Global Comparison of the Factors Promoting E-Government (전자정부 활성화 요인의 글로벌 비교)

  • Many countries have developed e-governments, but their current statuses differ by country, as demonstrated in the United Nations E-Government Survey. This study focuses on what factors cause these differences. Specifically, it analyzes economic and organizational factors, both of which have not yet been sufficiently considered. Through quantitative and qualitative analyses, the results show that GDP growth and the days required to start a business are important factors, while fiscal balance does not appear to affect e-government development as much. In addition, the existence of allocated ministries or departments that belong to a president or prime minister are also important for e-government progression.

  • COVID-19 occurred in China in December 2019 and spread to the world. Untact culture becoming commonplace due to the spread of COVID-19, is accelerating digital transformation across society. The government is increasing government fund to overcome national crisis situations such as COVID-19. In order to efficiently execute these government funds, the government and policy financial institutions need to come up with two measures. One is to establish a transparent government fund execution process, and the other is to secure the objectivity of the review process. In this paper, to solve this problem, we designed the execution process of government funds from the government to end users with Consortium Blockchain, and designed a machine learning algorithm for internal review of policy financial institutions. The research data proposed in this paper will be helpful in setting the future government policy direction for government fund execution.

  • The purpose of this study is to suggest the goal and potential contributors of public fund for content industry in digital media environment with regard to the new content fund which Korean government has tried to establish since 2013. The study focuses on value transfer toward the digital content distributors as stressed by the French government introducing Culture tax on smart device. As the concentration of added-value poses a problem hampering the co-evolvement of total ecosystem, the goal of new content fund should focus on financing and digitalization of content, which should be financially contributed by content service providers and smart device manufacturers.

  • Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.

Challenges to the Export-Led Growth Strategy in the Digital and Global Era: An Empirical Investigation of South Korea's Experience

  • This paper examines South Korea's past developmental experience and its current strategy and policy initiatives to overcome global and domestic challenges and sustain economic growth in the twenty-first century, the digital and global era, to explain how the country became a high-income economy. The findings of this research highlight the following three factors: First, the most significant factor in rapid industrialization was the adoption of an outward-looking strategy, with the help of a highly skilled workforce and the development of high-tech manufacturing and services sectors, which was supported by the government plans. Second, the high R&D intensity helped South Korea become a global leader in information and communication technologies, which has emerged from a top-down innovation system that promotes close collaboration between government, industry, and the academic community. Third, according to the recently released Global Entrepreneurship Index, South Korea tops the region in entrepreneurship environment. Among the list of criteria, South Korea dominates in the ease of starting a business and enforcing contracts. They all play a significant role in encouraging investment, production, communication, and, eventually, economic growth. Finally, this paper suggests forward-looking developments promoting transformation and diversification into high-tech manufacturing and digital and green technologies.

Influences of Financial Inclusion on Sustainable Development of India: Using Internet Subscribers as a Moderator

  • The goal of this study is to understand how financial inclusion (FI) as influenced by Internet subscribers in India, affects India's Sustainable Development Goals (SDG). This study makes use of secondary data that was collected from 16 Indian states and one Union Territory between the fiscal years of 2018 and 2020. The goal of this study has been investigated using panel data regression analysis (PDR). And the study's findings indicate that wages received through MNREGA accounts and post office operating accounts under the supervision of Internet subscribers have a significant negative impact on India's SDGs, demonstrating how financial inclusion is harming the country's efforts to achieve sustainable development. This study suggests that it is important to pay attention to rural areas' access to the digital environment and their degree of digital literacy. These findings imply that improving the MGNREGA program and employees' pay might help the government alleviate poverty in India. Financial inclusion also depends heavily on financial literacy. The government should improve its digital infrastructure in rural and urban areas so that people there may better understand and utilize it given that it promotes financial inclusion, digitalization, economic advancement, rural development, and poverty reduction.

  • The purpose of this paper is to examine the present performance evaluation methods and to make Monte Carlo Simulation Model for the IT-based Government innovation project. It is suggested the proper ways in applying of Monte Carlo Simulation Model by integration of present evaluation methods. It develops the theoretical framework for this paper, examining the existing literature on proposing an approach to the key concepts of the economic impact analysis methods. It examines the actual conditions of performance evaluation focusing on the It-based Government Innovation project. It considers how the simulation model is applied to the performance management in the public innovation project focusing on the framework, process and procedure of performance management.

  • The purpose of this paper is to analyze the performance of innovation consulting program by the Ministry of Government Administration and Home Affairs(MOGAHA) for local governments. The performance of the consulting program was measured by the difference of innovation grade improvement local governments which were included in the program achieved more grade improvement than others which were not. Especial Iy municipalities at lower grades in 2005 have reached higher stage after receiving Innovation consulting.

  • We review and report our analytical results in the technology front of optical industry in Japan as optical $recording^{1)}$, semiconductor $stepper^{2)}$, fiber communication, digital $camera^{4)}$ and $OCT^{5)}$ which are contributing to the improvement of people's higher quality of life and to the industrial economical growth from the aspects of the University, Industry and Government collaborations including international comparison to enhance the progress of sustainable global photonic innovation eco-systems.   • Digital goods are defined as intangible and non-physical goods, composed of a combination of digital signals, electronically represented as 0 and 1. They are also called as digital products, electronic transmissions, information goods, digital contents, computer information, etc. Digital goods are now traded both domestically and internationally as well as on-line and off-line. Korean government revised the Basic Law on Foreign Trade to include digital goods and services as the scope of foreign trade in 2001. Trade volume of digital goods are increasing in Korea. The supply chains of digital goods from producing the components to selling globally to consumers are different from conventional physical goods. Mostly, digital goods are traded on the license basis rather than ownership contract. End User License Agreements(EULAs), such as shrink-wrap, click- wrap, or browser-wrap licenses are very popular in online transactions. Unlike conventional physical goods. the breach of license contract is closely linked with the infringement of intellectual property rights. Digitalized intellectual property is easy to copy and transmit in the cyber space. In cases of legal disputes from the breach of license contract, commercial arbitration or on-line alternative dispute resolutions(ADRs) are regarded as better approach to solve them rather than court sues. For promoting more secure and reliable international trade of digital goods. arbitration clauses should be included in most of license contracts.
