A Study on the Analysis and Expansion Plan of Public Library Services in the COVID-19 Pandemic (코로나19에 대응하는 공공도서관 서비스 분석 및 확대방안 연구)

  • The COVID-19 pandemic has significantly changed the landscape of knowledge and information services that public libraries around the world have been providing since modern times. In particular, as social distancing has become routine, the contraction of cultural activities and the shift to online platforms have negatively impacted library visitation and use services, greatly reducing borrowing and reading, use of spaces and facilities, interlibrary loan services, program operations, and outreach services. Therefore, this study investigated and analyzed the current status of services provided by public libraries in Korea and abroad in response to COVID-19, and proposed practical ways to improve and expand services in response to COVID-19 based on the results of a survey of librarians' perceptions. Specifically, these include improving the online reservation system for reading and borrowing services and developing and providing various outreach services, acquiring and expanding electronic resources, expanding online program services (reading, culture, lifelong learning, etc.), strengthening library services for vulnerable populations, providing information portal services related to new infectious diseases, strengthening facilities and space provision services, preparing infectious disease response guidelines, and providing education and training to strengthen librarians' capabilities.

  • Recently with the emergence of the digital age and the progress of the learning economy, the role of library is expanding from archiving and providing information to education and community service. In this paradigm child education programs at public libraries are strongly demanded by the community. The goal of this study is to analyze the educational roles of child education programs currently being implemented in public libraries. This research tries to incorporate the current child education program into a constructivist perspective. In conclusion, the designed and proposed model in this study was then applied to public libraries' reading education program, and the case was verified through empirical examination and investigation. These studies revealed that the designing of constructivist teaching and the learning model for child education programs was positively verified and found some strategic implication for the development of child education programs in public libraries.

An Analysis on the Tasks of a School Library Support Center : A Case Study of JungBu Public Library of Ulsan Metropolitan City (학교도서관지원센터의 현장 지원 과제와 전략에 관한 연구 - 울산광역시 학교도서관지원센터(중부도서관)의 경우 -)

  • The purpose of this article is to propose the functions of the School Library Support Center of the Ulsan Metropolitan City. The findings are based on the 2009 and 2010 statistics of the school libraries in the Ulsan Metropolitan City, and a questionnaire survey that was conducted for teacher librarians and the class teachers who manage their school libraries without a Library Science degree. The proposed tasks of the School Library Support Center fall into two categories: administrative and practical. Administrative tasks include assigning teacher librarians to schools, expanding library resources, and establishing an integrated supervision system for both school libraries and student reading programs. Practical tasks include developing educational programs, informing library program providers to school, and public relations programs about the Center's services.

A Study on the Influential Factors on the Organizational Commitment of Employees Working in Libraries for the Visually Impaired (시각장애인도서관 직원들의 조직몰입에 영향을 미치는 요인에 관한 연구)

  • The study has a purpose of understanding the factors that affect the oranizational commitment of the employees working in the libraries for visually impaired. To do this, the study chose personal background, emotional labor, role, job characteristics, organizational culture and organizational justice and attempted to find out how these factors affect the oranizational commitment. As a research method, mixed study method was used where quantitative analysis was complemented by qualitative analysis. For quantitative analysis, statistical analysis was conducted using the retrieved questionnaires. For qualitative analysis, the researcher had a one-on-one talk with the experts and employees who want to participate using an interview note was recomposed based on the survey responses. In the study results, emotional labor, job characteristics, organizational culture and organizational justice was proven to have influence on job engagement. To improve the job engagement, autonomy should be guaranteed by minimizing the organizational intervention to the assigned works and expanding the discretionary power. Furthermore, intensive management of the employees' emotional labor and fair process regarding the work performance is highly important.

Discourse of Library Trilemma in the Context of Global Megatrend (글로벌 메가트렌드와 도서관 트릴레마 담론)

  • In most countries, public libraries have played a role as a hub of knowledge and information, complex culture of local communities, and a third place for meeting and communication. And recent public libraries are focusing on enhancing their core competencies and expanding services using digital technologies to meet the era of digital transformation and the 4th industrial revolution. However, after the COVID-19 pandemic occurred, all public libraries are repeatedly closed, reopened, and partially closed, and all resources are devoted to providing non-contact, digital and online alternative services, and are expected to continue in the future. As a result, future public libraries are bound to face a trilemma in which digital expandability, complex cultural space, and importance as a place of knowledge and information service are conflicting. This study discoursed on the public library trilemma in the post-COVID-19 era and suggested ways to overcome it. The orientation of the future public library is the fusion and harmony of multiplicity and multipurpose, place and space, knowledge & information and complex culture, face-to-face service and remote service. The main body of a public library is not the finger (digital and non-contact), but the moon (knowledge information center).

