  • A digital cable broadcasting service is a multimedia broadcasting service that provides high definition and various supplementary services by using digital transmission. Korea implemented a complete digital broadcasting service by 2012. This study applied a choice experiment to investigate consumer preferences, and it calculated the marginal willingness to pay for this service. Moreover, we employed a multinomial probit model to relax the assumption that all respondents have the same preference for attributes being valued. The results suggest that respondents value channels, definition, video-on-demand (VOD) service, pay-per-view (PPV) service, and commerce based on TV (T-commerce). On the other hand, online gaming may be less important as an attribute for digital cable broadcasting service in Korea.

  • In this paper, we first summarize key components of integrated services of telecommunication and broadcasting. Definitions and typology of th e integrated services are organized th rough comprehensive analysis of recent convergence trend of telecommunications and broadcasting. Various issues on regulations, society cultures, and technical aspects of the convergence are identified. Next, we deal with the digital media broadcasting service which is one of the technical culmination of the telecommunication and broadcasting merged services. The focus of the analysis has been made on policy implications and comparative details with other similar services in the same category. Finally, we suggest the perspectives on forthcoming digital media broadcasting service developments, and implications to cope with this emerging technological breakthrough.

  • This study attempted to obtain implications for digital education policy by reviewing the Framework Acts and Enforcement Decrees related to digital education. To this end, the following were explored. First, the concept and components of digital competency were reviewed. Second, the Framework Acts and Enforcement Decrees related to digital education policy were reviewed using the above concepts. Third, the characteristics and implications of the Framework Acts and Enforcement Decrees for digital education were explored. The results are as follows: Korea's digital education policy tried to reflect the categories that digital competency must cover, even its function and dysfunction role. However, to achieve their purpose, it is necessary to maintain consistency with related laws or policies. We identified that amendments to the Basic Act and related articles are essential to effectively enforce the Digital-Based Distance Education Activation Basic Act. A reevaluation of the correlation between Article 10, emphasizing digital media literacy education, and Article 5 of the enforcement decree is necessary. Revision of the enforcement decree to align with Article 10's objectives is vital to ensure proactive measures for promoting digital literacy and competence as mandated by the Basic Act.

  • With the spread of Internet personal broadcasting service, the number of personal broadcasting hosts (BJs: Broadcasting Jockeys) and viewers is increasing, and immediate communication between them is also actively taking place. This study examines whether the mechanism to suppress deviant behavior of BJ works effectively and how viewers interacting with BJs affect the intentions of deviant behaviors of BJs. Through the structural equation model, the effect of formal and informal sanctions of deterrence theory on BJs' intention of deviant broadcasting through their policy compliance attitude was investigated. The moderating effect of social pressure on the relationship between BJs' policy compliance attitude and their deviant broadcasting intention was confirmed. A total of 234 data were analyzed by surveying Africa TV BJs. As a result of the analysis, it was found that informal as well as formal sanctions increased the BJs' attitude toward policy compliance. However, it was confirmed that the social pressure perceived by BJs from Internet personal broadcasting viewers reduced the effect of policy compliance attitudes on reducing deviant broadcasting intentions.

  • The transition to digital television is a massive and complex undertaking, affecting virtually every segment of the television industry and all viewers who watch television. In this respect, consequences of digital conversion of broadcasting and its related industries are so tremendous that countermeasure establishment for activation of digital broadcasting and programming industry is required. This paper explores the current situation of digital broadcasting in terms of the channel operation and contents focusing on the cases of the U.S. and U.K. In doing so, this paper presents reasonable directions and policy suggestions that should be resolved to advance Korean digital broadcasting.

A Study on Users' Perception on the Reallocation of 700MHz Spectrum After Digital Transition of Terrestrial Broadcasting (지상파 방송의 디지털 전환 완료 이후 700MHz대역 주파수 재배치에 대한 이용자 인식 연구)

  • This study investigates the users' preference of frequency reallocation and frequency auction after digital transition of terrestrial broadcasting and it focuses on the relationships between media using pattern, reception environment of broadcasting telecommunication, and expectation for the universal service and requirement for the public interest. The results show that the longer DMB viewing hours, people prefer to frequency allocation for the telecommunication side. The technical aspects such as perception on the reception environment of broadcasting don't make effect on the users' preference of frequency allocation. In addition, the more people think the universal service of terrestrial broadcasting important, the more people think it unnecessary to adopt auction system to the broadcasting frequency. These results give implication that it is the most basic condition to improve the reception environment in order to accomplish universal service duty of terrestrial broadcasting.
