대전역중심 연계교통체계 구상계획에 관한 연구 (The research on the concept plan of linked transport systems in Daejon station center)

  • Centering on KTX stations, Korea is implementing specialized development of metropolitan business zones nationwide and is in the process of building the transfer link system of transportation in order to actualize intermodalism nationwide. Daejeon station, hub of high-speed railway requires the effective transportation transfer system considering Daejeon station area reorganization plan and opening of second phase high-speed railway. Based on the analysis of the possibility and validity of building a transit center under the Transportation System Efficiency Act, it is necessary to make a mutual benefit in a regional development by installing the resonable transfer system between railway and other transportation services. Through analysis of current situations and technical, economic and environmental feasibility evaluation, design plan of effective transportation transfer system in Daejeon station is proposed.

  • Recently, intensive urban redevelopment concentrated on new towns has reduced the number of settled population, and weakened various functions such as commercial, culture, education and welfare in old towns, and made the stagnation and declination of the entire or some parts of old towns. Urban regeneration project means renewing cities' functions in terms of physical, environmental, social, cultural, industrial and economic aspects or revitalizing the existing functions through improvement project in the entire or part of a city, which is now drawing keen attention from the public. However, urban regeneration project is huge in scale, needs long construction period and various complex facilities, and also characterized by complicated relations with many stakeholders. Due to such characteristics, there are many risks in the project. Therefore, systematic risk management is absolutely necessary to efficiently manage various risk factors inherent in urban regeneration project. The purpose of this research proposes a basic model to establish risk management plan and work process in order to help project participants to perform risk management more systematically and rationally in the development phase of urban regeneration project.

  • The Korea urbanization has been accelerated without regard to regional traits and the environment. Most of rural areas have been overurbanized with proper and long term plan. Especially the case of Yongin-community which is located 50km south of Seoul reveals a typical wrong urbanization policy. Evidence of such wrong policy is proved by this study for last three decades(1970-2000) in political economic approach with special reference to the Manuel Castells' theory. The study concludes that urbanization with no proper development plan is mostly vulnerable and wasteful. And the environment is once spoiled, it is almost impossible to recover, so it is necessary for us long term and proper plan before development.

  • Knowledge has been considered one of the important elements that determine our future. Competitive power of an enterprise has also been transformed from labor, capital, and technology-oriented to knowledge-oriented. Current construction environment is experiencing overall decrease of number of construction contracts due to opening of domestic construction market and economic slump, problems on methods of receiving orders/bidding, and change of costumers' attitude, which intensify competition, therefore many companies consider adopting knowledge management to secure their competitive power. However, there are difficulties in adopting knowledge management and increasing the use by establishing management plan, Performance Measurement, and knowledge maintenance system in reality. Therefore, this study is to provide assistance to successful realization of knowledge management by suggesting development plan of knowledge management that enables knowledge management more efficient with certain goals.

통일 대비 북한 농업생산기반시설 확충방안 - 경제성 분석을 중심으로 - (Agricultural Infrastructure Expansion Plan for North Korea Providing for Unification of the Korean Peninsula - An Economic Feasibility Analysis -)

  • We propose an Agricultural Infrastructure Expansion Plan (AIEP) for North Korea following unification from the standpoint of a united Korea's social stability. We predict the food demand after unification, according to four different development scenarios based on the AIEP. These scenarios include meeting a self-sufficient level in the staple food crop, satisfying long-term food supply and demand for the North Korean people, achieving a level of North Korean food consumption comparable to that of South Korea, and maintaining productivity to stabilize of North Korea's rural society. We present the results of a 'benefit-cost' analysis in meeting the production targets of predicted food demands after unification from a civil engineering perspective. We found that the estimated total costs would range from 15.2 to 43.0 billion dollars depending on the particular AIEP scenario. In our analysis, all of the four scenarios presented above demonstrated a high degree of economic validity. We conclude that the AIEP is a necessary and economically valid project for a united Korea's future because it would forestall the collapse of North Korea's rural communities, thereby preventing tremendous economic losses upon unification.

