KIGAM Quake: An open platform for seismological data and earthquake research information

  • The "Korea Institute of Geoscience and Mineral (KIGAM) Quake" is a web-based open platform developed for publicly serving seismological data from 61 stations operated by KIGAM in Korea. The service provides meta-information related to observatory sites, sensors, and recorders necessary for utilizing the seismological data, as well as mainly observed continuous and strong-motion waveforms. The data is available through both the web and International Federation of Digital Seismograph Networks (FDSN) web services (open API), a unified data-providing interface in seismology. The platform aims to strengthen its open nature by offering a signal processing function for strong ground motions that can be controlled by user requests. The processed results can be downloaded in ASCII format, designed to meet the increased demands and accessibility in the earthquake engineering field. The platform also offers earthquake research information produced by KIGAM, such as recent major earthquake source information and academic annual report of earthquakes. Additionally, a site flat file was constructed for the geotechnical characteristics of 61 KIGAM station (KGNET) sites based on direct investigations and estimations.

Opendata 기반 포항 및 경주지진에 의한 건물손상 평가 (Earthquake Damage Assessment of Buildings Using Opendata in the Pohang and the Gyeongju Earthquakes)

  • Severe earthquakes can cause damage to society both socially and economically. An appropriate initial response can alleviate damage from severe earthquakes. In order to formulate an appropriate initial response, it is necessary to identify damage situations in societies; however, it is difficult to grasp this information immediately after an earthquake event. In this study, an earthquake damage assessment methodology for buildings is proposed for estimating damage situations immediately after severe earthquakes. A response spectrum database is constructed to provide response spectra at arbitrary locations from earthquake measurements immediately after the event. The fragility curves are used to estimate the damage of the buildings. Earthquake damage assessment is performed from the response spectrum database at the building scale to provide enhanced damage condition information. Earthquake damage assessment for Gyeongju city and Pohang city were conducted using the proposed methodology, when an earthquake occurred on September 12, 2016, and November 15, 2017. Results confirm that the proposed earthquake damage assessment effectively represented the earthquake damage situation in the city to decide on an appropriate initial response by providing detailed information at the building scale.

도시기상 관측을 위한 메타데이터의 표준화 (Standardization of Metadata for Urban Meteorological Observations)

  • The metadata for urban meteorological observation is standardized through comparison with those established at the World Meteorological Organization and the Korea Meteorological Administration to understand the surrounding environment around the sites exactly and maintain the networks and sites efficiently. It categorizes into metadata for an observational network and observational sites. The latter is again divided into the metadata for station general information, local scale information, micro scale information, and visual information in order to explain urban environment in detail. The metadata also contains the static information such as urban structure, surface cover, metabolism, communication, building density, roof type, moisture/heat sources, and traffic as well as the update information on the environment change, maintenance, replacement, and/or calibration of sensors. The standardized metadata for urban meteorological observation is applied to the Weather Information Service Engine (WISE) integrated meteorological sensor network and sites installed at Incheon area. It will be very useful for site manager as well as researchers in fields of urban meteorology, radiation, surface energy balance, anthropogenic heat, turbulence, heat storage, and boundary layer processes.

기상.지진 R&D의 최근 동향 및 발전 방향 (Research and Development for Atmospheric Sciences and Earthquake of Korea)

  • Of late, natural disasters are becoming more frequent and the damages caused by these are quite substantial. All these are mainly due to a climate change. Many scientists from various countries are therefore engaged in research on atmospheric sciences and seismology. Korea meteorological administration (KMA) has established an advanced research and development center "CATER" for atmospheric sciences and earthquake. CATER has been managing and promoting the five major fields of research such as strategic meteorology, applied meteorology, climate change/countermeasure, earthquake, and research planning for CATER. Compared to 2006, CATER in 2007 has increased the funding by 7% and 5% for the climate change/countermeasure and the earthquake research fields, respectively. Also, the distribution rate of funding in 2007 has increased in 12% for basic research, 6% for university research organization, and 13% for the local area. CATER is trying to construct basic system and infrastructure for atmospheric sciences and earthquake research based on information technology. KMA has also a middle-term vision plan "World Best 365" for atmospheric science and earthquake research. These will give us a chance to become advanced nation in field of atmospheric sciences and seismology.

