Practical Approach for Pavement Treatment Decisions for Local Agencies

  • Most local agencies such as counties and small cities continuously express difficulties in making technically and financially defensible decisions on their pavement infrastructure maintenance and rehabilitation. Unlike pavement systems managed by state highway agencies, the total lane-miles of many local pavements are significantly short and they are managed by a limited number of staff who typically have multiple responsibilities. Most local agencies also do not have historical pavement performance data and the lack of a systematic decision making framework exacerbates the problem. A structured framework and an easily accessible decision support tool that reflects their local requirements, practices and operational conditions would greatly assist them in making consistent and defensible decisions. This study fills this gap by developing a systematic pavement treatment selection framework and a spreadsheet based tool for local agencies. It is expected that the proposed framework will significantly help local agencies to improve their pavement asset management practices at the project level.

Design & Construction of PSC Box-Girder Bridge with Central Suspension by Extradosed Cables and Constant Girder Depth (중앙일면식 케이블과 등형고를 갖는 Extradosed PSC 교량의 설계 및 시공)

  • The recent development of PSC girder bridges are mostly dedicated for optimization of self-weight, simplification of girder section for easy construction and minimization of maintenance efforts. Moreover some of those bridges are required as a landmark facility which raises the image of locality and harmony with surroundings. An extradosed bridge is one of the best alternates which not only covers the longer span than PSC box girder and also performs the role of landmark facility with much cheaper cost than cable stayed bridge. Hyundai is carrying out the construction of unique style extradosed bridge which have central suspension system and uniform girder depth named Keong-An grand bridge on the Sungnam-Janghowon Express highway. In this paper, major process of design and construction features of Keong-An bridge is presented.

A Study on the Method for Ecological Restoration on Abandoned Concrete-paved Road - Focused on the Experimental Construction Site in Young Dong Province of GyungBu Express Highway(227.24~229.04km) - (콘크리트 폐도의 생태복원 방안 모색에 관한 연구 - 경부선 영동군 황간지역 시험시공지를 중심으로(경부고속도로 227.24~229.04km 지점) -)

  • The unmanaged abandoned concrete roads are vulnerable toward the issues on soil and water pollution, which requires flexible managing method such as eco-corridor after the process of ecological restoration. Among various alternations of abandoned concrete-paved roads, ecological restoration technique may be the most suitable method in sites including high quality of natural environment. Therefore, as in Young dong province, GyungBu express highway (227.24~229.04km), which is near to Hwang-gan IC, the survey to measure its effect of soil under the paving and water pollution by abandoned concrete roads was discussed. Then, the restoration method of plantings of landscape trees and hydro-seeding methods of artificial soil media was appraised through consecutive monitoring. The soil adequacy analysis shows lower percentage of heavy metal substance in each depth level compared to standard limit stated by the Ministry of Environment, along with low concerns raised after the analysis on heavy metal content of the spilled water on the concrete roads. Meanwhile, Korean Weigela (Weigela subsessilis L.H. Baily) was found to be withered in small-scale landscape trees planting sites. Among the seeding plants. the family of leguminosae, Silene armeria, Dendranthema boreale, Caryopteris incana and Aster yomena show good establishment results. Overall studies on planting of small and large landscape trees, planting method of container plants, planting method of ground cover plants, and germination and development trend of seeding plants of the experimental restoration site on abandoned concrete roads are revealing specific trends in the way landscape woody plants establishment and growth. Finally, this study suggests further studies and survey on varied plant restoration methods on abandoned concrete-roads for developed design guidelines of their methods.

Safety Improvement of Centrally Installed "Hi-pass" Lane of Express Highway (고속도로 중앙하이패스차로 안전성 개선에 관한 연구 - 서울외곽순환고속도로 본선영업소를 중심으로 -)

  • Safety improvement has been a continuous challenge, especially at toll gate of express highway where traffic conflict often occurs due to frequent lane change by drivers of "Hi-pass" lane and regular "TCS" lane. As a part of research on safety at toll gate, this study videotaped traffic conflict data between vehicles using centrally located "Hi-pass" lane and regular "TCS" lane and analyzed accident risk. According to the correlation analysis of vehicle speed, relative vehicle speed, and sudden vehicle deceleration rate due to traffic conflict, when the relative vehicle speed between centrally located "Hi-pass" lane and regular "TCS" lane increases, sudden vehicle deceleration rate also increases. One of the findings is that centrally located "Hi-pass" lane at toll gate shows different location for traffic conflict, and frequency of traffic conflict and the relative vehicle speed was also different based on vehicle lane use. TA (Time to Accident) analysis shows that accident rate is high at toll gate where Hipass lane is installed in center lane, when the occurrence of sudden vehicle deceleration and deceleration time of vehicles rise for vehicles on "Hi-pass" lane. Furthermore, if the expressway entrance/exit point is closely located to toll gate, TA showed a low value. Thus, it is necessary to reduce the relative vehicle speed in order to improve safety. The Study presents reduction of the relevant vehicular speed and prevention of accidents at the centrally installed "Hi-pass" lane as an important strategy for safety improvement at toll gate.

