With the confirmation of the Free Trade Agreement (FTA) and as cheap foreign agricultural products are beginning to be freely distributed in Korea, the government has taken a greater interest in securing the competitiveness of domestic agriculture. Accordingly, the Korean government has presented plans to advance the interests of 'small but strong farmers' and secure their competitiveness in line with the agricultural conditions in Korea. The government also announced that it will focus on leading these efforts in rural areas. The main thrust of this plan to support 'small but strong farmers' focuses onutilizing advanced peripheral technologies such as IT and BT; however, there are only a few Information Management Division centers currentlyoperating across the nation, and these are mainly in the IT-related divisions of the Agricultural Research and Extension Services and Agricultural Technology Centers. Therefore, in this study, we used the responses from a survey of farmers to identify regional differences in informatization levels and the digital divide among 'small but strong farmers' according to the presence or absence of an Information Management Division center. As a result, we found that the 'small but strong farmers' in regions with an active Information Management Division center received more IT services and had a higher level of informatization. Thus, to increase the use of IT-related peripheral technology by these 'small but strong farmers', it is important to maintain or increase the number of Information Management Division centers.

지방자치단체 캐릭터는 정부와 공공기관의 지원에 힘입어 많은 양적 성장을 이루었다. 하지만 그에 비해 캐릭터를 활용한 지역 정체성 강화 및 지역경제 활성화 같은 성공사례는 매우 부족하다. 본 논문은 이러한 지방자치단체 캐릭터의 문제를 해결하려는 방안으로 트랜스미디어 스토리텔링 전략을 제시한다. 이를 위해 현재 지방자치단체 캐릭터의 문제점을 파악하고, 트랜스미디어 콘텐츠의 특성과 구성요소, 트랜스미디어 스토리텔링 원칙에 대한 선행 연구를 종합적으로 분석하여 현재 한국 지방자치단체 캐릭터의 활성화를 위한 전략과 기대효과를 도출했다. 지방자치단체 캐릭터의 트랜스미디어 전략은 지역 고유의 스토리 개발을 통해 지역의 정체성을 확립하는 1단계, 다양한 개별 미디어 플랫폼에 맞는 캐릭터 디자인 리뉴얼로 조형성을 개선하는 2단계, 그리고 마지막으로 개발 주체와 대중의 소통 및 참여를 바탕으로 하는 상호작용성 확장을 통한 활용성 제고의 3단계로 구성된다고 할 수 있다. 본 논문은 브랜드 마케팅 관점에서 지방자치단체 캐릭터의 활성화를 위한 트랜스미디어 스토리텔링 전략을 도출했다는 의의가 있다. 본 연구의 결론을 바탕으로 지방자치단체 캐릭터의 구체적인 사례에 적용하는 후속 연구의 필요성이 대두된다.

본 연구는 디지털 방송 전환에 있어 가장 성공적인 사례 중 하나로 평가받는 영국의 Digital Switchover 과정을 분석하고, 이를 통해 향후 한국의 디지털 전환에 적용할만한 효율적 추진 방안을 검토해보고자 함에 그 목적이 있다. 분석 결과 영국의 디지털 전환 사례는 체계적인 정부 정책과 관련 기관의 상호협력, 그리고 공공서비스방송의 역할에서 강점을 나타냈으며, 이를 토대로 구체적인 대국민 홍보와 지역별 순차적 전환의 효율성, 그리고 사회 계층 간 격차 해소를 위한 구체적인 지원책의 필요성 등의 시사점을 발견할 수 있다. 결론적으로 디지털 전환은 정부의 정책과 방송사의 기술적 준비만으로 이루어지는 것이 아니라 국민들의 자발적인 참여가 수반될 때 비로소 완성되는 것임을 정부와 방송 관계자들이 인식하고 국민들과의 커뮤니케이션에 집중해야 한다.

본 연구는 각 지방자치단체별 영상산업 진흥정책을 비교 분석하고 글로벌 시장에서 경쟁할 수 있는 콘텐츠 개발을 목표로 한 '정책디자인'의 필요성을 제안하며, 나아가 지역 영상산업의 경쟁력을 높일 수 있는 지자체의 역할과 지원방안 수립의 정책적 시사점 도출을 목적으로 한다. 연구의 범위는 국내 수도권과 5개 광역시를 조사대상으로 하여 2012년에 추진한 영상산업 지원정책을 비교 분석하고, 해외사례로서 영국, 미국, 프랑스 3개국의 정책사례를 벤치마킹하였다. 결론적으로 영상산업을 지역의 전략산업으로 인식하고, 영상산업 정책의 방향과 관련 조직 및 지원규모 등이 빠르게 변화하는 IT 융합기술 등 새로운 디지털 환경에 대응하여 지역별 특성을 살리고 지속가능한 성장을 유도할 수 있도록 정책디자인이 이루어져야 한다.