Applications of Seismic Disaster Simulation Technology on Risk Management

  • This paper introduces the applications of Taiwan Earthquake Loss Estimation System (TELES), which is developed by the National Center for Research on Earthquake Engineering (NCREE). Seismic disaster simulation technology (SDST) integrates geographical information system to assess the distribution of ground shaking intensity, ground failure probability, building damages, casualties, post-quake fires, debris, lifeline interruptions, economic losses, etc. given any set of seismic source parameters. The SDST may integrate with Taiwan Rapid Earthquake Information Release System (TREIRS) developed by Central Weather Bureau (CWB) to obtain valuable information soon after large earthquakes and to assist in decision-making processes to dispatch rescue and medical resources more efficiently. The SDST may also integrate with probabilistic seismic source model to evaluate various kinds of risk estimates, such as average annual loss, probable maximum loss in one event, and exceeding probability curves of various kinds of losses, to help proposing feasible countermeasures and risk management strategies.

  • The Earthquake Case Study and Disasters Information System based on GIS (MapECDIS 2002 for Windows), sponsored by Science and Technique Ministry of CHINA, is a GIS system developed to provide a tool for the government and the public to query and comprehend the disaster information (since 2221BC) and case study results (since 1966) of destructive earthquakes occurred in China. The system is expected to be useful for the earthquake forecast practice, the seismology research and earthquake disasters research as an applied assistant tool. The design idea and main functions of the system are introduced in the paper.

  • Earthquake disaster frequently happens in Shizuoka Prefecture and it is commonly predicted that a giant earthquake(Tokai Earthquake) could occur in the near future. When a giant earthquake happens, extensive damage of lifelines will be expected. It is considered that the collection of damage information and the establishment of a communication network system are very important in order to restore lifelines quickly. And geographic information system(GIS) might playa very important role to grasp the spatial information of lifeline damage in a natural disaster. The authors' group had a research project to study a lifeline restoration support system with image processing and ad hoc networking in a natural disaster. The objectives of this presentation are to introduce our project and to show some results of our study. The authors finally constructed the GIS for the integration of damage information acquired by image processing and ad hoc networking.

포항 지진과 일본 지진관리 업무 비교·분석 (Comparative Analysis of Earthquake Management in Pohang and Japan)

  • This study aims to create a disaster management system after an earthquake. Japan's earthquake disaster management system, including the Disaster Countermeasures Basic Act, addresses all of the disaster phases of prevention, mitigation, preparedness and emergency response as well as recovery and reconstruction with roles and responsibilities among the national and local governments clearly defined. Korea's earthquake disaster management system are including the Disaster Countermeasures Basic, but when the 9.12 earthquake occurred, problems such as insufficient early response, study on the earthquake lack were revealed. This study conducted a field survey and analyzed coping process after Po Hang earthquake. Therefore, this study have found that Disaster Management Headquarters are operated rapidly. They are coped with urgent safety inspection for damage facilities and soil liquefaction with advanced equipment. And The headquarters interviewed with victims. So they found out What the victims needed. However, when carrying out relief activities, Research of temporary housing and allocation of donations was not rapid. Further, this study have found that earthquake specialists were lack and disaster information transfer was not working. This study will be utilized as fundamental data in planning disaster management system after an earthquake.

Development of Earthquake Damage Estimation System and its Result Transmission by Engineering Test Satellite for Supporting Emergency

  • Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.

Earthquake risk assessment of underground railway station by fragility analysis based on numerical simulation

  • Korean society experienced successive earthquakes exceeding 5.0 magnitude in the past three years resulting in an increasing concern about earthquake stability of urban infrastructures. This study focuses on the significant aspects of earthquake risk assessment for the cut-and-cover underground railway station based on two-dimensional dynamic numerical analysis. Presented are features from a case study performed for the railway station in Seoul, South Korea. The PLAXIS2D was employed for numerical simulation and input of the earthquake ground motion was chosen from Pohang earthquake records (M5.4). The paper shows key aspects of earthquake risk for soil-structure system varying important parameters including embedded depth, supported ground information, and applied seismicity level, and then draws several meaningful conclusions from the analysis results such as seismic risk assessment.
