A Case Study on the Technology Tree Methodology of Energy R&D (에너지연구개발(R&D)위한 기술계통도(Technology Tree) 기획방법론 활용 사례 - 에너지저장 기술 중심으로)

  • Government spending on research and development increased continuously is much more important to decision-making methodology for rational investment. Rely on a group of minority experts in the application of a general methodology, a tipping effect occur in specific technology field or difficult balanced procedure and objective control to maintain. This paper presents a qualitative-quantitative methodology to avoid such risks by utilizing Technology-Tree pertaining to energy R&D planning of the government Energy Technology Development program. Especially Energy Technology Development program "energy storage system" is applied to the analysis of Technology-Tree, mapping and analysis of existing government-supported projects during the recent 5 years, is derived essential missing elements of the technology value chain. This study suggests that significant evidence is utilized for improving efficiency of government R&D budget considering the importance of technology, domestic research-based and so forth, could be used to implement the R&D project planning.

The ecological factors affecting walking in korean adult workers (한국 성인 직장인의 걷기에 영향을 미치는 생태학적 요인)

  • The purpose of this study was to identify the influence of the individual-level and community-level factors in the ecological model on walking and to provide the basic data for a strategy that can increase walking for health promotion of adult workers. By combining the primary data of community health survey (CHS) (2011-2013) with the Korea national statistics annual book (2011-2013), the regional level variables were extracted from 253 municipal districts and the convergent big data with the hierarchical structure was produced. As a result, the increase in budget expenditure for public order and safety in social and cultural environment factors, the increase in budget expenditure for national and community land development in the leisure environment factors, and the number of buses in the transportation environment were increased by walking. In conclusion, walking was increased by the development of a community environment and bus transportation besides individual characteristics and behavior. Therefore, improving environment and public transportation will increase physical activity, such as walking, which will increase the health expectancy in community citizen workers.

  • The majority of school accidents occur due to negligence caused by the student. And there are many accidents caused by inadequate facilities and poor. In order to improve the facilities, a lot of improvement in student life facilities will be preceded conscious about the sense of safety, than the budget. If schools member have a risk recognition through safety training and ongoing attention of all experience-oriented, the occurrence of accidents is significantly reduced. it is needed continuous attentions and careful efforts to improve school facilities. The results were as follows. First, check for accident prevention and the improvement of the school facilities should be made immediately. Second, we need to redefine the standards facilities for school safety accident prevention. Third, the management program is needed to prevented school accident. Fourth, the Hazard identification and risk assessment training is needed.

Efficiency of Analysis Agricultural R&D Program by Data Envelopment Analysis (DEA를 이용한 농림 R&D 사업의 효율성 분석)

  • For the past few years, the Korean government has been consistently expanding its national research & development budget to accelerate economic growth through technology innovation and the enhancement of international competitiveness in global markets. The objective of this paper is to define the concept and analyze the current status of national R&D programs by measuring R&D efficiencies. We determine R&D efficiency by reflecting inputs and outcomes of the five main agricultural R&D programs between 2010 to 2015, and by categorizing and regrouping figures that may affect R&D performance. Among 1,128 targeted projects, 832 projects with patents and thesis were selected for analysis in terms of measuring technology efficiency, pure technology efficiency, and efficiency of scale. Also, the Kruskal-Wallis test was also utilized as well. As a result of empirical analysis, figures that affected the efficiency level of national R&D programs included differences in research resources, research management levels and skills, and research field. This study can be utilized as a reference for re-establishing national agricultural R&D policies, such as enhancement of national technology competitiveness in the global market environment, improving and adapting to new agricultural conditions, market expansion, national agricultural R&D efficiency, aging rural population, agricultural management cost increase, and climate change mitigation.

Carbon Budget Evaluated in Two Urban Parks of Seoul (서울의 두 도시 근린공원에서 평가된 탄소수지)

  • This study was carried out to assess the carbon budget of two urban parks and one natural park and to prepare the plan for improving the ecological functions of the park including carbon sink. Net Ecosystem Production (NEP) of those study sites was calculated from the relationship between Net Primary Production (NPP) and soil respiration of each study site. To understand carbon budget of the whole area designated as the park, carbon budget of the urban park was analyzed by classifying the vegetated and the non-vegetated zones. NEP of the Nohae and the Sanggye parks calculated by reflecting areal size that the non-vegetated zones occupy were shown in -1.0 and $0.6\;ton\;C\;ha^{-1}yr^{-1}$, respectively. On the other hand, NEP of Mt. Bulam natural park as a reference site was in $2.3\;ton\;C\;ha^{-1}yr^{-1}$. Based on the result, the Nohae park was assessed as carbon source rather than carbon sink. On the other hand, the Sanggye park was classified as carbon sink but the role was poor compared with natural park. The result is, first of all, due to lower NPP of the vegetation introduced for the parks compared with natural vegetation. The other reason is due to wide arrangement of non-vegetated zone. To solve those problems and thereby to create the urban park with high ecological quality, selection of plant species suitable for the ecological characteristic of the park, their arrangement imitated natural vegetation, and ecological zoning were recommended.

