The trends of green growth and eco-friendliness came to be the core development indicator for the sustainable global environment. Korean government reflected these trends in the main flows of the national development index, and suggested diverse directions for green construction technologies and high quality construction environment through Third master plan for construction environment. However, the efforts to follow these trends during the construction process as a step for production phrase are not being considered enough yet. In this study, we identified the basic environmental management factors in order to enhance the eco-friendliness of public housing construction sites, and suggested the reasonable conducting parties and process for those respective factors. The results of this study are expected to be the valuable reference in defining the required activities and participants' responsibilities, and improving the work process for systematic on-site environmental management. In applying those results, the discussion should be followed on the executing party of each unit activity and the responsibility assignment for each process. At the same time, the legislation and standard related to environment need to be essentially amended. In the future, the method of evaluating the environmental management activities, and the technical solution to environmental problems are to be reviewed as a further research for successful environmental management.

As all industries field has changed very quickly, the field of construction faces in many changed. It is the representatively change that focus on the growth of quality level than increase of the quantity in construction. Whether the project successes or not is related to the survival of the company and it is necessity that we need performance measurement indicators to complete the project successfully. The domestic construction company considers overbearingly the cost-performance indicator in executing a project so far. It is rare of studies that suggest the methodology of more deeply measurement and analysis about the each project itself. The performance measured methodology based on Lean Construction is linked with the each project performance measurement methodology. This methodology uses three indicators such as the reliability, effectiveness and productivity at the sane their measuring whether each task is completed at the point of work. The measurement on the three performance indicators measure and evaluate whether the task is completed on the focus of construction duration. The research suggest the work plan reliability and weight of the performance measurement methodology based on the Lean Construction and the three considerately in the scope of measurement. If the suggestion is considered fully, we can indicate more objective and accurate construction project performance measurement indicators based on Lena Construction.

Even though the construction management (CM) system was introduced for the purpose of increasing the efficiency of the domestic construction industry along with the establishment of construction industry fundamental laws in December of 1996, now it is very difficult that the public institutions can judge their application of construction management methods due to the lack of clear guidelines or directions to select construction management methods when the public institutions were executing public construction projects. Therefore, this study was executed to prepare for the selection criteria which could be referred in reviewing the application of construction management ordering methods according to public institution's competences and project characteristics. It is expected that future domestic demand of construction management will be gradually increasing both in public and private construction sectors. However under the current construction management systems, it is judged to be difficult that the construction projects that apply the construction management methods will be activated with full-scale. Therefore, it could be said that active efforts in domestic sectors are required in order that the construction management systems of developed countries levels could be activated. Additionally in order to vitalize the construction management systems, it is expected that public institutions could use this study results as the review data for feasibility of construction projects for the consignment of construction management in selecting the ordering methods.

