Ontological Problems of Representation (표상의 존재론적 문제)

  • Mental represention as an empirical fact raises certain ontological problems regarding both the subject and the object of representation, that is,the existence of the mimd and that of the represented world. Propsitional attitudes, for instance, presuppose the subject of such inguistic representation, as well as the propositional fact reffered. But the ontological status of the reference is an open question. Mental representations as events also present problems of ontology. How mental events interact wiht physical events, how they are related with neural events,and in what way mental events are functionally autonomous,and such are the problems remaining to be answered. The world of mental representation may be seen as a theoretical world,of which the ontological status depends on the progress in the corresponding empirical science,that is,neuroscience. But the problem of realism in the philosophy of science is still an issue of debate. These,then are philosophical issues related to the ontological status of mental representation. Their solutions,or approaches to them,however, must waite for the further progress in cognitive science,which has philosophy as a humble participant among other disciplines.

PREPARATION AND CHARACTERIZATION OF MULTIFERROIC 0.8 $BiFeO_3$-0.2 $BaTiO_3$ THIN FIMLS BY PULSED LASER DEPOSITION

  • $BiFeO_3$ (BFO), when forming a solid solution with $BaTiO_3$ (BTO), shows structural transformations over the entire compositional range, which not only gives a way to increase structural stability and electrical resistivity but also applies a means to have better ferromagnetic ordering. In this respect, we have prepared and studied 0.8 BFO-0.2 BTO thin films on Pt(111)/$TiO_2/SiO_2$/Si substrates by pulsed laser deposition. Various deposition parameters, such as deposition temperature and oxygen pressure, have been optimized to get better quality films. Based on the X-ray diffraction results, thin films were successfully deposited at the temperature of $700^{\circ}C$ and an oxygen partial pressure of 10mTorr and 330mTorr. The dielectric, ferroelectric, and magnetic properties have then been characterized. It was found that the films deposited under lower and higher oxygen pressure corresponded to lower leakage current. Magnetism measurement showed an induced ferromagnetism. The microstructures associated with the magnetic and dielectric properties of this mixed-perovskite solid solutions were observed by transmission electron microscopy, which revealed the existence of complicated ferroelectric domains, suggested that the weak spontaneous magnetization was closely associated with the decrease in the extent of rhombohedral distortion by a partial substitution of $BaTiO_3$ for $BiFeO_3$.

Issues Facing the National Health Insurance System in Korea and Their Solutions (우리나라 공공의료의 쟁점과 해결책)

  • South Korea is not a wasteland of publicly funded health care-instead, it has a good medical social security system known as the national health insurance (NHI). The NHI of Korea has three unique features; (1) low premiums, low insurance fees, and low coverage; (2) obligatory designation of medical institutions; (3) and allowance of non-benefit services. These features have made hospitals and doctors interested in profit-seeking. However, the commercialization of medical institutions has taken place in both private- and public-established sectors. A basic problem of commercialization is the co-existence of the obligatory designation of medical institutions and non-benefit services. The problem became worse in the Kim Dae-Jung government because it officially permitted non-benefit services. Since 2000, the Korean government has consistently pursued benefit extension policies, but the coverage rates of the NHI have stagnated. In addition, premiums and current medical expenses have markedly increased because policy-makers have emphasized accessibility to the NHI, while ignoring important principles of medical social security such as a needs-based approach and patient-referral system. In order to resolve the commercialization problem, the obligatory designation of medical institutions to the NHI should be changed to a contract system, and non-benefit services should be prohibited at NHI institutions. We must re-establish the patient-referral system via a needs-based approach. We also need to build a primary healthcare system and public health policies. We should make a long-term plan for healthcare reform.

