  • In this study, numerical analysis was performed for 150kW arc heater and inflow around specimen was studied. Pressure, voltage, etc. were similar to experimental data, however efficiency was over estimated. In order to correct efficiency, swirl effect and modified radiative heat flux using configuration factor were considered. It was shown that Swirl had little effect on efficiency although radiative heat flux played an important role on decreasing the efficiency of arc heater. In addition, non-equilibrium analysis that plasma flows moves from an arc heater's nozzle to a specimen were performed.

Performance Analysis of Screw Air Compressor (스크류 공기 압축기의 성능해석)

  • This study aims at the optimal design of the screw rotor and its performance analysis. The optimal design of the screw rotor's shape has been performed theoretically. Also, the performance analysis technique of an oil-injected screw air compressor is developed. The effect of internal leakage, heat exchange between air and oil, and flow resistance at suction and discharge ports are included in the performance analysis. Some numerical examples of the volumetric efficiency and adiabatic efficiency for sample rotors are demonstrated for various lobe combination, rotor wrap angles and L/D ratios.

  • Recently, the affiliates of the Ministry of Information and Communication have been conducting a performance evaluation study on IT policy projects, based on the performance evaluation model of the U.S. Office of Management and Budgets, with regard to investment in computerization. The performance evaluation model for the policy project could provide the objective information required for the planning, development, and operation of the policy project. However, the performance of the most policy project is likely to be evaluated using the subjective evaluation criteria of evaluators. Therefore, this case study evaluates the relative efficiency using DEA (Data Envelopment Analysis) in order to improve the performance evaluation method of the digital pioneer' project implemented by the Korea IT Industry Promotion Agency. The improvement value of inefficient Decision Making Units (DMUs) was measured by a static efficiency analysis. The measured value will suggest a objective viewpoint of the performance between DMUs to evaluators. In doing so, it will show an appropriate direction for the policy project to be evaluated successfully.

Trick or Treat? Equity Concerns in the Preliminary Feasibility Study of the Republic of Korea

  • As a project appraisal tool, the preliminary feasibility study (PFS) has contributed to enhancing the efficiency of public investment decision-making in the Republic of Korea over the last two decades. To overcome the limitations of the efficiency-oriented cost-benefit analysis, the PFS accommodates equity concerns among regions, namely balanced regional development (BRD) analysis. This study attempts to gauge the contributions of BRD analysis to PFS results. Specifically, it addresses how effectively policy efforts to promote decision-making have been implemented in the PFS stage while also considering the balance between equity and efficiency in terms of the trade-off between them, the degree to which they influence the results, and whether the consideration of equity is in fact actually reflected in seriously underdeveloped regions as intended. The study finds that the PFS results over the last two decades have been largely in line with the background and policy objectives. Based on the findings of the study, needs for institutional improvement are suggested, including enhancements in the analysis of regional economic ripple effects and taking into account the psychological factors pertaining to the evaluators in the overall judgment.

An Efficiency Comparison of Container Terminals in Korea and China by Using Super Efficiency-DEA and Malmquist Productivity Index (Supper Efficiency DEA와 Malmquist 생산성 지수를 활용한 한·중 컨테이너터미널의 효율성 비교)

  • The objective of this study was to select world top 20 major container terminals that belong to Korea and China as comparison units to analyze their efficiency and productivity trend. Super Efficiency Data Envelopment Analysis(SE-DEA) and Malmquist Productivity Index(MPI) models were applied to this study. Compared with previous studies, we narrowed down the scope of the comparison units to terminals and conducted more detailed analysis to present more meaningful implications to the actual operation. The different result from existing studies, SE-DEA analysis implied that the major terminals of Busan New Port showed similar efficiency and productivity with China's terminals. In MPI analysis, the average index of Korean and China's terminals is 1.051 and 1.049. The analysis indicates that the productivity was improved 5.1% and 4.9% annually. From 2012 to 2015, the average terminal TCI index of South Korea and China were 1.032 and 1.0318-the main factor which influences MPI. This means improving productivity mainly rely on investment in new equipment and technology upgrades rather than improve operational efficiency over the past few years. Future management decisions should consider more aggressive marketing to increase the volume and improve operational efficiency to enhance productivity. Further research should apply the overall efficiency of the methodology considering the financial diversification, terminal capacity, service levels, and other factors.

Analysis of GHG Reduction Potential on Road Transportation Sector using the LEAP Model - Low Carbon Car Collaboration Fund, Fuel Efficiency, Improving Driving Behavior - (LEAP 모형을 이용한 도로교통부문의 온실가스 감축잠재량 분석 - 저탄소차협력금제도, 연비강화, 운전행태개선을 중심으로 -)

  • This study the efficiency of greenhouse gas reduction of 'low carbon car collaboration fund' and its alternative 'control of average fuel efficiency and greenhouse gas', and 'improving driving behavior' were analyzed by using LEAP, long term energy analysis model. Total 4 scenarios were set, baseline scenario, without energy-saving activity, 'low carbon car collaboration fund' scenario, 'fuel efficiency improving scenario', and 'improving driving behavior' scenario. The contents of analysis were forecast of energy demand by scenario and application as well as reduction of greenhouse gas emission volume, and the period taken for analysis was every 1 year during 2015~2030. Baseline scenario, greenhouse gas emission volume in 2015 would be 7,935,697 M/T and 13,081,986 M/T in 2030, increased 64.8%. The analysis result was average annual increase rate of 3.4%. The expected average annual increase rate of other scenarios was, 'low carbon car collaboration fund' scenario 1.7%, 'fuel efficiency improving' scenario 3.0%. and 'improving driving behavior' scenario 3.4%. and these were each 1.7%, 0.3%. 0.3% reduce from baseline scenario. The largest reduction was 'low carbon car collaboration fund' scenario, and there after were 'fuel efficiency improving scenario', and 'improving driving behavior' scenario.

