Thanks to various efforts to reduce disasters by the government and the Health and Safety Authority, disasters across industries and the construction industry show their reduction trend. However, the falling disasters in the construction industry have not decreased and increased on the contrary. Especially falling disaster caused by Hanging Scaffolding is the most critical disaster which shows low occurrence frequency but is directly connected to death of worker. The working environment for Hanging Scaffolding is poor in domestic construction site. In particular, the Hanging Scaffolding workers in small construction sites are not on the safety control and management by anyone for their works. They are driven to unsafe working condition with mostly uncertified facilities which are made by themselves. Therefore, this study is focused on searching falling disaster factors from the 242 disaster cases caused by Hanging Scaffolding Work in 15 years presented by KOSHA, and trying to provide suggestions for improvement. The improvement of the method of work requires facility improvement and work due to high accident rate caused by unsafe behavior. Analysis of the case of a disaster occurring over the past 15 years shows that no disaster occurred due to problems in the order of operations presented by KOSHA. However, it was found that many accidents resulted from death caused by safety belts not being installed or attached to ropes using safety belts without following the order of work. The most important aspect of improving the work method was the installation and wearing of lifeboats and safety belts.
The purpose of this paper is to show the empirical measurement way of operation risk evaluation in domestic seaports for overcoming the limitations which the traditional DEA method has by using 13 Korean ports in 2003 for 4 inputs(birthing capacity, cargo handling capacity, number of coastal guard vessel, number o f coastal special guard vessel ) and 5 outputs(Export and Import Quantity, Number of Ship Calls, number of coastal accident, number of coastal crime, number of coastal pollution). Because traditional DEA method has produced the limited set of information, negative DEA mixed with tier, stratification and layering methods should be adopted. The goal of negative DEA is to set up DEA models that will place the poor operating ports on or close to the empirical frontier. The core empirical results of this paper are as follows. First, Donghae ports should benchmark the operation way of Yeasu, Busan, Woolsan ports in terms of the middle and longterm base. Second, 5 ports(ports of Taean, Yeasu, Tongyoung, Busan, Sokcho) which were revealed as the poor operating ports in Negative DEA analysis should benchmark Incheon, Woolsan, Pohan, and Donhae ports. The policy implication to the Korean seaports and planners is that Korean seaports should introduce the new methods like Negative DEA of this paper for predicting the poor operating in the ports.
A near miss is an unplanned event that did not result in injury/illness, or property damage, but had potentials to do so. The importance of the near miss has been emphasized by many researchers and organizations. However, only a few studies have quantitatively approached the near miss from the viewpoint of safety culture. The purpose of this study is to investigate the current status of near miss reporting activities in manufacturing workplaces in Korea. It also aims to understand how the activities related with the safety culture and the occurrence of industrial accidents. To this end, a survey was conducted on manufacturing workplaces and the results were analyzed. As a result, there was a marked difference in the perception on near miss according to whether or not the near miss reporting activity was conducted. However, it was found that only 56% of the workplaces were carrying out the reporting activities. It was found that the number of near misses reported varied depending on the reward. Although no correlation could be found between whether or not the near miss reporting activities were carried out and the history of industrial accidents occurred, it was found that safety culture level was hier at the workplaces conducting the activities.

Objectives This study was aimed to evaluate clinical practice guidelines (CPGs) of traffic injuries, which has already been developed at domestic or outside of country, and to explore the Korean medical treatments included in the CPGs. Methods Twelve electronic databases (PubMed, Cochrane library, China National Knowledge Infrastructure [CNKI {Chinese Academic Journals, CAJ}], Research Information Sharing Service [RISS], Oriental Medicine Advanced Searching Integrated System [OASIS], KoreaMed, Korean Medical Guideline Information [KoMGI), National Guideline Clearinghouse [AHRQ], Core Outcome Measures in Effectiveness Trials Initiative Website [COMET], Turning Research into Practice [TRIP], The National Institute for Health and Care Excellence [NICE], and Medical Research Information Center [MedRIC]) up to July 2021 were searched. Only systematically developed CPGs for traffic injuries were selected and appraised. The appraisal was conducted by using Appraisal of Guidelines for Research & Evaluation (AGREE) II tool. Results Six CPGs were included and evaluated. All CPGs were appraised as highly recommended because they exceeded 60% in more than 4 among 6 domains of AGREE II, including domain of 'rigor of development', and 30% in the rest. Recommendations related to Korean medicine treatments such as on manual therapy related to Chuna were given in 6 CPGs, 4 for acupuncture, 1 for Qigong and 1 for Taping. Conclusions The 6 CPGs were developed up to now through a systematic development methodology and there were many recommendations for Korean medical treatments related to manual (Chuna) treatment, acupuncture and Qigong. However, the evidence for the side effects and risk factors of Korean medical treatments was scantly reflected in CPGs. Therefore, it is considered that balanced CPG with benefits and risks should be developed, covering Korean medical diagnosis, treatment and prognosis.

