Determinants of Technology Commercialization Ecosystem for Universities in Kazakhstan

  • The purpose of this study is to identify the barriers of university and industry cooperation and to develop recommendations for the internal ecosystem of technology commercialization. The research method used is a survey of three categories of experts from 9 universities of Almaty (researchers, technology transfer managers, spin-off-owners). Despite the strong efforts of the government of Kazakhstan in building innovation infrastructure, there is a low level of innovation activity, less than 5% of university inventions are transferred into the industry. The results of the expert survey showed that the main barriers for cooperation between university and industry are: lack of resources to build university-industry links, lack of time due to high teaching load, poor qualification of technology transfer managers and lack of networking with industry. Based on the results of the expert survey, it is proposed to develop the ecosystem for the commercialization of university-based technologies, for which the following economic activities are important: human resources, financing, intellectual property management system, and intermediary infrastructure. The results of this study can be applied in developing the strategies and policies for universities, public research organizations, as well as for national R&D and higher education policies.

A Study on Measurement Method of BIM ROI in Architectural Design Firm (건축설계에서 BIM ROI 측정방법 연구: 중소규모 설계사무소 실무중심으로)

  • In the construction industry, adoption of BIM is a global tendency whereas it doesn't seem to be fully activated in domestic market. Thus, the need of BIM ROI measurement is emerging. There has been a few researches which is only focused on evaluating achievement of BIM in constructional stage. However, it's hard to find any studies on the case of measurement of BIM ROI at the design phase. Therefore, this paper analyzes the domestic and external 12 advanced researches in the measurement of BIM ROI and suggests common investment and return facts. Based on this, this paper proposes a measuring method which is applicable in domestic architectural firms. To determine the appropriateness of the measure, there has been an expert survey and interview. According to the expert survey, the measure itself is practical. But in other survey targeting industry employee, actual profit and efficiency appear to be significantly different from previous expectations. In short, in the domestic conditions in the design stage, the introduction of BIM doesn't have a practical effect and this is one of the main reason why BIM can't be fully functional.

Evaluation Model Building and Application for Suitable Locations Reflecting Recreation Forest Types (자연휴양림 유형별 적정입지선정 평가모형 개발 및 적용)

  • This study has intended to develop an evaluation model to select suitable locations of recreation forests in accordance with their types, and to apply the models to the feasibility study of selecting suitable recreation forest locations of candidate sites. To reach this goal, this study employed a Delphi expert survey method and Analytic Hierarchy Process (AHP) for the whole process of model building. And the followings are what this study has found during model building and application process. First, the assessment criteria for classifying recreation forests and selecting suitable locations were initially identified through justification process with two rounds of expert review, after broken down into 2 categories, and then further divided into 6 items and 12 indicators accompanying with hierarchical structure. Second, in the third phase of Delphi expert survey, the relative weights of the assessment criteria were derived by employing AHP. Through overlaying two evaluation categories including resource and usability, 4 types of recreation forest were presented. In the forth phase of the Delphi survey, this study has developed an evaluation model to select suitable locations of recreation forests in accordance with their types using relative weights of the selected indicators through. This study has applied the models to the feasibility study of selecting suitable recreation forest locations of candidate sites, and found that the usability of recreation forest was severely affected by the distance from the capital region, that the closer the locations of natural recreation forests from the capital region, the more advantageous. The developed model can be used to designate recreation forests in accordance with their types.

  • The advent of Web2.0 has believed to be the solution against many barriers in information sharing, especially wiki. Information sharing and collaboration are realized voluntarily and unselfishly with wiki. The purpose of this paper is to analyze the benefits and challenges of using wiki as a project management method in an IT/IS project. Wiki-based project management could provide project managers and members with expert knowledge collaboration for better project results. In the research model, we used TMS(Transactive Memory System) theory to define the relation of collaboration and performance of project members. Based on a survey among project members, the interactions between wiki characteristics and performance are examined in an IS project environment. Using Smart PLS 2.0, the data was analyzed to define the interactions by the structural equation modeling. From the empirical data, the mediated effect of expert knowledge collaboration is supported. We also derive the implications of wiki-based method. It is expected to bring new possibilities of Project management performance.

Development of An Expert System for Classifying and Identifying Asbestos Fibers in the Indoor Air (실내공기 중 석면 섬유의 분류 및 확인을 위한 전문가 시스템의 개발)

  • In order to determine the number concentration of asbestos, it is initially necessary to develop a method to identify the type of asbestos. Thus a SEM/EDX was used to obtain both physical and chemical information from known asbestos samples as reference samples. Based on these information, we could make a source profile matrix consisted of a glass fiber and 3 other types of asbestos such as chrysotile, crocidolite, and tremolite. After collinearity test was performed for these sources, we could successfully develop an expert system by C-language to separate and to identify various unknown types of fiber particles. The expert system was perfectly self-verified with original reference data. Then the program was extensively applied to survey indoor and outdoor environment such as a residential area, an elementary school, and underground store, and an auto junkyard. As a result for surveying, a total of 442 individual fibrous particles were well classified into 4 types of particle classes above mentioned; 5.4% of chrysotile, 4.1% of crocidolite, 3.6% of glass fiber, and 86.9% of unknown fibers in terms of number concentration. However, tremolite was not detected in the study sites. All the samples were satisfied with the recommendation level of 0.01 f/cc.

