A Research on the Establishment of New Korea-Russia Bilateral Cooperation Law for the Sustainable Arctic Development

  • The Republic of Korea (Korea) and the Russian Federation (Russia) are actualizing the cooperation in the Arctic area. As a result, Korean companies have begun to enjoy real economic benefits. However, since there are some troublesome aspects associated with this cooperation, measures that can lead to sustainable development through the supplementation of relevant norms are critical. Russia is also aware of these problems in obtaining economic benefits in the future; cooperation between the two countries should be extended to sufficiently cover this point. The laws related to the region are vague and do not encompass every field. In addition, when it comes to national interests, many situations arise from areas where international and national laws are not clearly harmonized. Therefore, efforts should be made to reflect the interests of both sides and to maintain economic benefits, in case Korea participates in Russia's development of the area, as well as for the legal foundation to reduce negative issues. The Korea-Russia Free Trade Agreement (FTA) negotiation is on the track for the purpose. The two governments should consider various tasks, such as harmonizing with the former FTAs and dealing with the domestic law in accordance with the new FTA. The two countries also have to conduct researches on the efficient use of the FTA and for the 'Sustainable Arctic Development'.

  • In this paper, fabricated by MEMS uncooled micro-bolometer detector for the study in the infrared sensitivity enhancement. Absorption layer SiOx-Metal series MDTF (metal-dielectric thin film) by high absorption rate and has a high thermal coefficient of resistance, low noise characteristics were implemented. Then MDTF were made in a vacuum deposition method. And MDTF for the analysis of the physical properties of silicon wafers were fabricated, TCR (temperature coefficient of resistance) value was made in order to measure the glass wafer and FT-IR (Fourier Transform Infrared spectroscopy) values were made in order to measure the germanium window. The analyzed results of MDTF -3 [%/K] has more characteristics of the TCR. And 8~12 um wavelength region close to 70% in the absorption characteristic.

  • A power device is a component used as a switch or rectifier in power electronics to control high voltages. Consequently, power devices are used to improve the efficiency of electric-vehicle (EV) chargers, new energy generators, welders, and switched-mode power supplies (SMPS). Power device designs, which require high voltage, high efficiency, and high reliability, are typically based on MOSFET (metal-oxide-semiconductor field-effect transistor) and IGBT (insulated-gate bipolar transistor) structures. As a unipolar device, a MOSFET has the advantage of relatively fast switching and low tail current at turn-off compared to IGBT-based devices, which are built on bipolar structures. A superjunction structure adds a p-base region to allow a higher yield voltage due to lower RDS (on) and field dispersion than previous p-base components, significantly reducing the total gate charge. To verify the basic characteristics of the superjunction, we worked with a planar type MOSFET and Synopsys' process simulation T-CAD tool. A basic structure of the superjunction MOSFET was produced and its changing electrical characteristics, tested under a number of environmental variables, were analyzed.

  • In this paper, the $\Phi$-q-n pattern and average discharge power of silicone rubber have investigated effect of inter impurities. It's changed impurities by silicone oil, water and copper. Applied voltage is AC 3, 4, 4.5, 5, 5.5[kV]. And data acquisition time is 10 second(600 cycles). These results suggest that partial discharge(PD) is shower negative polar than positive polar at 3[kV]. Positive polar's PD value increased with increase of applied voltage. The Conductivities expressed same $\Phi$-q-n pattern in positive polar and negative polar at phase region.

  • 최근 한반도 및 인근에서 발생한 지진 중, 그 메카니즘이 Waveform Modelling 혹은 Moment Tensor Inversion 등 정량적인 방법에 의해 밝혀진 Mw 5.0 이상의 9개 지진의 발생 원인을 분석한 결과 한반도 및 인접지역에서 발생한 지진의 대부분은 주향 이동 단층 운동에 의한 메카니즘과 다소의 역단층 운동이 첨가된 단층운동 특성을 보여준다. 한반도 및 주변에서 단층작용을 일으킨 주응력 방향은 거의 수평한 동북동-서남서 방향으로 같은 판내 지역인 북동부 중국 지역의 주응력 방향과 매우 유사하고 동해 동부와는 상당한 차이를 보인다. 이는 한반도 및 그 주변에서 지진을 일으키는 주응력은 동쪽에서 유라시아판 밑으로 침강하는 태평양판의 영향뿐만 아니라 서남쪽에서 충돌하는 인도판의 영향도 상당히 작용하는 것으로 해석된다.

고전압 Non Punch Through IGBT 및 Field Stop IGBT 최적화 설계에 관한 연구 (The Optimal Design of High Voltage Non Punch Through IGBT and Field Stop IGBT)

  • An IGBT (insulated gate bipolar transistor) device has an excellent current-conducting capability. It has been widely employed as a switching device to use in power supplies, converters, solar inverters, and household appliances or the like, designed to handle high power. The aim with IGBT is to meet the requirements for use in ideal power semiconductor devices with a high breakdown voltage, an on-state voltage drop, a high switching speed, and high reliability for power-device applications. In general, the concentration of the drift region decreases when the breakdown voltage increases, but the on-resistance and other characteristics should be reduced to improve the breakdown voltage and on-state voltage drop characteristics by optimizing the design and structure changes. In this paper, using the T-CAD, we designed the NPT-IGBT (non punch-through IGBT) and FS-IGBT (field stop IGBT) and analyzed the electrical characteristics of those devices. Our analysis of the electrical characteristics showed that the FS-IGBT was superior to the NPT-IGBT in terms of the on-state voltage drop.

