The Determinants of Attitudes toward Nuclear Power Plant : The Effects of Earthquake Experience and the Reduction in Electricity Charges (원전 유치에 대한 태도의 결정요인: 지진 경험의 영향 및 전기요금 감면 효과)

  • Using survey data of selected 1,349 individuals nationwide in Korea, we measure the influencing factors for the acceptance of nuclear power and estimates the probability of acceptance under several scenarios with different percentages of monetary compensation. Results of panel probit demonstrate that nuclear risk aversion tendency was found to be higher in case of female, younger age, past experience of extreme event such as an earthquake. However, the residents' residency nearby the nuclear power plant was not related to the risk-aversion tendency. In addition, we found that the nuclear acceptance is improved when the monetary compensation rate is increased. Although the policy demand intended to reduce GHG emissions in South Korea, the expansion of nuclear power is not be easy due to the occurrence of recent strong earthquakes because the risk attitude of an individual is influenced by subjective assessments formed through direct and indirect experiences of natural disasters such as an earthquake. Our results suggest that the opposition to construction of nuclear power plant is expected to be further intensified especially when combined with the experiences of threatening earthquakes. As a result, the debate and policy conflicts of nuclear power plants will consistently continue and large social costs are apparent for the acceptance of nuclear power plant.

On Promoting the Coastal Transport of Container (컨테이너 연안해송 활성화에 관한 연구 -부산항을 중심으로-)

  • There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.

Analysis of quality improvement effects by construction of sewer systems in Nam River Basin (남강 상류유역의 하수도시설 확충으로 인한 하류 수계의 수질개선 효과 분석)

  • Effects of establishments of more sewer systems on water quality in Nam River, Deokchun River, and Jinyang Lake were analyzed for various scenarios using QUAL2E, WASP 7 water quality model. Three different scenarios were tested: 1) 20.8% of sewer diffusion rate which is same to the existing condition. 2) Expansion of sewer system to 65.2% which would emit less pollutants, BOD 2350.5 kg/d, TN 216.0 kg/d, TP 44.0kg/d. 3) Pollutants emission to maintain first grade water quality in Nam River, Jinyang Lake, BOD and TN in the case 2 were 7.69%, 2.10% lower than those in the case 1 in the Nam River. And in the Jinyang Lake, BOD, TN, and TP in the case 2 were 10.25%, 1.37%, 2.94% lower than those in the case 1. However the simulations showed that water quality could not hold down first grade water quality standard level with the establishments of more sewer systems. To satisfy the criteria in the Nam River and Jinyang Lake, BOD emission must be reduced 27.2%, 37.05% compared to those in the case 1.

Creative Cultural Localization Ways and IT Market of the EU to Converge the Creative Industries (창조융합시장을 위한 유럽 연합 (EU)의 시장과문화적 지역특화방안)

  • Purpose - The ICT market in the EU is lagging behind that of the US; however, algorithm and software development within the EU have grown steadily, and they involve focusing on the creative cultural convergence conceptualized as part of Horizon 2020 and connecting neighboring markets in the EE and the Mediterranean region. It is essential to study the requirements to market the EU's creative ICT development in emerging industrial countries after examining its applicability in these countries. Research design, data, and methodology - This study deals with data pertaining to the EU's creative industry and competitive edge. The global cultural expansion of the EU facilitates a new concept involving not only low-cost IT products to enhance local cultural artifacts through R&D and the construction of efficient infrastructure services, but also information exchange with a realistic commercialization of the technology that can be applied for creative cultural localization. In the European industry, research on algorithms has been applied for the benefit of consumers. We investigated how the process is conducted in the EU. Results - Europe needs to adjust its economic structure to the local culture as part of IT distribution convergence. The convergence has been converted into a production algorithm with IT in the form of low-cost production. This is because there is an attempt to improve the quality of transport infrastructure, workforce availability, and the distribution of the distance to the local industries and consumers, using IT algorithms. Integrated into the manufacturing industry, based on the ICT infrastructure and solutions, smart localized regional clusters are formed with the help of grafting. Europe has own strategy to increase the number of hub-and-spoke cities. Europe is now becoming integrated, with an EPC system for regional cooperation rather than national competition in ICT technology. Europe has also been recognized in this study as changing the step-by-step paradigm for global competitiveness through new creative culture industries. Conclusions - As a result, there are several ways of converging with others through EU R&D intensity; therefore, the EU can be seen as successfully increasing marginal value, which is useful in developing a special industrial cluster or local cultural cities that create converged development by connecting people and objects with IT. In fact, when compared to the US, Europe has a strong culture and the car industries have a tendency to overshadow the IT industries with integration of services in IT distribution. Considering the rapid environmental changes, the convergence of IT services is likely to take place in Europe, similar to the pharmaceutical industry and the automotive industry. This requires a focus on human resources and automated systems management. The trend is to move away from low-wage industries, switched to key personnel centers of the local university-industry. EU emphasizes the creation of IT market demand in Europe involving local cultural convergence for marketing as the second step to strengthen the economic hub-and-spoke areas.

  • The purpose of this paper is to study on the third party logistics service enforcement of inland container depot at Pusan area. The main results of this paper are as follows: First, the inland container depot related to location selecting factor researches analyzed and korean TPL market reviewed. Second, the TPL service function reinforcement method and investments are mentioned. In detail the 9 factors are as follows: competitive high position and improvements of harbor back complex, ICD goods enterprise investment strategies, the harbor back which is inexpensive only the rent, taxes benefit and incentive, site security and base facility expansion, the goods service provision which is flexible, connection plan construction of goods enterprise, the incentive strategic establishment which is discriminated, the marketing activity which is long-term. and lastly the ICD and TPL Policy are needed that government and logistic enterprise's cooperation gains competitive advantage.

