Suggestion for the Enhancement of Military Supplies via Segregation of Defense Quality Management System (국방 분야 품질경영시스템 세분화를 통한 군수품 품질향상 방안)

  • Recently, many weapon related quality issues have arisen in the armed forces, such as failures of K-21 Infantry Fighting Vehicles, K-9 self-propelled mounts, and grenade explosion during boot training. Since all of the issues are repetitive phenomena, we examined the defense quality management system and identified the possible solutions for it. Since the government quality assurance agency performs their quality assurance activity using the system evaluation technique, we first reviewed the regulations related to the defense quality management system. Then, we benchmarked some other advanced quality management systems. We suggested two types of defense quality management system, one for small (in terms of the amount of the contract) competitive contracts and the other for large private contracts. For the first one, we adopted the framework of MIL-I-45208 (Inspection System Requirement), while for the second one, we adopted the framework of NATO AQAP 2310 (Quality Management System Requirements for Aviation, Space and Defense Suppliers).

  • Military aircraft R&D projects require large-scale investment in cost and time, and involve a complex coordination process in decision-making. The R&D project manager should determine the development management priorities as accurately as possible and focus on R&D capabilities, thereby reducing the risks of the aircraft R&D project. To this end, this study aims to reduce R&D risk by prioritizing cost, schedule, and performance, which are basic management factors used in R&D project management in defense project management regulations. Analytic Hierarchy Process (AHP) is applied using a questionnaire for managers in charge of aviation R&D under the Defense Acquisition Program Administration. As a primary result, the importance of the factors that the aircraft R&D project manager should consider was derived in the order of performance, cost, and schedule, and the priorities of performance and cost in the lower layer were also identified. In addition, in order to provide practical risk management measures to aircraft R&D project managers, the results of analyzing 28 cases of US National Transportation Safety Board accidents were compared and analyzed with the AHP analysis results, and management measures suitable for the situation were specified.

A Study on the Light Weighting of APU through Structural Analysis (구조해석을 통한 보조발전기 경량화에 관한 연구)

  • Purpose: The purpose of this study is to lighten the APU (Auxiliary Power Unit) structure of the KAAV (Korea Assault Amphibious Vehicle) through structural analysis. Methods: Commercially-available program (MIDAS.NFX) was used for finite element analysis. Frequency response analysis was performed through linear static and mode analyses to verify the structural stability according to the change of the structural materials. Results: Numerical simulation (linear static, mode and frequency response analyses) results showed that the safety factor of the APU was over 1.5 even under the worst case conditions. The APU made by aluminum structures was expected to be available in the military field, since every requirements in the KDS (Korean Defense Specifications) was fulfilled during the various tests and evaluations. Conclusion: The structural analysis was verified that the structural stability of the APU structure of the KAAV after change of the structural material.

  • The objective of this paper is to propose a method of how to perform risk assessment in the early stage of defense research and development for the acquisition of weapon systems. An advanced method for risk assessment and its associated objective functions are developed first based on the concept of systems engineering. The developed method is then applied to carry out the analysis of alternatives in the trade-off environments. As a case study, the multi-purpose training ship is considered, where it is performed using the notions of technology readiness levels, degrees of difficulty, and technology need values to facilitate design space visualization and decision maker interaction. It is noted that decision makers can benefit from our approach as an improved risk assessment method in the context of multi-criteria decision making.

Hybrid Parallel Genetic Algorithm for Traveling Salesman Problem (순회 판매원 문제를 위한 하이브리드 병렬 유전자 알고리즘)

  • Traveling salesman problem is to minimize the total cost for a traveling salesman who wants to make a tour given finite number of cities along with the cost of travel between each pair them, visiting each cities exactly once before returning home. Traveling salesman problem is known to be NP-hard, and it needs a lot of computing time to get the optimal solution, so that heuristics are more frequently developed than optimal algorithms. This study suggests a hybrid parallel genetic algorithm(HPGA) for traveling salesman problem The suggested algorithm combines parallel genetic algorithm, nearest neighbor search, and 2-opt. The suggested algorithm has been tested on 7 problems in TSPLIB and compared the results of existing methods(heuristics, meta-heuristics, hybrid, and parallel). Experimental results shows that HPGA could obtain good solution in total travel distance minimization.

  • This research is to select a path planning algorithm to maximize survivability for Unmanned Aerial Vehicle(UAV). An UAV is a powered pilotless aircraft, which is controlled remotely or autonomously. UAVs are currently employed in many military missions(surveillance, reconnaissance, communication relay, targeting, strike etc.) and a number of civilian applications(communication service, broadcast service, traffic control support, monitoring, measurement etc.). In this research, a mathematical programming model is suggested by using MRPP(Most Reliable Path Problem) and verified by using ILOG CPLEX. A path planning algorithm for UAV is selected by comparing of SPP(Shortest Path Problem) algorithms which transfer MRPP into SPP.

The Study on Airworthiness Certification Process on Military Airborne Safety Critical Software based on DO-178 (DO-178 기반의 군용항공기 탑재 안전필수 소프트웨어 감항인증 방안에 대한 고찰)

  • The software installed on an aircraft is directly related to its safety. Therefore, it shall comply with the standards of the airworthiness certification to ensure safety of flight. Airborne software should be developed in accordance with the DO-178 (Software Consideration in Airborne Systems and Equipment Certification) to comply with the airworthiness certification criterion. However, the military airborne software has been developed in accordance with the DAPA weapons system software development and management manual. In this paper, we completed a questionnaire survey of software experts. We also suggest a military airborne software development/certification process based on DO-178.

Analysis of Tritium Concentration in Working Environment and Internal Exposure Dose Assessment for Radiation Workers (방사성 부품 작업환경의 삼중수소 농도 분석 및 작업종사자 내부피폭선량 평가)

  • Tritium is used in various types of parts such as luminous bodies. These parts are maintained for inspection and replacement at a facility licensed to use radioactive isotopes. This study analyzed the concentration of tritium in working facilities to supplement and develop the safety management system for the maintenance environment of parts containing tritium. In addition, the internal exposure dose was evaluated to analyze the effects of leaked tritium when continuously exposed to workers. As a result of evaluating the internal exposure dose for workers for 30 days, the maximum was 9.70 μSv and the average was 1.45 μSv. Based on the results of this study, the internal radiation exposure safety of workers handling parts containing tritium was confirmed, and additional protective measures to prevent unnecessary exposure to tritium were suggested. This study is expected to contribute to supplementing and developing the radiation safety management system.

  • In this research, in order to prevent the fire of multiple users who are concerned about many human life damage, based on the statistical data of the National Fire Protection Agency's National Fire Information Center and the Fire Defense Administration Fire Defense Administration, Attempts were made on the exploratory approach to measures that can reduce the topic of. In this research, using the preventive firefighting administrative statistics of the Fire and Disaster Management Agency, we analyzed by focusing on the effectiveness of multiple users' firefighting safety education. Through analysis results we could infer that fire safety education does not have effectiveness in actual fire prevention. Through previous research, we found out that the cause is insufficient for the management of fire safety education, thereby deriving an improvement plan to develop a systematic fire safety education system.

  • The foreign capital of appropriate scale is affirmative in stabilizing the domestic foreign exchange and stock market. But its excessive scale threatens corporate governance by a hostile M&A and causes the out-flow of national wealth and the unhealthiness of finn because foreign investors require high dividend through the superiority of stock ownership ratio. Therefore, the government and corporate must make the defensive countermeasure of corporate governance for the foreign capital immediately.
