Enhancing the performance of maritime wireless communication has been highlighted by the issue of cell planning in the sea area because of lack of an appropriate Propagation Loss Model (PLM). To resolve the cell planning issue in vast sea areas, it was essential to develop the (PLM) matching the intended sea area. However, there were considerable gaps between the prediction of legacy PLMs and field measurement in propagation loss and there was a need to develop the adjusted PLM (A-PLM). Therefore, cell planning was performed on this adjusted model, including modification of the base station's location, altitude, and antenna azimuth to meet the quality objectives. Furthermore, in order to verify the availability of the cell planning, Communication Service Quality Monitoring System (CS-QMS) was developed in the LTE-Maritime project to collect LTE signal quality information from the onboard equipment at regular intervals and to ensure that the service quality was high enough to satisfy the goals in each designated grid. As a result of verification, the success rate of RSRP was 95.7% for the intensive management zone (IMZ) and 96.4% for the interested zone (IZ), respectively.

Over the past decades, information and communication service providing safe and efficient navigation have been tried in maritime area. However, there were provided different ways such as different protocol or different policy. It made hard to serve efficiently. The introduction of MSI as a part of e-navigation development can be a kind of concepts to solve this problem. This paper tries to suggest a conceptual design of onboard application middleware to be able to communicate the shore-side maritime safety information system, take into account the reuse of open-source software.

The Ministry of Oceans and Fisheries is providing maritime safety services through the operation of the Korean e-Navigation service, and research is continuously needed to improve reliability and quality to secure the competitiveness of the system. In order to secure such competitiveness, we presented the basic design for the big-data maritime information gateway system for minimizes thereal-time operation impact of the Korean e-Navigation service, and a theoretical hardware structure diagram including pseudonymization procedures to implement the overall system and solve privacy security issues. However, the proposed structure diagram and design include only the overall concept, to link real-time maritime information, required detailed privacy security method to satisfy the Privacy Act of the Republic of Korea. To solve this problem, this study will identify factors to violate the Privacy Act within the real-time maritime information(privacy of shipowner, shipping company, captain, navigator, fisherman, etc.) linked by the big-data maritime information gateway system, and research the method to link the secured information to other institutions by encrypting identified the factors.
Currently, the crew working on a ship is required to carry a seafarer's book in most countries around the world, including the Republic of Korea (ROK). Yet, many fishermen working in the international waters of the ROK do not abide by this rule as the procedure of obtaining it is rather inconvenient or they do not understand the necessity or the benefits of having it. Also, as the regulation of carrying the certificate has been strengthened, it is important for them to avoid making a criminal record unintentionally. This study discusses the digitalization of the seafarer's book based on several security measures in addition to BLE Beacon-based positioning technology, which can be useful for the e-Navigation. Normally, seamen's certificates are recorded by the captain, medical institution, or issuing authority and then kept in an onboard safe or a certificate cabinet. The material of the certificates is a cloth that can withstand salinity as the certificate could be contaminated by mold. In the past, the captains and their crews were uncooperative when the ROK's maritime police tried to inspect several ships simultaneously because of the time and cost involved. Thus, a system with which the maritime police will be able to conveniently manage the crews is proposed.
The significance of PNT information in the fourth industrial revolution is viewed differently in relation to the past. Autonomous vehicles, autonomous vessels, smart grids, and national infrastructure require sustainable and reliable services in addition to their high precision service. Satellite navigation system, which is the most representative system for providing PNT information, receive signals from satellites outside the earth so signal reception power is low and signal structures for civilian use are open to the public. Therefore, it is vulnerable to intentional and unintentional interference or hacking. Satellite navigation systems, which can easily acquire high performance of PNT information at low cost, require alternatives due to its vulnerability to the hacking. This paper proposed R-Mode (Ranging Mode) technology that utilizes currently operated navigation and communication infrastructure in terms of Signals of OPportunity (SoOP). For this, the Nationwide Differential Global Navigation Satellite System (NDGNSS), which currently gives a service of Medium Frequency (MF) navigation signal broadcasting, was used to validate the feasibility of a backup infrastructure in domestic maritime areas through simulation analysis.

