Soil Moisture Estimation and Drought Assessment at the Spatio-Temporal Scales using Remotely Sensed Data: (II) Drought (원격탐사자료를 이용한 시⋅공간적으로 분포되어 있는 토양수분산정 및 가뭄평가: (II) 가뭄)

  • Based on the soil moisture data assimilation suggested in the first paper (I), we estimated root zone soil moisture and evaluated drought severity using remotely sensed (RS) data. We tested the impacts of various spatial resolutions on soil moisture variations, and the model outputs showed that resolutions of more than 2-3 km resulted in over-/under-estimation of soil moisture values. Thus, we derived the 2 km resolution-scaled soil moisture dynamics and assessed the drought severity at the study sites (Chungmi-cheon sites 1 and 2) based on the estimated soil/root parameters and weather forcings. The drought indices at the sites were affected mainly by precipitation during the spring season, while both the precipitation and land surface characteristics influence the spatial distribution of drought during the rainy season. Also, the drought severity showed a periodic cycle, but additional research on drought cycles should be conducted using long-term historical data. Our proposed approach enabled estimation of daily root zone soil moisture dynamics and evaluation of drought severity at various spatial scales using MODIS data. Thus, this approach will facilitate efficient management of water resources.

Evaluation of the past and future droughts using Standardized Precipitation Index (SPI) and Effective Drought Index (EDI) in the western region of Chungnam Province (SPI와 EDI를 이용한 충남 서부지역 과거와 미래 가뭄 평가)

  • The drought has occurred from the past, and has caused a lot of damage. It is important to analyze the past droughts and predict them in the future. In this study, the temperature and precipitation of the past and the future from climate change RCP 4.5 and 8.5 scenarios were analyzed for Seosan and Boryeong in the western region of Chungnam Province, which is considered as a drought-prone area on the Korean Peninsula. Comparing Standardized Precipitation Index (SPI) and Effective Drought Index (EDI) based on the past droughts, EDI was verified to be more suitable for the drought assessment. According to RCP 4.5, the frequency and intensity of droughts in the early future (2021~2060) were expected to increase and to be stronger. Particularly, severe droughts were predicted for a long time from 2022 to 2026, and from 2032 to 2039. Droughts were expected to decrease in the late future (2061~2100). From RCP 8.5, drought occurrences were predicted to increase, but the intensity of the droughts were expected to decrease in the future. As a result of evaluation of the frequencies of droughts by seasons, the region would be most affected by fall drought in the early future and by spring drought in the late future according to RCP 4.5. In the case of RCP 8.5, the seasonal effects were not clearly distinguished. These results suggest that droughts in the future do not have any tendency, but continue to occurr as in the past. Therefore, the measures and efforts to secure water resources and reinforcement of water supply facilities should be prepared to cope with droughts.

Application of SAD Curves in Assessing Climate-change Impacts on Spatio-temporal Characteristics of Extreme Drought Events (극한가뭄의 시공간적 특성에 대한 기후변화의 영향을 평가하기 위한 SAD 곡선의 적용)

  • In this study, the impact of climate change on extreme drought events is investigated by comparing drought severity-area-duration curves under present and future climate. The depth-area-duration analysis for characterizing an extreme precipitation event provides a basis for analysing drought events when storm depth is replaced by an appropriate measure of drought severity. In our climate-change impact experiments, the future monthly precipitation time series is based on a KMA regional climate model which has a $27km{\times}27km$ spatial resolution, and the drought severity is computed using the standardized precipitation index. As a result, agricultural drought risk is likely to increase especially in short duration, while hydrologic drought risk will greatly increase in all durations. Such results indicate that a climate change vulnerability assessment for present water resources supply system is urgent.

Projected Future Extreme Droughts Based on CMIP6 GCMs under SSP Scenarios (SSP 시나리오에 따른 CMIP6 GCM 기반 미래 극한 가뭄 전망)