An Investigation of Factors Affecting Management Efficiency in Korean General Hospitals Using DEA Model (DEA모형을 이용한 종합병원의 효율성 측정과 영향요인)

  • The purpose of this study is to analyze the efficiency in management of general hospitals and investigate the major factors on efficiency. Specifically, the management of each general hospital is evaluated by using Data Envelopment Analysis(DEA) technique which is a nonparametric statistical method for measurement of efficiency. Then, the influencing factors are investigated through analyses of Decision-Tree Model and Tobit Regression. The target hospitals were general hospitals in which bed sizes are between 200 and 500 among a total of 276 general hospitals. The main data of financial indicators were collected from 48 hospitals, and it was analyzed by using two statistical models. For Model I, three input and two output variables were used for efficiency evaluation. In particular, three input variables were the number of medical doctors, the number of paramedical personnel, and the bed size. And, two output variables were the numbers of inpatients and outpatients per year, adjusted by bed-size. The results of DEA analysis showed that only seven out of 48 hospitals(15%) turned out to be efficient. The decision-tree analysis also showed that there were six significant influencing factors for Model I. Six factors for Model I were Bed Occupancy Rate, Cost per Adjusted Inpatient, New Visit Ratio of Outpatients, Retired Ratio, Net Profit to Gross Revenues, Net Profit to Total Assets. In addition, the management efficiency of hospital is proved to increase as profit and patient-induced indicators increase and cost-related indicators decrease, by the Tobit regression model of independent variables derived from the decision-tree analysis. This study may be contributable to the development of analytic methodology regarding the efficiency of hospital management in that it suggests the synthetic measures by utilizing DEA model instead of suggesting simple ratio-analyzing results.

  • There are lots of buildings which were built before the Legislation on building energy rating system. Remodeling of the buildings would be required for an improvement of the building energy rating system was enforced by the government. In the Passive Building Design, Elements which will be used for the remodeling are Insulation, Window, External venetian blind, Heat exchanger. The Purpose of this study is to indicate a Method for the improvement of Energy saving by an analysis of Construction Cost, Cost Evaluation, Energy performance Efficiency in applied design elements. In this study, the remodeling of existing public buildings to improve energy efficiency rating was applied to extract the elements of design-specific energy performance, efficiency, and the application of the designs that has been analyzed. The results were as follows: applying the design-specific cost-effective investment that represents the economy (investment efficiency/%) surveyed the average insulation(7.0%), triple glazed windows(10.1%), double glazed windows(12.1%), external shading(24.5%), and Heat(77.2%) were analyzed in order to be more efficient. Analysis of the basis of information on the existing public buildings to improve energy efficiency rating for the remodeling depending on driving conditions at a degree of individual difference. The main effect, however, depending on economic investment, design elements, heat exchangers, external awning, double glazed windows, triple glazed windows, insulation, is recommended as review of the order shall be determined.

Evaluation of University Library Efficiency Using Data Envelopment Analysis (DEA를 적용한 대학도서관의 효율성 평가)

  • DEA(Data Envelopment Analysis) is useful to measure the relative efficiency of organizational units where the presence of multiple inputs and outputs. This study applied DEA-CCR and DEA-BCC to evaluate the technical, pure technical, and scale efficiency of 29 university libraries. The input variables were number of books, print edition expenses, building space, staff, number of seats. As output variables we estimated: reader visits, number of borrowed items, number of visitors. It was found out that number of libraries with 100% relative efficiency among 29 libraries were 13. Also the results shows that main reason of inefficiency was from scale rather than from pure technical. Many inefficient libraries were operations of increasing return to scale.

The Influence Factors on the Performance of Regional Public Hospitals (지방의료원의 성과에 영향을 미치는 요인)

  • Background: This study is designed to estimate the factors that affect the level of three different performance (publicity, efficiency, profitability) among regional public hospitals. Methods: The units of analysis are the regional 30 hospitals, which have the operating data during 22 years (from 1933 to 2014). The research method is used by fixed panel analysis. The publicity is measured by medicaid outpatient proportion and medicaid inpatient proportion. The efficiency is measured by two types of efficient score by DEA (data envelopment analysis). The profitability is measured by medical income to medical revenue and ROA (return on total asset). Results: At first, the increase of bed gives negative affect to the publicity but give positive effect to the efficiency and profitability. Because it means the increase of the region population, it gives more profitability compare to hospital with small number of beds. The more the operating period is the higher effect to the publicity and efficiency because of it's refutation. The debt ratio gives negative effect to publicity, but positive effect to profitability. It is the normal belief that there is inverse relationship between publicity and profitability. The turnover rate of bed gives the negative affect to the publicity, but positive affect to the efficiency and profitability. That give us the implication that type of the inpatient make different effect the hospital performance. The ratio of labor cost give negative effect to all kind of performance. That means that the higher labor cost don't mean the higher publicity and labor cost control is very important factors to hospital performance. So the region hospital have to focus the labor factors more to make higher performance. Conclusion: As the conclusion, the independent variables give similar effect to the efficiency and the profitability, but give inverse effect to the publicity. That means that if an region hospital want to make the more publicity, it loss the higher efficiency and profitability. Specially publicity is higher negative relation with the profitability.