In today's technology environment, most big data-based applications and solutions are based on real-time processing of streaming data. Real-time processing and analysis of big data streams plays an important role in the development of big data-based applications and solutions. In particular, in the maritime data processing environment, the necessity of developing a technology capable of rapidly processing and analyzing a large amount of real-time data due to the explosion of data is accelerating. Therefore, this paper analyzes the characteristics of NiFi, Kafka, and Druid as suitable open source among various open data technologies for processing big data, and provides the latest information on external linkage necessary for maritime service analysis in Korean e-Navigation service. To this end, we will lay the foundation for applying open data framework technology for real-time data processing.

Recently, the development of Maritime Service Portfolios (MSPs) for the safe navigation of ship has been discussed internationally. For the successful service of the MSPs, first of all, studies for the standardization about the structure and data structure of MSPs should be preceded. Also, it is necessary to evaluate and assess whether the services are effective for safe navigation, and provided data and portrayal methods are proper. However, because great dangers will be accompanied when untested MSPs about their effectiveness and safety are applied in real ship navigation, it is necessary that effectiveness and safety of the MSPs should be proven under various navigational conditions and environments by simulation. In this paper, we propose a 3D navigation simulation system using desktop PC environment, which is proper for evaluating the effectiveness of MSPs. The system consists of three modules which are simulation scenario editor, 3D visualization of navigational environment and 2D navigational equipment. The scenario editor module provides an environment setting for simulation, such as properties, routes and positions of vessels and aids to navigations. It also provides functions to create a scenario for the simulation to operate. Additionally, the 3D visualization module provides 3D navigational environment which shows interplay between geographical and navigational environment based on the created scenario. The 2D navigational equipment module provides visualization functions of various navigational equipment, shows the interaction between ship's navigational equipment and ship's environment. The simulation scenario, in which various kinds of ships are routing in the port, is created by the developed simulation system, and experimented whether this developed system is appropriate to evaluate and assess the MSPs developed by the International Maritime Organization.

In this paper, we propose the design and implementation of the system that is predicting the failure of ballast water treatment system by analysing its sensor datum and is reserving the most effective service center for sellecting the repair location on the way to the destination port. These data are collected in real time during draining or filling up the sea water from/to the ship, and it is essential to preliminarily repair the equipment showing unstable characteristics by analyzing the normal and abnormal data characteristics. We proposed a software platform for predicting and repairing faults by selecting the most efficient repair center based on this e-Navigation while the vessel is navigating to the next destination port. This system, as announced by the IMO Convention for the Prevention of Marine Pollution in 2017, provides a stable economic impact from stable cargo operation and stable out/in from/to port and marine ecosystem.
The delay due to congestion has recently attracted widespread attention with the analysis of over-all operation at the port. But, the complexity of the situation is evident in view of the large number of factors which impinge on the considerable end. Queueing theory is applicable to a large scale transportation system which is associated with arrivals of vessels in a large port. The attempt of this paper is to make an extensive analysis of the port transport system and its economic implications from the viewpoint that port is one of the physical distribution facilities and a kind of queueing system which includes ships and cargoes as port customer. By analyzing the real data on the Port of Pusan, it is known that this port can be represented as a set of multi-channel with identical setof Poisson arrival and Erlang service time, and also it is confirmed that the following formula is suitable to calculate the mean delay in this port, namely, $W_4={\frac{\rho}{\lambda(1-\rho)} {\frac{e_N(\rho{\cdot}N)}{D_{N-1}(\rho{\cdot}N)}$ where, ${\lambda}$: mean arrival rate $\mu$: mean servicing rate; N: number of servicing channel; ${\rho}$: utillization rate (${\lambda}/N{\mu}$) $e_N$: the Poisson function Coming to grips with the essentials of the cost of delay due to congestion, a simple ship journey cost model is adopted and the operating profit sensitivity to variation in port time is examined, and for purpose of a future development for port princing service the marginal cost is approximately calculated on the basis of queueing theory.
