The purpose of this study is to investigate items for improving environmental education in elementary school for the more efficiency policies of environmental education. In this study, we investigated the relative importance of each items through Analytic Hierarchy Process for the various groups of the expert who is related with environmental education. We made hierarchical structure for efficiency education through brainstorming process. The hierarchical structure consisted of 3 high-level items and 8 low-level items. The questionnaires were distributed to 4 groups with 187 experts. After the consistency test of returned questionnaires, we gained 60 available questionnaires of experts. According to the generalization results of all groups, "The pro-environmental attitude of the teacher" is the most important. The second important thing is "The pro-environmental attitude of the schoolmaster" and the third is "Experiential learning and on-the-spot study concerning environment". And the following are "Budget for environmental education" and "Environmental education in discretionary activity", "Teaching materials for environmental education", "The cultivation of the experts on environmental education", "Environment event in school" in order. As the result, we have to intensify the pro-environmental attitude of the teachers and schoolmasters and develop experiential learning and on-the-spot study programs concerned environment to improve environmental education. At the same time, we need the more politic support related with budget for environmental education.

As the railroad-base is an important factor to maintenance the rolling stocks, it is essential to improve the current problems of the environment pollution, nose, vibration, welfare, work condition and to applicate the performance betterment cases to the new base construction and pre-base maintenance. When the new base construction and pre-base maintenance is proceeded, it is necessary to construct the optimized system which includes the user's opinions enough to prevent the waste of the budget ,in that some part of the budget is spent to improve convenience, work condition, and the fault of base system after the construction. Therefore, this research intends to present the problem of the pre-constructed facilities, the testing operators' opinions, the analysis and the investigation of facilities' improvement, thorough the indication of provisions and the analysis of the result of the survey of testing operators.

This survey was carried out with random sampling from 7 koos in Seoul (Seodaemoonkoo, Mapokoo, Kangdongkoo, Seongdongkoo, Koorokoo, Yongsankoo and Seongbookkoo. in order to evaluate the present health education needs of the aged and to find out the alternative plan for improvement. It used closed questionnaire. The number of the surveyed is 580. The brief results and suggestions of this study are as follows: 1. There is high level of health education needs of the aged in Seoul. 2. There is little activity of health education from the Ministry of Health and Social Affairs. 3. They like lectures and group guidances best of all the ways of health education. 4. They like pavilions of the aged best of all the places of health education. 5. They like to receive health education once a month for about an hour. 6. They need the public relations and education of accident-preventive behaviors as well as the improvement of accident-prone environment and complementary policy measures, especially securing an actually ample budget. 7. Health education for the aged should take convenience and accessibility into account.

The purpose of this study is to investigate the status of specialized services and the overall satisfaction of the operation of the specialized services for the librarians and users of the specialized libraries, and based on the ISA method, compare the specialized theme data, specialized service place, specialized program, specialized theme area facilities and environment, and derive issues of the specialized library operation and improvement measures. Consequently, first, when developing the program, the specialized library needs to develop programs in possession of unique characteristics specific to the areas of the differentiated themes from the cultural and educational programs run by the existing libraries. Second, it is necessary to focus on the specialized theme area information services for the users, and to this end, it is necessary to improve librarians 'professionalism. Third, it is necessary to secure the budget for the specialized services and secure space. Since the scope of the services which may be provided as per the budget intended for providing specialized services may be limited, it would be necessary to secure and operate the budget systematic to this end. Fourth, the specialized library needs to proceed with activities in connection with local residents for the purposes of facilitating specialized services.

Considering innovation a key to raising living standards, the Ministry of Science and Technology has put in place various measures meeting the needs of the newly promoted Deputy Prime Minister of Science and Technology. Such measures include business process reengineering as streamlining the work process to achieve the improvement in quality and efficiency: building the integrated performance management system to promote performance-or tented environment; and running the 1ifelong learning system for better competitiveness of government officials. Further to the innovation efforts at work, the number of steps of the R&D budget execution is streamlined from eight to five and its payment period is considerably reduced to 15 days from 60 days. In addition, the digitalized R&D budget management systems such as e-Contract System, One-click Processing Monitoring System, and Information Service System through Short Message Service (SMS) will contribute to improving R&D performance. And these systems are efficiently integrated into a portal interface named "Yeon-gu-ma-ru." The Ministry of Science and Technology, spearheading nationwide innovation, will continue efforts to make viable achievements of innovation.

Underground construction requires long construction duration and a variety of equipment, and environmental management and improvement of its activities are considered necessary. For the purpose of the environmental improvement of underground construction activities, the appropriate development of technologies to reduce generated pollutants is mandatory. However, the analysis of the needs of technology development and the evaluation of development priorities should take precedence. In this research, the needs for the improvement of each construction activity are analyzed as a preliminary study for a proposed technology development plan to improve the environmental performance of underground construction. Firstly, environmental problem factors caused by underground construction activities are determined while underground construction types, methods, and activities are classified. A questionnaire survey to determine the needs for the improvement of each activity is then carried out. The survey indicated that the most urgent activity to be improved is that of cutting excavation, which causes environmental problems associated with flying dust. This study could be used as a basis for a technology development plan for the environmental improvement of underground construction activities. The result of this study, the priority of improvement needs, contributes to the effective allocation of a limited Research and Development (R&D) budget.

