Efficiency Analysis of Public Service Organizations Using Stochastic Frontier Analysis (확률변경분석을 이용한 공공서비스 조직의 효율성 분석)

  • An organization must restructure itself once it makes outsourcing decisions. Outsourcing is a strategy that a company adopts to direct internal efforts into strengthening its core business processes while contracting other companies for strategically less critical tasks thereby improving organizational production efficiency, and the strategy inevitably involves organizational restructuring. While public service organizations have increasingly embraced outsourcing as well, only a handful of studies analyze the change in efficiency from organizational restructuring. Therefore, this study uses Stochastic Frontier Analysis (SFA) to test whether efficiency improved in Korea Expressway Corporation's restructured branch offices. Korea Expressway Corporation evaluated and grouped its branches based on road extensions management, traffic volume, the number of snow days, road deterioration, and the number of junctions to differentially allocate its personnel and budget. The extent of efficiency improvement in each group was compared, and results show that inefficiency did not exist in any of the groups. The efficiency index among the three group categories was similar across the board; 9 offices in the A-group with its expanded personnel and budget had an efficiency index of 0.954, 12 offices in the B-group with unchanged personnel and budget conditions had an index of 0.950, and 12 offices in the C-group with reduced personnel and budget had an index of 0.937. SFA facilitates efficiency analyses because it does not require pre-restructuring data. This study is easy to apply in practice and empirically tests efficiency improvement in organizational restructuring based on data collected from all the branch offices in Korea Expressway Corporation.

Qualitative Factor Analysis on Speed Reduction of Drivers in Expressways Tunnel Section (고속도로 터널구간 도로이용자 속도감소의 정성적 요인분석 연구)

  • Tunnel sections on the expressway are different from rest of sections on the expressway in terms of velocity, the number of passing cars, and vehicle density which, in particular, affect drivers' behavior before and after drivers pass through the tunnel. However, literature review reveals that former studies are too focused on quantitative indicator to consider qualitative aspects. Thus, this study tried to find out qualitative factors affecting speed reduction in tunnel sections based on questionnaire surveys and its analysis in tunnel sections selected by taking consideration of diverse conditions. Analysis showed that factors concerning tunnel configuration (lane width, shoulder width, and tunnel length) related to very long tunnels increasingly popular recently had some effects on reduced speed inside of tunnels. It appeared that visual environment such as visibility of tunnel entrance had an impact in speed reduction and vehicle speed tended to change according to lighting illumination level inside of tunnels. It is expected that continual investment would be made in technological development related to expressway tunnel design and service improvement based on this study.

Study on the Development of Congestion Index for Expressway Service Areas Based on Floating Population Big Data (유동인구 빅데이터 기반 고속도로 휴게소 혼잡지표 개발 연구)

  • Service areas in expressways are very important facilities in terms of efficient expressway operation and the convenience of users. It needs a traffic management strategy to inform drivers in advance about congestion in service areas so as to distribute users of service areas. But due to the lack of sensors and data on numbers of people in the service areas, congestion in service areas had not been measured and managed appropriately. In this study, a congestion index for service areas was developed using telecommunication floating population big data. Two alternative indices (i.e., density of service areas and floating population V/c of service areas) were developed. Finally, the floating population V/c of service areas was selected as a congestion index for service areas for reasons of the ease of understanding and comparison.

Correction of Measured Traffic Volume on Expressways Using Optimization Model (최적화 모형을 이용한 고속도로 측정교통량 보정)

  • This study developed the optimization method to correct the measured traffic volume of the expressway that minimizes the measurement error and satisfies the traffic balancing with TCS. For this purpose, the model constructed in this study was compared and verified with the true traffic volume. Verification result of the model, it was found that the measurement error is reduced when the measured traffic volume is corrected for the traffic volume balance. As a result of applying it to 40 links of the Kyoungbu expressway, the measured traffic volume was corrected by -8.1%~9.6% and the measurement error was decreased as much as the corrected traffic volume. This research is meaningful in improving the accuracy of the measured traffic volume of the expressway, while the scale and role of the expressway are increasing.

  • The objective of this research is to evaluate of global and local damage for steel-concrete composite structures under highway bridge exposed to fire loading. To enhance the accuracy and efficiency of the numerical analysis, the proposed transient nonlinear thermal structure interaction(TSI) parallel fire analysis method is implemented in ANSYS. To validate the TSI parallel fire analysis method, a comparison is made with the standard fire test results. The proposed TSI parallel fire analysis method is applied to fire damage analysis and performance evaluation for Buchen highway bridge. The result of analysis, temperature of low flange and web are exceed the critical temperature. The deflection and deformation state show good agreement with the fire accident of buchen highway bridge.

Estimation of Expressway O/D Matrices from TCS data by Using Video Survey Data for Vehicle Classification: Focused on Truck (차종구분 영상조사 자료를 활용한 TCS기반 고속도로 O/D 구축: 화물자동차 중심으로)

  • Truck demand analysis based on TCS data has limitation in that TCS data can not provide truck O/D data for each type of truck vehicle. This study conducted video survey for classifying truck vehicle types. By using TCS data and vehicle ratio by region/cities type, truck O/D data on expressway were estimated. It was found that average travel distances of small truck, medium truck and large truck were 52km/veh, 56km/veh and 97km/veh, respectively by analysing truck O/D data estimated in this study. The reliability analysis showed that check points where error rate is lower than 30% comprise of 87.3%. It is considered that estimated O/D data by truck vehicle types would be useful for the analysis of truck demand of expressway.