전세계 유조선시장의 항해용선 및 기간용선 거래량 추정모형 설정 및 예측 (Model Construction and Estimation of Voyage Charter in World Tanker Market)

  • 본 논문은 해상물동량이 외생적으로 주어질 경우 전세계 지역별, 선형별, 화물별 석유류 해상물동량과 유조선 선박거래량의 변화를 추정하는 항해용선 거래량 추정 모형을 구축하고 이를 통해 실제 예측을 시도하는 것이 주요 목적이다. 이를 위하여 본 논문에서는 유조선시장의 항해용선과 기간용선 메커니즘을 분해하고 선박용선DB에서 축적된 내용을 단계별로 적용하였다. 그 결과 전세계 유조선 항해용선 거래랑은 2000년의 2만 892척에서 2007년에는2만 5,751척으로 23.3% 증가할 전망이며, 이 가운데 극동지역의 거래량이 35.2%를 차지할 것으로 전망 되었다. 또한 우리나라의 유조선 항해용선 거래량도 2007에는 전세계 거래량의 9.3%, 극동지역 거래량의 26.6%에 이를 것으로 전망되었다.

기상자료의 통계내삽 (Statistical interpolation of meteorological data)

  • 불규칙 분포의 관측자료를 격자점자료로 내삽하는 방법의 하나인 통계내삽방법(Statistical interpolation)과 이 방법이 필요로 하는 통계적 상관함수(Correlation function)를 구하는 방법을 소개하고, 극동 아시아 지역의 기상변수들의 상관관계를 계산한다. 극동 아시아 지역 34개의 관측점에서 1977년 12월부터 1980년 2월까지 겨울철 12, 1, 2월의 9개월에 걸쳐 관측된 500mb면 지오포텐셜고도 및 바람, 850mb면 온도 및 혼합비에 대하여 (34*33)/2개의 상관함수가 계산되었다. 관측점 사이의 거리가 증가함에 따라 지오포텐셜고도와 온도의 자기상관함수는 천천히 감소하는 상관관계를, 바람과 혼합비의 자기상관함수는 비교적 빨리 감소하는 상관관계를 나타내었다. 지오포텐셜고도와 바람에 대하여 계산된 자기 및 교차상관함수들의 수평분포는 겨울철 종관특징을 잘 표현하였다.

러시아 사할린 지역의 언어 환경과 한국어교육 문제 연구 (A study on Language Environment and Korean Language Education problems in Sakhalin, Russia)

  • Sakhalin, Russia is a very specific area for Korean language education. The imposed separation and isolation in this region means the language in Sakhalin is mixed with South Korean, North Korean, Gyeongsang Province dialect, Japanese, and Russian. Scrutiny of the use of the actual language of Sakhalin Koreans is needed, and it is required in supporting Korean language education. In this study, I will cover: 1. Approach should differ depending on the situation of Korean, foreigners, Korean Language School(Hangeul Hakgyo) and Korean classes in local Schools. 2. Tailor-made textbooks for Sakhalin are required. 3. Korean textbooks to match local circumstances are needed. There should be a basic writing text written by a local Korean department professor and supervision or modification, supplements from Korean language education researchers in Korea. 4. Enlarged Korean training programs are needed. Furthermore, if Korean and Russian university students are to study in Korea, there should be programs offering a dual degree among other things. 5. Methodical, overall examination of overseas Korean regions like Sakhalin is necessary. Also in the case of far east Russia, connectivity between Vladivostok, Khabarovsk and Sakhalin needs to be strengthened.

단일 영상에서 안개 제거 방법을 이용한 객체 검출 알고리즘 개선 (Enhancement of Object Detection using Haze Removal Approach in Single Image)

  • In recent years, with the development of automobile technology, smart system technology that assists safe driving has been developed. A camera is installed on the front and rear of the vehicle as well as on the left and right sides to detect and warn of collision risks and hazards. Beyond the technology of simple black-box recording via cameras, we are developing intelligent systems that combine various computer vision technologies. However, most related studies have been developed to optimize performance in laboratory-like environments that do not take environmental factors such as weather into account. In this paper, we propose a method to detect object by restoring visibility in image with degraded image due to weather factors such as fog. First, the image quality degradation such as fog is detected in a single image, and the image quality is improved by restoring using an intermediate value filter. Then, we used an adaptive feature extraction method that removes unnecessary elements such as noise from the improved image and uses it to recognize objects with only the necessary features. In the proposed method, it is shown that more feature points are extracted than the feature points of the region of interest in the improved image.
