A Study on the Development of Navigational Safety Evaluation System in Rough Sea (황천시의 항해안전 평가시스템 개발에 관한 연구)

  • It is of great importance for any vessel under way, especially in rough sea, to be maneuvered safely with proper seakeeping performance. In this paper, the author aims to develope a navigational safety evaluation system in rough sea by analyzing ship's with the theory of wave spectrum using random process analysis and the theory of evaluating the seakeeping performance. The scope and the method of this study are as follows ; (1) Modelized typhoon mathematically to represent the sea condition in rough sea. (2) Estimated sea conditions by getting wave spectrum, supposing that the wave by typhoon is fully developed short crest irregular wave. (3) Defined evaluation factor of vessel's seakeeping performance and obtained response amplitude operators thereby. (4) Obtained the response spectrum of factors on seakeeping performance. (5) Defined and obtained evaluation index, dangerousness, relative and maximum dangerousness of factors on seakeeping performance. (6) Analyzed the calculated dangerousness of evaluation index and picked the vertical acceleration out of 7 factors as the presentative factor on seakeeping performance. (7) Carrid out the judgement of danger by obtaining dangerousness value according to steaming hour, course alteration and speed change. By synthesizing the above items, the authors suggests a computer model of navigational safety evaluation system and examined the validity of the model by computer simulation.

  • Autonomous vehicles can be exposed to severe danger when failure occurs in any of its components. For this reason many countries are making efforts on the legislative issue how to objectively evaluate failure safety of an autonomous vehicle when such a vehicle is commercially available to a customer in the near future. In level-3 automation, a driver must take over the control of his vehicle when failure occurs, and the driver's controllability must be secured for escape from the imminent danger. In this paper, quantitative methods have been developed for evaluating failure safety of the level-3 autonomous vehicle, and they were validated by simulation. And also, we confirmed that the proposed evaluation method can quantitatively evaluate the failure safety.

  • Evaluating the risk of collision quantitatively plays a key role in developing the expert system of navigation and collision avoidance. This study analysed thoroughly how to determine the thresholds as described in the new evaluation of collision risk using sech function, and developed the appropriate equation as applicable.

  • Occurrence of earthquakes have been increased all over the world and also, magnitude of earthquakes have been larger these days. Earthquake can be happened in Korea and is not a safe country any more. Many buildings are exposed at danger without any alternatives against earthquake in Korea. Among various kinds of buildings, school buildings are very important and urgent, because many students stays at school and young students have some difficulty to evacuate. Also, most existing school buildings in Korea were not designed considering earthquake resistant design codes. Thus, in this study, 3 types of braces were applied for seismic retrofits of existing school buildings using commercial structural analysis software and effective seismic retrofits were evaluated and discussed based on results by time history analysis.

  • So far, there is no technique of quantitative evaluation on danger related to industrial accidents. Therefore, as an endeavor for obtaining technique of quantitative evaluation, this study presents feature analysis of industrial accidents in manufacturing field using QUEST algorithm. In order to analyze feature of industrial accidents, a retrospective analysis was performed in 10,536 subjects (10,313 injured people, 223 deaths). The sample for this work chosen from data related to manufacturing businesses during three years $(2002\sim2004)$ in Korea. The analysis results were very informative since those enable us to know the most important variables such as occurrence type, company size, and occurrence time which can affect injured people. Also, it is found that classification using QUEST algorithm which was performed in this study is very reliable.

The Relative Importance and Priority of the Health Evaluation Indicators of Old-growth and Giant Trees (노거수의 건강 위험도 평가 요소간 상대적 중요도 및 우선순위)

  • There are many studies on the health and protection of Old-growth and Giant Trees, concentrating on empirical judgment and basic protection measures. The problem this study addresses is the relative importance and priority of the health evaluation indicators of Old-growth and Giant Trees. Firstly, this study exports the evaluation indicators of Old-growth and Giant Trees. The evaluation system for the degree of danger of Old-growth and Giant Trees are composed of two layers: 5 fields and 46 indicators. Secondly, using the AHP and PCA method can determine the weight of each field and each index factor. The process of AHP establishes the relative importance judgment matrix of each field and fully proves that the main cause of danger is individual aging. The PCA method suggested that trunk rot status, light conditions, tree surgeries, bacterial diseases, and soil moisture level are the most important factors in each field. These aspects should be given priority in the management and protection of Old-growth and Giant Trees. Weight values obtained in this study seemed to be useful in the evaluation of Old-growth and Giant Trees.

  • Close to high power radio/radar transmitters, there is a possibility that electrical sparks may occur at discontinuities in metallic structures. If these structures are in an area where flammable mixtures are present, there is a danger that fire or explosion may happen by these sparks. Voltage may be induced on these metallic structures by the radio-frequency transmitter. In this case, a person who comes into contact with these structure may be undergone a severe electrical shock. In this paper, assessment of the these hazards was investigated through experimental and evaluation for actual tower cranes near AM radio transmitters.

  • In this paper, we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM method. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries,' thereby strengthening there competitive edges. Boost of safety control system by PSM method will make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.

A Study on the Correlation between Shiphandler's Subjective Evalution and Maneuvering Risk in Curved Narrow channel (굴곡된 협수로 통항에서 조선자의 주관적 위험감지도와 조종위험도와의 상관 관계에 관한 기초 연구)

  • The assesment of the safety of ship's transit in a curved narrow channl consists of the maneuvering safety determined by the chance of running aground, the maneuvering difficulty determined by shop's workload, and shiphandler's subjective evaluation. In this study to examine the correlation between shiphandler's subjectice evaluation and the maneuvering risk, the real-time and full-mission shiphandling simulator in the Korean Marine Training & Research Institutes(KMTRI) was utilized. In the conning bridge of the shiphandling simulator, 50 experienced masters conducted masters conducted the modeled vessel of 60,000 deadweight tonnage along the designed channel under 3 different envrinmental conditions. The findings were as follows: (1) The frequencies of stress levels, work difficulties, vessel controllability and overall workload of shiphandlers are similar irrespective of environmental conditions and they are able to be represented as shiphandler's subjective evaluation. (2) It is possible to assess and analyze theoretically the correlation between the shiphandler's subjective ecaluation and maneuvering risk each environmental cindition by quantifying the data obtioned from the tests. The results are as follows: ① As the degree of maneuvering risk increases, the shiphandler's subjective evaluation increases sharply near the curvature area of the desgined channel. ② In the area of the curvature of the designed channel, maneuvering risk increases sharply with the danger of running aground under the environmental condition of current and wind comung from the stem.

  • The number of tunnels are in fact increasing as a part of linear improvement project of general national highway and road enlargement and pavement project. Recently, collapses of portal slope are also occurring considerably, due to local raining from severe rain storm and abnormal weather. Accordingly, it was risen a necessity to efficiently respond to tunnel portal slope damage and maintenance in Korea and oversea nations. This paper is a basic proposal to execute a survey on the current status and state of the tunnel portal slopes that were already installed and are now being operated along general national highways, and also to execute state evaluation for the purpose of managing those effectively. As a research method, domestic tunnels were analyzed in accordance with geometrical shape such as access type, portal form, and tunnel type, etc. via field survey to analyze the types of tunnel portal slopes along national highways. State evaluation classification sheet is presented to divide classes for the danger state of the surveyed portal slopes, and then the related grades are divided. It is mainly aimed at classifying the tunnel portal slope along national highways with using this state evaluation, to use it as basic data so that continuous maintenance can be executed in the future in accordance with danger classes.
