The Effects of COVID-19 on Unemployment in Realising Sustainable Development Goals: Evidence from Malaysia

  • The coronavirus (COVID-19) pandemic poses disastrous effects on human lives and hinders global efforts to realize the Sustainable Development Goals (SDGs) by 2030. The study examined the effects of the pandemic on unemployment toward realizing the SDGs. The downsizing and collapse of businesses have forcibly left many unfortunate Malaysians jobless and without income. The situation may directly influence government efforts to achieve SDG 8 'Decent work and economic growth', which indirectly affects SDG 1 'No poverty', SDG 2 'Zero hunger', and SDG 3 'Good health and well-being'. Pre-and post-pandemic assessments on unemployment and retrenchment level by sector were performed by adopting observation and data comparison methods. Critical findings revealed that the unemployment rate has risen among males and females and the youth, as well as the number of retrenchments. The services sector, specifically the wholesale, retail, trade, and hotel industry showed the highest number of retrenchments. Some important unemployment issues were also covered in this study, including the demand for employment, the role of government and business, and the effect of the gig economy on the current employment landscape. The avenue for future studies can focus on additional societal effects that could prevent the country from attaining the SDGs by 2030.

  • This paper is concerned with unveiling the responsiveness of large Korean firms to external shock by examining corporate restructuring in terms of production and organization. Throughout empirical research, I speculate on how corporate restructuring influences and relates to corporate teaming and adaptation. The main findings of this research are as follows. First, the restructuring of business structure was expected to strengthen core competencies and improve profitability and the restructuring of organizational structure to make it possible for responding more quickly to radical changes in its business environment. Second, both downsizing and employment adjustment have assisted the firm with unlearning obsolete practices, preconditions necessary for effectively accomplishing new teaming practices. Third, both the spatial reorganization of production activities and process innovation require and involve learning processes. In conclusion, it claims that corporate restructuring can be seen as a powerful loaming tool, particularly in the context of radical economic change.

An Impact Analysis of Call System of Agricultural Extension Services in Korea (농촌지도사업의 콜센터 운용효과 분석)

  • The objective of the study was to evaluate the impact of the Call System of agricultural extension services in Korea. The respondents were satisfied on the speedy solution (74.5%), consultation (88.4%), and accessibility (79.7%) of the call system. However, satisfaction of farmers on in-depth consultation was higher (74.3%) than the satisfaction rated by the public servants of RDA (48.9%). Both groups replied positively (70.4%) on the need for expansion of the call system. The analyses of the results leads to a conclusion that there is a need to increase marketing on the importance of RDA's Call System to customers of agricultural extension and to improve accessibility through expansion of the system in other areas. These could solve the decreasing number of extension professionals and improve the quality and efficiency of extension services. These analyses may be useful as bases for a nationwide Call System that connects the center with other districts and for planning a renovation of information-oriented agricultural extension services. The issue that needs improvement is to abandon the grounds of agricultural technology information provider and respond to the customers' needs efficiently by building an established Call System which can minimize the side effect of the trends of reforming and downsizing the organization. It is needed to develop a unified management Call System of agricultural technology information that could provide real-time information, and database the results simultaneously for use as feedback to the Rural Development Programs. Related laws and policies need to be improved to establish a nationwide information network that maximizes the current network in agricultural regions to spread information, to provide institutional support, and to encourage development of training system and research and development by concerned institutes.

  • Recently there is a used a word-outsourcing-in the corporation circumstance. Continuous recession impelling with IMF permitted restructuring measures downsizing unnecessary organization and offered opportunity to breakup structure of 'High cost and Low efficiency' -inefficient and uneconomic production method- in our corporation. Due to the effect of such circumstance change, the construction industry have already introduced and implemented outsourcing in many parts. For successful outsourcing in the construction industry, a mutually close relations and the cooperation are preceded and JIT system is needed to improve these relations. The study recognizes the importance and proportion that outsourcing is occupyed in the construction industry, and suggests the method to improve the productivity by evaluating the factors and usefulness for JIT system to apply to the construction industry.

  • Maritime and Ocean Engineering Research Institute (MOERI), a branch of KORDI, has designed and manufactured a model of an autonomous underwater vehicle (AUV) named ISiMI (Integrated Submergible for Intelligent Mission Implementation). ISiMI is an AUV platform to satisfy the various needs of experimental test required for development of challenging technologies newly investigated in the field of underwater robot; control and navigational algorithms and software architectures. The main design goal of ISiMI AUV is downsizing which will reduce substantially the operating cost compared to other vehicles previously developed in KORDI such as VORAM or DUSAUV. As a result of design and manufacturing process, ISiMI is implemented to be 1.2 m in length, 0.17 m in diameter and weigh 20 kg in air. A series of tank test is conducted to verify the basic functions of ISiMI in the Ocean Engineering Basin of MOERI, which includes manual control with R/F link, auto depth, auto heading control and a final approach control for underwater docking. This paper describes the implementation of ISiMI system and the experimental results to verify the function of ISiMI as a test-bed AUV platform.