농촌마을종합개발 항목별 중요도 분석 및 개선방안에 관한 연구 - 인제군 용대권역을 중심으로 - (Rural Village Development Itemized Study on the Importance Analysis and Improvement)

  • In 1960's, Korea had concentrated on economic development, in the meantime the existing problem which is an avoiding rural settlement phenomenon such as a farming population decrease, an unstabel income, poor surroundings, etc. could intensify. And because of an exodus from agricultural area caused by industrialization and a fall of agricultural farm price as a result of domestic agricultural market opening in accordance with FTA, in 2004 Korean government excuted the integrated rural-village development plan as a measure to provide more support for agricultural villages. The integrated rural-village development plan means that inter-connected with villages which have potnetial and developed it as a unit of small-zone, also we can assume it a Down-up development type because residents participate and lead this plan directly. But, this plan made progress rapidly as a countmeasure of government so, it needs to evaluate for completed project area and make an improvement for a sustainable undertaking. Therefore, this study categorized project contents systematically into two parts of Hardware and Software, after that composed of 4 large-parts, 13 mid-parts and 43 small-parts from Inje-Yongdai zone which was designated for an integrated rural-village development plan in 2004. And a result of analysis for project contents priorities by hierarchy analysis method showed the Regional capability reinforcement is selected for the most important project content by 3 stakeholders who are specialists (514pts.), Korea Rural Community Corporation staffs (694pts.), local government officers (688pts.)

일본(日本)의 국유림시업(國有林施業) 전개(展開)에 관한 고찰(考察) - 시업계획(施業計劃) 방침(方針)을 중심(中心)으로- (Study on the Development of Management System of National Forest in Japan - Emphasis on the Management Plan and Regulation -)

  • 본 연구는 우리나라 국유림(國有林)의 시업계획(施業計劃)의 체계화(體系化)와 바람직한 발전방향(發展方向)의 수립에 기여하고자 일본(日本) 국유림(國有林)의 시업계획(施業計劃) 방침(方針)에 대한 사적(史的) 전개과정(展開過程)을 검토, 고찰하였다. 전전기(戰前期) 일본(日本)의 국유림(國有林) 시업(施業)은 토지순수확(土地純收穫)과 삼림순수종(森林純收種) 합앙체계(合仰體系)의 시업방침(施業方針)에 의해, 주로 작업급(作業級) 및 벌채렬구(伐採列區)를 수반한 소면적(小面積)의 개벌작업(皆伐作業)과 간이한 면적평분법(面積平分法), 그리고 절충적인 중장기(中長期)의 륜벌기(輪伐期)가 채용되어져, 법정림(法正林) 사상(思想)이 점차 정착되었다. 전후기(戰後期)에는 이전의 합경종계(合耕種系)의 시업(施業)으로부터 기업적(企業的) 경영(經營)이 전개되었다. 고도성장기(高度成長期)에는 예상성장량(豫想成長量)의 벌채(伐採)와 대면적(大面積) 개벌작업(皆伐作業)에 의해 약탈적(掠奪的) 시업(施業)이 추구됨에 따라, 본래의 시업법(施業法) 및 법정림사상(法正林思想)은 부정되었고, 그 결과 삼림(森林)의 황폐(荒廢)를 초래하였다. 저성장기(低成長期)에는 감량경영(減量經營)에 의한 방치적(放置的) 시업(施業)과 불황(不況)의 심화(深化)에 의해, 삼림자원(森林資源)의 보속생산을 곤란하게 하였다. 그러므로, 금후의 국유림(國有林) 시업(施業)은 지력(地力)을 유지(維持)하여 삼림자원(森林資源)의 재생산과 환경(環境)의 보전(保全)을 동시에 실현 할 수 있는 시업법(施業法)을 확립(確立)시켜 나가야 한다. 벌출(伐出)과 경신(更新)의 통일을 기하고, 입지조건(立地條件)에 최적(最適)한 작업법(作業法) 및 수종규정법(收種規整法)의 채택 등, 제반 조건의 종합적 고려를 통한 집약적(集約的) 시업체계(施業體系)의 확립(確立)이 필요하다. 또한, 삼림자해(森林資海)의 기능적(機能的) 특성상, 삼림(森林)에 대한 보다 적극적인 투자(投資)의 확대(擴大)가 이루어져야 한다.

