The potential competitiveness for new routes and resources has been theoretically discussed with regards to the Arctic route but is gradually becoming a reality as global warming increases. In June of 2017, China officially included the Northern Sea Route (NSR) as part of the Belt and Road Initiative (BRI), and major countries' interests in the NSR are greatly expanding. This paper presents the general characteristics of the NSR, NSR development in China, the expected relationship between the NSR and the BRI, and this relationship's implications for Korea. The NSR has poor facilities and information infrastructure and is not economically viable for commercial navigation due to its high-cost conditions compared to competitive routes. In order to explore the Arctic and develop the NSR, large-scale projects must be funded over a long period of time; this has caused major difficulties in development. However, as the NSR is included in the BRI, there could be an opportunity to utilize BRI funds, such as Asian Infrastructure Investment Bank (AIIB). Further, China's NSR development and the NSR development of partner countries, such as Korea, should be further stimulated. As Korea has strengths in terms of its shipbuilding technology and geographical location, which is located at the core of the NSR, Korea would have chances to expand the economic cooperation and business opportunities with China and Russia.
An attempt is made to analyze the unit nuclear power cost of the Go-ri units 1 and 2 in terms of a set of model data. For the calculational purpose, the power cost is first decomposed into the cost components related to the plant capital, operation and maintenance, working capital requirements, and fuel cycle operation. Then, POWERCO-50 computer code is applied to enumerate the first three components and MITCOST-II is used to evaluate the fuel cycle cost component. The specific numerical results are the fuel cycle cost of Go-ri unit 2 for three alternative fuel cycles presumed, levelized unit power cost of units 1 and 2, and the sensitivity of the power cost to the fluctuation of the model data. Upon comparision of the results with the power cost of the fossil power plants in Korea, it is found that the nuclear power is economically preferred to the fossil power. Nevertheless, the turnkey contract value of Go-ri unit 2 appears to be rather expensive compared with the available data on the construction cost of the PWR plants. Therefore, it is suggested that, in order to make the nuclear power plants more attractive in Korea, the unfavorable contract of such kind must be avoided in the future introduction of the nuclear power plant. Capacity factor is of prime importance to achieving the economic generation of the nuclear electricity from the Go-ri plant. Therefore, it is concluded that more efforts should be directed to make the maximum use of the Go-ri plant.

Self-emulsifiable polyethylene (PE) wax was prepared using acrylic acid grafted PE wax with potassium hydroxide and various emulsifiers for the economic production of PE wax emulsion. Modification reaction completion was confirmed that the peak from carbonyl group of acrylic acid disappeared and the new peak from carboxylic acid salts appeared in the FT-IR (Fourier transform infrared) spectrum data. Self-emulsifiable properties of the modified PE wax were investigated by the emulsion size and the stability of wax emulsion without any additional emulsifiers. According to self-emulsifiable properties, the emulsion size and stability were varied on the concentration and structure of the emulsifier. The greater emulsion concentration and hydrophilic poly(ethylene oxide) (PEO) characteristics of the emulsifier resulted in the smaller emulsion size and better emulsion stability. In addition, the use of emulsifiers mixture was more effective to obtain smaller size and uniform distribution of emulsion than that of single emulsifier in PE wax modification reaction. Especially, modified PE wax with OAE-5 and LAE-15 emulsifiers mixture shows excellent performance in terms of the smallest emulsion size ($4.34{\mu}m$) and emulsion stability.
This research aims to identify innovative companies' attention to the emotion and sensibility and its application by analyzing the contents of the corporate annual reports. Annual report is a good reference data because it describes not only various current products and services' annual activities and business performance but also corporate future direction. Sensibility is interpreted and used with various words internationally: various related terms such as sensibility, sense, emotion, feeling and affection are analyzed not only by the definition but also the interrelationship among them, and included for the contents analysis. To select the innovative companies, the researcher used 'Fast company' that is the economic journal and deducted the companies list via 'The world's 50 most innovative companies' in 2009 and 2014. Listed companies' 2009 and 2014 annual reports' contents were analyzed to identify the rate of the recognition and the application of sensibility to their business. Even though the quantitative result of the content analysis indicates not a strong relationship between corporate innovativeness and 'sensibility' qualitative result identifies companies are paying more attention to the 'sense' and 'feeling' during five years. In conclusion, the innovation that company pursues strategically is shifting from differentiation and the technological leadership to satisfying user experiences and the number of companies which express and measure user feeling and emotions are increasing.
