The purpose of this paper is to develop the qualification system of instructional designer in e-Learning field in order to provide e-learning experts for industry. The shortage of human resources is a serious problem in the e-learning industry. The following set of objectives were formulated to fulfill the study purpose. First, analyze the present situations and suggestions of the e-learning expert. Second, to analyze current states of private qualification administration/qualification administration authorization in e-learning field. Third, analyze the needs of universities and companies in e-learning qualification administration. Finally, based on the above three objectives, the study developed the practical qualification system, job analysis, methods and questions for an examination of e-learning instructional designer.

Among these, role of government policies for fostering of human resources for e-learning industry is being particularly emphasized because e-learning industry is still at its infant stage.

Education is essential for specialists in charge terminal care of cancer patients. In the second 10-year plan to conquer cancer under the Cancer Control Act, the Korean government announced a plan to train more hospice and palliative care (HPC) specialists based on quantitative HPC expansion. Specifically, the government aims to develop e-learning programs to foster social workers in HPC, following those offered to doctors and nurses. In HPC, social workers have served a vital role in helping patients overcome psychological and social issues. As professionals, they have carried out their responsibilities and played their part in the field to help HPC to take root and be institutionalized in Korea. To date, it has been difficult to obtain practical knowledge and skills for social workers due to the lack of systematic training program. Development of an e-learning program for social workers, as proposed in this study, should strengthen social workers in charge of terminally-ill cancer patients in terms of their identity, expertise, and practical skills in clinical setting and improve their access to education. We also hope the program to be further developed by the government by introducing an education system that offers refresher courses to guarantee social workers' continued expertise through.

This study, according as the limits on learning and unsatisfaction about e-learning are emerging and the structural contradictions of the e-learning industry are continuing, was carried out to present the policy alternatives for solving these. In this study, we study and analysis on e-Learning based Information Security curriculum. e-Learning based university education courses will be much more established in Korea based on advanced IT technology. Computer related majors such as 'Computer Science' and 'Software' can be easily combined with e-Learning system. And Advanced Information Security Expert (AISE) educational course must be broadly opened for satisfying national requirements. In this study, we analyze e-Learning course on Information Security major based on off-line curriculum and suggest new model for further research.

The purpose of the research is to investigate the perception of corporate and e-Learning institute on ubiquitous society and learning environment in the context of human resource development. In addition, the study aims to analyze their recognition of u-Learning's components into the level of significance and actualization. The total of 118 institutes were participated in the research survey among the 144 e-learning certified institutes from the Ministry of Labor. The research includes the results of survey and implications on the area of human resource development.

The purpose of this study is to investigate operating practices of human resources nourishing institutions and analyze the degree of satisfaction to the e-learning learners in Busan. This study adopted a questionnaire method in research of 70 human resources nourishing institutions and 758 e-learning learners in Busan area for empirical analysis. Techniques used in analyzing data was frequency analysis. SPSS for windows programs were applied in the analysis. The major findings of this study are as follows. First, it is found that there is a widespread affirmative perceptions in the fields of both operating practices and satisfaction on e-learning. Second, however, it is also found that more efforts needed to be made in some areas such as method for effective e-learning and the management of programs, and more concerns should be need to the age group of fifty-over. These groups are short of understanding and acceptance of e-learning environment.

Construction Industry has become bigger, sophistication and specialization. At the same time, the concerns of Construction Management for achieving the goal of quality, cost & air are getting higher. Therefore it is demanded technology to conduct the CM works continuously in the Industrial world and be in process of education to train specialists. Studies are also been doing for it. But infrastructure circumstances are insufficiency comparing with the interests of construction industry. It is needed the scheme of education system to improve the above mentioned problem and to raise education quality standards. Consequently, the study is for E-learning education system. Because this system can help to save cost and to overcome the limits of time and spaces for existing off-line education. The study will present e-learning system architecture model to activate Construction Management education considering the distinctive features of CM.