A Study on the Current Status and Development Strategies of Community Information Services in Public Libraries: Focusing on the Chungcheong Region (공공도서관의 지역정보서비스 현황과 발전방안에 관한 연구 - 충청지역을 중심으로 -)

  • This study aims to examine community information services provided by public libraries to explore strategies for their future development and enhance these services for the sustainability of local communities. The study categorized local information services into 17 categories and identified 60 detailed types. An analysis of 116 public libraries in the Chungcheong region revealed that 36% of the libraries offered community information services, while 64% did not. Among the 17 categories, the services provided were primarily concentrated on history/culture, employment, leisure, administrative information, education, and village communities. In eight areas experiencing population decline, the provision of community information services was notably lacking, highlighting the need to actively develop these services to support community sustainability. The study proposes expanding the concept of locality and diversifying service categories, conducting user needs assessments to reflect local residents' interests, strengthening human resource cooperation, and establishing digital archives of local materials in collaboration with related institutions.

A Study on Improving Strategies of Itinerant Librarians' Job Environment at Small Libraries (작은도서관 순회사서 직무환경 개선방안 연구)

  • While small libraries have steadily increased in quantity, parts of qualitative growth such as lack of manpower and poor operation have been pointed out as problems. Accordingly, with the aim of establishing a foundation for linkage and cooperation between public libraries and small libraries, the small library itinerant librarians project has been promoted since 2010, and its scale has been continuously expanding. However, the lack of manpower and poor operation still remain tasks to be solved, and the poor treatment and job environment of itinerant librarians have not improved. In this context, this study aims to examine the problems of small libraries and job problems experienced by itinerant librarians and to find ways to improve the job environment of itinerant librarians based on this. Through the analysis of previous studies, small libraries and net companies were investigated, and in-depth interviews were conducted with participants related to itinerant librarians and small libraries. Through interview data analysis, a total of 17 meaning topics were extracted, including 'lack of work authority', 'lack of work manual', 'lack of communication, community', 'lack of integrated operating system', 'poor treatment and working environment', 'malicious user', and 'lack of belonging'. Based on this, four improvement measures were proposed, including the improvement of the job authority and standard regulations of itinerant librarians, the establishment of a community organization, job security guarantees, and job education reinforcement.

A Study on User Perception of Public Library Information Service Using Smart Phones (스마트폰을 통한 공공도서관 정보서비스의 이용자 인식에 관한 연구)

  • This paper aims to examine how users view information services that use today's rapidly expanding smart phones and what their demands are. The research focus is specifically on public libraries where related studies or the provision of services is still lacking. For this study, users of public libraries were targeted for surveys and interviews. The results that Public library users showed positive views on using library information services and e-contents service on smart phones. But the users viewed smart phones as another point of access in accessing information services, not as something revolutionary to the existing library information services.

A Study on Management and Improvement of School Libraries with Viewpoint of Five Laws of Library Science: Focused on D Elementary School Library in Busan (도서관학 5법칙으로 본 학교도서관 운영과 개선방안 - 부산 D초등학교 도서관을 사례로 하여 -)

  • This study aims to examine the current status of managing elementary school libraries in Busan and suggest the ways to improve it with the viewpoint of 'the five laws of library science'. The scope of study was set as the elementary school libraries in Busan, and the operation status of 304 elementary school libraries was analyzed. And for in-depth investigation, D elementary school library was examined as a case. The operation status of elementary school libraries in Busan was analyzed with the analysis elements; existence of school library, placement of teacher librarian, library collection, annual use, budget, and library seats for 6 years from 2016 to 2021. As a result, especially the placement rate of full-time teacher librarians was only 10.5%, indicating that the problem of manpower shortage was serious. As case study, the current state of managing D elementary school library was deeply investigated with perspectives of the first law and the third law of library science among Ranganathan's five laws of library science. With the first law, the investigation was divided into the aspects of open-shelf system, library location, library hours, furniture, and staff. With the third law, the investigation was done as the aspects of shelf arrangement, catalog, extended service, book selection. Especially, books with more than 50 copies for the program of reading one book each semester accounted for 4.8% of the total collection, showing the problem of unbalanced collection. As the result of this study, 'expanding the placement of teacher librarians', 'making better reading environment through remodeling', and 'balanced collection development' were suggested as the ways of developing school libraries.

A Study on User Satisfaction of Public Library e-Book Services: Focusing on Gangdong District Library in Seoul (공공도서관 전자책 서비스 이용자 만족도 조사 연구 - 서울시 강동구 도서관을 중심으로 -)

  • The pandemic, which came unannounced, has caused people to feel the limitations of physical books and spaces, and discussions on library digital capabilities and sustainable library services are spreading. The e-book service of public libraries is at the stage of expanding to the autonomous district level and seeking to revitalize the service. In this study, a user satisfaction survey was conducted on the Gangdong district Library in Seoul to identify the current status of public library e-book services and suggest improvement measures. Based on the analysis results, improvement measures were derived in three aspects: expanding e-book content, strengthening user support services, and improving the e-book system management system.
