Ecology of Cynoglossus joyneri G$\ddot{u}$nther from the Western Coast of Korea (한국 서해연안 참서대 Cynoglossus joyneri G$\ddot{u}$nther의 생태)

  • Ecological study of the Cynoglossus joyneri was conducted based on the specimens from the western coast of Korea from 1992 to 1994. Ecological characteristics of this species such as gonadal development, occurrence of larvae, stomach contents, and environmental conditions were investigated. Few larvae of Cynoglossus joyneri occurred in Kunsan coast. This coast is influenced by the freshwater input of the Mangyong and Kum River, especially during the summer. Therefore, the larvae of C. joyneri were considered to be spawned and grown during their early life stage in the high saline water in outer bay. Spawning occur from June to September, having the peak spawning period from July to August. Biological minimum size of matured fishes containing mature oocytes is about 143.5mm in total length, which requires about 20 months after hatching. The ranges of total length by age are as follows : 0-ring group(floating stage), 30~70mm ; 1-ring group, 49.0~133.0mm 2-ring group, 128.6~167.0mm ; 3-ring group, 169.0~202.0mm ; 4-ring group, 200.7~240.0mm. The major food items of young fish under 8cm were copepods and invertebrate larvae, and those of adult fishes were annelids(polychaets) in winter, and bivalves and shrimps in summer and autumn. Therefore, it can be assumed that the population of C. joyneri could be reduced due to the decrease of food organisms caused by the continuous reclamation activities in the inner bays of the west coast of Korea.

Environmental Impact Assessment Consultation Based on Land Environment and Natural & Ecological Environment (토지환경 및 자연생태환경을 고려한 환경영향평가 협의결정 개선방안)

  • In the past, air pollution, water pollution and solid waste were very important items, but at present environmentally sound land use, ecosystem conservation and sustainable socio-economy have become very important in EIA. According to the consultation result of SEA and Small scale EIA during 2012~2019, most results are 'Conditional Agreement'. Especially EIA consultation results before 2016 were mostly (94.1 %) 'Agreement', but since 2017 most (87.4 %) are 'Conditional Agreement'. And the percentage of 'Non Agreement' have sharply increased from 0.3~0.6 % (during 2013~2016) to 1.3~3.1 % (during 2017~2019). In case there have been no change in EIA system and consultation techniques, the problems of inconsistency and unfairness could be raised. Therefore are urgently required researches on environmentally sound land use, ecosystem conservation and sustainable socio-economy which decide location feasibility assessment. The purpose of this study is to analyse the consultation cases of SEA, EIA, and Small scale EIA since 2012, and to identify key factors which result in the decision of nonagreement of development plans and development projects, and to suggest the improvements on EIA consultation based on land use regulation and environmental grade.

  • The application contents, process, and its limitations are discussed for the setting of Korean legal guides & criteria for water cycle and ecological condition in development project of land use by thorough comparison and examination of prerequisites and credits of water cycle and soil+vegetation by USA's SITES (Sustainable Sites Initiative). In the case of SITES, due to the implementation procedure operated as a non-governmental independent assessment system by Green Business Certification, Inc, the natural condition of water cycle and soil-vegetation items-the key element of ecosystem services can be quantitatively assessed, well along with its legal and institutional guidelines and regulations. On the other hand, in the case of Korea, as a part of the national certification procedure for green building, the ecological area ratio system still have very limited role as an only amenity resource in the creation of artificial green spaces and insufficiency of management system for rain water. In conclusion, it was understood as an urgent situation in necessary for prompt establishment of site's sustainability certification system at the national level, based on management of water circulation and natural soil & vegetation in developed area with consideration of various land uses and types of development projects.

  • Vegetation is the basis for biodiversity conservation and sustainable development. In the Environmental Impact Assessment (EIA), which is the most direct and efficient policy measure to prevent degradation of nature, vegetation-related assessment has limitations as it is not based on quantitative and scientific methods. In addition, it focuses on the presence of protected species; hence, it does not take into account the role of vegetation as a habitat on a wide-area scale. As a way to overcome these limitations, this study aims to contribute to the quantification and advancement of future EIA on vegetation. Through the review of previous studies, core areas, connectivity, and vegetation condition were derived as the items to be dealt within the macroscopic aspect of vegetation impact assessment. Each item was spatially constructed using land cover maps and satellite imageries, and time series change analysis was performed. As a result, it was found that vegetation has been continuously deteriorating due to development in all aspects, and in particular, development adversely affects not only the inside of the project site but also the surrounding area. Although this study suggested the direction for improvement of the EIA in the vegetation sector based on data analysis, a more specific methodology needs to be established in order to apply it to the actual EIA process. By actively utilizing various environmental spatial data, the impact of the development on the natural ecosystem can be minimized.