As a pioneering study on wife rape, this study focuses on identifying the prevalence, the correlates of the individual social class and domestic violence background, and the perception of wife rape. This study uses the data based on the survey 224 married men and women who reside in Daegu, Korea. The result of this study shows that about 42.4% married men have experienced any type of wife rape. The most prevalent wife rape is force only wife rape(36.4%). Battering rape(12.1%) and sadistic rape(10.4%) are also found as significant coercive sexual issue among Korean couples. Monthly income and child abuse experience are found as significant predictors for the wife rape of married men. In addition, wife's religious enthusiasm is also negatively correlated with wife rape propensity, although the effect is not strong. The living standards is found as a strong correlate of women's propensity of being raped from their husbands. Thus, our practical attention should be given to those who have financial difficulties in low economic status, and to those who have significant child abuse experience, in order to prevent wife rape. Overall, married men and married women show pretty negative perceptions of wife rape, however, some of them are still positive of it. It is interesting that married men show a very defensive attitude against the proposal of establishing legal punishment for the people who commit wife rape. According to the gender, there is a considerable difference between men and women in terms of both the degree of acceptance of, and the demand for legal punishment of wife rape. It is problematic that the married women with a greater experience of being raped by husbands show far greater tolerance of wife rape than those with a less experience of it. These findings give us significant practical implications for social work intervention.
The legal systems and open-door policies to foreign affairs in North Korea have been followed by those of China. Whereas an arbitration system of South Korea accepted most parts of UNCITRAL Model Law, North Korea has succeeded to an arbitration system of a socialist country. China, under the arbitration system of socialist country, enacted an arbitration act reflected from UNCITRAL Model Law for keeping face with international trends. We have used these three arbitration system as a tool for analyzing an arbitration system in North Korea. With an open-door policy, North Korea and China enacted an arbitration act to provide a legal security. Therefore, the core parts of arbitration system in North Korea and China are based on a socialist system while those of South Korea is on liberalism. So, North Korea and China enacted an arbitration act on the basis of institutional arbitration, on the other side, South Korea is based on ad-hoc arbitration. Because of these characters, in terms of party autonomy, it is recognized with the order as South Korea, China and North Korea. Also North Korea enacted separate 'Foreign Economic Arbitration Act' to resolve disputes arising out of foreign economies including commercial things and investments. There are differences in arbitration procedures and appointment of arbitrators : South Korea recognizes parties' autonomy, however parties should follow the arbitration rules of arbitration institutes in North Korea and China. According to an appointment of arbitrators, if parties fail to appoint co-arbitrators or chief arbitrators by a mutual agreement, the court has the right to appoint them. In case of following KCAB's rules, KCAB secretariats take a scoring system by providing a list of candidates. A party has to appoint arbitrators out of the lists provided by arbitration board(or committee) in North Korea. If a party may fail to appoint a chief arbitrator, President of International Trade Arbitration Board(or Committee) may appoint it. In China, if parties fail to appoint a co-arbitrator or a chief arbitrator by a mutual agreement, Secretary general will decide it. If a arbitral tribunal fails to give a final award by a majority decision, a chief arbitrator has the right for a final decision making. These arbitration systems in North Korea and China are one of concerns that our companies take into account in conducting arbitration procedures inside China. It is only possible for a party to enforce a final arbitral award when he applies an arbitration inside North Korea according to International Trade Arbitration Act because North Korea has not joined the New York Convention. It's doubtful that a party might be treated very fairly in arbitration procedures in North Korea because International Trade Promotion Commission controls(or exercises its rights against) International Trade Arbitration Commission(or Board).
Most of the convergence studies argue the reform of the current policy regime of broadcasting and telecommunications in Korea from two perspectives: 1) the media governance perspective and 2) the media industry perspective. The former emphasizes the need of integrity, consistency and efficiency of the regime in the convergence environment, while the latter focuses upon the growth and development of the media industry making the best of economic and industrial opportunities that are spawned by digital convergence. Although their arguments are logical and robust, they are lopsided in terms of legalism and myopic economism due to the linear perception of institutionalism, Bureaucratic administrative practices as well as ostentatious IT policies that have chronically plagued the policy regime in Korea cannot be resolved by simply assimilating distinct regulatory bodies and laws. Unless these two issues are properly addressed, the convergence of media policy institutions would end up a half-success or half-failure contrary to the exportations of existing studies.