세계 각국은 코로나19 팬데믹이 야기한 경제·사회 위기를 극복하고 국가 경쟁력 제고를 위해 4차 산업혁명의 핵심기술인 지능정보기술을 기반으로 디지털 전환을 가속화하고 있으며 우리나라 역시 지능정보화 기본법을 토대로 다양한 지능정보화 정책을 수립하고 최근 디지털플랫폼 정부 구현을 중점 추진중에 있다. 본 연구에서는 이를 뒷받침할 정부의 전문인력 운영 실태를 국가 통계에 기반하여 조사·분석을 진행하였으며 급증하는 사업과 예산에 비해 전문인력은 부족해 업무가중, 운영 예산 증가 등의 다양한 문제가 발생하는 것으로 나타났다. 본 연구결과로 도출된 정보화 인력 충원의 시사점과 근거를 기반으로 국가차원의 적정인력을 산출하고 조속한 충원이 이루어져 성공적인 디지털 전환을 이루기를 기대한다.

This paper presents a novel hybrid carrier based space vector modulation for cascaded multilevel inverters. The proposed technique inherits the properties of carrier based space vector modulation and the fundamental frequency modulation strategy. The main characteristic of this modulation are the reduction of power loss, and improved harmonic performance. The carrier based space vector modulation algorithm is implemented with a TMS320F2407 digital signal processor. A Xilinx Complex Programmable Logic Device is used to develop the hybrid PWM control algorithm and it is integrated with a digital signal processor for hybrid carrier based space vector PWM generation. The inverter offers less weighted total harmonic distortion and it operates with equal electrostatic and electromagnetic stress among the power devices. The feasibility of the proposed technique is verified by spectral analysis, simulation, and experimental results.

Due to the development of Internet and networking technologies, it is much more easier to get in touch with public service through the web services such as tax, travel information, getting a job, etc. In order to measure the quality of official government web sites, we are to test the difference between the web quality of the government sites and the offline feature of the same official service by means of customer perspectives. The resulting of this study show that the quality of official web site has been improved so far though such areas as privacy, security needed to be updated. Especially the web interface or contact point of the digital media should be reflected customer's need so that the online materials may be quickly updated according to the request of client's.

인터넷 뱅킹과 같은 부가서비스, 채팅 등과 같은 대화형 서비스를 이용하는 정보화 사회가 정착되었고, 더욱이 스마트기기를 이용한 서비스 사용이 급속하게 발전함에 따라 신규 보안기술 분야로 디지털 포렌식에 관한 연구가 활발히 진행되고 있다. 본 논문에서는 디지털 포렌식에 관한 기존의 연구를 체계적으로 분석하고 앞으로 정부의 ICT R&D 중장기 전략과 ICT 패러다임 변화를 반영하여 첨단 IT기술과 우리나라 법체제를 융합하는 체계적인 디지털 포렌식 표준정립을 위한 기술-정책적 통합프로세스 프레임워크를 제안한다.

The Korean central government has been investing a lot of efforts to promote performance of local governments. For example, the Ministry of Public Administration and Security (MOPAS) supported the local governments to develop and provide with a 'balanced score card' and a 'customer satisfaction innovation. ' Many other central ministries also conducted individual evaluations for local governments in their substantive policy areas. These evaluation systems of 78 appraisals for local governments conducted by the MOPAS and other ministries had made the local governments to work harder. However, most local governments have appealed their 'reform fatigue' caused by the overlapping evaluation systems. In this context, the MOPAS initiated merging the evaluations into a co-evaluation system under the new Government Performance Evaluation Act of 2006. In this process of introduction of new evaluation system, there are two significant movements. Firstly, as Korean Government has strong information technology, MOPAS has developed 'Virtual Policy Studio (VPS)' which evaluates the performance of each local government with on line. In other words, in the co-evaluation system for local government performance most evaluation steps are implemented by computer and Internet. So most stakeholder can access and work on the VPS in real time when they want to. And the other thing is that cooperation among stakeholders has been occurred in the co-evaluation system. Furthurmore the cooperative governance is systemized and sustain for a long time because MOPAS made IT based co-evaluation system. Therefore this paper intends to illustrate the process of introduction of VPS, main process of co-evaluation system based on VPS and analyze collaborative governance of the co-evaluation system.

새로운 정보통신 테크놀러지는 우리 사회를 완전히 변모시키고 있을 뿐만 아니라 정부에게도 시민들을 위한 새롭고 가치 있는 서비스를 제공할 수 있는 기회를 제공하고 있다. 본 연구는 전자정부 서비스를 통해 정부 신뢰에 영향을 미칠 수 있는 다양한 선행요인들을 살펴보고 이 요인들의 신뢰에 대한 직, 간접적인 영향 정도를 분석하는데 목적이 있다. 전자정부 서비스 이용자를 대상으로 한 가설 검증결과, 서비스가치, 참여의식, 혁신성은 정부의 신뢰에 영향을 미치는 것으로 나타났으며, 서비스가치와 혁신성도 참여의식에 유의한 영향을 미치는 것으로 나타났다. 또한 혁신성이 서비스가치에 영향을 미치는 것으로 나타났다. 그러나 서비스 가치 및 참여의식이 정부 신뢰에 영향을 미치는 과정에서 정치적 효능감의 조절효과는 없는 것으로 나타났다.
