Many of the world's large ecosystems are severely stressed due to population growth, water quality and quantity problems, vulnerability to flood and drought, and the loss of native species and cultural resources. Consequences of climate change further increase uncertainties about the future. These major societal challenges must be addressed through innovations in governance, policy, and ways of implementing management strategies. Science and engineering play a critical role in helping define possible alternative futures that could be achieved and the possible consequences to economic development, quality of life, and sustainability of ecosystem services. Science has advanced rapidly during the past decade with the emergence of science communities coalescing around 'Grand Challenges' and the maturation of how these communities function has resulted in large interdisciplinary research networks. An example is the River Experiment Center of KICT that engages researchers from throughout Korea and the world. This trend has been complemented by major advances in sensor technologies and data synthesis to accelerate knowledge discovery. These factors combine to allow scientific debate to occur in a more open and transparent manner. The availability of information and improved communication of scientific and engineering issues is raising the level of dialogue at the science-policy interface. However, severe challenges persist since scientific discovery does not occur on the same timeframe as management actions, policy decisions or at the pace sometimes expected by elected officials. Common challenges include the need to make decisions in the face of considerable uncertainty, ensuring research results are actionable and preventing science being used by special interests to delay or obsfucate decisions. These challenges are explored in the context of examples from the United States, including the California Bay-Delta system. California transfers water from the wetter northern part of the state to the drier southern part of the state through the Central Valley Project since 1940 and this was supplemented by the State Water Project in 1973. The scale of these activities is remarkable: approximately two thirds of the population of Californians rely on water from the Delta, these waters also irrigate up to 45% of the fruits & vegetables produced in the US, and about 80% of California's commercial fishery species live in or migrate through the Bay-Delta. This Delta region is a global hotspot for biodiversity that provides habitat for over 700 species, but is also a hotspot for the loss of biodiversity with more than 25 species currently listed by the Endangered Species Act. Understanding the decline of the fragile ecosystem of the Bay-Delta system and the potential consequences to economic growth if water transfers are reduced for the environment, the California State Legislature passed landmark legislation in 2009 (CA Water Code SS 85054) that established "Coequal goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem". The legislation also stated that "The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place." The challenges of integrating policy, management and scientific research will be described through this and other international examples.

Transverse vibrations of a ship's aft end and deckhouse are mainly induced by transverse exciting forces from the main engine. Resonance should be avoided in the initial design stages when there is a prediction of resonance between the main engine and transverse modes of the deckhouse. Estimates of frequencies for resonance avoidance are possible from the specifications of the main engine and propeller, but the inherent vibration frequency of the structure around the engine room is not easy to estimate due to the variation in the shape. Experience-oriented vibration design is also carried out, which results in many problems, such as process delay, over-injection of on-site personnel, and iterative performance of the design. For the flexible design of 8,600 TEU container vessels, this study addressed the resonance problem caused by the transverse vibration of the main engine when only the main engine was changed from 12 cylinders to 10 cylinders without modification of the hull structure layout. Efficient structural reinforcement design guidelines are presented for avoiding resonances with the main engine lateral vibration and the structure around the engine room. The guidelines are expected to be used as practical design guidelines at design sites.