The modular technology has been already applied in automotive industry, plant and shipbuilding industry. Recently, the modular technology was applied in bridge construction. The modular bridge is different from the existing precast bridges in terms of standardized design that the detailed design of members is omitted by using the standard modules; the design of the modular bridge is completed by only assembling the standard modules without design in member level. The girder-type precast modular bridge has been developed as a simply supported bridge. The girder-type precast modular bridge could be applied to the multi-span bridges through the continuity method. The continuity of the girder-type precast modular bridge is achieved by using the link slab which is easy to construction and appropriate to the rapid construction. The link slabs have been used as the type of reinforced concrete structure in US from the 1950's. In 2000's, the link slab using the engineered cementitious concrete (ECC link slab) has been developed. In this study, the RC type link slab which is more reproducible and economic relative to the ECC link slab was used for the continuity of the girder-type precast modular bridges, and the construction detail of RC type link slab was modified. In addition, the modified iterative design method of RC type link slab was proposed in this study. To verify the proposed design method, the flexural tests were conducted using the RC type link slab specimens. Also, the fatigue test using the mock-up specimen was conducted with cyclic loading condition up to two million cycles.
Korea has the highest traffic accident occurrence rate in the world. It means that we are forced to face a tremendous amount of economic loses and great cost of life. Even though this phenomenon consistently has arose as a public issue every year and many researchers have emphasized the importance of safety education as the fundamental solution, we are still trying to make a long-lasting and effective traffic safety education programs for children and adolescents. The purpose of this study was to test the effectiveness of web-based learning for traffic safety in Korea middle school. For this purpose, the instructive model was constructed based on the ASSURE model and a special web-site of education was developed on behalf of practical use of multi-media learning materials for the traffic safety. The research subject was represented by 259 students from second grade in 2 middle schools located in Seoul Korea. The traffic safety education program using web-site was preceded to the 136 students as a case group for 45 minutes total 3 times. Other 126 students are control group those who did not get with this program. The survey was conducted before and after the education. The results of this study were as follow: 1. The knowledge analysis from the comparison between before and after of the lesson showed case group and control group scored average at 11.25 points and 10.97 points. However, after they attended programs, case group scored 13.57 points and control group scored 10.85 points. The difference from the result of the case group was statistically significant(p<0.001). 2. The attitude analysis from the comparison between before and after of the lesson showed case group and control group scored averages at 29.59 points and 28.21 points. However, after they attended program, case group scored 37.23 points and control group scored 32.71 points. The difference from the result of the case group was statistically significant(p<0.05). 3. Regarding the domain analysis by means of web-based traffic safety education, only the case group had a statistically significant score in the case of knowledge 'safe utilization of bicycle' and 'The Characteristic of Automobile and Safer Mode of Walking for Pedestrian'(p<0.01, p< 0.001), and in the case of attitude 'safe walking and crossing' 'The Characteristic of Automobile and Safer Mode of Walking for Pedestrian'(p<0.01, p<0.001). 4. Web based instruction for traffic safety was effective in terms of improving students' knowledge and attitude for traffic safety.
According to the Annex 17 to the Convention on International Civil Aviation, an appropriate authority of each contracting state has to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. It is generally recognized that the three major parties responsible for the aviation security at an airport are appropriate government departments, airport operator and airlines. The airlines are the beneficiaries of security activities as well as the provider of security activities. So, their responsibilities have been critical in protecting civil aviation from unlawful interferences. The airport has to take leading role in implementing security tasks at airport area because the airport operator is the provider of airport facilities and services to its customer and the security activities belong to its services. The government has the responsibilities not only for establishing regulatory system but also for oversighting the implementation of aviation security activities. The paper is to review the revision of aviation security regulation and the changes of aviation security responsibilities, and costs and task assignment in Republic of Korea after September 11 event. The responsibilities, tasks and costs assigned to airlines, airport operators and government are introduced and evaluated in terms of economic fairness, effectiveness and efficiency of aviation security activities. The drawbacks of new legal system are pointed out and the suggestions to remedy them are proposed as conclusions.