  • In recent years, climate change has been responsible for unusual weather patterns on a global scale. Droughts, natural disasters triggered by insufficient rainfall, can inflict significant social and economic consequences on the entire agricultural sector due to their widespread occurrence and the challenge in accurately predicting their onset. The frequency of drought occurrences in South Korea has been rapidly increasing since 2000, with notably severe droughts hitting regions such as Incheon, Gyeonggi, Gangwon, Chungbuk, and Gyeongbuk in 2015, resulting in significant agricultural and social damage. To prepare for future drought occurrences resulting from climate change, it is essential to develop long-term drought predictions and implement corresponding measures for areas prone to drought. The Intergovernmental Panel on Climate Change (IPCC) Sixth Assessment Report outlines a climate change scenario under the Shared Socioeconomic Pathways (SSPs), which integrates projected future socio-economic changes and climate change mitigation efforts derived from the Coupled Model Intercomparison Project 6 (CMIP6). SSPs encompass a range of factors including demographics, economic development, ecosystems, institutions, technological advancements, and policy frameworks. In this study, various drought indices were calculated using SSP scenarios derived from 18 CMIP6 global climate models. The SSP5-8.5 scenario was employed as the climate change scenario, and meteorological drought indices such as the Standardized Precipitation Index (SPI), Self-Calibrating Effective Drought Index (scEDI), and Standardized Precipitation Evapotranspiration Index (SPEI) were utilized to analyze the prediction and variability of future drought occurrences in South Korea.

Hydrological Drought Assessment of Agricultural Reservoirs based on SWSI in Geum River Basin (SWSI에 기반한 금강권역 농업용 저수지의 수문학적 가뭄평가)

  • This study proposes a method to evaluate agricultural reservoirs drought by modifying SWSI (Surface Water Supply Index). The method was applied to Geum river basin and the results were represented as spatially distributed information. The SWSI evaluates hydrological drought of watershed unit by selectively applying one or all of the components of snowpack, precipitation, streamflow and reservoir storage. South Korea has 22 % of agricultural area, and rice paddy covers 64 % among them. Usually paddy fields scattered along stream are irrigated by so many small agricultural reservoirs. It is difficult to evaluate agriculture drought by the little information and large number of agricultural reservoirs. In this study, seven agricultural reservoirs over 10 million ton storage capacity were selected in Geum river basin, and the SWSI was evaluated for both upstream and downstream of the reservoirs using 16 years data (1991-2006). Using the results, multiple regression analyses with precipitation and reservoir storage as variables were conducted and the equations were applied to other watersheds. The spatial results by applying regression equations showed that the severe and moderate drought conditions of July and September in 1994, June in 1995, and May in 2001 were well expressed by the watershed unit.

Effects of Clime Change on Spatio-Temporal Behavior of Drought Using SAD Analysis (SAD 해석을 이용한 기후변화가 가뭄의 시공간적 거동에 미치는 영향분석)

  • In this study, the impact of climate change on the spatio-temporal behavior of extreme drought events is investigated by comparing drought severity-area-duration curves under present and future climate conditions. In our climate-change impact experiments, the future climate is based on two GCMs(CGCM3.1-T63 and CSIRO-MK3.0). As a result, in the case of CGCM3.1-T63 future drought events are similar to the present, but in the case of CSIRO-MK3.0 future drought risk is likely to increase. Such results indicate that a climate change vulnerability assessment for present water resources supply system is urgent.

Development of Potential Drought Damage Index for socio-economic drought damage assessment (사회경제적 가뭄피해평가를 위한 잠재가뭄피해지수 개발)

  • 최근 기후변화에 따른 기상이변으로 전 세계적으로 가뭄피해가 증가하고 있다. 기존의 가뭄지수들은 자연현상만을 분석하여 가뭄의 심화정도를 나타내고 있다. 하지만 도시개발에 따른 도시화가 진행됨에 따라 인문 사회적 요소들이 서로 얽혀서 결합되어 단순히 자연현상만으로는 가뭄재해를 표현하기 어려워지고 있다. 본 연구에서는 복원력개념을 고려한 사회경제적 가뭄지수를 개발하고자 하였다. 복원력개념을 도입하기 위해서 가뭄위험지수, 가뭄대응능력 지수, 가뭄취약성 지수를 산정하였다. 가뭄위험지수로는 SDI(Streamflow Drought Index)를 사용하였으며, 사회 경제적 가뭄을 판단하기 위해서 적합 가뭄지속기간을 고려하였다. 대응능력 지표로는 인문, 사회적 요소와 생활, 농업, 공업용수 공급량, 지하수 함양량을 고려하였다. 취약성 지표로는 인문 사회적 요소와 생활, 농업용수 부족량, 기상요소를 고려하였다. 각 요소의 가중치는 AHP분석을 통해 산정하였다. 산정된 SDI(Streamflow Drought Index), 가뭄대응능력지수, 가뭄취약성지수를 표준화하여 잠재가뭄피해지수 PDDI(Potential Drought Damage Index)를 산정하였으며, 실제 가뭄 기간을 참고하여 등급화를 실시하였다. 그 후, 단순강우를 고려한 SPI(Standardized Precipitation Index)와 강우와 증발산량을을 고려한 RDI(Recommaissamce Drought Index)와의 비교를 통하여 복원력 개념을 고려한 잠재가뭄피해지수의 필요성을 확인하였다.