In the era of the 4th industrial revolution, countries around the world are conducting projects to rapidly expand smart factory to secure competitiveness in manufacturing industries. However, unlike existing factories where the network environment was closed, smart factories can be vulnerable because internal and external objects are interconnected and various ICT technologies are used. And smart factories are likely to be the subject of cyber-attacks that are designed to cause monetary damage to certain targets because economic damage is so serious when an accident occurs. Therefore, it is necessary to study and apply security for smart factories, but there is no specific smart factory system architecture, so there is no establish for smart factory security requirements. In order to solve these problems, this paper derives the smart factory architecture that can extract and reflect the main characteristics of a smart factory based on the domestic and foreign reference model of smart factories. And this paper identifies the security threats based on the derived smart factory architecture and present the security requirements to cope with them for contributing to the improvement of the security of the smart factory.

In this paper, we have verified a low-voltage EM(elasto-magnetic) sensing technique for tensile force management of PSC(prestressed concrete) internal tendon in order to apply the technique to actual construction sites where stable power supply is difficult. From observation of past domestic and overseas PSC structural accident cases, it was found that PS tension is very important to maintain structural stability. In this paper, we have tried to measure the tensile force from a magnetic hysteresis curve through EM sensors according to voltage value by using relation between magnetostriction and stress of ferromagnetic material based on elastic-magnetic theory. For this purpose, EM sensor of double cylindrical coil type was fabricated and tensile force test equipment for PS tendon using hydraulic tensioning device was constructed. The experiment was conducted to confirm relationship between changes of permeability and tensile force from the measurement results of the maximum / minimum voltage amount. The change of magnetic hysteresis curve with magnitude of tensile force was also measured by reducing amount of voltage step by step. As a result, the slope of estimation equation in accordance with magnitude of magnetic field decreases with the voltage reduction. But it was confirmed a similar pattern of change of magnetic permeability for the magnetic hysteresis loop. So, in this study, it is considered that it is possible to manage the tensions of PSC internal tendon using EM sensing technique in low-voltage state.

According to the United Nations Convention on the Law of the Sea (Article 94), the flag state must fulfill its overall role to ensure maritime safety and operate the ship inspection system as a related measure. The Korean government (Ministry of Ocean and Fisheries) has implemented policies for reducing marine accidents to promote maritime safety; however, the target goal has not been achieved. The ship inspection system is a measure to prevent marine accidents, and for the effective operation of the system, a sufficient understanding of the origin of the ship inspection system is required. In this study, the trend of the international ship inspection system was identified by analyzing ship inspection system origins and the history of the system's paradigm shift. The recent international ship inspection system paradigm confirms international standardization and the active safety management of ship companies are becoming increasingly prominent. Based on this, the introduction of the 'PDCA cycle-based self-inspection system' is presented to the current domestic ship inspection system. This is a new type of inspection system that establishes the roles of interested parties based on the basic philosophy of the ISO 9000 series to improve the ef ectiveness of maritime safety. Additionally, the necessity for a non-face-to-face ship inspection system has emerged because of the COVID-19 pandemic. Hence, the transition to a 'mobile application-based ship inspection system' is proposed to accommodate the rapid development of information communications technology.
About 21% of domestic chemical accidents are caused by transport vehicles for the past 10 years in Korea. Also, ammonia is a chemical substance with the largest number of accidents, 82 out of 672. In this study, supposed seasonal alternative scenario and worst scenario in case of releasing ammonia during bunkering it from tank lorry to fishing vessel and interpreted seasonal impact and range through Python, ALOHA, Probit analysis. Radiation impact range of possibility for 2nd burn and for maximum radiation in winter scenario, which is one of the alternative scenarios, was the highest(range: 41m, radiation: 5.01kW/m2) while overpressure impact was less than minimum standard of impact. And toxicity impact range(EPRG-2) of the summer scenario was the widest(5.0km) and took a very high death rate near accident area(port area, tourist area) according to Probit analysis. the wort scenario had a similar impact and range of summer scenario.

Jinhae Bay, characterized by frequent runaway ships and strong winds during typhoon attacks, poses a high risk of maritime accidents such as ship collisions and groundings. This study aims to determine a safe separation distance between ships in the Jinhae Bay anchorage, considering the unique environmental characteristics of the Korean sea area. Analysis revealed that an average of 100-200 ships anchor in the typhoon avoidance area in Jinhae Bay during typhoon attacks, with approximately 70% of ships experiencing anchor dragging owing to strong external forces exceeding 25 m/s wind speeds. In this study, we analyzed and presented the separation distances between ships during anchoring operations based on domestic and international design standards, separation distances between ships used as actual typhoon shelters in Jinhae Bay, and appropriate safe distances for ships drifting under strong external forces. The analysis indicated that considering the minimum criteria based on the design standards and emergency response time, a minimum safe distance of approximately 400-900 m was required. In cases where ample space was available, the separation distance was recommended to be set between 700 to 900 m. The findings of this study are anticipated to contribute to the development of guidelines for establishing safe separation distances between ships seeking refuge from typhoons in Jinhae Bay in the future.
The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.
