  • The two waves of EU enlargement in 2004 and 2007, have been milestones of European integration. While research has been conducted into the impact of these events on both the European and the global economies,1 there have been few attempts to assess the effects of EU enlargement and the introduction of the euro on countries such as Russia, which neighbour the EU but currently have no perspective of accession. This paper aims to provide an assessment of the effects that EU enlargement and the introduction of the euro have had on Russia, the largest country neighbouring the EU. In particular, it focuses on trade and investment links between the EU and Russia, as well as the use of the energy by Russian residents and authorities. Economic links between Russia and the EU are found to have strengthened considerably in the areas of trade, investment and other financial flows in recent years. Strong growth, particularly in Russia, as well as the high price of oil and gas, Russia's major export items, has facilitated this expansion of trade and finance. Moreover, available data do not suggest that EU enlargement has had a negative impact on Russia in terms of trade or investment diversion. Thus, the strategic partnership between Russia and the EU has been increasingly underpinned by an expansion of cross-border economic activities. Thus, the paper contributes to two broad strands of literature on this subject, namely the impact of regional trade and economic arrangements on non-member countries and the international role of currencies.

  • EU has pursued of the economic growth and the promotion of jobs by a free movement of workers. The free labour mobility brings a sustainable economic development through the creating jobs and the acquisition of a new knowledge and technology, but it also produces the geographical unequality of the movement of workers. And the enlargement of the EU redistributes geographically the flow of labour mobility. The flow of labour movement within EU changes to the structure of mobility that moves from the North to the North instead of the movement from the South to the North as an economic development in the South and an economic transformation to the service and hightech industry in the North. The mobility of unskilled workers has diminished, but the mobility of expert workers has increased. The flow of labour movement within EU has a structure hierarchic that the experts labour move from the North to the North, and the unskilled labour move from the South to the North and from the northern Africa to the South of Europe.

  • EU's future frontier remains indefinite but it is directly linked to the principle of entry into the EU. EU has been defining that the 'european nation' sharing with a EU's value and norms can enter into the EU. If so, what is the criteria of EU? The criterion of 'european nation' will be a theoretical basis of an estimation of the EU's future frontier. However, the future frontier based on the geography, the culture and the intension of nation is only the potential frontier. It will be changed by the political decision makers' negotiation and power. EU's enlargement policy is one of means to retention of the international power in the situation that a few nations gradually dominate the world. Therefore the EU's frontier will be continually changed and created by the EU's political adventure.

  • As EU's enlargement toward Central and Eastern countries, it is expected to change of the economic activity space of EU. This paper aims to examine the changing of economic activity space of EU with a locational analysis of foreign direct investment in Central and Eastern countries. The foreign enterprises, particularly EU's firms are increasing the direct investment in the Central and Eastern countries from the middle 1990's for a raising of the efficiency of production and a prior occupation of the potential market. The foreign direct investment in Central and Eastern Europe has a tendency to concentrate in Poland, Hungary, Czech and Slovakia, which has relatively a large market, a cheap and plentiful labor, a stable political system and a positive inviting policy of foreign direct investment. And, the foreign direct investment shows a tendency to locate generally in a big city, which has a advantageous production factors by a well-developed infrastructure and a regional industrial organization, a skilled labors, a market, etc., and in a border area between East and West Europe because of a cheap and plentiful labor, a similar cultural environment and the low cost of transportation. In conclusion, as an integration of the Central and Eastern countries into EU, the capital territories of Hungary, Czech and Poland, and the border area between East and West Europe is becoming a new economic activity space of EU with a location of foreign direct investment. • The aim the this paper is to explore the processes of three Korean consumer electronics chaebols'entries into, and exits from tile EU in the context of European integration and enlargement and at the global, regional(EU), national and local level. Korean FDI in the EU has increased sharply since the late 1980s, while interacting with the processes of European integration and enlargement. In particular, the chaebols'FDI was caused by reactions against the intensification of Euro-trade regulations. As a result, these defensive entries have led such chaebols to create a strategy of ‘defensive Europeanisation’through the formation of forward and backward linkages between chaebols’affiliates and Korean suppliers within the EU. Nonetheless, defensive FDI has given rise to exits through active relocation within and outside the EU, since the ‘late 1980s’due in the main to (1) sensitive reactions against changing EU trade regulations and (2) failures to maintain cost-competitiveness in particular host regions. Along with these trends, chaebols’entries and exits are placed in contingent and paradoxical structures of the global -regional - national-local nexus, which has resulted from the mismatch of different EU policies such as trade, inward investment and regional policies.

  • The purpose of this study is to review the current trend of FDIs by Korean companies into EU, and to present the optimal strategies for them to combine their firm-specific factors and FDI attractiveness of the regions in EU. The companies are divided into two categories, SMEs and large enterprises. The regions of EU are composed of 15 incumbent members before the fifth enlargement in 2004 and 12 new members. Large Korean companies tend to make large investments in 15 incumbent members with stable and mature markets. Korean SMEs, by contrast, mainly invest on small scales in the new members due to the lack of their available inner resources and knowledge for the markets. The main objects of the investments in EU by the large Korean companies are to gain more market share and to acquire the advanced technologies. Although such goals are also important for the SMEs, the most important objects for the investments by Korean SMEs in EU are usually to enter EU markets and to take advantage of the relatively cheap labor forces for the efficient operations. The effects of such passive strategies by the SMEs, however, are expected to extinct because the cost advantages in regions of the new EU members will not last in the long term, so the SMEs must take longer views for the choice of locations. Many empirical results suggest that the optimal FDI strategies for the Korean companies in EU could be worked mainly by more aggressive localization policy of companies and by the cooperations of SMEs and large enterprises for the reduction in costs of foreignness.

  • The european union used the regional policy for a compensation for a economic loss of the underdeveloped member countries and for a conciliation of the new member countries with a geographical enlargement. As a result, the objet of regional policy and the support eligible regions of structural funds increased. According to the central and eastern europe countries entry into the european union, the european union modified the regional policy: the integration of the dispersed objects of regional policy into the 3 objects, the reduction of the support eligible region of structural funds and the promotion of the interregional cohesion policy. The development disparities of the between the member countries converged. But the inter-local development disparities of a intra-member country dispersed. This tendency means that the regional policy of the european union contributed for the reduction of development disparities between the member countries but produced no effect on the diminution of the inter-local disparities of a intra-member country because of the regional differentiation of locational conditions.

  • The continuing enlargement, deepening integration of EU and penetration of extra-EU enterprise into EU market are forming a new geographical restructure of the production system. In this paper, I analyse the changing geography of the EU automotive production system. The globalization and regionalisation of production activity intensify a competition among the enterprise. The European automotive production system changes to a platform system and a modular system for a diminution of productive costs, a development of various products and a frequent innovation of products. The European automotive enterprise is restructuring geographically the production functions and products in order to promote efficiency on a new production system, enlarged production space and intensified economic integration. The European automotive industry tends to a spatial specialization and agglomeration according to the locational factors of production functions and products and the locational condition of regions. This intensifies the geographical hierarchic structure of production activity between the core and the periphery.
