by KOMPSAT-5 Spotlight Mode SAR Image (KOMPSAT-5 Spotlight Mode SAR 영상을 이용한 웨이브글라이더 탐지 사례 보고)

  • We analyzed the feasibility of detecting wave gliders moving on the sea surface using SAR images. For the experiment, a model was constructed and placed on the sea using a towing ship before and after the satellite observation time. In the acquisition of KOMPSAT-5 image, high resolution SAR data of spotlight mode was collected considering the small size of wave glider. As a result of the backscattering intensity analysis around the towing ship along with wave glider, several scattering points away from the ship were observed, which are not strong but clearly distinguished from the surrounding clutter values. Considering the distance from the center of the ship, it seems to be a signal by the wave glider. On the other hand, it is confirmed that the wave glider can be detected even at the very low false alarm rate ($10^{-6}$) of the target detection using CFAR. Although the scatter signal by the wave glider could be distinguished from the surrounding ocean clutter in the high resolution SAR image, further research is needed to determine if actual wave gliders are detected in various marine environments.

Assessment of Technology-Based Industrial Wastewater Effluent Limitations and Standards for the Application in Domestic Industries ( I ) : Case-study, Applying TBELs in US (처리기술에 근거한 산업폐수 배출허용기준 국내 적용성 연구( I ) : 미국 TBELs 적용사례 검토)

  • Technology-Based Effluent Limitations (TBELs) is a permit limits for a pollutant that is based on the capability of a treatment technology to reduce the pollutant to a certain concentration. Widely practiced for regulations of industrial wastewater in US, TBELs has been accepted as an effective means that can achieve balanced goals between complete elimination of pollutants discharge and economic feasibility for industries. The review of TBELs application in US and the applicability of TBELs to the domestic industry categories was given in three papers. In the first paper, the development and practices of TBELs in US were reviewed including case studies. The developments of TBELs in US in the four major categories, the metal products & machinery, the petroleum refining, the porcelain enameling and the meat & poultry products were reviewed. The applicability of TBELs to the domestic industrial categories was also assessed. In the second paper, the pollution loads analysis for domestic industrial wastewater was conducted based on risk assessment indicator using Toxic Weighting Factors (TWFs). This is an essential part to determine the priority of TBELs application for the domestic industrial categories. In the last paper, the application of TBELs to the domestic industries was demonstrated through a case-study for the pulp/paper/paperboard category. Direct application of TBELs of US into the Korean regulation system may not be desirable because the specific goals and the environment for the regulations for the two countries may not be identical. For example, unlike US, Korea does not adopt the individual permit system for pollution sources. However, among the unproductive and exhaustive controversies over the uniform regulations regardless of the industrial categories in Korea, the introduction of the principles of TBELs are inevitable and more extensive study for applications of TBELs optimized for Korean regulation system will be necessary.