A Study on Field Application of Glass Fiber-reinforced Asphalt Mixtures (유리섬유 보강 아스팔트 혼합물의 현장 적용성 평가)

  • PURPOSES : This study evaluated the field applicability and laboratory performance of glass fiber-reinforced asphalt (GFRA) mixtures. METHODS : The general hot-mix asphalt (HMA) and GFRA mixtures were paved in five sites, including three national highways, one express highway, and an arterial road, to evaluate field applicability and durability. The plant mixing and construction method for the GFRA were similar to those for the general HMA. The lab performances of the field samples were relatively compared through the mechanical measures from the Marshall stability, indirect tensile strength, and dynamic stability. The field performance was surveyed after a year. RESULTS : The lab tests verified the superior lab performances of the GFRA compared to the general HMA. The Marshall stability of the GFRA increased for about 128% of the general HMA. The indirect tensile strength of the GFRA was 115% greater than that of the general HMA. The dynamic stability of the GFRA resulted in 16,180 reps/mm, which indicated that high rut resistance may be expected. No noticeable defects, such as cracks or deformation, were observed for the GFRA sections after a year. CONCLUSIONS : The lab tests and field survey for the five GFRA sites resulted in superior performances compared to the general HMA. The relatively low-cost GFRA, which required no pre-processing procedures, such as polymer modification, may be a promising alternative to the polymer-modified asphalt mixtures. The long-term performance will be verified by the superior field durability of the GFRA in the near future.

Noise Reducation of Concrete Pavement through Application of Random Transverse Tining (콘크리트 포장의 소음 저감을 위한 임의 간격 타이닝 설계 및 적용)

  • This study suggests a suitable random transverse tining for reduction tire/road noise from concrete pavement. Through literature reviews, random transverse tining that can disperse the energy concentrated to the specific frequency was suggested using the LCG(linear congruential generators) algorithm. The spacing of tining from this study is applied to Daegu-Pohang express highway. For the purpose oi comparison, two other random tining sections were included that are research products from Chung-Ang university and Wisconsin DOT. In result of pass-by noise measurement by car, though designed section is superior to the others as noise reduction by reducing pitch noise, the effectiveness is not large. In case of traffic noise measurement, lower noise was observed at random transverse tining sections than uniformly transverse tining section, too. But there are seine differences between pass-by noise and traffic noise.

Analysis Period of Input Data for Improving the Prediction Accuracy of Express-Bus Travel Times (고속버스 통행시간 예측의 정확도 제고를 위한 입력자료 분석기간 선정 연구)

  • PURPOSES : The travel times of expressway buses have been estimated using the travel time data between entrance tollgates and exit tollgates, which are produced by the Toll Collections System (TCS). However, the travel time data from TCS has a few critical problems. For example, the travel time data include the travel times of trucks as well as those of buses. Therefore, the travel time estimation of expressway buses using TCS data may be implicitly and explicitly incorrect. The goal of this study is to improve the accuracy of the expressway bus travel time estimation using DSRC-based travel time by identifying the appropriate analysis period of input data. METHODS : All expressway buses are equipped with the Hi-Pass transponders so that the travel times of only expressway buses can be extracted now using DSRC. Thus, this study analyzed the operational characteristics as well as travel time patterns of the expressway buses operating between Seoul and Dajeon. And then, this study determined the most appropriate analysis period of input data for the expressway bus travel time estimation model in order to improve the accuracy of the model. RESULTS : As a result of feasibility analysis according to the analysis period, overall MAPE values were found to be similar. However, the MAPE values of the cases using similar volume patterns outperformed other cases. CONCLUSIONS : The best input period was that of the case which uses the travel time pattern of the days whose total expressway traffic volumes are similar to that of one day before the day during which the travel times of expressway buses must be estimated.

Multi-directional Pedestrian Model Based on Cellular Automata (CA기반의 다방향 보행자 시뮬레이션 모형개발)

  • Various researches have been performed on the topic of pedestrian traffic flow. At the beginning, the modeling and simulation method for the vehicular traffic flow was simply applied to pedestrian traffic flow. Recently, CA based simulation models are frequently applied to pedestrian flow analysis. Initially, the square Lattice Model is a base model for applying to pedestrians of counterflow and then Hexagonal Lattice Model improves its network as a hexagonal cell for more realistic movement of the avoidance of pedestrian conflicts. However these lattice models express only one directional movement because they express only one directional movement. In this paper, MLPM (the Multi-Layer Pedestrian Model) is suggested to give various origins and destinations for more realistic pedestrian motion in some place.

Prediction Method for Road Traffic Noise (도로교통소음 예측방법에 관한 연구)

  • This study is aimed to show that revised prediction method in road traffic noise after comparing prediction method of National Institute of Environmental Research with that of the Acoustical Society of Japan. For this purpose, prediction equation and caluation procedure of each case was programmized and data predicted by each method were compared with those measured in the 14 fields. The result show that data predicted by 14 fields. The result show that data predicted by the method proposed in this study were closer to the data measured in the fields than those predicted by National Institute of Environmental Research and the Acoustical Society of Japan in the surroundings of urban express way (include highway) and general traffic road where the vehicle speed is higher than 40km/h.

  • It is an objective of Shanghai urban development to quickly build Shanghai into one of the international centres of economy, finance and trade. To fulfil the objective, a rational urban general layout and a satisfactory traffic network are needed. As a metropolis with complete urban functions and specified geographical position, Shanghai must develop a perfect citytown system that best suits its composite urban distribution. In planning the central city, the principle of "open and multi-centred" and "optimization of land use" should be taken into consideration. To build a satisfactory urban traffic network, emphasis should be laid upon the construction of deefwater wharf, air-field and inforation centre. In addition, determination should be made to build a high-speed traffic means including high speed railroad and express highway so that a public traffic network is realised on and above ground, and underground. A solution of traffic preblem in Shanghai lies in good understanding of traffic policy and strenthening of strategic management combined with a rational layout of traffic circulation.
