산업단지 고압매설배관 안전관리 향상방안 연구 (A Study on the Safety Management of High Pressure Underground Pipeline in Industrial Estate)

  • 국내산업단지 내 고압 매설배관은 장기사용배관이 많고 독성 가연성 불활성 등 고압가스는 물론 다양한 유해화학물질이 한도로 내에 복잡하게 매설되어있어 다양한 타공사 등 사고 발생 시 인접하여 매설된 다른 배관에 손상을 미칠 수 있어 높은 수준의 안전관리가 요구되고 있다. 이에 본 연구에서는 고압가스매설배관과 도시가스매설배관 안전관리실태를 심층비교분석을 통하여 고압가스 매설배관의 효율적인 안전관리방식 도출에 활용하고자한다.

Study on Reliability of Water Absorption Diagnosis through Precise Water Absorption Test

  • Accidents caused by water absorption in water-cooled generator stator windings often occur all over the world. The absorption into the insulator of the coolant, which is used to cool down the heat generated by stator windings during operation, leads to the deterioration of dielectric strength, and insulation breakdown. An insulation breakdown may cause not only an enormous economic loss but also a very serious grid accident that would compromise stable supply of electric power. More than 50 % of domestic generators have been in operation for more than 15 years, and water absorption tests performed on 50 water-cooled generator stator windings during a five-year planned preventive maintenance period beginning in 2006 identified water absorption problems in 10 of them, all of which required repair. Because the existing water absorption test detects this problem by utilizing stochastic methods after measuring the capacitances at the final positions of insulation breakdown, its accuracy is limited. This study demonstrates that water absorption can be more accurately diagnosed by utilizing method along with a more precise one.

항공교통관제사를 위한 국내 비행장 관제시뮬레이터 구현 방향의 연구 (The Study on the Direction of Developing an Aerodrome Traffic Control Simulator for the Air Traffic Controller)

  • 본 논문에서는 비행장 관제 시뮬레이터 구현을 위해 필요한 사항을 살펴본다. 비행단계 중 비행장에서의 이착륙 단계는 항공 안전관리 측면에서 매우 중요시 다루어져야 한다. 그 이유는 전 세계 항공기 사고 및 준사고의 60%이상이이 단계에서 발생하는 것으로 조사되기 때문이다. 본 논문에서 항공교통관제 시뮬레이터의 평가 기준인 실습 유형, 장비 형태, 그리고 현실성의 충실도를 통하여 국내 항공교통관제 시뮬레이터의 구현 단계를 평가하고, 현업에 종사하는 항공교통관제사의 설문을 통해 현재 운용 중인 시뮬레이터의 문제점을 검토하여 그 해결방안을 살펴보았다. 또한 이를 바탕으로 개선된 HI-FI 항공교통관제 시뮬레이터의 구현 방향을 제시하고자 하였다.

  • This study proposes to suggest a direction hereafter which is the most suitable operating system of electrical safety management agency for electrical facilities to enhance electrical safety considering our domestic conditions. It was designed to prevent electrical disasters which are increasing due to environmental changes in the electrical industry, and the diversification and complication of the electrical facilities. And the strategy of this research is based on conditions of safety management agency for the electrical facilities, with the analysis on conditions of electrical disasters, and with a questionnaire investigation for owner of electrical facilities, safety management agency. Results of this research are expected to be used to prevent electric fires and shocks effectively by reinforcing the electrical safety management agency of electrical facilities having danger of large-scaled accidents. It is expected to enhance the nation's competing power against foreign countries by reducing the human and physical loss, resulted from the development of reasonable operating system for electrical safety management agency.

화력발전소 보일러 수퍼히트부 안전발판 개발 연구 (A Development of Platforms for Boiler of Thermal Power Plant)

  • The catastrophic collapse of the in-boiler scaffolding system in the two thermal power plants occurred in March and April 2012. After site investigation and document review, it was found that the specialized scaffolding system was imported for overhaul & maintenance and that the system did not get the safety certification at the import. In this regard, this study developed & proposed an access platform and a support for the vertical tube section of the super heat as well as a variable-length platform for the horizontal tube section, satisfying the domestic certification standards. The access platform was developed to be easy to handle by the worker with a weight of about 0.069 kN, which could reduce the risk of falling accidents and workers' musculoskeletal diseases. For the variable-length platform, it is possible to cope with various changes in length between the horizontal tubes associated with the increase of rigidity in the overlapping and the elimination of the protrusion.