본 연구의 목적은 중국 자치성별 과학기술 예산활용 효율성을 분석하고 개선방향을 제시하는 것이다. 중국교육부가 공시한 2013-2017년의 고등교육 통계연감에서 데이터를 확보하여, 맘퀴스트 분석방법을 활용해 투입대비 산출의 효율성을 분석하였다. 분석결과 기술 진보가 낮은 것은 생산성 MPI지수의 변동을 일으키는 원인이며, 기술적 효율성의 영향을 받은 도시는 효율성을 높이려면 지역 내 대학의 내부 조율, 구조조정 등 내부적 요인의 개선이 필요한 것으로 파악되었다. 기술변화의 영향을 받은 지역은 정부정책, 경제 환경, 사회 환경이나 기술의 발전 등 외적 요인에 대한 적절한 대응이 필요한 것으로 파악되었다. 본 연구는 중국의 자치성별로 과학기술 예산활용 효율성을 제고하는 데에 참고자료를 제시하였다는데 의의가 있으며, 향후 비효율적인 지역의 효율성을 높이기 위한 전략의 수립 및 필수적인 요소에 대한 연구가 필요하다.

Several housing improvement programs for low-income have done by Ministry of Health & Welfare, Ministry of Trade, Industry & Energy, Ministry of Security and Public Administration, Ministry of Environment, and Ministry of Land, infrastructure and Transport up to now. Each program practiced separately based on each agency's function and territory, but there are also negative opinion on beneficiary duplication, beneficiary omission, and the inefficient execution of the government budget. This study analyzes the housing improvement programs of each agency on the aspects of coordination, and suggests the integration system with coordination and delivery system. We selected 3 indexes such as similarity, integration effect and availability for integration system and analyzed the effects of integrated programs into one based on cost, repair effect and management. We proposed that the similar housing improvement programs of each agency should be coordinated for integration. But it is not easy to integrate similar programs into one program, therefore similar programs which support the house owner are needed to integrate into housing benefit except same beneficiary who owned own house.

이번 연구는 새로운 과학기술행정체제 출범에 따라 국가 R&D가 종합관리되는 시점에서 환경 R&D 관리 효율화 방안을 모색했다. 예산 투자배분의 현황을 분석하기 위한 첫 번째 단계로, 국내외의 각 기관에서 사용하는 분류체계를 검토하였다. 다양한 기관에서 다양한 목적에 따라 서로 다르게 사용하고 있는 환경기술 분류체계가 각각 한계를 내포하고 있다. 현 환경기술 분류체계 개선 필요성을 예산분석을 통해 확인하였다. 환경 R&D의 종합적이고 효율적인 관리를 위해서는 하나의 분류체계로 통합할 필요성이 있는 것으로 판단된다. 새 분류는 현 표준분류를 제외하고 국내외 모든 분류체계가 채택하고 있는 환경관리 분야별(매체별) 분류체계를 채택했으며 원칙적이고 포괄적인 분류가 되도록 하였다. 새 분류체계가 국가표준분류로 정착되면 국가 환경 R&D가 종합관리되어 환경 R&D를 효율적으로 관리할 수 있게 될 것이다. 그럼으로써 연구자 전문가들도 편리하게 환경 R&D 사업 현황을 알 수 있게 되어 중복연구를 피하고 보다 효율적으로 연구하게 되어 성과가 극대화될 수 있을 것이다.

최근 대학 위기론은 실로 엄청나게 사회적 파장까지 불러 일으켜 등록금 반값시대, 입학생 감소, 대학간 M&A 등 심각한 상태에 직면해 있다. 설마 교육의 상아탑인 대학이 이렇게 까지 오리라고는 아무도 상상도 하지 못했다. 이러한 대내외적인 환경의 위기극복을 위해 대학은 사회적 요구 부응과 교육의 질과 내실 있는 향상을 통하여 교육 수준을 고양시키는 대학 교육의 혁신을 꾀하고 있다. 이 혁신을 위해 대학에서는 예산절감을 꾀하고 동시에 대학간 우위를 점하고자 평가를 매년 실시하고 있다. 그리나 이러한 대학의 혁신은 교육 재정 확보 없이는 한계를 가질 수밖에 없다. 또한 대학 평가에 소요되는 예산은 재정구조의 개선과 대학의 발전에 직 간접적으로 지대하게 작용하고 있다. 대학평가와 예산의 상호 관련성을 분석하여 최적화 예산배분이 되도록 예산 절감과 평가 개선에 효과적인 모델로 의사결정방법을 모색하고자 한다. 따라서 본 논문에서는 이러한 대학 평가와 소요예산 배분의 최적화 의사결정을 수리모형인 선형계획법을 통하여 평가 및 예산배분 모형개발을 구현해 보고자 한다.
