Influence of Negative Factors of War: Economic, Legal, Regional and Environmental Aspects

  • Mankind has been living in the third millennium of a new era for 15 years. Today he realized that he was on a tiny planet with not much space. The 20th century laid bare its global consequences in all its horror.. According to the Stockholm International Peace Research Institute, more than 30 armed conflicts are recorded on the planet every year, leading to the death of more than 1,000 people during the year. Over the past 15 years, the total number of deaths as a result of military actions in such conflicts has also increased: more than 17 thousand people - in 2002 to more than 22.5 thousand - in 2011. 2022, in turn, became the beginning of a new round of military history, bringing changes in the social, environmental, agro-industrial, economic and other spheres not only in Ukraine, but also in all countries of the civilized world. As a result of the study, the most significant impact of the negative factors of the war, namely the economic, legal, regional and environmental aspects, was identified and analyzed.

Principles of Chemical Risk Assessment: The ATSDR Perspective

  • Hazardous wastes released into the general environment are of concern to the public and to public health authorities. In response to this concern, the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (commonly called Superfund), was enacted in 1980 to provide a framework for environmental, public health, and legal actions concerning uncontrolled releases of hazardous substances. The Agency for Toxic Substances and Disease Registry (ATSDR) was created by Superfund to address the public health issues of hazardous wastes in the community environment. Two key Agency programs, Public Health Assessments and Toxicological Profiles, are designed to assess the risk to human health of exposures to hazardous substances that migrate from waste sites or through emergency releases (e.g., chemical spills). The Agency's public health assessment is a structured process that permits ATSDR to identify which waste sites or other point sources require traditional public health actions (e.g.. human exposure studies, health studies, registries, health surveillance, health advisories). The ATSDR qualitative public health assessment complements the U.S. Environmental Protection Agency's quantitative risk assessment. For Superfund purposes, both assessments are sitespecific. ATSDR's toxicological profiles are prepared for priority hazardous substances found most frequently at Superfund sites. Each profile presents the current toxicologic and human health effects information about the substance being profiled. Each profile also contains Minimal Risk Levels (MRLs), a type of risk assessment value. This paper covers ATSDR's experience in conducting public health assessments and developing MRLs, and it relates this experience to recommendations on how to improve chemical risk assessments.

Review on Safety and Health Information on Humidifier Disinfectant (가습기 살균제 제품에 표기된 안전보건정보 고찰)

  • The objective of this study is to review the safety and health information displayed on containers of humidifier disinfectants (HD). We summarized not only general characteristics related to the marketing and manufacturing of HD, such as the duration sold and the name of the company, but also the safety and health information, such as identification of disinfectants, recommended use volume, and precautions. All of this information was reviewed by HD brand. We collected safety and health information from 31 HD brands. We found that companies that sold and manufactured HD brands differ. Two companies were found to sell their HD without permission after 2011 when the health effects caused by HD were widely known. The name of the disinfectants were not identified on the container of HD. The recommended volumes were found not to be based on toxicological evidence and set without consideration of the level of susceptibility of users. Most companies displayed phrases such "this HD is safe for humans, even children" on the front of the container. No inhalation and skin toxicity precautions were provided. In conclusion, most HD did not properly display information related to safety and health to protect the health of HD users. There has been no official investigation to evaluate the risks posed by HD, such as the sales volume by HD, identification of chemical disinfectants, or their concentration, nor have there been actions to control the chemical quality of HD. In addition, government actions to punish the malicious practices of companies that manufactured and sold HD were found to inappropriate.

Matriculation Motive and Environmental Awareness of Freshman in Environmental Education Department (환경교육과 신입생의 입학 동기 및 환경에 대한 인식 변화 - 한국교원대학교 신입생을 대상으로 -)

  • The purpose of this research is to study motivation of freshmen in Environmental Education Department for choosing their major, and their environmental awareness in overall. The subject for this research is twenty freshmen, majoring Environmental Education at Korea National University of Education in 2007, and methods of the research include survey through questionnaires, reviewing literature of the field, and conference with experts in Environmental Education. After the research, six freshmen's motivation for choosing Environmental Education as their major changed positively. Awareness of the environment in residential area changed somewhat negatively, while awareness of the nation's overall environment changed positively. Subjects' recognition for the need of Environmental Education was generally negative in both the first and second surveys whereas that of sustainable society changed more remarkably throughout the surveys. Most subject thought that the most important issue Environmental teachers should teach is proper attitudes towards and reasonable actions for the environment.

