In the case of a disaster, the damage caused by the disability vulnerability of persons with disabilities is significantly increased, discussing about a problem for the protection of the vulnerable class. However, until now policy, technology and response guidelines for disaster and safety have been focused on the general public. Therefore, it is necessary to develop customized support technology for disaster and safety considering vulnerable characteristics of vulnerable class. Firstly, it is necessary to prepare draft improvement proposal of act and support system related disaster and safety for persons with disabilities and older persons. So, this study was carried out analysis of act, policy and support system on disaster and safety for persons with disabilities and older persons of domestic and overseas in order to draw implication. Furthermore, we established direction for improvement of act and policy on disaster and safety for persons with disabilities based on the analysis, and suggested draft improvement proposal.

Cut slope and facility of management investigation is the protection of humans and properties. it is very important the prevention of disaster facility and the damage of the slope protection facility. It is very difficult to forecast slope stability, disaster possibility and collapse. It will be able to minimize the damage which it prepare against slope facility and cut slope of deformable investigation and collapse and the disaster. therefore those deformable investigation is important. Investigations execute upheaval, crack, sliding for slope and cut slope reinforcement. Investigation executes forecast in place where the construction problem, the effect which the damage in road traffic or the contiguity facility.

On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Nonetheless, In U.S that has the world's best security system, serious affair such as 911 terror and Boston marathon terror are continued to happen. When considering domestic situation that North Korea and South Korea are antagonistic to each other, it is judged when it is high time to prepare for threat of terrorism. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.

Recently the increase of natural disaster and man-made disaster, newly emerging infectious diseases and bioterrorism attack changed the world in many aspects. So the Ministry of Health and Welfare and other related agencies are trying to solve the problems with disasters. We discussed these problems in the following eleven categories. (1) emergency medicine (2) communicable disease control, (3) food safety control, (4) public facilities safety, (5) social welfare facilities safety, (6) bioterrorism control, (7) geriatric health care, (8) insurance support, (9) overseas disaster victim support, (10) national organization protection, (11) fire fighter safety in forest fire. Through the reviews on the various kinds of disaster, we proposed the disaster control measure for the near future.

Recently, each country should operates a integrated disaster safety management system in order to reduce the damage, such as the world-natural disasters. In particular, research on digital signage use has been mad e by a method for transmitting a disaster warning message. In this paper, we tried to examine the security requirements that are required by the disaster safety netwo rk by looking at the digital signage concept and disaster safety management system. Also, in order to be tra nsmitted to the safe digital signage terminal a common alarm message in the disaster safety services using d igital signage, we propose a protocol that uses a public key authentication mechanism. The proposed protocol is to be safely displayed a common alarm message to the appropriate area.

Purpose: The purpose of this study is to prepare a more efficient operation alternative for both systems by comparing and analyzing the recently introduced COOP(Continutiry of Operation Plan) and existing NIPP(National Infrastructure Protection Plan). Method: The basic data of the two systems were collected for research and compared and analyzed by dividing them into the content and procedural aspects. In addition, The efficient operation alternative were derived for experts in the disaster area by utilizing AHP. Result: The National Infrastructure Protection Plan(NIPP) and the Continuity of Operation Plan(COOP) were found to be very similar in terms of content and procedures, and the AHP survey also found that integrating the two schemes was a more efficient and effective operation method. Conclusion: As the recently introduced the Continuity of Operation Plan(COOP) has a wider area of activity than the National Infrastructure Protection Plan(NIPP), and has a continuous management system structure with a more precise workframe, A more efficient national safety net will be realized by reorganizing and integrating it into a more enhanced the Continuity of Operation Plan(COOP) through readjustment of relevant laws and regulations.

The study seeks to cooperate with the investigation of a fire investigation based on public-private partnership. Fire protection systems provide a wide variety of viewpoints from the perspectives of design, construction, management, maintenance, maintenance and maintenance systems at a particular point in time, construction, management, and maintenance systems. What is controversial is that there are illegal activities such as illegal activities of the Patent Office, misconduct of construction work and unreasonable construction of construction works.As a theoretical framework, the present study identified the four key elements of a successful disaster response system : responsiveness, control, professionalism, and bias.

Purpose: This study propose efficient and practical measures to comply with the duty to secure safety and health of the Serious Accidents Punishment Act at small businesses. Method: Based on literature review and previous studies, a plan to comply with the Serious Accidents Punishment Act was reviewed by the link with the safety and health management system and using the process approach method, etc. Result: It was confirmed that if the safety and health management system is faithfully implemented, it is possible to comply with the duty to secure safety and health under the Serious Accidents Punishment Act. In addition, a methodology for fulfilling and inspecting the duty to secure safety and health was presented. Conclusion: If the safety and health management system is operated actively by utilizing the process approach and implementation inspection checklist, it is judged that it will be possible to comply with the Serious Accidents Punishment Act as well as to continuously improve the safety and health management system.

The disaster safety communication infrastructure is necessary basic infrastructure for protection of people's lives, safety and wealth. In order to build this infrastructure needs ensure public safety disaster communication technology and cooperation disaster recovery agencies. Recently advanced national disaster safety communication infrastructure necessity according to people's expectations increase for public safety is emerging as domestic and international. And there is situation which required leading rolls of country. In this paper, we analyzed public disaster safety communication status of domestic and international. Also, we analyzed Korea disaster safety communication management necessity and proposed its policy implication.
