Korea is located away from plate boundaries which are not safe from earthquakes. However, having witnessed the large-scale earthquake in the Tangshan region in 1976 deemed as a safe plate, it should not be assured that Korea is absolutely safe from earthquakes. In addition, many seismologists have claimed that there indeed is a high possibility of earthquakes above mid scale that would occur in Korea. Because it is impossible to prevent earthquake, studies on seismic design and earthquake disaster control system are widely being conducted. However, studies on early response to earthquakes or recovery process are still very limited, and only a few studies for establishing earthquake damage evaluation system are being conducted. Thus, this study aimed to present essential data for establishing earthquake damage evaluation system that takes into account the real situation of structures in Korea. In this study, a nonseimically reinforced concrete apartment structure in Gangnamgu was selected as an standard type of such structures and its earthquake damage was estimated. The result of damage evaluation based on the derivation of vulnerability function and realtive story displacement was compared to that abtained using HAZUS Program Vulnerability Function.

This study proposes a new methodology of earthquake damage evaluation for R/C Buildings combined with shear and flexural failure systems, based on non-linear required strength spectrum. Part I shows a concept of methodology of earthquake damage evaluation, which is estimated on the basis of system ductility, non-linear required strength spectrum and remaining seismic capacity ratio.

In this study, the earthquake damage evaluation of a R/C frame building is carried out based on the method proposed in Part I. Using the proposed method, the earthquake damage of building system based on non-linear required strength spectrum can be effectively evaluated without using the detailed seismic evaluation methods, including non-linear dynamic analyses, capacity spectrum method, etc.

In this study we developed the visualization scheme of spatial ground-motion measurements in real time by using DSS data. Even though this scheme itself is useful for national earthquake mitigation plans, this scheme could be served as the crucial core for constructing rapid earthquake damage evaluation system. DSS is the abbreviation of Data Subscription Service and this is the pre-assigned request for the seismic stations to send very limited brief data with high priority and negligible transmission load. In addition to visualize the damage area with intensity, the corresponding epicenter can be estimated roughly for quick event alarm. For the interpolation of spatially irregular PGA data, the program, named as surface. of GMT was used with NetCDF grid file format. Since the grid file is similar to a postscript file, the program, called as shading, was coded with C language by using Matpak library in order to convert grid files into image files.

Fragility analysis is widely used for the seismic safety evaluation of a structure. In fragility analysis, damage evaluation is a crucial factor. Most of the present fragility analyses use the representative responses such as displacement and absorbed hysteretic energy as a tool of damage evaluation. But damage evaluation method that can represent the local damage of a structure is required in the case of piers of which the local damage can cause the whole failure of bridge system. Therefore this study proposes a damage index, which can represent the distribution and magnitude of local damage by using the Lee and Fenves'plastic-damage model. Using the proposed damage index, fragility curves and damage probability matrix of pier are produced and fragility analysis is performed.
Given the unpredictability of the occurrence of the earthquake and other potential disasters into consideration, the nuclear power plant may be confronted with beyond design-basis earthquake load in the future. The containment structure may be severely damaged under such severe earthquake loading, increasing the risk of containment concrete cracking and potential radioactive materials leaking. Moreover, initial damage caused by the earthquake may significantly alter the pressure performance of the containment under follow-up internal pressure. To compromise the dangers of beyond design-basis earthquake to the containment, an alternative of replacing the conventional concrete with fiber-reinforced concrete (FRC) to upgrade the seismic resistance capacity of the containment is attempted and thoroughly researched. In this study, the influence of various fiber types such as rigid fiber and mixed fiber is regarded to constitute fiber-reinforced PCCVs. The physical properties of traditional and fiber-reinforced PCCVs under earthquake ground motions are scientifically compared and identified by using traditional and proposed evaluation indices. The results indicate that both the traditional evaluation index (i.e. top displacement, stress, strain) and the proposed damage index are greatly reduced by the practice of fiber strengthening under earthquake ground motions.

The essential information elements for the Earthquake Damage Evaluation System (EDES) of highway bridges are defined in this study, and a database construction method, which fits the circumstances of Korea, is proposed. The information elements for the EDES of highway bridges are categorized in two groups: structure related information, location related information. The structure related information is composed of the fragility curve information which is necessary for earthquake damage evaluation of highway bridges. The data structure of road network, which represents the location related information, is defined in more detail than the existing GIS-based data structure of road network for modeling of junctions. A pilot GIS-based EDES subjected to 110 bridges on expressway in Korea is developed, and it is verified that the proposed database construction method for the EDES can be used to develop a decision making system for quick retrofitting of the seismic damages of highway bridges and road network.

The perception of earthquake in Korea has changed due to the earthquake that occurred in Gyeongju and Pohang, and the earthquake has become an important factor in infrastructure management. Damage to infrastructures in the event of an earthquake is extensive. In particular, damage to infrastructures that perform public function used to spread to the whole area. From the point of view of earthquake disaster prevention, it is very important for the public to define what infrastructures are important management targets and to prepare a countermeasure. In this study, we propose a method to evaluate the importance of infrastructure to effectively manage infrastructures for earthquakes. For this purpose, important factors for the railway bridges, power generation and electric power facilities, and apartment complexes are suggested. AHP analysis is conducted to suggest priorities. In addition, the evaluation criteria for infrastructure importance are presented.

This study introduces a newly developed PC non-bearing wall system to prevent the damage of RC wall-type apartments that have been heavily damaged by the 2017 Pohang Earthquake. In order to evaluate the performance of the developed PC non-bearing wall system, a static cyclic test is conducted. The prototype of test specimen is from the RC wall-type apartment which has been severely damaged by the 2017 Pohang Earthquake. The specimen with the conventional non-bearing wall system showed the similar damage of RC wall type apartment suffered from the Pohang Earthquake. In case of the specimen with the developed PC non-bearing wall system, cracks and damages were not transmitted between the walls due to the seismic slit and there were almost no cracks in the non-bearing walls. Therefore, the proposed non-bearing wall system, separated from the structural walls, could prevent spreading cracks to bearing walls and make it possible to effectively control damage due to earthquake loads.

This paper proposes damage indices efficient on evaluating the seismic safety of cable-stayed bridges, especially dual-plane, cable-stayed bridges with H-type pylons. The research assumes that the location of accelerometers is already defined as given in the 2017 Ministry of the Interior and Safety (MOIS) guideline. In other words, the paper does not attempt to suggest optimal sensor location for the seismic safety evaluation of cable-stayed bridges. The proposed damage indices are based on those for building structures widely applied in the field already. Those include changes in natural frequencies and changes in relative lateral displacements. In addition, the study proposes other efficient damage indices as the rotation changes at the top of pylons and in the midspan of the girder system. Sensitivity analysis for various damage indices is performed through dynamic analysis using selected earthquake ground motions. The paper compares the effectiveness of the damage indices.