  • The purpose of this study was to investigate the effects of and development of the STEAM-based on environmental programs to enhance environmental literacy of elementary school students. Through the questionnaires and the analysis of students' outcomes, the effects on literacy in both quality and quantity were verified. By applying the STEAM-based to environmental programs for enhancing environmental literacy to elementary students, the results of this study was as follows: First, its application was meaningful in that the level of $p$<.05 in point view of environmental literacy was a result of the pre-post test in the experiment group, which was made up of the 6th graders in the elementary school. Second, analysis of students' reflective journals showed that the participants' understanding, actions, and attitudes were positively affected by the programs in terms of environmental literacy. In conclusion, the STEAM-based on environmental programs for environmental education was very effective in enhancing environmental literacy.

Survey on the Korean Alternative School Teachers' Perception of Ecocentric Environmental Education (대안학교 교사의 생태중심주의 환경교육에 대한 인식 조사)

  • In this study, the Korean alternative school teachers' perceptions of ecocentric environmental education were surveyed. A total of 80 teachers from 42 alternative schools across the nation answered to the survey. The results were as follows. Teachers were found to have a lot of interest in environmental issues and to practice some environmental actions inside and outside school. Over sixty percent teachers agreed with the ecocentric philosophy of environmental education. The most two important issues among 11 environmental education contents for teachers were "natural environment" and "environmental ethics". Teachers used and preferred "field work" for teaching environmental issues, and got teaching materials mostly from the internet. However, many of them were not satisfied with environmental activity in their schools because of their lack of professionalism. They had not enough experience of professional development for environmental education, and strongly wanted to learn about field work.

  • This study examines how literary experiences cultivate environmental sensitivity. In this study we have 3 children(6th graders) to experience 3 selected literary works. The experience of 3 children focusing on characters is divided into 'sympathy', 'identification' and 'hostility' by empathy types. In literary experiences, children naturally support the values pursued by main characters. The experience focusing on plot events is consists of 'sympathy' and 'advice'. The children agreed with the way how the characters solved environmental issues while involved in the events by offering advice to characters whose actions they did not agree to. The experience focusing on topics is divided into 'assimilation' and 'reflection'. The children experienced the assimilation process. Furthermore, they reflected on new environmental issues. This result suggests literary experience subserve children to reflect value through empathy and cultivate their intention toward pro-environmental behavior by generating environmental sensitivity.

A Critique of the Critiques of Hungerford's 'Responsible Environmental Behavior' in Environmental Education (환경교육에서의 Hungerford적 '책임있는 환경행동'에 관한 논의)

  • There are some critiques of Hungerford's "responsible environmental behavior" for misinterpreting or misunderstanding the term of "behavior". Most critics such as Wals and van der Leij, Jae-Young Lee misunderstood that Hungeford and his colleagues' approach to environmental education is a sort of behaviorism which is not correct. The writer corrected them by showing the successful story of the IEEIA program from the teachers, the children, and the community members digging by the foot. The IEEIA program represents his philosophy of education which can be characterized a non-behaviorist by Wals and van der Leij, if we attempt to classify all educators as behaviorist and non-behaviorist. And the writer also criticized the critiques with the well known "professional environmental educators" in the North America who have known Hungerford's ideas in environmental education well such as Roth, McClaren, Ramsey and Hungeford himself.   • For any particular development project or environmental regulations, decision-making criteria is required and conflicts among criteria should be resolved. It is necessary to investigate criteria that government agencies employ in making decisions that influence the environment. The evaluation of alternative development proposals and regulatory measures involves much more than environmental issues. Economic, technical, and social factors should be considered along with environmental impacts when making evaluations. Evaluation should be based on values of all individuals who may be affected by public or private decisions. There are many evaluation methods for determining how individuals and groups value alternative public actions. Numerous weighting-scaling methodologies can be used in such evaluations. These methodologies represent adaptations of multiple-criteria or multiple-attribute decision-making techniques. Environmental risk assessment which accounts for uncertainties in choosing among alternative policies and projects is increasingly used.

A New Measure in Environmental Education Research : Subjectively Responsible Environmental Behavior (SREB) (환경교육 연구의 새로운 측정치 - 주관적으로 책임있는 환경 행동)

  • This study was intended to develop a new measure for environmental education research, named ‘Subjectively Responsible Environmental Behavior(SREB), in order to overcome a few of limitations embedded in the previous measures. The results of the study suggested that there were several barriers for learners to take environment-friendly actions, willingness to act was always stronger than self-reported act and the degree of discrepancy between willingness to act and self-reported act is correlated with perceived effectiveness, perceived difficulty, and expected guilty. In terms of participation, this study defined one of major missions of environmental educators is to help learners to identify and overcome such barriers. A new measure that this study has proposed can be better utilized to evaluate effectiveness of environmental education curriculum or programs and find information necessary for modifying the programs than to assess learners' achievement. Some limitations of the proposed measure were also discussed.
