In this paper, we present an electronic voting system based on cryptographic techniques. Recently, some countries have used e-voting systems using an electronic voting device instead of a voting sheet. These e-voting systems are the early stage which is not online voting. Many cryptographers have studied on-line e-voting systems based on cryptographic techniques. The existing 1-out-of-L e-voting systems are based on E1Gamal cryptosystem. To reduce computational complexity, we use r-th residue encryption scheme and compare the computational complexity of our 1-out-of-L e-voting system with that of the 1-out-of-L e-voting system based on E1Gamal cryptosystem. Moreover, we extend the proposed 1-out-of-L e-voting system to ballot-cancellation property The existing e-voting systems had been overlooked the ballot-cancellation property. There is the reason that the ballot is cancelled according to an election law. For our e-voting system with ballot-cancellation property, we extend the homomorphic property based on r-th residue encryption. The extended homomorphic property is used to cancel votes with guaranteeing privacy and universal verifiability.
VSField-associated term is a single or compound word whose terms occur in any document, and which makes it possible to recognize a field of text by using common knowledge of human. For example, human recognizes the field of document such as or , a field name of text, when she encounters a word 'Pitcher' or 'election', respectively We Proposes an efficient construction method of field-associated terms (FTs) for specializing field to decide a field of text. We could fix document classification scheme from well-classified document database or corpus. Considering focus field we discuss levels and stability ranks of field-associated terms. To construct a balanced FT collection, we construct a single FTs. From the collections we could automatically construct FT's levels, and stability ranks. We propose a new extraction algorithms of FT's for document classification by using FT's concentration rate, its occurrence frequencies.

Liquid phase sintering of 90W-6Ni-4Mn alloy has been investigated as functions of sintering atmosphere, heating rate, and reduction temperature. The present work accounts for the thermodynamic oxidatiodreduction reactions of constituent powders of W, Ni and Mn. By discounting these reactions, the previous investigations would obtain only the alloy with large pores and the lowered relative sintered density, by the liquid phase sintering under a dry hydrogen atmosphere. the sintering cycle consisted of a rapid heating to reduction temperatures under high purity nitrogen atmosphere, and holding for 4 hours and sintering at $1260^{\circ}C$ for 1 hour under a dry hydrogen gas. The relative density of the sintered alloy increased with increasing heating rate. As the reduction temperature increased, the relative density increased to the lm theotical density at the duction temture above $1150^{\circ}C$. The mimsturcatre of sintered alloys has been analysed by a scanning election microscope. The sintered density was compared with those obtained from the other investigators. It was found that the reduction $1150^{\circ}C$ results in the lowered densification of 90W-6Ni-4Mn alloy. This is caused by the fact that reducing reactions of W and Ni oxides contained in W an Ni powders concomitantly leads to oxidizing reaction of Mn powder the oxidized Mn is hardly reduced at sintering temperature and thereby remains large pores in the alloy. It is concluded that the W-Ni-Mn alloy with full density can be obtained by the precise control of atmosphere, heating rate, and sintering temperature.
This study reviewed reorganization of bureaucrats in the beginning of Lee Myung bak's government from the perspective of the relationship between politicians and bureaucrats. In other words, it analyzed the reorganization of central office group of Korean government in 2008 as the relationship between calling to account by politicians and avoiding calling to account by bureaucrats. Conclusively, first, separation or abolition of a certain organization was resulted from calling to account by president (the ruling party). Second, merging organizations was done because president wanted strong control on that agency or he wanted to realize presidential election pledge (policy) through the agency. Third, if an organization was not changed even though it was selected as the target of abolition, it meant that the organization succeeded in defense. As seen from the above cases, it was found that politicians and bureaucrats played a kind of game for reorganization of government organizations. First of all, if politicians succeeded in calling to account, the bureaucratic organization was separated or abolished. If bureaucrats succeeded in self defense, the organization became expanded. Finally, if both parties were even, corresponding organizations would not have changes.