Phase Behavior and Spontaneous Vesicle Formation in Aqueous Solutions of Anionic Ammonium Dodecyl Sulfate and Cationic Octadecyl Trimethyl Ammonium Chloride Surfactants

  • Phase behavior for the mixed aqueous surfactant systems of cationic octadecyl trimethyl ammonium chloride (OTAC)/anionic ammonium dodecyl sulfate (ADS)/water was examined. Below the total surfactant concentrations of 1.5 m molal, mixed micelles were formed. At the total surfactant concentrations higher than 1.5 m molal, there appeared a region where mixed micelles and vesicles coexist. As the surfactant concentration increased, the systems looked very turbid and much more vesicles were observed. The vesicles were spontaneously formed in this system and their existence was observed by negative-staining transmission electron microscopy (TEM), small-angle neutron scattering (SANS) and encapsulation efficiency of dye. The vesicle region was where the molar fraction α of ADS to the total mixed surfactant was from 0.1 to 0.7 and the total surfactant concentration was above 5 × 10-4 molality. The size and structure of the vesicles were determined from the TEM microphotographs and the SANS data. Their diameter ranged from 450 nm to 120μm and decreased with increasing total surfactant concentration. The lamellar thickness also decreased from 15 nm to 5 nm with increasing surfactant concentration and this may be responsible for the decrease in vesicle size with the surfactant concentration. The stability of vesicles was examined by UV spectroscopy and zeta potentiometry. The vesicles displayed long-term stability, as UV absorbance spectra remained unchanged over two months. The zeta potentials of the vesicles were large in magnitude (40-70 mV) and the observed longterm stability of the vesicles may be attributed to such high ζ potentials.

  • Proton magnetic resonance spectra of five glycine-containing dipeptides glycyl-L-valine, L-valyl-glycine, glycyl-DL-alanine, glycyl-DL-serine and glycyl-L-aspartic acid in $D_2O$ were investigated as a function of pH at room temperature. From the analysis of the spectra, it was found that the chemical shift of the $C_{\alpha}H,\;C_{\beta}H\;and\;C_rH$protons varies with pH as a one-step titration curve, and that the spin-spin coupling constant remains almost unchanged. Two distinct values of the chemical shift for $C_{\alpha}H,\;C_{\beta}H\;or\;C_rH$protons of constituent amino acids in dipeptide solutions indicate the existence of two magnetically non-equivalent sites in solution. From this study, the structures of the five dipeptides have been confirmed by proton magnetic resonance spectra and it has been suggested that the structural change, conformation and sequence determination can be explored for oligopeptides by an analysis of proton magnetic resonance spectra.

Corrosion Inhibition Performance of Two Ketene Dithioacetal Derivatives for Stainless Steel in Hydrochloric Acid Solution

  • The methyl 2-(1,3-dithietan -2- ylidene)-3-oxobutanoate (MDYO) and 2-(1,3-dithietan-2-ylidene) cyclohexane -1,3-dione (DYCD) were synthesized and tested at various concentrations as corrosion inhibitors for 316L stainless steel in 1 M HCl using weight loss, electrochemical impedance spectroscopy (EIS), potentiodynamic polarization (PDP), surface analysis techniques (SEM / EDX and Raman spectroscopy) and Functional Density Theory (DFT) was also used to calculate quantum parameters. The obtained results indicated that the inhibition efficiency of MDYO and DYCD increases with their concentration, and the highest value of corrosion inhibition efficiency was determined in the range of concentrations investigated (0.01 × 10-3 - 10-3 M). Polarization curves (Tafel extrapolation) showed that both compounds act as mixed-type inhibitors in 1M HCl solutions. Electrochemical impedance spectra (Nyquist plots) are characterized by a capacitive loop observed at high frequencies, and another small inductive loop near low frequencies. The thermodynamic data of adsorption of the two compounds on the stainless steel surface and the activation energies were determined and then discussed. Analysis of experimental results shows that MDYO and DYCD inhibitors adsorb to the metal surface according to the Langmuir model and the mechanism of adsorption of both inhibitors involves physisorption. SEM-EDX results confirm the existence of an inhibitor protective film on the stainless steel surface. The results derived from theoretical calculations supported the experimental observation.

