This paper analyzes the differences in the service quality priorities of air cargo service providers and customers. After having identified what constitutes the decisive factors with regards to air cargo service quslity, research was carried out to evaluate the differences in the service quality priorities of air cargo service providers and customers. Moreover, this paper analyzes these differences by separating air cargo service providers into Korean and international air cargo service providers. In order to attain the objectives of this research, the air cargo service sectors were divided into three general categories: supply capability(H/W), service accountability, and competitiveness of service fees and management capability(S/W). The researchers then placed 6 different criteria into each service category, for a total of 18. The evaluation of the service quality priorities of air cargo service providers and customers revealed very little difference between these two groups. With regards to the service criteria found in each service category, our research found marked differences between the service quality priorities of providers and customers in only three of the 18 criteria. However, we found marked differences in service quality priorities in 7 of the 18 criteria when the air cargo service providers were divided into Korean and international air cargo providers. While domestic air cargo service providers evaluated management's capability to handle cargo accidents and incidents as the most important priority, international air cargo service providers placed the highest priority on the cargo rate system. The results of this research imply that in order to properly evaluate the differences between the service quality priorities of air cargo service providers and customers, the air cargo service providers itself should be separated between the Korean air cargo service providers and the foreign providers because of their respective inherent perception on service quality.

In concrete construction work, formwork is an important process that accounts for 10% of the total construction cost. Recent buildings are becoming bigger and higher. In order to maximize the efficiency and safety of this formwork, the system of formworking has been systematized. However, the human accidents and the noise complaints arise from dismantling processes frequently occur. In order to solve these problems, most of them are dependent on foreign technology, but they do not take into consideration the conditions of domestic construction site. In this study, we developed a table type multi-drop system form for a slab and beam which can improve the process, safety and reduction of disassembly noise, and evaluated the physical properties of the main members which are used in the system. The results of this study show that there is sufficient strength to be used as a slab and a laying material for both a yoke beam and a supporting post. The noise level is improved compared to existing method.

The construction industry has the most safety accidents of any of the domestic industries. Special care must be taken because disasters in the construction industry lead to social problems caused by huge property losses and casualties. As a result, there is a growing awareness of disasters occurring in the construction industry, and government departments are tightening their regulations on safety management. In particular, the OSHA (Occupational Safety and Health Agency) focuses on the expansion of protection targets and the clarification of responsibility in the full amendment OSHA. As a result, a study that focuses on the client's responsibility for safety management is needed. In this study, the project performance capability assessment of construction project management contractors, which is being carried out with uniform assessment criteria without considering the characteristics of the construction project, is considered and all the amendments to the OSHA are considered, and the factors were derived for improvement measures.
The link between transnational environmental harm and national security has attracted new attention due to the environmental crisis such as climate change, nuclear accidents and, pollution. However, both domestic and international environmental regimes are still tied to the unsuccessful and unclear notion-sustainable development. The present author argues that environment should be considered as a security matter for the effective environmental protection. If, for example, a nation committed a serious environmental harm and the effects spans borderlines, and the source nation refuses to cooperate or compensate, would sustainable development still be an appropriate measure? Then, what would be the victim state's tool to protect its own security? The present author first looks into the possibility utilizing UN Security Council. But due to its limited legality and effectiveness in this environmental matter the present author would like to propose a non-traditional but a not-brand new method. This new method reflects two new trends both from international law and security areas. First, this approach clearly moves from the military focused security concept to broader security concept. Second, this is also a shift from traditional international law to transnational law. With these two new approaches, we will find a more suitable answer both for securing national environmental security and for protecting environment.

