In this study, users' perceptions and concerns about digital information resources were investigated, focusing on impediments to the use of digital resources, to devise measures for improvement by identifying factors that hinder the use of digital information resources. To achieve the purpose of the study, the research identifies the inconvenien ce factors and establishes the user inconvenience list based on prior research and the current status survey. Based on the derived list, a survey was conducted on users of public libraries. Through this study, it was found that the use of digital information resources can be enhanced by improving the internal library system. Specifically, it refers to improving search performance and accessibility of digital data, providing one-stop services for digital information resources through the operation of an integrated data management system, conducting customized user education, and establishing a digital information resource preservation system, e.g. web archiving. Also, improving the external environment and system, such as contracting with more libraries for digitized data use agreements, strengthening support, unifying the names and classifications of digital information resources, and simplifying the procedure for using digital information resources, is of great importance.

Although merger and acquisition (M&A) has been considered as an important means to improve firm performance, most prior empirical research have failed to prove the relationship between M&A and firm performance. In order to fill this gap, this study attempts to identify the effect of M&A on firm performance based on knowledge resources relatedness and complementarity theory. For this purpose, this study examines complementarity patterns of knowledge resources and their impacts on acquirer's performance using M&A announcements of electronic commerce industry from 2001 to 2007. The results of this study indicate complementarity among knowledge resources are positively related with acquirer's market value. This study contributes to expand knowledge management research by identifying the relationship among knowledge resources and their impacts on firm performance.

Due to rapid internet supply, the increase of electronic resources including network resources, and the appearance of metadate, there has been a sudden change in cataloguing fields. To deal with rapid changes, the related organizations such as IFLA are organizing the research team and revising rules. This study analyzes current trend of cataloguing digital resources, considering recent matters in regards with the revision of ISBD(ER), AACR2R 2002 edition, MARC 21, Dubin Core, KCR4 etc. This research discusses also the questions of how digital resources are organized; automatic indexing, matadata, and MARC format.

The requirements for powerful computing capability, high capacity, low latency and low energy consumption of emerging services, pose severe challenges to the fifth-generation (5G) network. As a promising paradigm, mobile edge networks can provide services in proximity to users by deploying computing components and cache at the edge, which can effectively decrease service delay. However, the coexistence of heterogeneous services and the sharing of limited resources lead to the competition between various services for multiple resources. This paper considers two typical heterogeneous services: computing services and content delivery services, in order to properly configure resources, it is crucial to develop an effective offloading and caching strategies. Considering the high energy consumption of 5G base stations, this paper considers the hybrid energy supply model of traditional power grid and green energy. Therefore, it is necessary to design a reasonable association mechanism which can allocate more service load to base stations rich in green energy to improve the utilization of green energy. This paper formed the joint optimization problem of computing offloading, caching and resource allocation for heterogeneous services with the objective of minimizing the on-grid power consumption under the constraints of limited resources and QoS guarantee. Since the joint optimization problem is a mixed integer nonlinear programming problem that is impossible to solve, this paper uses deep reinforcement learning method to learn the optimal strategy through a lot of training. Extensive simulation experiments show that compared with other schemes, the proposed scheme can allocate resources to heterogeneous service according to the green energy distribution which can effectively reduce the traditional energy consumption.

In most libraries and information centers, access versus ownership is the new dilemma facing in view of the rapidly change of information technologies, the rising costs of serials, and not equally increasing budgets. And libraries and information centers are now confronted with the fact that the more users bypass the library's resources in favor of the results they can get with an ordinary Internet search engine. The purpose of this study is to analyze a difficult problems related to information resources development in digital world with priority given to accesscentered paradigm, the grounds of an argument and fallacy of physical collection building, and limitations of electronic publication.

Electronic Commerce with its advantages offered from the Internet to both the distributor and the customer, is growing faster than ever these days, and found its place to be the new designed Commerce Paradigm, raised as the means taking the lead of the national economy land society. The result proves that the diverse knowledge, occurring through the process of the establishment, is spread not only in the brain, but also in the diverse kinds of resources. With this research, we could find the waste of the resources and the controversial points occurred i when the developer do not use the methodology or the existing one. With the consideration and analysis on the Electronic Commerce and Workflow, We established the structure of the Electronic Commerce Workflow, developed the WfDM (Workflow Development Methodology) to build the model.

The Radio Law was revised twelve times since the full revision in 2000, and now it is equipped with the current status of securing radio resources, distribution and allocation of radio resources, utilization of radio resources, protection of radio resources and promotion of radio waves, which can be evaluated to include the legal nature of securing radio resources and propagation beyond the simple administrative legal nature of radio resources. The legal system in the telecommunication sector is also being improved, and the Radio Law is also supplementing the weak points through two revisions. The domestic radio law, and it is considered to form a legal system for promoting the effective allocation and utilization of resources in accordance with the changes in radio wave usage environment. It can be evaluated that it has become a law related to radio promotion and competition in the existing simple administrative law. It is considered necessary to adjust the detailed regulations for each type of use.

The study aims to investigate the determinant factors in the organisation of a firm's innovative activities, and the impact of innovation capability on firm's performance of electronic firms in Ho Chi Minh city, Vietnam. How is the performance of electronic companies after delivering an innovation project? How will innovation capability affect firm's performance in electronic companies? This study aims to seek the answer of these questions. We employ a Structural Equation Model and the PLS technique in order to validate the theoretical model proposed in this study. With observation of 374 valid firms, based on Cronbach's Alpha analysis, EFA analysis, CFA analysis and SEM analysis, this study discovers 5 groups of factors including: (i) Institution factors; (ii) Attitude of leadership factors; (iii) Marketing factors; (iv) Technological resources factors; (v) Combination factors, which have direct impact on innovation capability of firms. There are 4 groups of factors that have positive impacts on financial performance of electronic firms, with descending order of importance as follows: (1) Attitude of leadership factors; (2) Quality of human resources factors; (3) Innovation capability; (4) Marketing activities factors. Research results are important implications for Government administrative agencies for business to consult and introduce effective support policies.

Test scheduling of SoC becomes more important because it is one of the prime methods to minimize the testing time under limited power consumption of SoCs. In this paper, a heuristic algorithm, in which test resources are selected for groups and arranged based on the size of product of power dissipation and test time together with total power consumption in core-based SoCs is proposed. We select test resource groups which has maximum power consumption but does not exceed the constrained power consumption and make the testing time slot of resources in the test resource group to be aligned at the initial position to minimize the idle test time of test resources.

Electronic journals and commercial web databases are major parts of scholarly contents. In this study we investigated the current situation for both of them and the ways of integrated operation. Also we studied the integration scheme with paper resources and usage when we establish future information contents and resources development action plan.