Effect of Hot-Stamping on Mechanical Properties and Microstructures of CO2 Laser Welded Boron Steel coated with Al-Si layer (Al-Si 용융 도금된 보론강 CO2 레이저 용접부의 미세조직과 기계적 성질에 미치는 핫스탬핑 처리의 영향)

  • In this study, Al-Si coated boron steel(1.2 mm) were laser welded by $CO_2$ laser and hot-stamping was applied to the laser joints. Tensile properties and microstructures of the joints were investigated before and after hot-stamping. Tensile and yield strengths of the as welded specimen similar with base metal and fracture occurred base metal of boron steel. Although, in case of heat treated specimen, fracture occurred fusion zone that Al segregated zone near the bond line. These could be explained by the existence of ferrite, in the Al segregated zone near the bond line and base metal of boron steel. Before hot-stamping, hardness of base metal is lower than fusion zone and heat affected zone in spite of exist Al segregation zone($Fe_3$(Al,Si)). So fracture occurred base metal. Although, after hot-stamping, microstructure of base metal and welds zone transformed to martensite and bainite except in Al segregation zone near the bond line that $Fe_3$(Al,Si) transformed to a-ferrite. So fracture occurred Al segregation zone near the bond line.

Guaranteed Cost Controller Design Method for Singular Systems with Time Delays using LMI (선형행렬부등식을 이용한 시간지연 특이시스템의 보장비용 제어기 설계방법)

  • This paper is concerned with the problem of designing a guaranteed cost state feedback controller for singular systems with time-varying delays. The sufficient condition for the existence of guaranteed cost controller, the controller design method, and the optimization problem to get the upper bound of guaranteed cost function are proposed by LMI(linear matrix inequality), singular value decomposition, Schur complements, and change of variables. Since the obtained sufficient conditions can be changed to LMI form, all solutions including controller gain and the upper bound of guaranteed cost function can be obtained simultaneously. Moreover, the proposed controller design method can be extended to the problem of robust guaranteed cost controller design method for singular systems with parameter uncertainties and time-varying delays. The validity of the proposed design algorithm is investigated through a numerical example.

Aerosol-gel synthesis of ZnO quantum dots dispersed in SiO2 matrix and their characteristics (에어로솔-젤 법을 이용한 SiO2에 분산된 ZnO 양자점의 합성과 그 특성)

  • ZnO quantum dots embedded in a silica matrix without agglomeration were synthesized from $TEOS:Zn(NO_3)_2$ solutions in one-step process by aerosol-gel method. It was successfully demonstrated that the size of ZnO Q-dots could be controlled from 2 to 7 mm verified by a high resolution transmission electron microscope observation. The line scanning energy dispersive X-ray spectroscopy(EDS) revealed that the Q-dots existed preferentially inside SiO2 sphere when Zn/Si < 0.5. However, the Q-dots distributed homogeneously all over the sphere when Zn/Si > 1.0. Blue-shifted UV/Vis absorption peak observation confirmed the quantum size effect on the optical properties. The photoluminescence(PL) emission peaks of the powders at room temperature were consistent with previous reports in the following aspects: 1) PL characteristics are dominated by two peaks of deep-level defect-related emissions at 2.4 - 2.8 eV, 2) the first defect-related peak at 2.4 eV was blue shifted due to the quantum size effect with decreasing the concentration of $Zn(NO_3)_2$(decreasing the size of ZnO q dots). More interestingly, the existence of surface-exposed ZnO q dots affects greatly the second defect PL peak at 2.8 eV.

  • For a linear double shelf bottom topography as in the Yellow Sea, the dispersion relation of coastally trapped waves is derived for the general case Including high-frequency and short waves and for the case of low-frequency and long waves. With linear bottom topography, the governing equation is Bessel's equation for the latter case but Hummer's equation for the former case. Hypergeometric Functions, which are the solutions of Hummer's equation, are derived and converted to various special functions for the limiting cases. On a double shelf topography, the divergence effects of horizontal flow are important for the wave dynamics, irrespective of cross-shelf dimensions, while on a single shelf they are usually neglected when the cross-shelf dimension is much smaller than the Rossby deformation radius. The divergence effect allows the existence of Kelvin wave and reduces the phase speeds of continental shelf waves. Finally, the frictionless eigenfunctions are proved to be orthogonal.
