민군 시설공용 확대 및 활성화 방안에 관한 연구 - 요인 분석과 AHP분석 기법으로 - (A Study on the Expansion and Revitalization Plan when Conceiving Civil and Military Sharing Facilities - Factor Analysis and Analytic Hierarchy Process -)

  • A civil-military facility sharing project is a part of mutual cooperative efforts, which enables the military to use any civilian (local government or company) or a civilian to use any military facility. Such facility sharing project may reduce or clear possible conflicts with the local residents in the surrounding area of a military facility while being available to save budgets for new construction or maintenance of a defense or military facility. Various measures have been proposed for institutional resolutions on conflicts with the local residents in the surrounding area of a military facility. This study collects and organizes previous cases of the civilian-military facility sharing projects, and analyzes the characteristics of such cases based on the project types. In addition, by organizing and proposing the project characteristics, plans (ideas) and determination criteria to expand and vitalize are presented regarding the project types having restrictions. AHP technique is employed to research on the matrix for the project feasibility determination. Also, the opinions organized through the cause analysis are categorized and presented as a project for the expansion and vitalization of future project. According to the rearch result, Type I, II and III are determined to be projects that can be implemented without difficulties. Type IV, on the other hands, is determined as not illegal, yet inadequate so that some legal and institutional complements are required to expand and vitaliza this facility sharing project.

연접하는 초.중학교의 시설 공유 방안에 대한 연구 (A Study on the Guidelines for Facility Sharing in Adjacent Elementary and Middle School)

  • This paper attempts to verify the possibilities of sharing facilities in adjacent elementary and middle school. To achieve these purposes, the educational theories are reviewed and several schools are surveyed. The outcomes from this study are as follows : (1)It is possible and effective to share some facilities in the adjacent elementary and middle schools. To achieve the successful sharing effects, it is necessary for the schools concerned to collaborate heartfully in managing school facilities and in operating school curriculum. (2)This study recommends some school facilities such as the dinning room and kitchen, multi-purpose auditorium, administrative part and nursing room. (3)It is more effective that the sharing facilities be located in the adjacent zone and two playground and main entrance be detached from the other territorial zone.

  • When developing projects to build facilities to be shared by both military bases and surrounding communities, strategies are needed to achieve two objectives: 1) minimize missteps and opposition from local communities in the process of developing and implementing such projects, and 2) promote cost-benefit optimization and user-satisfaction. With aim of promoting co-operation and co-existence between military bases and adjust communities, this research proposes esthetical factors to be considered in conceiving civil-military sharing facilities. It seeks experts' opinions on the development of civil-military sharing facilities, and examines critical factors (economic feasibility, security, and satisfaction, etc.) for project development as well as building types suitable for shared-use between military bases and local residents. It then establishes a method to prioritize facility-type and narrow down design factors (considerations and restrictions) in project development by applying quantitative analysis. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts' opinions. At the first round of the survey, facility types, items for consideration and restrictions are drawn, and then at the second round of the survey, criticality of each item is analyzed. Finally, it reaches a conclusion on suitability of facility types for civil-military sharing facilities, and selects project considerations and restrictions when developing this kind of project.

Analysis of Revenue-Sharing Contracts for Service Facilities

  • There are customer services jointly provided by two facilities so that each customer will complete the course made up of both facilities' sub-services. The two facilities are assumed invested respectively by an infrastructure owner and one subordinate facility owner, whose partnership is built on their capital investments. This paper presents a mathematical model of Stackelberg competition between the two facility owners to derive their optimal Nash equilibrium. In this study, each facility owner's profit is consisted of fixed revenue fractions of sold services, operating costs (including depreciation cost) and maintenance costs of her facility. The maintenance costs of one facility are incurred both by failures and deterioration due to usage. Moreover, for both facilities, failures are rectified immediately by minimal repairs and preventive maintenance is carried out at a fixed time epoch. Additional assumptions are also employed to develop the model such as customer arrivals are manipulated to follow a Poisson process, and each facility's lifetime is independently Weibull-distributed. The Stackelberg game proceeds as follows. At the first stage of decision making process, the infrastructure owner (acting as a leader) decides the allocation of revenue shares based on her self-interest. After observing the allocation of revenue shares, the subordinate facility owner determines her own optimal price of services. This paper investigates actions and reactions of the two partners in the system. Then analytical conditions are proposed to achieve a unique optimal Nash equilibrium. Finally, some suggestions for further research are discussed.

