Governance of A Public Platform Project in the Context of Digital Transformation Focusing on the 'Special Delivery' (공공플랫폼 구축사업의 거버넌스: 경기도 배달플랫폼 '배달특급'의 사례를 중심으로)

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

  • This paper discusses some requirement issues of future global e-trade. Korea has been making lots of efforts on e-trade promotions and many research results support that the performance of e-trade should be increased. There are still many unsolved issues as well as future demands in this area. In this paper, we propose some e-trade requirements for next generation and those are e-trade governance, collaboration enhancement among trading participants, the utilization of e-trade documents repository, the expansion of global e-trade network, and e-trade intelligence just to name a few. For each requirement, we propose some research topics as well as practical implications for improving the performance of global e-trades. One can find some useful thoughts for the future research based on the propositions made by this paper.

  • As increasing IT investments in corporate decision makers' locus move from application level to organizational level. However, many companies still don't have a structured IT decision makings architecture. According to existing IT governance research, although companies are included in similar environment, size, and industry they have a variety of IT governance modes because of not single contingency factor but multiple contingencies factors. The goal of this study is to suggest key IT activities and contingency factors which affect IT decision makings architecture based on existing IT governance studies, to develop an IT governance research model with multiple contingencies theory, and to articulate IT governance architectures of small or medium sized companies in Korea. Through extracting a desirable IT governance framework, our research is going to help to increase companies' value.

  • The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.

A Longitudinal Study on the Effects of the Governance Structure of MRO e-Marketplace on Purchasing Performance (MRO e-Marketplace의 지배구조와 구매업무성과에 관한 종단적 연구)

  • This study focuses on MRO e-Marketplace and attempts to research how companies select the structure of e-Marketplace governance and how it influences purchasing performance. Furthermore, a longitudinal study is conducted to analyze the dynamic relationship between variables in our research model. The research gives the following results. First, as the utilization level of e-Marketplace increases, the level of relational exchange between purchasing company and e-Marketplace increases. The increased utilization level enhances purchasing efficiency rather than reducing purchasing price. Secondly, as the level of relational exchange between purchasing companies and e-Marketplace increases, system integration increases, whereas supply externality decreases. Accordingly, system integration improves purchasing efficiency, whereas the low supply externality does not help lower purchasing price. Third, compared to the initial growth stage, the stable stage of e-Marketplace has the significantly increased level of relational exchange and purchasing efficiency through system integration, rather than the reduction of purchasing price by supply externality.

  • This paper explores, explains and describes a framework for analyzing collaborative governance, decent work and innovation as fundamental elements of sustainable workplaces through case study of Philippine science and technology (S & T) parks. Rules, or the legal infrastructure, are particularly significant considerations that facilitate or hinder collaboration. Industrial relations/human resource (IR/HR) practices are essential to collaboration and decent work. Employee consultation and labor-management council or committee are examples of IR/HR practices that might contribute to collaboration and decent work in firms and workplaces in S & T parks as they are team approaches to production, too. Collaboration and decent work enhance the capacity to innovate. In the long run, collaborative governance, decent work and innovation tend to converge in the concept of sustainable development. The interdependencies and interactions among collaborative governance, decent work and capacity to innovate in firms operating in S & T parks make possible new solutions to new problems (i.e., innovation) and, thus, sustainable workplaces.

Examining China's Internet Policies through a Bibliometric Approach

  • In order to understand China's internet governance, this paper examined 1,931 Internet policies of China by bibliometric techniques. Specifically, the bibliometric techniques include simple document counting, co-word analysis, collaboration network analysis and citation analysis. The findings include: (1) China's Internet legislations mainly emphasized e-commerce and Internet governance, and, to some extent, neglected personal data protection; (2) China's Internet is under intensive multiple regulatory controls by central government. A large number of government agencies are involved in Internet policy-making. The Propaganda Department of the Central Committee of the Communist Party of China and the State Information Leading Group of the State Council, enforced fewer policy documents, but occupy higher positions in the Internet governance hierarchy; (3) China's Internet legislation system is primarily composed of industry-specific administrative rules, rather than laws or administrative regulations. Nevertheless, laws and administrative regulations received significantly more citations owing to their superior force. This paper also discussed current gaps in China's internet governance and how the country's internet policies are situated in the broader global context.

  • In order to strengthen the protection of information, public institutions have introduced information security governance system. Public institutions recognizes the importance of information security governance system, and have striven to establish information security governance by establishing institutions and making policies. In this paper, in order to investigate ways that will be the basis for the establishment of information security governance in public institutions, we studied the necessity and model of information security governance. Also, by studying the government policies and cases, we proposed the direction of the policy.

  • As e-commerce has led to profound changes in the way economic transactions are made and has spurred the rapid integration of global markets, governance of e-commerce has emerged as an important policy agenda around the globe. Given the broader social and economic implications of e-commerce, it is of no surprise that the rule-making process for global e-commerce has increasingly captured the attention of scholars. Despite the substantial contributions to understanding this process, a review of the literature reveals some weaknesses in the study of emerging forms of governance in global e-commerce. This paper addresses these weaknesses and proposes an alternative theoretical framework that underscores the role of ideas and discourse in the global rule-making process.
