  • The design and analysis of a quayside mooring system for safe mooring of Prelude FLNG under extreme environmental conditions were carried out. The design of the mooring system considered the yard operation conditions and maximum wind speed during a typhoon. In order to secure the mooring safety of Prelude FLNG under an extreme environment, a special steel structure was designed between the quay and Prelude FLNG to maintain the distance from the quay to a certain extent to avoid a collision with the inclined base. The mooring safety was also ensured by installing additional new parts on the quay. A mooring analysis and mooring safety review were performed with more rigorous modeling considering the nonlinearity of the mooring rope and fender. In order to secure additional safety of the mooring system under extreme environmental conditions, a safety assessment was conducted on the failures of the mooring components proposed in the marine mooring guidelines. Based on the results of the mooring analysis, it was confirmed that the Prelude FLNG can be safely moored even under the extreme conditions of typhoons, and a worst case scenario analysis verified that the mooring system design was robust enough. The proposed mooring analysis and design method will provide a basis for the safe mooring of ultra-large floating offshore structures of similar size in the future.

  • Representative Concentration Pathways (RCP) are the latest emission scenarios recommended to use for the fifth assessment report of Intergovernmental Panel on Climate Change. This study investigates the projection of extreme precipitation in South Korea during the forthcoming 21st Century using the generalized extreme value (GEV) analysis based on two different RCP conditions i.e., RCP 4.5 and 8.5. Maximum daily precipitation required for GEV analysis for RCP 4.5 and 8.5 are obtained from a high-resolution regional climate model forced by the corresponding global climate projections, which are produced within the CMIP5 framework. We found overall increase in frequency of extreme precipitation over South Korea in association with climate change. Particularly, daily extreme precipitation that has been occurred every 20 years in current climate (1980~2005) is likely to happen about every 4.3 and 3.4 years by the end of 21st Century (2070~2099) under the RCP 4.5 and 8.5 conditions, respectively.

  • There is a growing dissatisfaction with use of conventional statistical methods for the prediction of extreme events. Conventional methodology for modeling extreme event consists of adopting an asymptotic model to describe stochastic variation. However asymptotically motivated models remain the centerpiece of our modeling strategy, since without such an asymptotic basis, models have no rational for extrapolation beyond the level of observed data. Also, this asymptotic models ignored or overestimate the uncertainty and finally decrease the reliability of uncertainty. Therefore this article provide the research example of the extreme rainfall event and the methodology to reduce the uncertainty. In this study, the Bayesian MCMC (Bayesian Markov Chain Monte Carlo) and the MLE (Maximum Likelihood Estimation) methods using a quadratic approximation are applied to perform the at-site rainfall frequency analysis. Especially, the GEV distribution and Gumbel distribution which frequently used distribution in the fields of rainfall frequency distribution are used and compared. Also, the results of two distribution are analyzed and compared in the aspect of uncertainty.

  • Non-stationary extreme winds such as thunderstorm downbursts are responsible for many structural damages. This research presents a time domain approach for estimating along-wind load effects on tall buildings using multiple wind speed time history samples, which are simulated from evolutionary power spectra density (EPSD) functions of non-stationary wind fluctuations using the method developed by the authors' earlier research. The influence of transient wind loads on various responses including time-varying mean, root-mean-square value and peak factor is also studied. Furthermore, a simplified model is proposed to describe the non-stationary wind fluctuation as a uniformly modulated process with a modulation function following the time-varying mean. Finally, the probabilistic extreme response and peak factor are quantified based on the up-crossing theory of non-stationary process. As compared to the time domain response analysis using limited samples of wind record, usually one sample, the analysis using multiple samples presented in this study will provide more statistical information of responses. The time domain simulation also facilitates consideration of nonlinearities of structural and wind load characteristics over previous frequency domain analysis.

  • Climate change is expected to amplify the future flooding risks in rural areas which could have devastating implications for the sustainability of the agricultural sector and food security in South Korea. In this study, spatially disaggregated and statistically bias-corrected outputs from three global circulation models (GCMs) archived in the Coupled Model Intercomparison Project Phases 5 and 6 (CMIP5 and 6) were used to project the future climate by 2100 under medium and extreme scenarios. A hydrological model was developed to simulate the flood phenomena at the Shindae experimental site located in the Chungcheongbuk Province, South Korea. Hourly rainfall, inundation depth, and discharge data collected during the two extreme events that occurred in 2021 and 2022 were used to calibrate and validate the hydrological model. Probability analysis of extreme rainfall data suggested a higher likelihood of intense and unprecedented extreme rainfall events, which would be particularly notable during 2051-2100. Consequently, the flooded area under an inundation depth of >700 mm increased by 13-36%, 54-74%, and 71-90% during 2015-2030, 2031-2050, and 2051-2100, respectively. Severe flooding probability was notably higher under extreme CMIP6 scenarios than under their CMIP5 counterparts.

