A Contingency Model of the Strategic Information Systems Planning (전략정보시스템 계획수립을 위한 상황모델)

  • The information revolution is sweeping through the global economy. Information technology is transforming the structure of competition. The successful implementation of information technology is dependent on the effectiveness of information systems planning. However, it is very difficult to select an appropriate methodology for information systems planning given an organization situation. A contingency model is proposed on the selection of an appropriate approach depending upon the organizational situation. Although the contingency framework is not yet theoretically proved, the approaches suggested here turned out to be of benefit to the cases of the two real world projects studied. These approaches attempt to combine Business Systems Planning of IBM and Critical Success Factors in two different manners to make planning process more efficient and effective.

The Empire of Japan’s Foreign Policy

  • The present research applies the Theory of Harmony through Holistic Engagement to the foreign policy of Japan. As the third largest economy in the world and one of the most highly developed countries in the world, Japan is a major international power. Most analysts interpret Japan’s foreign policy through the lenses of realist, exceptionalist, or liberal institutionalist approaches. All the previously mentioned approaches tend to be based on etic studies conducted from the point of view of outsiders. The present interpretation of Japanese foreign policy applies an emic model based on primary sources from the Greater East Asian region and concludes that the Model of Harmony through Holistic Engagement shows considerable explanatory traction in interpreting the direction and development of Japanese foreign policy, in particular in the last two to three decades.

Performance Evaluation of SME Banking in Bangladesh using Stochastic Frontier Analysis

  • Small and Medium Enterprises (SMEs) are suitable to provide employment with lower investment in densely populated countries like Bangladesh. A stochastic frontier model is used to evaluate performance of SME Banking of the commercial banks in Bangladesh. Input (Total Deposit, Cost of Fund and Salary Expenditure) and output (Finance to SME) data are collected on 45 banks which are dealt with SME for 13 quarters from $1^{st}$quarter of 2010 to $2^{nd}$quarter of 2013. Average performance of the SME banking is 0.716 in Bangladesh. That is, banks have opportunity to increase 30% performance in SME banking from the same inputs. Bangladesh Development Bank has lowest performance (0.540) while Eastern bank has the highest performance (0.753). Highest (0.743) and lowest (0.662) performance is observed during the second quarter of 2013 and fourth quarter of 2010 respectively. Inefficient Bank might be benefited by following the rules of efficient banks.

  • Hofstede cultural value model is one of the most influential model for cross-cultural studies to measure national difference. In this study, we examine that Hofstede Cultural Dimensions can be measured by World Value Surveys. Selected WVS questions for 31 measurable countries after Exploratory Factor Analysis(EFA) and Confirmatory Factor Analysis(CFA), approved valid through empirical analysis. It is applicable that Individualism values(IND) has related to 2 questionnaires including life satisfaction, Power Distance values(PDI) to 2 questionnaires about political action(Signing a petition and Joining in boycotts), Masculinity values(MAS) to 2 sexual-role questionnaires like "University is more important for a boy than for a girl", Uncertainty Avoidance values (UAI) to 3 questionnaires about confidence(Parliament, The Political parties and Justice System), Long-Term Oriented values(LTO) to 4 questionnaires including "How proud of nationality" and Indulgence versus Restraints values (IVR)to 2 questionnaires including Feeling of Happiness.

  • This study is for the development of a model to convert a set of rotational bodies into the new theoretical design for the equivalent volume transformation between the geometric angles and the specific intensity in the traffic control material system, called the retroreflection system to guide the night driver for safety. There are five new models theoretically identified with the concept of the retroreflective performance and human environment of the night driver. The new system can evaluate the design in retroreflective transportation material system with better performance, safety, and economy.

  • FTTH(Fiber to The Home), a next generation communication service, is expected to boost up the growth of the whole IT industry and to creating new businesses by enabling the convergence of the broadcasting and communication technologies. It will consequently contribute to improve the quality of our life. The purpose of this study is to evaluate the performance of EPFSD using the Balanced Scorecard(BSC) model with five perspectives which are known to have inherent relationship: regional economy, regional customer, regional process, innovation and growth in the region, and regional infrastructure. 16 critical success factors(CSFs) and 37 key performance indicators(KPIs) are developed based on the BSC model to measure the performance indicators of the EPFSD.

  • Information technology is a useful strategic weapon that can create competitive advantage and new business opportunity by applying it in the organization' value chain. IT convergence can be understood as an attempt of industrial level IT adoption to facilitate the innovation of the industry and the birth of a new industry. This study provides the comprehensive review of the Korean government' three IT assimilation programs, ubiquitous technology diffusion program of the Ministry of Knowledge Economy, u-service program of the Ministry of Public Administration and Security, and u-Defence cooperation program of the Department of Defense. The analysis is done through the interpretation of the existing literature and the logic model. The result proposes inter-agency cooperation and building of new technology road-map in the planning stage, flexible management in the execution phase, and failure tolerant evaluation system. The proposal for developing competencies and institutional foundations for IT convergence also presented.

  • Total quality management (TQM) is regarded as a tool for improving the competitiveness not only for a manufacturing sector, but also for overall national economy. Especially, TQM is recently implemented in public sector such as goverrment, education, and health care. In this paper, the a, pp.icability of TQM to health care sector is examined. For this study, the movements of TQM implementation in health care sector in developed countries such as United States and Japan are reviewed through literature study. As the result of this study, the TQM model in health care is suggested and the characteristics of the model are explained, and finally several steps to implement TQM in health care are summarized.

  • Regional electricity demand forecasting is among the most important step for lone-term investment and power supply planning. This study presents a regional electricity forecasting model for Korean power system. The model consists of three submodels, regional economy, regional electricity energy demand, and regional peak load submodels. A case study is presented.

  • This paper seeks to measure the monetary value of technical development in the deep seabed manganese nodule mining by applying the compound option model (COM). The COM is appropriate for the project in terms of its decision-making structure and embedded uncertainty. The estimation results show that the deep seabed mining project has more economic potential than shown by the previously obtained results from the discounted cash flow (DCF) analysis. In addition, it is reasonable to invest in the project taking the various uncertainty factors into consideration, because the ratio of the value to the cost of the project is far higher than one. This information can be utilized in national ocean policy decision-making.
