Introduction of Smart-Management into the System of Public Management of Regional Development in the Context of Strengthening National Security of Ukraine

  • The article substantiates the need and shows the features of introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine. Disclosed are such provisions as: goal-setting; state mission; state mission in Ukraine; goals of the Ukrainian state; strategic management priorities in Ukraine. Differences between the purpose of the organization and the purpose of the state are determined. The characteristic of the goal at the state level is given. The management standards in SMART management are characterized. The issues of the exhaustibility of existing SMART criteria are reviewed and it is proposed to supplement them with two such as: inspiration (inspiration) and ity (ethics). Two main principles are defined (evaluated (assessment), reviewed (review)), which must be observed when introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine.

  • In the situation of Korean company today it is considered that the necessity of developing a corporate culture is not only more important than ever, but also indispensable to the organization management in the future. Focused on the development of corporate culture, the purpose of this study is to find out the influence of the direction of corporate culture development on its own strength. The method of this study is the empirical method based on theoretical one with the previous bibliographical studies. It is thought that in viewpoints of the culture pragmatists, the development of corporate culture means the intentional and systematic creation of culture. And, the direction of corporate culture development is thought as the management philosophy a corporate desires, or the desirous direction of corporate culture to express the management policy. According to the results of this study, it is found that the progressive direction of the corporate culture development has the most intensive influence on the various sides. Therefore, the management should research and develop the progressive value of culture more deeply, to get the effective development of corporate culture.

  • Systems engineering technology development program for Korea next-generation high-speed railway(KNHR) system in progress is a national large-scale system development program that is not only a large-size and complex but also multi-disciplinary in nature. Using the RDD-IOO, a systems engineering tool, the KNHR program can establish requirements traceability and development process management in the course of development. This paper presents the results from a computer-aided systems engineering application to KNHR system technology development project over the three years of activities. The traceability among the system design database in the vertical direction of SE process, as the results of the first year and the second year research was accomplished. The database in both the requirement management domain and the project management domain was developed and set up the traceability between them in the horizontal direction of the SE process in the V model as the results of the third year research. Therefore, KNHR design database was built to support the life-cycle management of the system as well as to reuse the knowledge in future programs. In the following development phase, this database will be utilized to accomplish the test and integration activities providing a baseline database. The outcome of the study contributes to the establishment of the model-based systems engineering approach as a best practice in the accumulation and advancement of systems engineering technology for railway system development.

  • Configuration management plays a key role in systems engineering process for any project from earlier stage of development. It consists of five major activities, ie., configuration management planing, configuration identification, configuration control, configuration status accounting and configuration verification and audit, and is essential to control system design development and operation throughout entire life cycle of the system development. And it is directly associated with other part of systems engineering management, ie., technical data management which provides traceability of important decisions and changes during development. In this paper, we describe how to apply CASE(Computer-aided Systems Engineering) tool-Cradle for the configuration management to achieve effectiveness of City Train Standard Specification Management process.

  • The authors devised and presented the method of development for project management system. The function and item for project management system are also presented in this article. This is the case of developing a practical system for project management in electronic company. The electronic company can utilize this method as a guideline of development. This can bring great economical effect to electronic company by saving the costs and time for development. The electronic company can apply this method easily. Moreover, waste of costs can be prevented by installing system just with necessary function and items.

  • Since Dr. Lipke announces earned schedule management(ESM) in 2002, it has been used in project management to make up for the insufficient schedule management function of earned value management technique. However, it is difficult to accurately forecast the schedule of delayed defense research and development(R&D) projects with the ESM technique. Therefore, this paper proposes a new schedule forecasting method considering the progress of delayed work in ESM technique. This concept can also be adopted to the traditional project progress management (PPM) technique. We verify the effectiveness of the proposed concept through several defense R&D projects and prove that it is possible to supplement the schedule forecasting of the ESM and PPM technique.

  • Knowledge management is an innovation paradigm to improve organizations competitiveness by strengthening organization's knowledge competency. Most organizations which have implemented knowledge management have experienced various difficulties in improving organization's knowledge competency, and so they have strived to find solutions. For the problems, it may be considered as an effective approach to link between knowledge management and human resource development. This study introduces two real cases adopting such approach focusing on competency development and career development which are primary areas of human resource development, and presents a model structuring core mechanisms which can be found in the cases. The model focuses on creating synergy effects between knowledge management and workforces' competency development. The cases and the model are expected to be helpful in enhancing organizational competency and the performance of knowledge management.

  • In order to accomplish large-size information systems successfully, one of the most improtant factor is the system integration(SI) of individual software projects which consist of the systems. A developer of each project should consider aspects of SI through the development cycle, and a manager of the entire system should manage, control, and evaluate each from a SI point of view. In this research, management models for the system managers, development models for the developers of unit projects, and standardized output documents for the management and evaluation purpose are presented based on the SI concepts.

A Study on the Classification of Nursing Management Competencies and Development of related Behavioral Indicators in Hospitals (간호관리역량 분류 및 간호관리역량별 행동지표 개발)

  • Purpose: The aim of this study was to classify nursing management competencies and develop behavioral indicators for nurse managers in hospitals. Also, levels of importance and performance based on developed criteria were to be identified and compared. Methods: Using expert survey we classified nursing management competencies and behavioral indicators with data from 34 nurse managers and professors. Subsequently, data from a survey of 216 nurse managers in 7 cities was used to analyze the importance-performance comparison of the classified nursing management competencies and behavioral indicators. Results: Forty-two nursing management competencies were identified together with 181 behavioral indicators. The mean score for importance of nursing management competency was higher than the mean score for performance. According to the importance-performance analysis, 5 of the 42 nursing management competencies require further development: vision-building, analysis, change management, human resource development, and self-management competency. Conclusion: The classification of nursing management competencies and behavioral indicators for nurse managers in hospitals provides basic data for the development and evaluation of programs designed to increase the competency of nurse managers in hospitals.
