The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.
The continuous struggle to establish virtual reality on the stage during the history of Western Theater has been centered upon the development of scenographic setting and devices. It began with the Classical Greek drama where the place of performance became separated from the place of the audience. These two places were united as the orchestra - the place of the Dionysiac festival in the earliest stage of the Greek theater. And the skene, once a storage building outside the theatrical area, became an essential factor of the scenic space to provide illusion of the other world where the actors dwell. As a natural consequence it followed the structural change of Roman theater where the stage became a high and wide platform and the skene converted into the permanent stone scaenae frons. Such a tradition of the Classical theater was revived in Italian Renaissance and Baroque theater, which succeeded Vitruvius' concept of scaenographia as well as the vestiges of Imperial Roman theater. The cases of Serlio, Palladio, and Andrea Pozzo reveal the way how Western theater conjured the fictional space by traditional representational scenery, including architectural background setting and painted devices. It resulted in the physical and emotional division of actors' space and audience's space. The rejection of representational scenery upon the stage by avant garde artists like Edward Gordon Craig in the early years of the twentieth century should be interpreted as an attempt to recover an emotional attachment of actors and the audience, which was the case of Greek antiquity. This new scenogrpahic endeavor in modern theater is to challenge the main purpose of traditional scaenae frons to establish the boundary of the illusional 'scene' of performance where the audience should remain as passive spectators, and instead, to try to unite the action of actors and the audience upon the stage as a 'place'.
The study attempts to examine the system-building activities of scientific institutions in developing the Molecular Diagnostic (MDs) Innovation System in India. Scientific Institutions are the precursor of any technological development with their capabilities in generating new ideas. MDs are advanced and accurate diagnostic technology with considerable scope to serve the diagnostic needs and requirements of the healthcare system. We adopted a System framework and analyzed the development of MDs in terms of the Technological Innovation System (TIS) functions, and the systematic challenges are assessed through the System Failure Framework (SFF). Based on the secondary and primary survey of prominent science base actors, the study finds that the role of government is crucial for facilitating technological development within a science base through the mobilization of resources. In India, the MDs technological development gained significant momentum over the last decade with the development of specialized human resources and dedicated research institutes. However, we do find that the innovative capabilities in attaining need-based TIS are sub-optimal owning to the specific diagnostic needs of highly burdened diseases in the society. The system analysis reveals that the TIS functions are underperforming because of the absence of a well-defined funding mechanism and goal-oriented targeted policy regime of the government. Since MDs have a transformative effect on the present healthcare system, we argue that the government has to address the system-based challenges and issues for developing a need-based technological innovation system for MDs in the country.
The purpose of this study was to recognize the level of acknowledgement of the psychological support services for actors, the significance of psychological factors during performance, experience, the actual situation, and the solution to psychological matters, contribution of the psychological factors to performance and competency to control, and demand for counseling and consider ways to promote these in the future. A questionnaire was developed by specialists and analyzed both through quantitative and qualitative methods. As a result, it turned out that actors perceive the effect of psychological support services such as counseling and psychological skill positively. Even though actors understand the importance of psychological factors in practice and performance in the stage, participation in education or information regarding psychological support services were rarely realized. Also, psychological factors such as confidence, concentration, sense of achievement, motivation, positive attitude and thought, setting a goal for performance, mind control, image training, and self-consciousness are regarded as highly contributing to the performance, but actors cannot control these psychological aspects effectively in fact. Actors were very positive in participating in psychological support services and hoped to have professional counseling and psychological skill services. This study can be used as a standard in supporting the field of play practically in terms of planning for psychological support services for actors, development of psychological support program, and enforcement of education on the spot.

The rapid development of China's wind energy sector was facilitated by a number of transnational actors including organisations for international cooperation and international environmental organisations. This paper explores their evolving roles at different development stages in order to extend our understanding of the socio-political conditions for energy transition. Employing the framework of norm diffusion theories, this study focuses on the transnational advocacy group supporting wind energy for environmental purposes and analyses their norm promotion activities in interaction with domestic proponent as well as opponent groups. This analysis shows that the transnational actors successfully laid the foundation for the commercial wind energy development throughout the 1990s but experienced marginalisation during the sector expansion due to the dominance of the central government and its protectionist industrial policy. As the domestic opponent groups caused high-level wind curtailment in the 2010s, the international advocacy group has increasingly conducted offensive norm promotion activities. This case of the Chinese wind energy development suggests that the international transfer of technology and policy measures in combination with the mobilisation of economic resources support the growth of the wind energy sector, which nonetheless suffers lacking influence of environmental norms and faces conflicts with the traditional players of the electricity sector. Based on these findings, this study concludes that the key socio-political condition for energy transition is the formation of a power configuration which facilitates the effectiveness of environmental norms and thus confronts the powerful opponents of wind energy.
During the last decade, Los Angeles Koreatown experienced unprecedented changes transforming it from an immigrant ethnic enclave into a transnational economic space. Alongside of the city government's redevelopment plans and local Korean Americans' grass-root efforts to regenerate Koreatown, transnational Korean actors have aggressively invested in property as well as business sectors. However, despite these multi-scaled geographic transitions, Koreatown remains one of the poorest and most crime-infested inner-city communities in the City of Los Angeles. This paper, based on a 'place-based' bottom-up approach, investigates contradictory geographies of Koreatown in which multi-scaled network of hegemonic transnational, urban and local development actors has developed representational, unlived economies. This research points out that the recent urban regeneration of Koreatown has not only excluded but also exploited local community members such as transnational Korean/Latino workers in the area. This paper conclusively suggests that the sustainable future of Koreatown's development would stem from place-based community consciousness that crisscrosses racial and ethnic boundaries.

