A Study on Human Factors Guidelines for Level 3 Automated Vehicles (레벨 3 자율주행차량의 인적요인 가이드라인 연구 동향)

  • To solve social problems such as traffic accidents caused by human driver factors and to guarantee the convenience of movement, research on the commercialization of automated vehicles is being actively conducted worldwide. In automated driving levels 2 and 3, the driver must be ready to drive at any time as the automated driving system sometimes requires manual driving by the driver. The purpose of this research is to analyze the trends in global automated vehicle guidelines and prepare guidelines for the characteristics of human factors necessary for the control rights transition system of automated vehicles. To this end, we reviewed at the guidelines for automated vehicles in the US, Germany, and Japan; ISO international standards; domestic automated vehicle standards; and the EU AdaptiVe project. In addition, a guideline is presented that can be referenced and applied by organizations related to automated vehicle manufacturing and operation. It was developed by utilizing the results of our studies on the human factors affecting the guideline of control rights transition. As national laws and regulations and continuous technology development for commercialization of automated vehicles are in progress, further research into and the revision of guidelines for safe automated vehicle production and use should be continued.

A Study on Safety Information Provision for Workers using Virtual Reality-based Construction Site (Virtual Reality 기반의 가상 공사현장 구축을 통한 작업자 안전정보 제공 방안)

  • Construction industry has a relatively higher industrial accident rate than other domestic industries. Thus, to reduce the accident rate, researches on the methodology of worker's safety education combined with new technologies like IT technology have increased. In the light of workers' safety information provision, this study develops a VR(Virtual Reality)-based construction site using the BIM(Building Information Modeling) data. The target structures and geographical features are included in the VR-based construction site where the construction machinery model and worker model are also created using a game engine. For highly effective provision of safety information, video clips with suitable captions corresponding to working processes were made with proper screen directing. They should be appropriately connected to correct worker's operations to improve the work commitment level, sense of reality and inducement of interest. From this scenario, the 3D VR-based construction site, which can be experienced through a VR equipment, was created and in the same platform, the safety information was provided by the video clip combined with the suitable captions. Although the real construction site involves various requirements depending on field situation and the expertness and experience of workers are not consistent, the developed safety information provision based on the VR construction site is expected to effectively reduce the incomplete factors leading to construction accidents by improving the worker's perception of workplace safety.

  • Occupational Safety and Health Management Cost were introduced in 1988 to prevent human safety accidents occurring in industrial sites. However, the accounting standards of Occupational Safety and Health Management Cost based on five construction types and three construction amounts do not reflect the characteristics of various construction sites. In order to understand this problem, this study analyzed the utilization rate and usage details of Occupational Safety and Health Management Cost of domestic construction companies. As a result, this study identified considerable number of projects surpassed the limits of allowed usage of Occupational Safety and Health Management Cost and analyzed their causes. Based on these findings, this study suggests the necessity and direction of improvement of Occupational Safety and Health Management Cost accounting standards.

Impact Assessment of the Damage by a Pool Fire in Yard Storage Facilities of a Container Terminal (컨테이너 터미널 옥외저장소에서의 액면화재에 대한 피해영향 평가)

  • Domestic harbor yard storage facilities are a place specifically located in a container terminal for import and export of packaged dangerous goods, and due to the recent relaxed criteria for the secured open area, concerns for the extended damage upon accidents are increasing. In this study, the impact of damages by radiant heat was analyzed through a simulation of a pool fire caused by the leakage of flammable liquids from a tank container. As a result, it was analyzed that the distance of radiant heat according to threshold damage levels was beyond the current criteria of the secured open area, and the structural damage of adjacent containers could happen within a very short time if they were exposed to the early pool fire continuously. It is considered that this study will be helpful in preparing the proper criteria for the secured open area between yard storage facilities in a container terminal.

A Study on Reforming Threshold Quantities of Toxic Substances in Process Safety Management (PSM 제출대상 독성물질의 규정량 합리화에 대한 연구)

  • Process safety management(PSM) system was implemented in Korea since 1996. It helps reduce and prevent the occurrence of chemical accidents. There has been no review on the feasibility of the threshold quantities of the existing 21 species and the newly added toxic substances such as hydrogen bromide in the PSM system. The threshold quantities of the target toxic substances(25 species) of PSM were compared with domestic and foreign PSM systems similar to those of Korea. Also, we proposed the toxic harmfulness and hazard equation consisted of inhalation toxicity, NFPA index and others. According to this equation, high risk, medium risk and low risk are classified and reflected in the adjustment of threshold quantities. From the above research, It is expected to help to reduce confusion and burden of the workplaces due to the difference from other PSM system and improve in the threshold quantities.

  • Ecumenically, RPAS(Remotely Piloted Aircraft System) operation has been increased and the related accidents also have occurred. Accordingly, national authorities, organizations and industry have been striving for amendment and enactment of policy and regulation related to the RPAS(Remotely Piloted Aircraft System) operation. And ICAO had performed the joint study to make international standards through UASSG(Unmanned Aerial System Study Group). Recently this group has been switched to the panel meeting, RPASP(Remotely Piloted Aircraft System Panel). It has been discussed to make the related annex, SARPs(Standards and Recommended Practices) and etc. in RPASP. In this paper, we investigated the trend of study and development for ICAO RPAS policy and regulation. Based on these results, we suggested considerations to prepare domestic policy and regulations.