지자체단위의 도로기반시설물 정보공유체계 구축을 위한 연구 (A Study for Construction of Road and Underground Facilities Information Sharing Systems in Local Government)

  • 도로와 지하시설물에 대한 정보공유체계구축은 정보공유미흡으로 인한 각종 안전사고방지 및 중복투자방지를 위해서 필요하다. 따라서 본 연구에서는 지자체단위의 정보공유체계 구축방안으로 기본도 일원화(l/l,000수치지형도), 공유항목의 선정, 메타데이터 표준안 설정, 정보공유체계구축안을 제시하였다. 정보공유체계 구축안은 전용망을 이용한 분산형과 인터넷망을 이용한 웹기반형을 제시하였다. 또한 지자체에서 도로기반시설물에 대한 정보공유체계를 구축할 경우 적용할 수 있는 추진방안을 제안하였다.

  • 국내에서는 규제에 의해 관로, 전주 및 케이블 등 필수설비를 경쟁사업자에게 제공해주고 있는 유선 기존사업자의 도매사업 부서와 가입자 모집 및 유지 등 소매활동을 담당하는 부서 사이의 독립성을 보장할 수 있는 제도적 장치가 아직까지 마련되어 있지 않고 있다. 이에 의무제공사업자의 도매부서는 소매사업부와 연계하여 경쟁사업자의 설비제공 요청을 의도적으로 방해할 유인이 존재하며, 궁극적으로 의무설비제공 대상설비에 대한 액세스 동등성이 확보되지 못하게 되어 국내의 설비제공 활성화를 저해하는 근본적인 요인으로 작용할 우려가 있다. 따라서 본 논문은 주요국의 액세스망 분리 사례를 분석하고, 설비제공 활성화를 위한 장기적 방안을 제안하고자 한다.

  • This paper presents a sophisticated mixed-integer linear programming model that may help regional decision-maker to develop long term plan of solid waste management The model revises Ni-Bin Chang(1996)'s integrated waste management models to fit Korean solid waste management system We apply this model to evaluate impact of facility sharing and coordinated operation among three self-governing districts in Seoul city Our study results indicate that facility sharing and coordinated operation among districts eliminate unnecessary landfilling and facility expansion.

  • 수도권의 기능 및 범위 확대로 인하여 광역교통수요가 급증하였고, 이러한 광역교통수요를 충족시키기 위해서는 다양한 광역대중교통 보급이 필요하다. 하지만 막대한 투자재원을 필요로 하는 광역교통시설의 설치 및 운영 관리에 대한 명확한 기준과 제도의 부족으로 중앙정부와 지방정부, 지방정부와 지방정부 사이에서 갈등이 일어나고 있는 실정이다. 본 연구에서는 수도권 광역 BRT, 광역 환승시설 등의 효율적인 설치 및 운영 관리를 위한 재원분담 모델을 개발하여 재원분담기준을 설정하고자 하였다. 이에 국내외 사례를 기반으로 광역 BRT 시설의 주요 구성요소인 광역 BRT 노선, 광역 환승시설 그리고 공영차고지의 재원분담 모형을 정립하고 정립된 재원분담모형을 적용하여 대안별 비교분석을 수행하였다.

우리나라 대학도서관 공동보존서고의 구축 및 운영에 관한 연구 (The Development and Management of a Cooperative Storage Facility for Academic Libraries in Korea)

  • 이 연구의 목적은 우리나라 대학도서관 공동보존서고의 구축과 운영에 필요한 주요한 기능적 특성을 검토 및 제안하는 것이다. 따라서 다른 나라 대학도서관 공동보존서고의 다양한 사례와 특성을 분석하고, 우리나라 환경에 적합한 공동보존서고의 물리적 시설, 부지의 확보와 건축, 운영 방안, 소장자료의 성격과 규모 자료의 소유권, 자료의 이용과 서비스 자료관리와 접근 시스템의 모형 등을 제시하였다. 우리나라 대학도서관 공동보존서고는 교내 공간의 최적의 활용성을 보장하고, "마지막 한 부"를 보존하며, 보존자료의 이용 효율을 보장하는 시설로 구축되어야 하며, 지역별, 권역별 단위 구축, 목적용 고밀도 저장시설의 신축, 인쇄자료 중심의 장서구성, 공동소유권의 인정 및 최신 정보기술을 활용한 도서관리 및 접근 시스템의 채택 등이 필요함을 강조하였다.