A Survey of Librarians' Awareness and Demand for Librarian Learning Communities (사서학습공동체에 관한 사서의 인식 및 수요조사)

  • This study investigated librarians' awareness of and demand for the librarian learning community in order to successfully introduce and operate the librarian learning community. For this purpose, an online survey was conducted targeting current librarians and a total of 474 responses were collected. The main analysis results are as follows. Firstly, librarians showed a very low awareness of the librarian learning community, while they highly evaluated the purpose and significance of such a community. Secondly, the motivations for librarians to participate in the librarian learning community were primarily focused on professional growth, solidarity with colleagues, and satisfaction of intellectual curiosity, in that order. Thirdly, the ultimate values of the librarian learning community were identified as improving library services, enhancing professionalism, fostering collaborative group exploration, sharing values and visions. Fourthly, the success factors of the librarian-learning community were ranked as follows: member voluntarism, a culture of collaboration among members, dedicated time (once a week), and a supportive environment (budget, space, etc.). On the other hand, the failure factors were identified as a lack of time due to heavy workloads, lack of member voluntarism, indifference from superiors, and insufficient support environment (budget, space, etc.). Finally, the willingness to participate is also very high. Furthermore, it was observed that there is a wide range of interests in various topics among librarians. The results of this study are expected to be useful as basic data for determining practical operation methods or selecting topics when operating a librarian learning community in the future.

Understanding how organizational environments affect food intake among employees in South Korea

  • Purpose: Previous studies have highlighted that the nutritional behaviors among South Korean workers are far from ideal. This study examined the organizational influences affecting the eating practices of office workers in South Korea. Methods: We conducted in-depth interviews with 22 office workers at 12 companies in South Korea. The interviewer inquired about the employees' daily routines on food and beverage intake. The various factors that influence their food choices in their work environments were also explored. The interviews were transcribed and then analyzed using a content analysis. Results: A framework analysis revealed 7 key recurring themes, and these were grouped under three levels: team-, company-, and corporate group-levels. First, team dinners are core social events for all the workers and they tend to include high-caloric food and alcoholic beverages. The frequency of team meals and the food associated with them depend on various team characteristics such as gender composition, the nature of a team's work and the team leaders' emphasis on group meals. Second, the company's policies and practices regarding budget allocation for team meals and subsidies for cafeteria meals affect the workers' food intake practices. In addition, the physical environment of the worksite cafeterias can influence the choices of foods. Third, various corporate group policies that were not designed to target food intake had additional positive effects on the workers' eating behaviors. Conclusion: This study provides important insights into the broader organizational influences on the food consumption of employees in their workplace. These insights can be used to design and implement more effective intervention strategies for improving the nutritional behaviors of office workers.

Improving Extensibility of DEVS Simulation Environment with Model Base by using Event Control Model Templates (이벤트 제어 모델 템플릿을 사용한 모델 라이브러리 기반 DEVS 시뮬레이션 환경의 확장성 개선)

  • Discrete event simulation environments often need to be modified because additional questions to systems may become apparent while observing the simulation results repeatedly. It leads to increasing development budget and depreciating the effectiveness of the environment. To avoid the modifications and to generate the altered results, this paper applies an Event Control Model (ECM) with control functions that modulate, delete and generate the events at the simulation time. In addition, this paper suggests an easier approach for domain-users, who do not want to program at source code level, by using ECM templates. The simulators with the ECMs can have better extensibility because it becomes more adaptable to possibly unanticipated changes. It prevents increasing development costs due to modifications or development of new models by M&S experts, and it provides a new alternative step to domain users. To support the effectiveness of this approach, this paper describes a relevant example, which is composed of an initial simulation model based on our empirical studies. It will show that there exist the uncountable benefits because the existing simulator is reused by domain users without new projects.

A Strategy for Improving the Sewerage Systems of Two Rural Areas in Gyeonggi Province (경기도의 2개 시.군 사례를 통한 농어촌지역 하수도 정비 추진 방안)

  • In 2009 the Korea Ministry of Environment announced 'A Comprehensive Plan for the Improvement of Sewer Service in Rural Area' aiming at reduction of the sewer service gap between urban and rural areas as well as improvement in the residential environment of the rural area. According to the plan, the sewer system supply rate for the rural area is expected to reach up to 75% until 2015 with the budget of 4.7 trillion won (Korean currency). It is not certain, however, that the increase in the sewer system supply rate will accompany improvement of water quality in receiving water because several veiled problems that can occur in small-scale sewer treatment plants are poorly addressed in the plan. In this study, those issues for the small-scale sewer treatment plants and their solutions were discussed based on a case study in which we investigated 19 treatment facilities at two rural regions in Gyeonggi province. This study also included strategies useful for the plan. From the results of investigation, some problems, e.g., high hourly variations but low in flowrates and low mass loading were commonly identified. Although operation parameters in sewer treatment plants require to be modified depending on the mass loading, most of the plants were operated with the initial design parameters which causes the decrease of removal efficiency. In the intensive diagnosis, we arranged and applied solutions (e.g., flow equalization, air on/off time control, etc) to the two selected plants and found out improvement of effluent water quality, especially organic matters (COD and SS) and T-N with better denitrification performance.

A Study on the Importance Analysis for Improving the Efficiency of Seafarer's Policy (선원정책의 효율성 제고를 위한 중요도 분석에 관한 연구)

  • This study aimed to determine the importance of the policies formulated through the Ministry of Maritime Affairs and Fisheries' master plan for Seafarer's policy. To confirm the importance of the Seafarer's policy, AHP analysis was conducted on the 3 main policies and 15 auxiliary policies established by the master plan for Seafarer's policy. To analyze the reliability of the survey, we investigated the inconsistency ratio of 34 respondents retrieved. We found that 25 respondents validated the reliability of the findings. The analysis showed that the policy of establishing a stable supply and demand system was the most important among the main policies for seafarers, while the policy of fostering seafarers linked to jobs was the most important one among the auxiliary policies. By group, the government recognized establishing a stable supply and demand system as a priority of policy. Dif erences were found on the fact that improving working conditions and expanding welfare were important for seafarers. This study, which analyzed the importance of the Seafarer's policy through AHP analysis, has the following implications. We established guidelines to enhance efficiency, such as budget allocation by policy according to the importance in implementing Seafarer's policies. Furthermore, our study can be used as basic data for establishing a master plan for Seafarer's policy by comparing differences in importance per group.