Construction of Expert Service for GPS Relative Positioning Data Processing (GPS 상대측위 자료처리를 위한 전문가 서비스 구축)

  • It requires a lot of time and effort for general users who do not have enough understanding of GPS to properly processing GPS data. However, the GPS data processing field heavily relies on foreign-produced software and there is almost no development of user-oriented technology. Therefore, in this study, it was attempted to build an expert service that enables non-experts to use high-precision GPS data processing. As a result, an expert service that can maximize user convenience simply by entering the minimum required information for GPS data processing was developed, and the expert service was verified by relative positioning processing of the observation data of satellite control point provided by National Geographic Information Institute and observation data obtained by GPS survey. The expert service significantly reduces the effort and time for processing GPS data, which will contribute to precise positioning and other various studies.

  • The purpose of this study is to analyze the problems of land and sea breeze model experiment that has presented in $5^{th}$ grade curriculum in chapter "Weather and our lives" and makes better model simulation so that learners can have better and more effective way to study it. To survey the opinions from dedicated teachers about land and sea breeze model experiment, we produced the survey through interview with science exclusive teacher from M elementary school. An elementary science education expert, 3 men of science EdD modified and complemented survey and started Delphi survey to 12 science teachers who have career teaching more than 3 years. The problems found in this survey were 'one heat bulb, short heating time, small temperature difference of water and sand, lack of class time, empty space between sand and water, back of transparent boxes, little amount of scent and the location of the it' etc. But the most of all, it is hard to see the successful result of the experiment. Based on these kinds of investigations, and lots of trial and error, redesigned the new model experiment that has the most similarity to the real one and high probability of success. According to this, it was able to see the smoke forms horizontal movement along the sand and the smoke goes in one circulation cycle. through this experiment, we made a conclusion that although those scientific experiments in textbook were developed through lots of considerations of expert, to consider the aspect of consumer, it needs to reach the educational agreement about simulation experiment so that It can lead to successful experiment and high quality education.

  • The entrepreneurship is a key success factor of industrial development in global competitive environments. but there is no entrepreneurship index/indicator which gives comprehensive advantages for monitoring and forecasting entrepreneur environments in Korea. The purpose of the study is developing Entrepreneurship Survey Index(ESI) which considering various significant entrepreneur factors. The suggested ESI in this exploratory study consists of entrepreneurship business index(EBI), entrepreneurship environment index(EEI) and entrepreneurship preparation index(EPI). The EBI is composed of overall business factors which revised from practical studies and expert reviews. The EEI is mainly retrieved Global Entrepreneurship Monitor(GEM) and partially modified by an expert advisor to identify entrepreneur environments. The EPI is developed for evaluating and confirming the capability, plan and intention of the pre-entrepreneurship. The practical survey of using the proposed ESI will enhance the power of forecasting the entrepreneurship environment changes and provide effective entrepreneurship policy making for stakeholder.

A Study on the Construction of Non-face-to-face Lecture of KAOMPT: Delphi Survey Research to Post COVID-19 Untact Era (대한정형도수물리치료학회 비대면 강의 체계 구축 연구: 포스트 코로나19 대비 델파이 기법 분석 적용 사례)

  • Background: The purpose of this study is to identify the elements for the construction of the Korean academy of orthopedic manipulative physical therapy's (KAOMPT's) non-face-to-face lecture system using the Delphi method. Methods: The Delphi method was applied to 50 expert panel members of the Central Committee and the Provincial Branch of the KAOMPT. The Delphi survey was conducted in two rounds, and the first Delphi survey collected opinions on 40 questions on 12 topics. The second Delphi survey was collected into 25 questions on 4 topics. As a result of the survey, the content validity ratio (CVR), consensus and convergence were measured. Referring to the number of expert panels and previous studies were determine a CVR of at least 2.29, a consensus of at least .75 and a convergence of 0 to .5. Result: In the first Delphi result, out of the total 40 items, 20 items with high content validity ratio were found, and 10 items found double agreement. In the second Delphi result, 13 out of the total 25 items had a content validity ratio higher than 2.29, and 5 items found a double agreement. Conclusion: This study derived items on the role of central and municipal councils, lecture support and lecture room construction, non-face regular course and special lecture operation and personnel for the establishment of non-face-to-face lecture system. Based on this content, it is expected that it will help establish a non-face-to-face lecture system in 2021 through a pilot non-face-to-face lecture that will be implemented in the future.

Development of Nutritional Biochemistry Learning Goals and Core Competencies in the Dental Hygiene Curriculum

  • Background: In the dental hygiene curriculum, efforts are being made to introduce an integrated curriculum based on the competency of a dental hygienist. Because there is a connection and overlap in learning contents between Dental Nutrition and Oral Biochemistry, which are basic dental hygiene subjects, it is possible to integrate these two subjects. This study aims to derive Nutritional Biochemistry as an integrated curriculum for Dental Nutrition and Oral Biochemistry, and to develop learning goals and competencies for Dental Nutritional Biochemistry. Methods: The learning contents of the integrated curriculum were composed by referring to the contents of the Dental Nutrition and Oral Biochemistry textbooks, and learning goals were derived from the learning contents. Moreover, competency was developed by analyzing the duties of a dental hygienist that can be performed through the learning goals. The Delphi survey was conducted twice to verify the content validity ratio (CVR) of the competence and the learning goal of the integrated curriculum. Results: In the first Delphi survey, the CVR for two competencies was 0.56 or higher. Moreover, it was revised based on expert's opinions, and as a result of the second Delphi survey after the revision, the CVR was either increased or maintained. Eighty-five learning goals were derived by referring to the textbook. According to CVR and expert opinions, after the first Delphi survey, the number of learning goals was reduced to 69. After the second Delphi survey, 68 learning goals were finally derived. Conclusion: The development process of the integrated curriculum conducted in this study can be utilized for integration between subjects in basic dental hygiene.