At present, an intelligent transport system (ITS) is being actively introduced as an alternative plan to solve various transport problems, and a traffic information provision service, a field of ITS, is being provided to users through diverse media. However, the evaluation of how useful the traffic information provided to the road users is limited to a simple questionnaire, and the systematic evaluation about what factors affect the usefulness of traffic information has not been realized. Therefore, it is impossible to calculate user convenience occurring due to traffic information, This paper aimed to develop an index to evaluate user satisfaction levels with traffic information and develop a user satisfaction level model. A result of establishing a user satisfaction level model by executing a questionnaire survey for the analysis object of variable message sign (VMS), a representative information provision medium, showed that 'desire satisfaction', 'trust', 'understanding', and 'efficiency' have an effect. Of them, the 'understanding' showed the highest level, so it was seen that, in case of VMS, how easily the character, figure, expression, etc. provided in the information was understood by users has the biggest effect on the satisfaction level of the information. The next levels of effects on the satisfaction was in the order of 'user trust', 'efficiency', and 'desire satisfaction'.
The problems on application for custody in CIETAC Arbitration Rule are examined in this paper. First, The issue of jurisdiction for application for custody is arisen from the expansion of material jurisdiction of CIETAC. Until 1998, CIETAC had a jurisdiction only for the cases involving foreigners, but now, it has a jurisdiction not only for the cases involving foreigners but also for domestic cases. In the cases of arbitrating disputes involving foreigners, if the parties concerned apply for the preservation of property, CITEAC shall forward the application to and obtain a ruling from an intermediate people's court in the place where the object of the application resides, or where the property is located. But in the cases of arbitrating domestic disputes, if the parties concerned apply for the preservation of property, CITEAC shall forward the application to and obtain a ruling from an ground-level people's court in the place where the object of the application resides, or where the property is located. Therefore, "People's court" in article 23 of CIETAC Arbitration Rule includes both intermediate people's court and ground-level people's court in its meaning. Second, in the cases that the party concerned submits arbitration to CIETAC, it is not permitted for the party to ask the people's court for custody of property before submitting an arbitration. But there still can be the urgent cases that interests of the party concerned are at stake, and legitimate rights and interests of the party concerned may be damaged beyond remedy, if no application for custody of property is filed immediately. In that cases, even if the party may apply for custody of property with the people's court after submitting an arbitration, it might be too late to preserve property. Therefore, Chinese laws and rules have to be revised so that the party may ask the people's court for custody of property before submitting an arbitration. When revising laws and rules, according to the today's legislation trends, it must be considered that court and arbitration tribunal both have a right to decide the custody of property. When arbitration tribunal decides it, the procedural provisions executing it must be provided. It is also required that China permit to apply preservation of evidence as well as custody of property before submitting an arbitration. It is also strongly recommended that China permit custody of property or preservation of evidence even in the cases that an arbitration is submitted to the arbitration institute which is located in foreign country, not in China.
Arbitration is fundamentally a matter of contract, whereby contractual parties may only be required to submit a dispute to arbitration pursuant to their formal agreement. However, there are several important exceptions to this rule that have developed under common law notions of implied consent. These doctrines may serve either to benefit or to harm a nonsignatory to an arbitral agreement because either (1) the nonsignatory may compel a signatory to the agreement to arbitrate a dispute or (2) the nonsignatory may be compelled to arbitrate a dispute despite never having signed an arbitration agreement. The Court has a long-standing domestic policy of favoring arbitration, and these doctrines reflect that policy. 1. incorporation by reference An arbitration clause may apply to a party who is a nonsignatory to one agreement containing an arbitration clause but who is a signatory to a second agreement that incorporates the terms of the first agreement. 2. assumption An arbitration clause may apply to a nonsignatory who has impliedly agreed to arbitrate. Under this theory, the nonsignatory's conduct is a determinative factor. For example, a nonsignatory who voluntarily begins arbitrating the merits of a dispute before an arbitral tribunal may be bound by the arbitrator's ruling on that dispute even though the nonsignatory was not initially required to arbitrate the dispute. 3. agency A nonsignatory to an arbitration agreement may be bound to arbitrate a dispute stemming from that agreement under the traditional laws of agency. A principal may also be bound to arbitrate a claim based on an agreement containing an arbitration clause signed by the agent. The agent, however, does not generally become individually bound by executing such an agreement on behalf of a disclosed principal unless there is clear evidence that the agent intended to be bound. 4. veil piercing/alter ego In the corporate context, a nonsignatory corporation to an arbitration agreement may be bound by that agreement if the agreement is signed by its parent, subsidiary, or affiliate. 5. estoppel The doctrine of equitable estoppel is usually applied by nonsignatory defendants who wish to compel signatory plaintiffs to arbitrate a dispute. This will generally be permitted when (1) the signatory must rely on the terms of the contract in support of its claims against the nonsignatory, or (2) the signatory alleges that it and the nonsignatory engaged in interdependent misconduct that is intertwined with the obligations imposed by the contract. Therefore, this article analyzed these doctrines centering around case-law in America.