Assessment of Drought Effects on Groundwater System in Rural Area using Standardized Groundwater Level Index(SGI) (표준지하수위지수(SGI)를 이용한 농촌지역 지하수계의 가뭄 영향 평가)

  • This study is aimed to quantitatively evaluate the effects of drought on groundwater system in rural areas. For this purpose, the standardized groundwater level index (SGI) was used for 68 groundwater monitoring wells. To determine accumulation period (AP) which represents the month with the highest correlation coefficient between SGI and SPI, correlation analysis between the two for 68 wells were peformed. The results indicated the AP values ranged in 1~3 months for most of the well, but it was 7~10 months in some wells. These results can be interpreted such that the total amount of groundwater will not decrease significantly in long-term drought situations unlikely the reservoirs with the high AP values. The nationwide maximum AP values were 4.1 and 4.0 in Chungbuk-do and Gyeongnam-do, while the minimum AP values were 1.8 and 2.0 in Gangwon-do and Chungnam-do, respectively. The maximum and minimum values of correlation coefficient were 0.623 and 0.459 in Gyeongnam-do and Chungnam-do/Chungbuk-do, respectively. Consequently, it could be concluded that the wells with low AP value tend to respond to short-term drought, but it has little effect on groundwater system when the long drought occurs.

Development of Suitable Sites Assessment Criteria for Agricultural Subsurface Dam for drought Management using Analytic Hierarchy Process (AHP) (가뭄대비 농업용 지하댐 적지 평가 지표 개발 - 계층분석과정의 적용 -)

  • Climate change has often resulted in severe droughts in a rice-farming season (i.e., April to June), and the large amount of water resources were needed to cope with droughts during the season. Therefore, the subsurface dam, which is able to store groundwater resources in the alluvium aquifer, has been considered to be an alternative for securing more groundwater resources. In this study, suitable sites assessment criteria for agricultural subsurface dam using analytic hierarchy process (AHP) were established for adequate drought management. Moreover, the criteria were applied to the existing five agricultural subsurface dams to verify their applicability of groundwater supply for each subsurface dam. The assessment criteria were divided into three major categories (geology, hydrology and business condition) and classified to 12 individual sub-categories with weighting. From the assessment, Ian subsurface dam and Wooil subsurface dam were identified as the best and the worst suitable site, respectively, and this result was in accordance with the average amount of annual groundwater supply by each subsurface dam during the period of 2011-2017.

Drought risk assessment considering regional socio-economic factors and water supply system (지역의 사회·경제적 인자와 용수공급체계를 고려한 가뭄 위험도 평가)

  • Although drought is a natural phenomenon, its damage occurs in combination with regional physical and social factors. Especially, related to the supply and demand of various waters, drought causes great socio-economic damage. Even meteorological droughts occur with similar severity, its impact varies depending on the regional characteristics and water supply system. Therefore, this study assessed regional drought risk considering regional socio-economic factors and water supply system. Drought hazard was assessed by grading the joint drought management index (JDMI) which represents water shortage. Drought vulnerability was assessed by weighted averaging 10 socio-economic factors using Entropy, Principal Component Analysis (PCA), and Gaussian Mixture Model (GMM). Drought response capacity that represents regional water supply factors was assessed by employing Bayesian networks. Drought risk was determined by multiplying a cubic root of the hazard, vulnerability, and response capacity. For the drought hazard meaning the possibility of failure to supply water, Goesan-gun was the highest at 0.81. For the drought vulnerability, Daejeon was most vulnerable at 0.61. Considering the regional water supply system, Sejong had the lowest drought response capacity. Finally, the drought risk was the highest in Cheongju-si. This study identified the regional drought risk and vulnerable causes of drought, which is useful in preparing drought mitigation policy considering the regional characteristics in the future.