Recently, in designing military equipment, considerable attention has been paid to maintaining operations, including reliability, maintenance, and maintenance time of equipment, from the early stages of development. Therefore, both users and developers stress the importance of design considering the maintenance time. This study evaluated the specific methodologies for predicting the realistic maintenance time, such as the access complexity of equipment, other than the standard maintenance time provided by the conventional method mil-hdbk-470a at the beginning of the design, and applied the time conversion factor using a measure of the maintenance complexity. In addition, the actual maintenance time reflecting the actual maintenance time of the developed equipment and the time-conversion factor applied was compared/verified to confirm the reliability of the data. In a study to set a target for repair and the repair of equipment design in the future, it is expected that the maintenance time of equipment that fails to measure the maintenance time for the initial actual equipment will be reflected as a more realistic time. Moreover, activities, such as research and design reflection activities, will be performed to reduce the maintenance time, operational maintenance cost, etc.
The Seaborne Trade Volume accounts for 97% of the total. This means that the port operation management system can improve port efficiency, reducing operating costs, and the manager who manages all operations at the port needs to check and respond quickly when delays of work and equipment support is needed. Based on the real-time location information confirmation of yard automation equipment used the existing system GPS, the real-time location information confirmation system is a GPS system of the tablet, rather than a port operation system that monitors location information for the entered information, depending on the completion of the task or the start of the task. Network configurations also reduce container processing delays by using commercial LTE services that do not have shading due to containers in the yard also reduce container processing delays. Trough introduction of smart devices using Android or IOS and container processing scheduling utilizing artificial intelligence, we will build a minimum delay system with Smart Device usage of container processing applications and optimization of container processing schedule. The adoption of smart devices and the minimization of container processing delays utilizing artificial intelligence are expected to improve the quality of port services by confirming the processing containers in real time to consumers who are container information demanders.

Recently, the smart home environment is expected to be a platform that collects, integrates, and utilizes various data through convergence with wireless information and communication technology. In fact, the number of smart devices with various sensors is increasing inside smart homes. The amount of data that needs to be processed by the increased number of smart devices is also increasing, and big data processing systems are actively being introduced to handle it effectively. However, traditional big data processing systems have all requests directed to cluster drivers before they are allocated to distributed nodes, leading to reduced cluster-wide performance sharing as cluster drivers managing segmentation tasks become bottlenecks. In particular, there is a greater delay rate on smart home devices that constantly request small data processing. Thus, in this paper, we design a Apriori-based big data system for effective data processing in smart home environments where frequent requests occur at the same time. According to the performance evaluation results of the proposed system, the data processing time was reduced by up to 38.6% from at least 19.2% compared to the existing system. The reason for this result is related to the type of data being measured. Because the amount of data collected in a smart home environment is large, the use of cache servers plays a major role in data processing, and association analysis with Apriori algorithms stores highly relevant sensor data in the cache.
EIA consultation is a final decision-making process that enables a variety of stakeholders to participate in and to share important information about the expected environmental impacts caused by development projects. However, this process is often undermined through re-consultation processes by significant changes in the proposed plans. EIA re-consultation is a necessary process when an approved plan needs to be changed for a variety of importantreasons including the changes of land use, delay of construction, and surrounding environments. EIA re-consultation is also important to resolve conflicts among stakeholders and to respond flexibly to unexpected changes in surrounding environment. This study aims to analyze the operation status and the problems of current institutional systems of EIA re-consultation, and to draw implications by reviewing institutional systems of other countries such as U.S. EU, Scotland, and Japan. On the basis of the previous analysis, we propose recommendations to improve the existing EIA re-consultation process. We expect this study helps understand operation status and problems of EIA re-consultation, and provides meaningful implications to improve the existing institutional systems and practice of re-consultation.

In this paper, we propose a fire detection technology using YOLOv3 and EfficientDet, the most reliable artificial intelligence detection algorithm recently, an alert service that simultaneously transmits four kinds of notifications: text, web, app and e-mail, and an AWS system that links fire detection and notification service. There are two types of our highly accurate fire detection algorithms; the fire detection model based on YOLOv3, which operates locally, used more than 2000 fire data and learned through data augmentation, and the EfficientDet, which operates in the cloud, has conducted transfer learning on the pretrained model. Four types of notification services were established using AWS service and FCM service; in the case of the web, app, and mail, notifications were received immediately after notification transmission, and in the case of the text messaging system through the base station, the delay time was fast enough within one second. We proved the accuracy of our fire detection technology through fire detection experiments using the fire video, and we also measured the time of fire detection and notification service to check detecting time and notification time. Our AI fire detection and notification service system in this paper is expected to be more accurate and faster than past fire detection systems, which will greatly help secure golden time in the event of fire accidents.