Various feature extraction algorithms are widely applied to real-time image processing applications for extracting significant features from images. Feature extraction algorithms are mostly combined with image processing algorithms mostly for image tracking and recognition. Feature extraction function is used to supply feature information to the other image processing algorithms and it is mainly implemented in a preprocessing stage. Nowadays, image processing applications are faced with embedded system implementation for a real-time processing. In order to satisfy this requirement, it is necessary to reduce execution time so as to improve the performance. Reducing the time for executing a feature extraction function dose not only extend the execution time for the other image processing algorithms, but it also helps satisfy a real-time requirement. This paper explains FAST (Feature from Accelerated Segment Test algorithm) of E. Rosten and presents FPGA-based embedded hardware accelerator architecture. The proposed acceleration scheme can be implemented by using approximately 2,217 Flip Flops, 5,034 LUTs, 2,833 Slices, and 18 Block RAMs in the Xilinx Vertex IV FPGA. In the Modelsim - based simulation result, the proposed hardware accelerator takes 3.06 ms to extract 954 features from a image with $640{\times}480$ pixels and this result shows the cost effectiveness of the propose scheme.

This study was conducted to investigate housewives' purchase behavior and needs for information on food safety. The data were collected from 275 housewives over the age of 20 living in Seoul and metropolitan areas from March 9 to April 3 in 2009. The result of this study showed that 'checking expiration date' topped with 4.59 in the purchase behavior for food safety followed by 'buying domestics' (4.08) and 'considering food safety' (3.66). The study also showed that only 18.5% of the respondents said that they have an experience of education for food safety, and 'environmental hormones' was the highest with 89.1% in the percentage of correct answer but 'mad cow disease' was the lowest with 25.8%. Also total degree of knowledge for food hazards was an average of 8.56 out of 13. The respondents' degree of information search for food safety was generally low at 2.61 and tv/radio topped the list of information sources with 4.04, followed by newspaper/magazine (3.80), internet (3.44), and family/relatives/friends (3.39). Finally, degree of information needs for food safety was generally high with 3.82. Therefore, government, producers, distributers and academic researchers must provide consumers collective and sufficient information about the food safety and hazards through the diverse information sources. Also they have to play their respective roles in developing and executing feasible education program for consumers.
In this paper, we propose an agent architecture called L-CAA that is quite effective in real-time dynamic environments. L-CAA is an extension of CAA, the behavior-based agent architecture which was also developed by our research group. In order to improve adaptability to the changing environment, it is extended by adding reinforcement learning capability. To obtain stable performance, however, behavior selection and execution in the L-CAA architecture do not entirely rely on learning. In L-CAA, learning is utilized merely as a complimentary means for behavior selection and execution. Behavior selection mechanism in this architecture consists of two phases. In the first phase, the behaviors are extracted from the behavior library by checking the user-defined applicable conditions and utility of each behavior. If multiple behaviors are extracted in the first phase, the single behavior is selected to execute in the help of reinforcement learning in the second phase. That is, the behavior with the highest expected reward is selected by comparing Q values of individual behaviors updated through reinforcement learning. L-CAA can monitor the maintainable conditions of the executing behavior and stop immediately the behavior when some of the conditions fail due to dynamic change of the environment. Additionally, L-CAA can suspend and then resume the current behavior whenever it encounters a higher utility behavior. In order to analyze effectiveness of the L-CAA architecture, we implement an L-CAA-enabled agent autonomously playing in an Unreal Tournament game that is a well-known dynamic virtual environment, and then conduct several experiments using it.

In this paper, we design the CORBA-based Mobile-Agent Model (CMAM) which has the capability of the efficient work processing in distributed environment through sensing network traffic and searching the optimal path for migration nodes of mobile agent. In case existing mobile agent model is given various works from user, the network overhead and traffic are increased by increasing of execution module size. Also, if it happens a large quantity of traffics due to migration of nodes according to appointment of the passive host(node) muting schedule by user, it needs much cost for node search time by traffic. Therefore, in this paper, we design a new mobile agent model that assures the reliability of agent's migration through dynamic act on the specific situation according to appointment of the active routing schedule and can minimize agent's work processing time through optimal path search. The proposed model assigns routing schedule of the migration nodes actively using an extended MAFFinder. Also, for decreasing overhead of network by agent's size, it separated by mobile agent including oかy agent calling module and push agent with work executing module based on distributed object type of CORBA. Also, it can reduce the required time for round works of mobile agent through the optimal path search of migration nodes.