  • In statistical hydrology, various extreme distributions such as the generalized extreme value (GEV), generalized logistic (GLO) and Gumbel (GUM) models have been widely used to analyze the extreme events. In the case of rainfall events in South Korea, the GEV and Gumbel distributions are known to be appropriate among various extreme distribution models. However, the proper probability distribution model may be different depending on the type of extreme events, rainfall duration, region, and statistical characteristics of extreme events. In this regard, it is necessary to apply a wide range of statistical properties that can be represented by the distribution model because it has two shape parameters. In this study, the statistical applicability of rainfall data is analyzed using the Burr XII distribution and the dimensionless L-moment ratio for 620 stations in South Korea. For this purpose, L-skewness and L-kurtosis of the Burr XII distribution are derived and L-moment ratio diagram is drawn and then the applicability of 620 stations was analyzed. As a result, it is found that the Burr XII distribution for the stations of the Han River basin in which L-skewness is relatively larger than L-kurtosis is appropriate, It is possibility of replacing the distribution of commonly used Gumbel or GEV distributions. Therefore, the Burr XII model can be replaced as an appropriate probability model in this basin.

  • The current standard level of Heat Health Watch Warning System consider both daily maximum temperature and daily maximum heat index(HI), but current standard could not consider daily maximum HI due to the difficulties in forecasting when we consider both daily maximum temperature and daily maximum HI and no considering HI because relative humidity could not observed for some regions. So, Newly established standard level of Heat Health Watch Warning System is based on daily maximum temperature exceeding $30^{\circ}C$ for two consecutive days or daily minimum temperature exceeding $25^{\circ}C$ and daily maximum temperature exceeding $30^{\circ}C$. These days are called "extreme heat days". On extreme heat days, the standard of extreme heat advisory is based on daily maximum temperature among exceeding $32.7^{\circ}C$ and not exceeding $34.8^{\circ}C$, and extreme heat warning is based on daily maximum temperature exceeding $34.8^{\circ}C$. ANOVA analysis was carried out using the data of Seoul Metropolitan City in 1994 to check the robustness of the new standard level of Heat Health Watch Warning System from this study, in particular for mortality variable. The results reveal that the new standard specifies excess mortality well, showing significance level of 0.05 in the difference of excess mortality for each phase.

  • In this Paper, we propose an optimized method of hardware design based on Field Programmable Gate Array (FPGA) to detect rotated angle of high definition image about Extreme Contour Point (ECP) algorithm with moving video image could be not happened to translation motion, but also physical rotation motion. It was evaluated by XC7Z020 xc7z020-3clg400 FPGA board by using xilinx 14.2 tool. The much well-known method, the Coordinate Rotation Digital Integrated Computation (CORDIC) is an algorithm to estimate rotated angle between point and point. Through the result both ECP and CORDIC, our proposed design are confirmed to have similar operating speed of about 4ns with CORDIC. However, it is verified to have high performance result in terms of the hardware cost, is much better than CORDIC with cost reduction of registers and Look Up Tables (LUTs) of 108% and 91%, respectively.

  • After using the filtering method, wave parameters are calculated by the spectral analysis and wave by wave analysis. Extreme environments and higher wave characteristics int he Chujeon Sea are analyzed using the observed wave data. Higher wave has been intensely emphasized as an important environmental force parameter in several recent research works. The aims of this study are to summarize the distribution of extreme environment for wind waves, and to find occurrence probability of higher wave in Chujeon Sea. Ocean wave statistics varying with sea state are found to respond linearly to the spectral peakedness parameter Qp, mean run-length and Ursell number. Although the spreading of the field results is large, it may be concluded that the tendency of wave group formation depends on the spectral peakedness parameter Qp. Extreme wave is estimated to apply various model distribution functions by using the monthly maximum significant wave parameters which can be used to the design and analysis of coastal structures.