In this paper, system dynamics considering dynamics and time was examined to study the changes in system structure according to reinforcement (policy intervention) of regulation and punishment for fishing boats, and the strategizing directions were analyzed. Until now, regulations and punishments on fishing boats have been conducted temporarily and short-term as a precautionary measure to prevent accidents and imposed penalties. However, due to various anomalous side effects, the expected results were not achieved, negligent accidents occurred constantly, and follow-up measures were repeated. Resultantly, the regulation and punishment of fishing boats is a reinforced safety standard, and there is a necessity to improve facilities, equipment, and industry, and develop technology (including time delay) to prevent accidents. However, as the negative (illegal) activities continue without immediate and significant resistance, the safety blind spot for accident prevention cannot be minimized. Thus, policy intervention based on linear thinking without sufficiently considering variables of the dynamic mechanism and time can distort the basic values pursued by the policy. For the regulation and punishment of fishing boats, a strategy to supplement the mechanism should be prepared prior to the preparation of reinforced safety standards. Improvement and development of related technologies, mandatory training hours for anglers, fishing industry, and related organizations, proposal of specific action plan for Fishing Management and Promotion Act for growing fishing-related industries.
This paper presented a method to build a predictable smart ammunition logistics system using the 4th industrial technology for ammunition logistics, which is the core functions in the field of defense and logistics. We have analyzed the current level of ammunition logistics with various perspectives such as domestic and overseas logistics policies, technology trends, ammunition logistics characteristics, the smart logistics certification measures by Ministry of Land, Infrastructure and Transport. As a result it is considered that the current ammunition logistics needs needs improvement. To improve this, we presented a direction based on the implications derived after analyzing various ongoing programs such as wired/wireless-based automation, smart ammunition depots, and logistics innovation of the army, navy, and air force that can be applied to the ammunition logistics. In order to implement a data-based smart ammunition logistics management system that can achieve innovation and efficiency of total life cycle while meeting changes in the battlefield environment, we presented 4 objectives such as "automation and modernization of field work", "3D-based storage management & improvement of issuing at war," and "data management for prediction-oriented ammunition management". it is expected that there will be benefits such as improvement of operational continuity, guarantee of ammunition reliability, budget reduction, improvement of inefficiencies such as delay, waiting, and double work, and reduction of accidents.
Research related to hydrogen technology is being actively conducted around the world. Korea is also making great efforts to develop technology to leap forward as a hydrogen economy powerhouse. In particular, the world's No. 1 hydrogen vehicle penetration rate is proof of this. However, the construction of hydrogen refueling stations is being delayed. The biggest delay factor is the public opposition. As such, policies without public support cannot be successfully implemented and are not sustainable. Therefore, this study intends to analyze the factors affecting the acceptability of hydrogen refueling stations in favor of and against them. As a research method, the basic factors affecting acceptability were identified by reviewing previous studies, and a questionnaire was designed and investigated based on the established factors. The validity and reliability of the questionnaire were verified, and the hypothesis was verified through correlation analysis. And, using structural equation modeling, a factor model was developed on the acceptability of hydrogen refueling stations. As a result of the study, acceptability defined private acceptability and public acceptability. In the case of private acceptability, it was confirmed that the higher the attitude toward the environment, the higher the level of knowledge about the hydrogen charging station, and the lower the degree of feeling the risk of the hydrogen charging station, the higher the acceptability. In the case of public acceptability, it was confirmed that the higher the benefit, the better the attitude toward the environment, and the lower the risk-taking characteristics of the individual, the higher the acceptability. Therefore, in this study, based on the potential factors verified in previous studies, the main factors affecting the acceptance on hydrogen refueling stations were identified. And the acceptance model was developed using structural equation modeling. This study is expected to provide basic data to seek ways to improve the acceptance of public when implementing national policies such as hydrogen refueling stations, and to be used analysis data for scientific communication.
