Analysis of Influencing Factors on Hourly Course Fee in Vocational Competency Development Course (직업능력개발훈련과정의 시간당 수강료 영향 요인 분석)

  • Currently financial support for vocational skills development training is provided based on the NCS standard unit price set according to the NCS occupational classification. Such a standard unit price system has the advantage of reducing administrative burdens required in managing the training levy-grant system. In this paper, it is pointed out that current unit price system may distort the social integration function of vocational training policy as it is based on the tuition fees of training course. As a basis for finding a more appropriate financial support system, we analyzed what factors are influencing the training course fees set by training institutions. As a result, it was confirmed that the monopolistic nature of the training courses or the high level of willingness of pay of training participants influenced the training course fees. Therefore, the necessity of removing the influence of such factors from unit price system was suggested so as that the training policy contributes to the social integration. Furthermore, it is required to establish new support criteria centered on the government's policy judgment if the training costs of all training courses cannot be exactly estimated.

  • Traditionally, the result of engineering projects have an effect on quality, performance and productivity of final products. However, budgeting for domestic engineering project has some unreasons such as cuts without good reason or misinterprets of guideline for estimating engineering services fees by owner in public sector. The objective of this study is to analysis the actual budget of domestic engineering projects. This paper describes about the difference between the criteria and the budget. The results of this study will derive foundation data for improvement of regulation related to engineering fee and the criteria.

Effect Analysis of Factors on Satisfaction of Fundamental Education for Major Course Learning (전공기초교육 프로그램 만족도에 영향을 미치는 변인 분석)

  • This study investigates significant factors regarding college freshman engineering students and analyses each factors influence on student satisfaction in the College of Engineering core curriculum. We carried out a survey targeting 505 students who completed their fundamental education for major course learning in the 2011 academic year while attending one college in Gwangju and ruled out inadequate respondents. A total sample size 437 students were analyzed. The seven independent variables are academic fees, academic term period, academic environment of the classroom, learning material content, time of lecture, student sincerity and student need for the program. The dependent variable is fundamental education satisfaction level. As a result of multiple regression analysis, the following factors were found to be significant in the following order: learning material content, time of lecture, student sincerity, student need for the program, academic fees and academic environment of the classroom. On the other side academic term period was not significant. For improving fundamental education satisfaction, there is a need for prudent consideration regarding learning material development and lecture times. Also further investigation should take place for policies necessary for increasing learner motivation and sincerity, and expand appropriate conditions for learners to become self-aware of the education they need within their major.

  • The current settlement and distribution used in theme, background and signal music market other than conventional music is being carried out with either the comprehensive settlement method or the measured meter-rate settlement method in the payment process of collected user fees and compensation depending on the use-permission types. In this settlement and distribution process, however, the reliability issues are often being raised because of the difficulty of tracking rights due to changes in music source rights management information, etc, and the opaque settlement and distribution method itself. This paper proposes a new settlement and distribution platform using a blockchain for the reliable collection and distribution of copyright fees among music user group, monitoring organization group, trust organization group and copyright holders, based on the monitoring information of the theme, background and signal music usage. This platform also provides the transparency in settlement and distribution process among stakeholders through smart contract system.

  • Open source software has a feature that offers its service by the subscription method without getting a license fee. Therefore, this business style needs a different form of estimate criteria from other proprietary software, which is paid by license fees and maintenance service fees. However, consumers, including the public sector, don't understand this feature. This problem has kept the open source software business from attaining prosperity. I would like to provide a model for the estimate criteria that can apply to the open source software business by investigating and developing various advanced research and market examples.

Empirical Analysis of Man-hour Data to Support a Cost-Plus Pricing Approach for Estimating BIM Service Costs

  • Building Information Modeling (BIM) is a nascent technology in Korea, and currently lacks formal guidelines to assist Architectural and Engineering (AE) firms in estimating BIM service fees, while also allowing government agencies to allocate budgets for the rendered BIM services. This research provides a method to estimate costs for BIM services based on the cost-plus pricing framework. The approach requires a generalized estimate of the man hour per floor area data to calculate the direct labor costs. Man-hour data were collected from forty five projects that have implemented BIM. Interpolation of the man-hours was performed to develop a general reference table for 'Type 2' (i.e., public schools and office buildings, etc.) projects. By providing an objective approach for estimating the costs of BIM services, it allows clients and AE firms to agree upon a fair cost for BIM related services, and thus expedite its adoption in Korea.

  • The United States automotive recycling infrastructure has successfully reduced the amount of automotive waste sent to landfills, especially since the introduction of shredders in the late 1950s. Shredders are necessary to process and recycle automotive hulks and other durable goods. However, this industry faces significant challenges as the automotive manufacturers are increasing the use of nonmetallic components which are difficult to recycle. Additionally, it is becoming obvious that automobiles contain hazardous materials which place heavy burdens on the environment. To address this growing concern, we propose a process planning model for automotive shredders to make tactical decisions regarding at what level to process and at what level to reprocess feed stock materials. The purpose of this paper is to test analytical models to help shredders improve the profitability and efficiency of the bulk recycling processes for end of life automobile returns. The work is motivated by an actual recycling problem that was observed at Capitol City Metals shredding facility in Indianapolis, Indiana.

  • The fee system on spectrum usage is a usage fee that is charged for using spectrum provided by a wireless tower, and is used for management and promotion of the waves. The current fee system for spectrum usage in South Korea has faced many problems, such as complex calculation for fees, unjustified charges, unfairness in cost sharing among providers, and general inefficiency of operation. This study focuses on comparison of fee systems for spectrum usage of South Korea and other foreign countries, extraction of the root causes and problems by case analyses, and recommendation for better solutions to make a reasonable fee system for spectrum usage. The result of this study can be used as a solution to render spectrum usage more effective.