Blockchain is a distributed shared ledger that transparently manages information through verification and agreement between nodes connected to a distributed network. Recently, cases of data management among authorized agencies based on private blockchain are increasing. In this paper, we investigated the application cases and technical processes of PBFT, the representative consensus algorithm of private blockchain, and proposed a modified PBFT algorithm that enables efficient consensus by simplifying duplicate verification and consensus processes that occur during PBFT processing. The algorithm proposed in this paper goes through the process of selecting a delegation node through an authoritative node and can increase the safety of the delegation node selection process by considering an efficient re-election algorithm for candidate nodes. By utilizing this research, it is possible to reduce the burden on the network communication cost of the consensus process and effectively process the final consensus process between nodes.
High voltage pulsed electric fields (PEF) is a promising technology for the nonthermal extraction of effective components from biological materials. Plant cells were ruptured with PEF at ambient or refrigerated temperature for a short treatment time of second or microsecond. Treatments of coarsely ground purple sweet potato (PSP) with PEF(30 kV/cm, 500 Hz) resulted in maximum extraction yield of 65% as compared with 45-50% for control. An increase in electric field strength (from 10kV/cm to 35kV/cm) and frequency (from 100Hz to 500Hz) resulted in increased amount of extracted pigments, but treatment time is not affected on pigment extraction. Starch granules were not detected and large intracellular spaces were visible between the cells on light and scanning election microscopy of PEF treated PSP. This result suggests that PEF have potential to use on extraction of pigments from plant cells.
The purpose of this study is to explore a difference in crisis between media and parties. This research examined political crisis situation, crisis response, and media coverage using a case. Two main political parties in Korean faced the illegal fund raising case during the 16th presidential election. They used types of crisis response strategies for restoring or maintaining their reputation. This study found that a party's crisis response was consistent with news media, but another party's message was significantly different from news media. Such match or mismatch between a party and news media will influence on public evaluation toward a crisis response. This study has meaningful contribution in that the difference between an organizational crisis response message and news media coverage is significant.

This study investigated South Korean citizens' political communication and deliberation through Twitter during the 2014 General Election, focusing on influential opinion leaders' political information behaviors. Individual semi-structured interviews were administered with 13 opinion leaders using the multiple interview modes of email interviews, Skype interview and face to face interviews. Through the analytical lens of the theory of Information Worlds, the chosen social types and social norms of opinion leaders impacted their political information behaviors, including how they assessed, shared, exchanged, or avoided information, and, in turn, created boundaries between and around their information worlds that allowed for both conflict and synergy.
This study explores how the advanced data analysis capabilities of intelligent information technology are being utilized in politics. In particular, we focus on the fact that voter behavioral targeting in election campaigns comes into conflict with the democratic process in various ways. For this purpose, this study examines political micro-targeting and political bots. It is aimed at showing that these technology-based campaign techniques work as a factor preventing free expression of opinions and discussions, which are the core of democracy itself. Then we identify the attributes of the algorithm that affects them. As a result, this study suggests that the following issues might arise regarding intelligent information technology-based politics and democracy. First, inequality in political participation becomes more severe. Second, the public debate between voters gets more difficult. Third, superficial politics is prevalent. Fourth, single-issue politics and the exclusion of political representation is likely to increase. Fifth, political privacy might also be invaded. Based on our discussions, this study concludes that it is our role to find ways by which intelligent information technology and democracy can coexist.
Objectives: Minamata disease was an environmental health disaster of worldwide notoriety that occurred in Japan. The acknowledged patients total roughly 3,000, and the relieved victims currently include 77,099 cases. Still, many cases await acknowledgment or relief. The humidifier disinfectant issue is an environmental health catastrophe that took place in Korea. Over 9.98 million products spanning 43 brands of humidifier disinfectant have been sold and 835, cases have been recognized to date as relevant victims by the government. So far, 2,144 cases have been relieved by the fund of the producing companies. Four million consumers and 560,000 victims are estimated. Finding hints as to how to develop solutions in terms of fact-finding and prevention are the objectives of this study. Methods: Fields visits, interviews, and workshops as well as reference reviews have been conducted. A comparison was attempted to show the similarities and differences between the two disasters on 38 items. Results: Apparent similarities in the two disasters are the failure of industrial safety measures and governmental safety systems as well as relief systems for the victims. No comprehensive investigation was performed for all of the affected areas in Japan and all of the consumers in Korea. Both governments have tried to hide the faults and responsibilities of the companies and minimize the scale of the victims. Only after the government was changed through a general election did the new governments apologize and attempt to find political and social solutions through special relief laws. Conclusions: Over the process of each event, in the beginning, debates took place regarding the cause and the heath damages involved. For both, medical and toxicological relations are the keys while afterward finding a social solution became the subsequent issue.