  • For a long-term mine development plan, the determination and design of mine tunnel size are very important because it is the basis of plans for equipment, transportation and operation. The ${\bigcirc}{\bigcirc}$ mine has had a difficulty in changing the mining plan due to the design of the tunnels with an emphasis on productivity improvement, and much effort was needed to maintain the mine tunnel. In this study, we designed the mine tunnel with optimized tunnel span considering the mechanical properties of rockmass and established the support plan. To do this, the estimation of the mechanical parameters(Swelling pressure, deformation coefficient and earth coefficient), field investigations and various analyses were carried out. As a result, it was necessary to consider the downsizing of the tunnel section in order to maintain the tunnel stability and dimension by using the roof bolt and analyzed that various functional constructions of the support material and method would be required to maintain the current tunnel size.

  • A research area on liquid rocket engine has been suggested. Downsizing through combustion pressure rise and low price are major issues to gas generator cycle engines. A very high pressure turbopump and material against oxidizer rich environment may be necessary technologies for staged combustion cycle engines. Integrated analysis saving computing time is the trend of rocket engine systems analysis area. Other important research topics are the methane engine for reusable booster to reduce the cost, 3D printing and materials for high temperature or oxidizer rich environment.

  • Recently, miniaturization of large scale integrated circuits (LSI) and printed circuit board (PCB) have become essential with the downsizing of electronic devices. Gold electroplating is applied of conductivity wiring or terminals for improvement of conductivity and corrosion resistance. However, electroplating is not applicable since the circuits are becoming finer and denser. Accordingly, electroless plating is recently highly attractive method because of the simplicity of the operation requiring no external source of current and no elaborate equipment. In this work, we tried to develop a plating technique on electroless Ni/Au plating. First, the electroless Ni plating was deposited on the PCB with agitation in the bath at $85^{\circ}C$. Then the Au layer was deposited on the Ni layer surface by same method at $90^{\circ}C$. The bonderability were tested in order to evaluate the stability of the electroless Ni/Au by gold wire or solder ball test.

Yonsei Evolutionary Population Synthesis for Old Stellar Systems

  • We present the Yonsei Evolutionary Population Synthesis (YEPS) models for spectroscopic and photometric evolutions of simple and composite stellar populations. The models are based on the most up-to-date Yonsei-Yale stellar evolutionary tracks and BaSel 3.1 flux libraries, and provide integrated spectroscopic quantities of Lick/IDS system including high-order Balmer absorption-lines. Special care has been taken to incorporate the systematic variation of horizontal branch (HB) morphology as functions of metallicity, age, alpha-element mixture, and helium abundance of simple stellar populations. Our models for normal-helium stellar populations indicate that the realistic modeling of HB and alpha-element brings about 5 Gyr and 0.1 dex differences in age and metallicity estimations, respectively, compared to those without these effects. The HB effect does not depend on the specific choice of stellar libraries and alpha-element enhancements, and this effect is non-negligible even in the metal sensitive absorption indices, such as Mg2 and Mg b. Comparison of the models to observations reveals that the HB and alpha-element effects are critical in understanding otherwise inexplicable phenomena found in globular cluster systems in the Milky Way and nearby galaxies, including the observed bimodality of the line strengths of globular clusters in massive galaxies. In addition, we found that helium-enhanced stellar populations, which are the major sources of extreme HB stars, bring about increased FUV, NUV fluxes, and thus the model colors of those filters become extremely blue. Age dating based on the YEPS model with normal-helium stellar populations reveals that the evidence for 'downsizing' of elliptical galaxies is found not only in the local field but also in Coma cluster, and that the mean age of elliptical galaxies in Coma cluster is about 1.4 Gyr younger than the mean age of those in the local field. We also find that our models with helium-enhanced subpopulations can naturally reproduce the strong UV-upturns observed in giant elliptical galaxies assuming an age similar to that of old GCs in the Milky Way.

Work-related Musculoskeletal Disorders and Psychosocial Factors (작업관련성 근골격계질환과 사회심리적 요인)

  • Work-related musculoskeletal disorders (WMSDs) have been the most common health problem covered by worker's accident compensation insurance for several years in Korea. Korean government has strengthened related regulations since 2003. People looked forward to decreasing the incidence and prevalence of WMSDs. At first, the expectation could be realized. However, we were bumped against to limit at present. The authors think it is due to the negligence of psychosocial factors for WMSDs. Many researchers reported that the various psychosocial factors were associated with WMSDs or symptoms. Job demand, social support, job satisfaction and decision latitude are the major risk factors in job stress aspect. Work pressure, lack of rest, qualified workload, workload variability and monotonous job are the significant risk factors in work context of work organization. Employment flexibility, downsizing, lean production, contingent work and pay for by the piece are also the risk factors in an organizational context. Furthermore, these risk factors are associated with each other across different dimensions of work organization. Suggestive possible pathways between these risks and WMSDs have been taken note of increasing muscle strain or ergonomic stress and of a cognitive aspect. The authors suggest these risk factors could explain the limitation of the regulation system for WMSDs. In conclusion, the strategy to manage psychosocial factors is the one of the essential approach to prevent WMSDs.
