21세기 지식기반사회에 있어서 도서관은 디지털도서관 개념으로 빠르게 변모되면서 인쇄매체의 디지털화, 디지털출판물의 증가 및 네트워크를 통한 전송이 용이해 짐에 따라 디지털저작물에 대한 불법적인 이용과 복제 및 전송이 쉽게 이루어지고 있는 것이 현실이다. 디지털저작물의 저작권관리를 위한 저작권관리시스템을 도서관에 적용하기 위하여 저작권정보가 구축되어야 하며, 이는 저작권정보의 공유와 상호운영성으로 효과적인 유통 구조의 체계를 구축할 수 있다. 본 연구는 도서관에서 효과적인 저작권 관리를 위해서 저작권정보 구축시스템을 개발하고 저작권정보의 이용 프로세스를 구현하였다.

인터넷의 발달은 전통적인 0시장에 의한 상거래를, 기술에 의한 안전하면서 세계 시장을 쉽게 접근할 수 있는 전자상거래 구조를 제공하고 있다. 현재 전자상거래의 대상은 실물에 대한 상거래와 디지털 컨텐츠에 대한 상거래로 크게 분류할 수 있으며, 실물에 대한 상거래는 전통적 상거래 방식이 컴퓨터로 바꿔 상황이라고 볼 때, 디지털 컨텐츠에 대한 상거래 즉, D-Commerce에 대한 상거래의 개념이 도래하고 있다. 디지털 컨텐츠의 상거래에 필요한 요소 기술에 대한 연구, 그리고 특히 새로운 유통 비즈니스 모델에 대한 연구가 필요하다. 디지털 저작권권리(Digital Rights Management: DRM)는 디지털 컨텐츠의 보호와 적절한 유통체계를 설립하여 안전하게 상거래를 할 수 있게 하기 위한 새로운 기술이다. XrML은 권리(rights)를 명시하는 언어로써 디지털 컨텐츠와 그에 따른 서비스들을 사용할 수 있는 권리와 조건들을 명시해준다. XrML은 현재 디지털 저작권권리(Digital Rights Management: DRM)에 가장 많이 쓰이고 있는 Rights Language이다. XrML은 ContentGuard가 개발한 DRM 서술 언어로 전 세계 산업계 표준으로 추진하기 위하여 파트너 회사 확대, 기능 확장, 무료 / 공개 형식으로 보급을 추진중이다.

As digital economy has dramatically evolved, new intellectual property rights protection has emerged as a pivotal issue which companies need to actively restxnid to. At the new digital era, the possession of new intellectual property rights determines the company values, and thus the protection of new intellectual property rights is getting more importance in the dimension of global competitiveness. The paper analyzes the changing aspect of digital economy and e-commerce paradigm, and explores the protection plan of new intellectual property rights focusing on e-commerce and digital goods transaction so that it can help the companies to strengthen their global competitiveness. After various case studies, we can find out that even though the companies have difficulty in settling out the strategies and policy due to the radical change of cycle in internet-centered digital economy, companies need to establish the systemic strategic plan to protect the new intellectual property rights stage by stage. Also, appropriate legal, institutional basis to protect the new intellectual property rights should be rearranged. The unsloved problems which relates with the protection of new intellectual property rights will be left for next research project.

본 연구는 "디지털 환경권"이라는 새로운 권리 개념 정립을 통해 정보교과 강화의 필요성을 역설하고 정보교과 내 정보문화소양의 교육구성 모델 개선 제안을 목적으로 한다. 디지털 환경권 개념 도입을 통하여 정보교과를 필수교과목화 하기 위한 논리적 근거를 제공하고 정보 교과 내 정보문화소양의 구성을 재체계화함으로써 디지털 시민으로서 학생이 디지털 환경을 살아가는데 필요한 역량 제고에 기여하고자 한다. 이에 대한 연구로 디지털 환경에서 요구되는 권리 개념의 논리를 분석하고 디지털 환경권 개념을 정립한다. 그리고 디지털 환경 전환과 관련하여 미국, 호주, 일본 등의 주요국에서 실행하고 있는 관련 교육과정을 분석함으로써 정보교과의 교육구성 개선안을 도출한다. 연구 결과는 다음과 같다.: 첫째, 디지털 환경권은 '쾌적하고 안전한 디지털 환경을 누릴 권리' 이다. 둘째, 디지털 환경권의 세분화된 구성요소로는 디지털 환경을 위한 권리(사이버윤리), 디지털 환경의 권리(사이버안전), 디지털 환경에 대한 권리(사이버보안)가 있다. 셋째, 주요국에서는 정보 관련 교육 내용으로 디지털시민성, 코드 윤리, 그리고 신기술 보안에 대해 다양한 교육구성이 이루어지고 있다.