Rate of Probe Vehicles for the Collection of Traffic Information on Expressways (고속도로 교통정보 취득을 위한 프루브 차량 비율 산정 연구)

  • The purpose of this study is to estimate the minimum proportion of probe vehicles for obtaining expressway traffic information using VISSIM, a micro traffic simulation model, between Yongin IC and Yangji IC on Yeongdong Expressway. 7,200 scenarios were created for the experiment, and 40 scenarios were adopted using the Latin hypercube sampling method because it was difficult to perform all the scenarios through experiments. The reliability of the experiment was improved by adding a situation when the general situation and the accident situation exist. In the experiments, the average travel time of probe vehicles at different market penetration rates were compared with the average travel time of the entire vehicles. As a result, the minimum market penetration rate of probe vehicles for obtaining expressway traffic information was found to be 45%. In addition, it is estimated that 25% market penetration rate of probe vehicle can meet 70% of traffic situations in accident scenario.

Effectiveness of the Peripheral Transverse Line as Speed-Reduction Treatment on Korean Expressway Ramps (고속도로 노면표시 감속유도시설 효과평가)

  • PURPOSES : Since expressways in South Korea are toll roads, many trumpet type interchanges exist, resulting in the installation of loop ramps very frequently. While the travel speed of the main lane is designed to be 100-110 km/h, the structure of a loop ramp is different and is designed for a minimum speed of 40 km/h. In fact, most of the actual travel speeds measured on the ramp exceed the designated speed, which has been a major problem in traffic safety. In this research, a type of pavement marking speed-reduction treatment called the "Peripheral Transverse Line" is installed on expressway loop ramps in order to study the change of driving speeds after the installation. METHODS : To verify statistically the change, this speed-reduction treatment has been installed on the Chungju interchange and the Yeoju junction. The driving speeds before the installation were compared with driving speeds both one month and five monthsafter the installation. RESULTS : As a result, the reductions of the average driving speeds after the treatment were statistically significant. More specifically, the average driving speeds of the Chungju interchange were reduced by 7.1-7.7 % for its tangent road section, and the speeds decreased by 8.5-9.5 % for its curve section. Similarly, in the Yeoju junction, an average speed reduction of 2.9-4.8 % for its tangent section was measured, along with 3.9% long-term speed reduction for its curve section. CONCLUSIONS : Since the pavement marking speed-reduction treatment has been partially proven to be effective from this research, we expect to expand this treatment and re-confirm the effect from a long-term perspective in the future.

Crash Characteristics within the Bridge Influence Area of Expressway Using the Discriminant Analysis (판별분석을 이용한 고속도로 교량영향권역 교통사고 특성분석에 관한 연구)

  • PURPOSES : The bridge section of the expressway has a worse driving environment than the general section. However, traffic safety countermeasures are focused only on the bridge section. Traffic safety countermeasures on the section before entry to the bridge and the section after exit from the bridge are applied only when the bridge has a long-span section. Accordingly, this study will verify the necessity of extending the application of traffic safety countermeasures to areas that are affected by the bridge. METHODS : This study determines the areas that are affected by the bridge as well as the areas that are affected by locations with frequent traffic accidents and suggests the risk factors by affected areas through canonical discriminant analysis. For the analysis, traffic accident data for 3 years, which occurred on bridge sections in six major expressway lines, were used. RESULTS : The numbers of traffic accidents were 469 before the bridge, 281 on the bridge, and 468 after the bridge. The variables that have impact on the seriousness of accidents are as follows: speeding, excess manipulation of the steering wheel, and failure to secure safety distance for accidents that occurred before the bridge section; speeding, excess manipulation of the steering wheel, and dozing off for accidents that occurred on the bridge; and speeding and failure to secure safety distance for accidents that occurred after the bridge section. CONCLUSIONS : Areas affected by the bridge show higher accident rates than the bridge section; therefore, imposing traffic safety countermeasures on the integrated section of the bridge and the affected areas is required. It is believed that the results suggested in this study could be effectively used in the prevention of traffic accidents by imposing custom-made safety countermeasures for each section.

  • In spite of continuous road construction, traffic congestion has been worsening by radical vehicle's increase and development of surroundings near expressway. Thus, the necessity of traffic management and the needs of provision of traffic information to drivers are raised. In order to solve traffic problems, such as traffic congestion, search for optimal congestion management technique and evaluation of the effect of optimal solution should be examined prior to practice of optimal alternative. However, existing traffic analysis model and simulation programs as tools to search and evaluate optimal alternative are not sufficient to reflect traffic flow characteristics, domestic road and traffic conditions and to link up to Freeway Traffic Management Systems (FTMS). Hence, to use existing traffic analysis and simulation tools are followed by hard work to need a lot of time and cost. Therefore, in this research, Expressway TRaffic Analysis Model (ExTRAM) based on Freeway Traffic Management Systems (FTMS) was developed to apply it into congestion management easily.