원전 격납건물 라이너플레이트 배면 콘크리트 채움 여부 점검 기술 개발 (Development of Inspection Technique for Filling or Unfilling of Containment Liner Plate Backside Concrete in Nuclear Power Plant)

  • The Nuclear containment building is a main safety-related structure that performs shielding and conservation functions to prevent highly radioactive materials from leakage to the outside environment in the case of various environmental conditions and postulated accidents. The containment building contains a reactor, steam generator, pressurizer, tank, reactor coolant system, auxiliary system and engineering safety system, and is designed so that highly radioactive materials above the limits specified in 10 CFR 100 do not escape to the outside environment in the case of LOCA(Loss of Coolant Accident) for instance. The containment metal liner plate(CLP) is a carbon steel plate with a nominal plate thickness of 6 mm, which functions as a mold for the wall and dome of the containment building when concrete is filled, fulfills airtightness to prevent leakage of seriously radioactive materials. In recent years, backside corrosion was found on the liner plate in some domestic nuclear power plants. The main cause of backside corrosion was unfilled concrete. In this paper, an inspection technique of assessing filling suitability for CLP backside concrete is developed. Results show that the validity of inspection technique for CLP backside concrete using vibration sensor is successfully verified.

Study on Small Vessel′s Pseudo-AIS Interoperable with Universal AIS

  • Universal AIS, which has been adopted officially for automatic identification systems among regulated ships by SOLAS, should be installed, for example, on all passenger ships over 300 tons engaged in international voyage and over 500 tons in domestic voyage, sequentially from 2002 to 2004. We must not overlook the fact than-ruled regions by regional authorities in the case of VTS. Actually a major portion of accidents have happened in small vessels like fishing vessels. However, they are not equipped with automatic identification tools, due to the high costs of the equipment for identifying purposes, as well as the absence of regulation In this paper, we researched the alternative of automatic identification for small vessel instead of universal AIS. We analyzed the requirement of automatic identification for small vessel about wireless communication method, traffic volume, etc. We proposed the identification system for small vessels in local areas and developed the Local Vessel Identification System (LVIS) interoperable with universal AIS using a PDA platform and wireless network.

서울시 도로의 폭설대응방안 연구 : 서초 1동을 중심으로 (A Study on Countermeasures Against Heavy Snow on Road in Seoul : Focusing on Seocho 1-dong)

  • PURPOSES : This study is to investigate the countermeasures against heavy snow on road in Seoul: Focusing on Seocho 1-dong. METHODS : Since 2000, three cases of the top 10 in the highest snow fall depth in a day occurred in 2001(234mm, 156mm) and 2010(258mm) and the possibility of heavy snow is getting higher. 10 days after heavy snow fall when the snow thaws, socio-economic damages occurred often. For example, the insufficient snow removing, difficulty in patients transfer, crash accidents, injuries from a fall, the increasing cost of snow removing etc. RESULTS : For the effective deploying snow removing equipment and workers, it is necessary to understand emergency snow removing spots. Seocho 1-dong was tested because it contains mountains, hill and urban areas as well as various buildings and road types exposures. CONCLUSIONS : Based on the domestic and international heavy snow researches, the elements for vulnerability were analyzed and vulnerable areas to snow fall were derived.

System Thinking Perspective on the Dynamic Relationship between Organizational Characteristics of Nuclear Safety Culture

  • Objective: The purpose of this study is to grasp the fundamental structure of incident occurrence in nuclear organizations based on system thinking, and analyze how various causes are interrelated in terms of the causal loop diagram. Background: The recent domestic and overseas nuclear power plant-related incidents and accidents are directly or indirectly associated with safety culture, and thus effective plans for the improvement of safety culture are being called for. While the safety of a nuclear power plant is highly dependent upon technology and equipment, the utilization, maintenance and inspection of the technology and equipment are conducted by workers of the nuclear power plant. Method: Methodology of system thinking perspective using causal loop analysis. Results: As a result of the analysis, first, it turned out that the fundamental cause of incident occurrence in nuclear organizations is time constraint. Second, if a workload of workers increases, their adherence to regulations and procedures comes to be reduced due to time constraint. Third, it is needed, through organizational learning education, to increase actions made from thoughts considering safety as the utmost priority in advance. Fourth, it is necessary to improve professionalism by enhancing educational programs for new workers, and to develop various scenarios with which they can cope with certain situations. Application: This paper provides a base for system dynamics simulation model for future study.

보안강화를 위한 무선 네트워크 관리 방안에 관한 연구 (A Study on Wireless Network Management for Security Enhancement)

  • 무선랜은 사용의 편리함으로 인해 점차 많은 분야에 걸쳐 활용되고 있다. 무선랜의 가장 큰 장점은 무엇보다도 이동성에 있다고 할 수 있다. 국내 유선 인터넷 서비스는 '06년을 기점으로 포화상태에 있지만, 무선 인터넷 사용자는 꾸준한 증가세를 보이고 있다. 하지만 무선랜은 많은 장점과 동시에 무선 서비스의 특성 상 존재하게 되는 다수의 보안 취약점을 가지고 있으며, 이런 문제점을 해결하기 위해 다양한 보안관련 기술이 개발 및 적용되고 있다. 하지만 그에 반해 무선랜 사용자의 보안인식은 여전히 부족한 상태로, 매년 개인정보유출 등의 보안사고가 반복적으로 발생하고 있는 상황이다. 무선랜에서 발생할 수 있는 주요 취약점을 연구하고, 그에 대한 관리차원에서의 보안대책을 제시하고자 한다.