Purpose: the study aims to examine the impact of ICT on the formation of digital hubs in regions of Kazakhstan, specifically the influence of ICT costs on the level of innovation activity of enterprises, the number of its actors as legal entities by size and region, small and medium enterprises, universities and research and development organisations. Research design, data and methodology: the research methodology is based on the collection of secondary data from the official statistical yearbooks of the Bureau of National Statistics of the Republic of Kazakhstan and the use of quantitative methods, in particular, correlation analysis and multiple regression. Five indicators related to the formation of digital hubs in the regions of the country were selected. Results: the study revealed that ICT spending has an impact on the formation of digital hubs in regions, in particular on the development of the number of legitimate enterprises, SMEs and R&D organisations as actors in digital hubs. A positive dynamic in the growth of the number of actors is visible. However, the hypotheses on the impact of ICT costs on the number of universities and the level of innovation activity were not supported. Conclusions: based on the results of the study, recommendations such as government proposals on strategy development, funding projects of innovation and digital hubs, and business proposals on engaging local entities in digital transformation for the formation of digital hubs in the country's regions have been developed.

Biotechnology has strategic importance related to the development of start-up companies, industries and nations in the near future. Therefore, many countries have promoted and developed biotechnology. The United States has led the world in promoting biotechnology. American biotechnology policies are diverse, and thus no comprehensive systematic studies have been done on it. In our paper, we will discuss American biotechnology policy in detail. For effective analysis, we will rely on the concept of a national innovation system, which emphasizes the institutional settings of innovation actors and their interaction. This paper deals with the American national innovation system for biotechnology. We will analyze the role of major actors, academia, public research institutes, and venture companies and their interactions. The American biotechnological innovation system is composed of diverse actors and numerous start-up companies in the biotechnology industry. In addition, there are many diverse policy programs for promoting biotechnology. Because of country-specific frame conditions, every country has different institutional settings and policies for promoting biotechnology. Our paper will render meaningful implications for various countries. We also think that this paper will be of interest for international readers.
This study focuses on the ecological and environmental approach for marketing in the attempt to harmonize the objectives and resources of the organizations with the changing environment. This study presents the deductive and nomative method for analyzing recurrent marketing problem and contains seven chapters. The marketing environment is the place the company must start in searching for oportunities and in monitoring threats. It consists of all the actors and forces that affect the company's ability to transact can be divided into two componets-The marketing environment comperies a microenvironment consists of the actors in the company's immediate environment that affect its ability to serve its customers, namely, the company, market channal firms, customers, competitors and publics, the macroenvironment consists of the larger societal forces that affect all the actors in the macroenvironment, nanly, the demographic, economic, natural, technological and cultural forces. Most marketing executives took the phyisical environment for granted. Few consistered it one of the most dynamic elements in the totoal environment of business. However, two development have brought the physical environment to the forefront of business decision. The first has been labeled the ecological crisis-the polution and deterioration of air, water and land, the second is the accelerated depletion of the earth's natural resources. Currently, most product are designed to obtain an optimum combination of customer acceptances and production and distribution efficiencies. If we look to the future, products increasingly will be planned to obtain an optimum combination of market acceptance increasingly, efficiency and environmental protection. The entire ecological cycle of product will have to be considered.
Recently, Economic spaces around the world have changed dynamically. Creative arts and cultural actors have begun to emerge in old industrial neighborhoods of major metropolitan cities. These new actors can be seen as creative actors in arts and culture, as well as non-economic actors that have been somewhat overlooked in the traditional approaches of economic geography. They contribute to overcoming regional economic crisis, as these actors bring a particular deviant and creative atmosphere in the neighborhood. Especially, informal gatherings of artistic communities play a pivotal role in knowledge platforms for dynamics of knowledge creation and creativity, which has a significant effect on shaping a creative milieu in the initial stage of formation of a regional ecosystem. In this regard, this paper will investigate the fundamental mechanisms and driving forces of urban spatial restructuring through a case study of the creative arts and cultural ecosystem in Seongsu-dong, Seoul, Korea. Thus, the main purpose of this study is to identify the formation process and key drivers behind the development of the early arts and cultural ecosystem in Seongsu-dong from an evolutionary perspective.