In this paper, we propose a key management scheme which can provide delivery of the key used to encrypt a digital content from the package server to digital rights management (DRM) clients in a secure manner. The proposed scheme can protect digital content from attacks since an encrypted digital content is sent by a package server and only DRM clients can decrypt the encrypted digital content. It protects the key not only from purchasers but also among the other principals who manage the distribution and license servers.

In the scientific research, the object of research is a complex of legal relations, which are formed by the use of modern digital technologies. The subject of this work is the novelties of Ukrainian and foreign legislation, norms of international law aimed at regulating social relations in the field of digital rights, as well as doctrinal provisions and materials of law enforcement practice. Within the framework of this work, two types of digital rights are distinguished, those that exist in the law of Ukraine, and the issues of law that apply to legal relations, regarding the turnover of each of them, are considered. Examples of law applied in foreign countries are given for comparison. On the basis of a comprehensive study of the legal framework and positions of scientists, the prospects for the development of legal regulation of digital rights were noted.

전자상거래(e-commerce)의 발달은 과거의 전통적인 상거래를 IT기술을 이용한, 새로운 시장구조를 제공하고 있다. 특히 인터넷을 통한 소프트웨어, 게임, 동영상 등 디지털 컨텐츠(digital contents)에 대한 상거래가 크게 증가하고 있어, 이러한 디지털 컨텐츠의 유통에 신뢰를 제공할 수 있는 시스템, 즉 디지털 저작권관리(digital rights management system), 또는 디지털 지적 저작권관리(digital intellectual property system)에 대한 유통 비즈니스 모델이 필요하다. XrML은 권리(rights)를 명시하는 언어로써 본 연구는 XrML을 이용하여 저작권관리에 필요한 권리구조를 구현한 시스템(prototype)을 표현했다. 벤츠와 그에 따른 서비스들을 사용할 수 있는 권리와 조건들을 명시해준다. As the logistic environment of digital contents is rapidly changing, the protection of the digital rights for digital content has been recognized as one of critical issues. Digital Right Management(DRM) has taken much interest Internet Service Provider(ISP), authors and publishers of digital content as an interested approach to create a trusted environment for access and use of digital resources. This paper propose an interested digital rights protection scheme using license agent to address problems facing contemporary DRM approached : static digital rights management, and limited application to on-line environment. We introduce a dynamic mission control technology to realize dynamic digital rights management. And we incorporate license agent to on- and off-line monitoring and tracking. The proposed system prevent illegal access and use by using PKI security method, real time action monitoring for user, data security for itself.

디지털 저작물의 전송환경이 빠른 속도로 바뀜에 따라서 디지털 저작물의 저작권 보호가 중요한 이슈로 부각되고 있다. DRM(Digital Right Management)은 디지털 저작자나 출판업자, 그리고 인터넷 서비스 제공자들에게 디지털 저작물을 접근하고 사용하는데 있어서 신뢰할수 있는 환경을 만들수 있는 관심있는 분야이다. 본 논문에서는 라이선스 에이전트를 이용하여 기존의 DRM 기법이 가지고 있는 정적인 DRM이나 온라인환경에 제한된 어플리케이션의 단점을 개선한 디지털 저작물의 보호기법에 대하여 제안한다. 제안된 논문은 동적인 DRM기법으로 동적인 요구 제어 기술을 바탕으로 라이선스 에이전트를 이용하여 온라인과 오프라인 환경에서 동시에 모니터링과 추적을 수행한다. 제안된 시스템은 PKI 보안 환경에서 사용자의 행동이나 데이터 보안을 실시간으로 감시하여 불법적인 접근과 사용을 막는다.

This study aimed to propose application directions for South Korea's digital health policy by conducting a literature review, data analysis, and examining foreign cases. The objective was to enhance the healthcare rights of individuals with disabilities, considering the potential expansion of the digital health policy. The findings indicate that digital health holds significant promise in improving mobility and accessibility for the healthcare rights of disabled individuals in Korea. However, addressing the digital gap is crucial for achieving smooth utilization. To ensure seamless use of the digital health system, it is imperative to attain digital inclusion, encompassing digital technology, connectivity, and accessibility. Additionally, establishing governance for digital health and expanding infrastructure for affordable access to high-quality internet are essential. Despite the study's limitations arising from relying on literature research, it is anticipated that the findings can serve as foundational data for preemptive responses and provide insights into the direction of the government's digital health policy to enhance the healthcare rights of individuals with disabilities.