  • The total number of passengers on the KTX since its construction in 2004 surpassed 500 million in October, 2015. The operation of KTX made it possible to reach anywhere in a country in half a day, which subsequently altered people's lifestyle. As the KTX has become an important mode of transportation, there is a growing interest in the optimal size and location of its stations. Currently, the stations are constructed through public-private partnerships since a sufficient amount of budget is hard to secure only from the public sector; however, because railway stations are traditionally aimed at promoting public interests, an emphasis on the profitability of the private sector could compromise public interests. At this juncture, this study separately computes the number of users based on each of the two primary functions of the stations-as a railway station and as a sales facility-and estimates the numbers of people according to various transportation modes that are taken to access the stations. This estimation is applied to the case of Dongdaegu Station, which will open in 2016. Such an application helps to predict and respond to possible congestion as brought about by the expansion of the sales facility.

Application of Point Cloud Data for Transmission Power Line Monitoring (송전선 모니터링을 위한 포인트클라우드 데이터 활용)

  • Korea is experiencing a rapid increase in electricity consumption due to rapid economic development, and many power transmission towers are installed to provide smooth power supply. The high-voltage transmission line is mainly made of aluminum stranded wire, and the wire is loosely guided so that some deflection is maintained. The degree of deflection has a great influence on the quality of the construction and the life of the cable. As the time passes, the shrinkage and expansion occur repeatedly due to the weight of the cable and the surrounding environment. Therefore, periodic monitoring is essential for the management of the power transmission line. In this study, the power transmission lines were monitored using 3D laser scanning technology. The data of the power transmission line of the study area was acquired and the point cloud type 3D geospatial information of the transmission line was extracted through data processing. The length of the transmission line and deflection amount were calculated using the 3D geospatial information of the transmission line, and the distance from the surrounding obstacles could be calculated effectively. The result of study shows the utilization of 3D laser scanning technology for transmission line management. Future research will contribute to the efficiency of transmission line management if a transmission line monitoring system using 3D laser scanning technology is developed.

A Study on Cause Analysis and Countermeasures of Chloride Attack of Reinforced Earth Retaining Walls Installed on Bridge Abutment (염해로 인한 교대부 보강토옹벽 손상 원인 분석 연구)

  • The damages to the reinforced earth retaining wall are divided into the front wall, foundation, drainage and upper slope. Damage of reinforced earth retaining wall is mainly caused by damage caused by drainage problem in the field. Recently, damage caused by snow removal materials have been occurred. Recently, the amount of snow removal materials used in winter is increasing due to abnormal weather. This chlorides degrades the concrete structure, where the reinforced earth retaining wall was no exception. There has recently been a case in which the front wall of the reinforced earth retaining wall deteriorates due to the chlorides introduced into the back filling portion through the drainage passage. Therefore, in this study, the cause of damages of reinforced earth retaining wall constructed in bridge abutment was analyzed, and an analytical study was conducted on the countermeasure. As a result, it was found that chlorides, which was introduced through the drainage system in the expansion joint of the bridge shift part or the upper structure, is infiltrated into the back part of the reinforced earth retaining wall and damaged. Therefore, it is suggested to improve the drainage system and restored the stiffness of the front wall.

  • Consumption of Liquefied Natural Gas (LNG) has increased due to environmental pollution; therefore, the need for LNG carriers can efficiently transport large quantities of LNG, is increased. In various types of LNG Cargo Containment System (CCS), Membrane-type MARK-III composed of composite materials is generally employed in the construction of an LNG carrier. Among composite materials in a Mark-III system, glass-fiber composites act as a secondary barrier to prevent the inner hull structure from leakage of LNG when the primary barrier is damaged. Nevertheless, several cases of damage to the secondary barriers have been reported and if damage occurs, LNG can flow into the inner hull structure, causing a brittle fracture. To prevent those problems, this study conducted the applicability assessment of composite material manufactured by bonding glass-fiber and aluminum with epoxy resin and increasing layer from three-ply (triplex) to five-ply (pentaplex). Tensile tests were performed in five temperature points (25, -20, -70, -120, and -170℃) considering temperature gradient in CCS. Scanning Electron Microscopy (SEM) and Coefficient of Thermal Expansion (CTE) analyses were carried out to evaluate the microstructure and thermos-mechanical properties of the pentaplex. The results showed epoxy resin and increasing layer number contributed to improving the mechanical properties over the whole temperature range.

A Study on the Management of the Sectional Superficies for the Realization of 3D Cadastre (입체지적 구현을 위한 구분지상권의 관리에 관한 연구)

  • In recent years, due to the continuous density and urbanization of space, the expansion of awareness of rights, the need for landscape conservation, and the development of construction technology, the conventional flat land use has been deviated from the conventional flat land use, and the transmission line, urban railway, parking lot, communal district, underground shopping mall, pipeline, etc. Although 3D spatial activities are carried out in the form of 3D space, there are considerable difficulties in administration to manage the 3D use of land due to the inadequacy of related regulations. In this background, for the administration that can manage Sectional Superficies, which is a representative case of 3D spatial use of parcels, which is a registered unit of land, first, the law on the establishment and management of spatial information, and cadastral re-examination from the legal and institutional aspects Standardization of 3D space registration through amendments to the Special Act, etc. and the formation of consensus among related departments. Second, in technical and administrative aspects, the registration of Sectional Superficies based on cadastral survey results, establishment of a platform for integrated management of location and attribute data, and registration method was found to be in need of improvement. As suggested in this study, by registering and managing Sectional Superficies, it is possible to manage various 3D land use of not only ground space or surface space but also underground space. It is expected to be able to register and manage lot-based 3D land use efficiently.