Literature Review on Health Effect Surveys of Residents in Environmentally Contaminated Areas in South Korea from 1997 to 2021 (한국 환경오염 취약지역 주민 건강영향조사 문헌고찰(1997~2021))

  • Background: The conducting of health effect surveys (HESs) in environmentally contaminated vulnerable areas (ECVAs) by the central and local governments has been increasing apace with the increase in demand for HESs since the Environmental Health Act was enacted in South Korea in 2008. Objectives: This study aimed to review the HESs of residents in ECVAs conducted in South Korea. Methods: An analysis was performed on 125 reports obtained from the Environment Digital Library, PRISM, and local government websites after selecting from 803 projects obtained as ECVAs from the Korea ON-Line E-Procurement System (1997~2021), National Institute Environment Research (2000~2021), and Korea Environmental Industry and Technology Institute (2009~2021). The reports were classified by background (residents' demand, HES, and more), research design (cross-sectional study, cohort, ecological study, and panel), pollution source (abandoned metal mine (AMM), industrial complex (IC), and more), and assessment method of exposure and health effects. The survey area was converted into administrative district codes for geographical mapping. Results: There were 37, 34, 18, and 10 cases associated with AMM, IC, waste incinerators, and coal-fired power plants, respectively. Most of the studies conducted were cross-sectional studies and ecological studies. The proportion of epidemiological investigations by residents' demand showed an increase from 0.0% to 8.9% for the central government while decreasing from 16.7% to 14.3% for local governments after 2008 compared to before 2008. HESs increased at both the central and local government levels since 2014. For the evaluation method, 365 environmental hazards, 319 health outcomes, and 302 biological markers were investigated, with the most commonly investigated items being metals, cancer, and blood metals. Conclusions: HESs of residents in ECVAs in South Korea have been continuously developed both quantitatively and qualitatively. Future improvements are expected, and systematic review and classification of the HESs is warranted.

An Ecological Survey of Food and Nutrition of Children attending an Elementary School without a School Lunch Program, in a Low Income Group of Seoul (서울시내(市內) 일부(一部) 저소득층(低所得層) 비급식국민학교(非給食國民學校) 아동(兒童)의 식생태(食生態)에 관한 연구(硏究))

  • A study of eating behavior was conducted among 274 children of Nan Hyang elementary school, located in low income area of Seoul, where a school lunch program is not operated. During weekdays, 19.6% of children ate breakfast and 18.4% ate supper alone or with their siblings. The school provided boxed lunches for 10.5% of the children with governmental funds, who were chosen by the school based on their household income. But the percentage of the children skipping breakfast was 14.6%, lunch 10.3% and supper 8.0%. The results of nutritional analysis of the children who had three meals a day and those of children skipped one of the regular meals were compared. The group who had three meals consumed more nutrients except vitamin C than the group skipped meal (p<0.01). Most common meal pattern was consisted of cooked rice, Kimchi and side dishes. When the children didn't have afternoon classes, 10.0% of the children ate Ramen only at home without any side dishes. Among the protein sources, the beans and bean products were the most common items. When we studied the three different lunches such as A) the boxed lunches provided by school, B) the boxed lunches from home and C) the lunches ate at home, the A) lunches provided the most common items. It seemed that the increasing rate of working mothers and the overflooding of instant foods have caused to neglect children's meal management. To solve these problems, nutrition education and extend of school lunch programs should be emphasized.

A Study for Natural Conservation Value Assessment of Developing Area - Case Study of Alpensia Resort - (개발 예정지역에서의 자연보전 가치 평가 - 대관령 알펜시아 리조트 조성 예정지역을 사례로 -)

  • While the recent lift of restrictions in greenbelt areas is expected to generate a number of development plans, there are efforts to create various development plans into spatial plans that consider the natural and ecological conditions of development sites. However, these development plans consider Degree of Green Naturality or Degree of Ecology only when designating areas for conservation within development sites. It is true that they don't fully reflect the value of green areas and wetlands as habitats and natural resources. Therefore, this study built an conservation value assessment model that is applicable to sites where development is planned in Korea by reviewing prior case examples md studies and applied the developed model to a case study area. The site where the conservation value assessment model was applied to is an area around Yongsan-ri and Suha-ri, Doam-myon, Pyeongchang-gun, Gangwon province where quality natural resources are located in and wend the site. This is a site for the development of Alpensia Resort where a resort including facilities for the Winter Olympics is planned to be introduced. In order to assess the conservation value of the site for Alpensia Resort, a total of eight items including area, distribution of communities, habitation of species with conservation value, functions of habitats, connectivity of habitats, vegetation layers of forests, age of forests, and ratio of non-native plants were studied through literature review and field surveys. The assessment was made by dividing the site into 95 habitats that are perceived by aerial photographs and each habitat unit was assessed on the eight items in a 3-point scale. Each unit habitat assessed in a 3-point scale was segmented into primary, secondary or tertiary areas based on the conservation value. Habitats assessed as primary were designated as priority (absolute) conservation areas and those assessed as secondary and tertiary were set as secondary conservation areas and tertiary conservation areas, respectively. As a result, each area represented 26.9%, 20% and 3% of total site area. Based on this result, habitat management plans were developed to conserve primary conservation areas, improve secondary conservation areas and restore tertiary conservation areas. In addition, a development plan was developed to create habitats in areas where new habitats are requested in order to build an eco-network in the site and a plan to create eco-corridors was proposed. In developing a land use plan for the site, a development plan that considers conservation areas first should be set up based on the outcome of conservation value assessment. This can be linked to the development of an environment-friendly land use plan as well as easing the establishment of a green area and eco-network. This study will facilitate the implementation of the 'conservation before development' principle, which can prevent reckless development, by assessing conservation value in setting up development plans.