ODA 사업으로서 도시 마스터플랜 수립 사업의운영방식 개선에 관한 연구 (A Study on the Improvement of the Management Plan of City Master Planning as ODA Project)

  • 본 연구는 국제개발협력사업 중 도시의 마스터플랜 수립 사업에 대하여 경제적 효과를 제고하기 위한 개선 방안을 도출하는 것을 그 목적으로 한다. 본 연구를 위하여 KOICA의 최초 도시 마스터플랜 수립 사업인 베트남 하이퐁 신도시개발 프로젝트와 가장 최근 사업인 후에시 마스터플랜 개선사업이 활용되었다. 사례 연구 결과 두 프로젝트 모두 베트남 법정계획으로 반영되는 등 성공적으로 수행되었으나, 후에 프로젝트의 경우에만 후속 사업으로 연결되었다는 것을 발견할 수 있었다. 분석 결과, 프로젝트 참여자들의 ODA 사업에 대한 이해 정도, 베트남 지역 및 중앙 정부와의 관계 개선 노력, 그리고 프로젝트의 주요 목적의 차이가 중요한 영향을 미치는 것으로 나타났다. 다음으로 ODA 사업의 경제적 효과 제고를 위한 전문가 심층 인터뷰 결과 크게 네 가지 중요 고려 사항을 도출할 수 있었다. 첫째, 과업 초기부터 후속 사업에 대한 적극적인 발굴과 검토가 중요하며, 둘째, 연구책임자의 ODA 사업에 대한 경험 및 이해 정도가 중요하며, 셋째, 수원국과의 밀접한 관계 형성에 힘써야 하고, 마지막으로 KOICA의 적극적 자세와 지원이 중요한 것으로 나타났다.

AHP를 활용한 문화관광개발 사업의 평가지표 개발 및 적용 -안동시 3대 문화권 문화·생태 관광 기반조성 사업을 중심으로- (The Development and Application of the Indices of Evaluation for the Cultural Tourism Development Project Using AHP -focusing on Cultural and Ecological Tourism Infrastructure Project in Three Cultural Areas of Andong City-)

  • 본 연구는 AHP를 활용한 문화관광개발 평가항목의 가중치 설정에 관한 연구로 안동시 3대문화권 문화 생태 관광기반 조성 사업을 사례로 분석하였다. 평가항목의 신뢰도를 조사한 결과 0.9로 분석되어 적합한 것으로 나타났다. 가중치의 분석에서 상위계층의 경우 계획의 타당성, 경제적 타당성, 정책적 타당성 순으로 도출되었다. 다음으로 계획의 타당성에 대한 세부지표는 콘텐츠의 차별성, 정책적 타당성에 대한 세부지표는 지역특성의 부합성, 경제적 타당성에 대한 세부지표는 지속가능성으로 가장 높은 가중치가 나타났다. 결론적으로 3대 문화권 문화 생태 관광기반 조성사업의 추진방향은 당초 계획보다 많은 시간이 지연됨에 따라 환경의 변화에 능동적으로 대처하기 위해 당초 계획을 중심으로 사업계획을 일부 변경하여 추진하는 것이 바람직하다는 결론을 도출 할 수 있었다.

아산 지역농업의 활성화를 위한 추진과제 (Development Issues and Situations of Asan Agriculture)

  • Asan city has many strengths, for examples, the distinction of innovation ability, several places with clean environmental resources, conventional-cultural resources and favorable conditions of location in regional agriculture development. But it has not devised the comprehensive development plan for regional agriculture that is integrating natural, cultural and industrial resources. So the plan linked with those resources should be to promoted to develop agricultural production, marketing and regional economy. And a development strategy is to have the system of agricultural independence within Asan. Namely, originality, identity and cooperative spirit in economic and social-cultural aspects of Asan agriculture are needed, which are a great help to settle agricultural issues in Asan itself And the governance system needs to be introduced that has the main bodies of Asan agriculture, so as to promote agricultural policy.