A study on the actual conditions of trade secrets in the MSDS and the improvement of the relevant system (사업장 MSDS 영업비밀 적용실태 및 제도 개선방안에 관한 연구)

  • Objectives: It has been pointed out that there are problems in handling and managing chemicals due to trade secrets of Material Safety Data Sheet(MSDS). To date, some company intentionally leave out of several parts and use an inaccurate expression in MSDS. In particular, with the result of the inspection of the government and labour community, it is required that the 2nd section in MSDS included the composition and information on ingredients has to be provided with comprehensive expression to secure more reliability. Methods: Therefore, this study is aimed: 1) to recognize the current status of trade secrets of MSDS in workplaces with both domestic manufacturers of chemical products and multinational corporations; 2) to make contributions to prevention of the industrial accidents by providing the accurate information of MSDS; 3) to improve the risk communication system related with chemicals; 4) to impress workers on the importance of right of known for MSDS. With the result we analyzed the status of trade secrets in MSDS in 73 companies, such as petrochemistry production, paint production, metal processing oil production, detergent production, and international company related with chemicals, we have found that 38,150 (45.5%) have the trade secrets parts in the total number of 83,832 in MSDS. Also, based on the 288 MSDS gathered by the Occupational Safety and Health Research Institute (OSHRI) from 2005 to 2009, 41.7% of the MSDS are classified into the trade secrets. Conclusions: Therefore, to procure an assurance system of MSDS, we suggest that a MSDS picking up and checking system be legislated in the Occupational Safety and Health Act to protect workers from the unidentified chemical hazards due to the secret trade of MSDS.

A Study on the Statistical Predictability of Drinking Water Qualities for Contamination Warning System (수질오염 감시체계 구축을 위한 수질 데이터의 통계적 예측 가능성 검토)

  • This study have been conducted to analyze the feasibility of establishing Contamination Warning System(CWS) that is capable of monitoring early natural or intentional water quality accidents, and providing active and quick responses for domestic C_water supply system. In order to evaluate the water quality data set, pH, turbidity and free residual chlorine concentration data were collected and each statistical value(mean, variation, range) was calculated, then the seasonal variability of those were analyzed using the independent t-test. From the results of analyzing the distribution of outliers in the measurement data using a high-pass filter, it could be confirmed that a lot of lower outliers appeared due to data missing. In addition, linear filter model based on autoregressive model(AR(1) and AR(2)) was applied for the state estimation of each water quality data set. From the results of analyzing the variability of the autocorrelation coefficient structure according to the change of window size(6hours~48hours), at least the window size longer than 12hours should be necessary for estimating the state of water quality data satisfactorily.

  • Many kinds of falling prevention systems with a safety block have been supplied in order to prevent falling accidents and acquire the long life and cost down for the maintenance. However, there are not the reliable and domestic the falling prevention system until now. Almost systems were imported from U.S.A, Japan, U.K and Germany. The structural safety of the imported safety block is satisfied sufficiently, but it has heavy weight due to the cover with the aluminum and thickness. Especially, the falling prevention system as the safety block is very expensive. It brings about flow the enormous money out of country. Furthermore it has a heavy weight when workers climbed the ladder with a falling prevention system and moved, many workers are not feeling themselves. Thus, the aim of this work is to develop a commercial self-escape SRL(Self Retracting Lifeline) with the safety block function that has a light weight and an advanced strength. The cost efficiency and convenience of the system and safety for workers also will be improved remarkably even though this system has a light weight. The results show that the maximum stress is obtained in each part by the lower more than yield strength and has sufficient safety in the developed new safety block.

Analysis on Management Status and Issues for Near Miss Reporting in Nuclear Power Industry (원전 사고근접사례의 보고체계 현황 및 현안분석)

  • When an event is occurred in a nuclear power plant (NPP), the NPP operator reports it referred by the regulation on reporting and public announcement of accidents and incidents. Some of the events do not need to be reported because they are not included in the reporting criteria of the regulation. However, it is necessary that they should be managed effectively because the accident can be occurred by the recurrence of a lot of them as precursors. Among the events not included in the reporting criteria of the regulation, near miss is the event that is not occurred but can generate a significant consequence. This can provide the cause of the event which does not result an accident. So, it is able to offer insightful knowledges to prevent higher level events about the function and process of NPP. The objective of this study is to analyze the issues of near miss events, prepare the defence against the risk, and improve the management process of NPP. To achieve it, this study performed to analyze the management structure and status of near miss events as well as the accident reporting system of the domestic and foreign regulation bodies. In case of Korea, the status was analyzed by quantitative data, licensee event reports and procedures. Based on these, we could find the causes that near miss events were not managed effectively. Then, systematic alternatives that reflected the perspective of man, technology and organization were drawn.