Ever sophisticated e-finance fraud techniques have led to an increasing number of reported phishing incidents. Financial authorities, in response, have recommended that we enhance existing Fraud Detection Systems (FDS) of banks and other financial institutions. FDSs are systems designed to prevent e-finance accidents through real-time access and validity checks on client transactions. The effectiveness of an FDS depends largely on how fast it can analyze and detect abnormalities in large amounts of customer transaction data. In this study we detect fraudulent transaction patterns and establish detection rules through e-finance accident data analyses. Abnormalities are flagged by comparing individual client transaction patterns with client profiles, using the ruleset. We propose an effective flagging method that uses decision trees to normalize detection rules. In demonstration, we extracted customer usage patterns, customer profile informations and detection rules from the e-finance accident data of an actual domestic(Korean) bank. We then compared the results of our decision tree-normalized detection rules with the results of a sequential detection and confirmed the efficiency of our methods.
In recent years, a series of large-scale disastrous accidents have been occurred frequently both in public and private sector. Such disasters become catastrophe due to poor early response and delayed prompt rescue. Damage from catastrophe could have been drastically reduced or minimized with effective response and recovery management. The smart phone-based mobile applications have important potentials in providing solutions for the effective response and recovery management. Mobile applications can greatly improve risk communication in case of disasters by integrating process of exchange information and data on risk among risk evaluators, risk managers, and other interested parties. In this light of potentials, this study investigates the measures and management to better manage early responses and to effectively deal with domestic disaster-related of the status of public applications service, and utilization. This study examines how disaster applications can be better used and how effective information dissemination through applications could help the post-disaster management process. Based on this findings, it proposes a guideline of effective disaster-related applications by public sector for the future development of actual services and activation solutions. The results show that "User Promptness Side" and "Content Believability Side" factors found to be the two most significant factors in the disaster-related applications by public sector. Discussion and implications are discussed.
Since catastrophe from explosion of Hukushima nuclear power plant, concerns over possibility of exposure to radioactive matter has been disseminating all over the world and frequent accidents of domestic nuclear power plants also has been amplifying throughout the nation. In the past, major focus was made on compensation for local residents who live nearby nuclear power plants, but focal point of this study is on wage premium of workers who are employed in R&D of nuclear power plants. It is difficult to derive socially desirable result if private sectors are responsible for compensation on workers who suffer from physical damages due to the exposure to radioactive matter. Because victims should verify the damages that occur in the working places. This study conducted a survey on which job would prefer the respondents who are engaged with the nuclear R&D projects as exposure levels to radioactive matter, security of job, location of firms, and work intensity differ. As a result, exposure to radioactive matter was the most important attribute in choosing alternative jobs followed by job security, work intensity and job location. Annual willingness to pay for reduction of exposure to radioactive matter was estimated as 7730~7770 thousand KRW depending on different econometric models. Therefore, Korean government should prepare institutional foundation in order that appropriate compensation should be made on workers who are engaged in R&D projects on nuclear power plants if they have damages from the exposure to radioactive matter.
The proportion of natural gas-fueled power generation is expanding due to the change of domestic energy policy pursuing reduction of dust and increasing clean energy consumption. Natural gas fuels used for the combined-cycle power plants and the district-heating power plants are operated at high temperature and high pressure in the fuel supply system. Accidents due to leakage of the gas such as fire and explosion should be prevented by applying risk management techniques. In this study, risk assessment was performed on the natural gas fuel supply system of a combined power plant based on the API RP 581 RBI code. For the application of the API RBI code, lines and segments of the evaluation target system were identified. Operational data and input information were analyzed for the calculations of probability of failure and consequence of failure. The results of the risk assessment were analyzed over time from the initial installation time. In the code-based evaluation, the gas fuel supply system was mainly affected by thinning, external damage, and mechanical fatigue damage mechanisms. As the operating time passes, the risk is expected to increase due to the external damage caused by the CUI(Corrosion Under Insulation).

Approximately 250 marine pollution accidents involving oil and HNS spills are reported every year in the Republic of Korea. It is necessary that a strengthen of specialization of marine pollution response personnel on marine pollution response due to a diminution of damage when a major oil and HNS spill incident occurred, as in the case of the M/V Heibei Spirit and the M/V Maritime Maisie. In regard to this, the International Maritime Organization (IMO) has planned to revise the OPRC Model Training Course to strengthen expertise for oil spill incident responses. Through a comparison of curriculum with the Korea Coast Guard Academy (KCGA) program, a revised IMO Model Course and the OSRL training institute, this study recommends the following improvements for the education program of the KCGA in response to oil spills. This study suggests several options in line with this approach to revise the oil spill response education curriculum, exercise, discussions and making materials. Accreditation of the KCGA as an institute that provides an IMO Model training course developed according to the revised IMO Model Course material is proposed.

The Korea Radioactive Waste Agency (KORAD) has developed a concrete cask for the dry storage of spent nuclear fuel that has been generated by domestic light-water reactors. During long-term storage of spent nuclear fuel in concrete casks kept in dry conditions, the integrity of the concrete cask and spent nuclear fuel must be maintained. In addition, the radiation dose rate must not exceed the storage facility's design standards. A suitable shielding design for radiation protection must be in place for the dry storage facilities of spent nuclear fuel under normal and accident conditions. Evaluation results show that the appropriate distance to the annual dose rate of 0.25 mSv for ordinary citizens is approximately 230 m. For a $2{\times}10$ arrangement within storage facilities, rollover accidents are assumed to have occurred while transferring one additional storage cask, with the bottom of the cask facing the controlled area boundary. The dose rates of 12.81 and 1.28 mSv were calculated at 100 m and 230 m from the outermost cask in the $2{\times}10$ arrangement. Therefore, a spent nuclear fuel concrete cask and storage facilities maintain radiological safety if the distance to the appropriately assessed controlled area boundary is ensured. In the future, the results of this study will be useful for the design and operation of nuclear power plant on-site storage or intermediate storage facilities based on the spent fuel management strategy.