Perception on the Importance of Items on Psychosocial Assessment among Hospice and Palliative Care Social Workers (호스피스·완화의료 사회복지사의 심리사회적 사정항목에 대한 중요도 인식)

  • Purpose: This preliminary study is aimed at developing standardized tools for psycho-social assessment of patients in needs for hospice/palliative care. To accomplish the purpose, investigators examined effects of perceptions of social workers on the importance of psycho-social domains of assessment in hospice/palliative care settings. Moreover, investigators paid attention to variances of perceptions of social workers' along with types of institution and credentials of those family settings. Methods: A form of questionnaire was first explored from an initial interview assessment of 10 government-certified hospice care providers and a literature review, second constructed with eight domains and 80 items, and sent by e-mail to 55 institutions and hospitals providing hospice/palliative cares in Korea. Lastly, a total of 31 agencies returned with a completed responses and consent form (56% response rate). SPSS program (version 18.0) was used for data analysis. Results: Study found that social workers perceived patients' family background (m=4.53, 5-point scale) as the most important assessment domain, whereas economic conditions (4.06 point) the least important. Social workers' perception varied by credentials (i.e., license types, training, full-time position, types of care facility). Conclusion: Based upon study findings, investigators can conclude strong needs for developing a assessment tool that measures multiple domains (i.e., psychological, social and ecological aspects) of patients. A standardized assessment tool should be structured with 2 axis (center/core and expanded/peripheral) and tailored for institution type. Second, professional trainings must be provided by strengthening legal institutionalization and fostering qualified social workers with full responsibilities of hospice and palliative care patients.

Features of Foreign Marine Debris on the Dune Beach of U-i Island, Korea (우이도 사구 해안의 외국기인 해양쓰레기 특성)

  • Transport of marine debris between countries is a potential source of diplomatic conflicts. U-i Island in Shinan County, Jeonnam Province has been reported by media as being damaged by marine debris from foreign countries. However, scientific researches on those marine debris have not been published. So, the features of foreign marine debris on Seongchon Beach in U-i Island were surveyed on Feb. 2012. The ratio of marine debris from foreign countries was 34.7% by number of items, 56.3% by weight, and 48.5% by volume in $200m^2$ transacts. Most of them, 98.9% in number, were inferred to be originated from China. The most abundant items were plastic beverage bottles and black floats. The total number of black floats was 539 within the 1,100m beach. Fifteen of them had information on manufactured locations, of which 87.6% were Liaoning Province in northern China. As domestic policy cannot prevent the inflow of the marine debris from foreign countries, countermeasures should be sought out from the international cooperation with the neighboring countries. For the black floats, recycling method should be developed as lots of the same types of black floats are drifted ashore in winter. And, as the U-i Island is a National Park with its valuable natural heritages, methods should be designed to minimize impacts on dune topography and ecology.

Construction Method of ECVAM using Land Cover Map and KOMPSAT-3A Image (토지피복지도와 KOMPSAT-3A위성영상을 활용한 환경성평가지도의 구축)

  • In this study, the periodic and simplified update and production way of the ECVAM (Environmental Conservation Value Assessment Map) was presented through the classification of environmental values using KOMPSAT-3A satellite imagery and land cover map. ECVAM is a map that evaluates the environmental value of the country in five stages based on 62 legal evaluation items and 8 environmental and ecological evaluation items, and is provided on two scales: 1:25000 and 1:5000. However, the 1:5000 scale environmental assessment map is being produced and serviced with a slow renewal cycle of one year due to various constraints such as the absence of reference materials and different production years. Therefore, in this study, one of the deep learning techniques, KOMPSAT-3A satellite image, SI (Spectral Indices), and land cover map were used to conduct this study to confirm the possibility of establishing an environmental assessment map. As a result, the accuracy was calculated to be 87.25% and 85.88%, respectively. Through the results of the study, it was possible to confirm the possibility of constructing an environmental assessment map using satellite imagery, optical index, and land cover classification.
