For the realization of the national self-defense, the trend of the defense R&D projects becomes global and diverse with the increase of their budget. Thus, for the effective execution of the budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. This study suggests the applicability of a meta-evaluation model for the realization of the successful defense R&D project evaluation system. This study focused on the development of the meta-evaluation model design which can be applicable to the national defense R&D projects. Using the proposed meta-evaluation model, we propose a technique to enhance the fairness and the reliability of the national defense R&D projects evaluation system.

A new tungsten heavy alloy with hybrid structure was manufactured for the kinetic energy penetrator. The tungsten heavy alloy is composed of two parts: core region is molybdenum added heavy alloy to promote the self-sharpening; outer part encompassing the core is conventional heavy alloy to sustain severe load in a muzzle during firing. From ballistic test, it was found that the penetration performance of the hybrid structure tungsten heavy alloy is higher than that of conventional heavy alloy. This heavy alloy is thought to be very useful for the penetrator in the near future.
세계 주요 선진국들은 4차 산업혁명의 흐름에 따라 국가연구개발 투자의 지속적인 확대와 성과 창출을 통해 국가과학기술 역량을 향상시키고 있다. 기술 융 복합화에 따른 급속한 기술발달로 인해 새로운 패러다임에 대한 선제적 대응이 필요하게 되면서, 국가 경쟁력에 영향을 미치는 첨단 과학기술의 확보의 중요성은 나날이 커지고 있다. 기존 주력산업의 고도화 및 신 산업의 성장 동력화 추진과 국가 경쟁력을 좌우할 핵심기술과 미래 신기술은 국가 혁신역량 고도화를 위한 하나의 척도라 할 수 있다. 특히, 안보환경 변화와 향후 미래전장에 대비하기 위한 핵심기술과 미래 신기술은 무기체계를 개발하는 국방 분야에서 매우 중요하다. 국방 분야에서는 군 소요 무기체계에 근거한 핵심기술들을 식별 도출해내고 있으며, 소요에 기반하지 않고 민간의 우수기술을 국방에 활용하는 창의 도전적인 미래 신기술 발굴에 힘을 쏟고 있다. 본 연구에서는 국방 지상무인체계의 핵심기술과 미래 신기술에 대한 특성을 알아보고 실증적인 분석을 통해 비교연구를 진행하여, 핵심기술과 미래 신기술 특성에 따른 전략적 기술기획과 연구개발이 필요하다는 결론을 도출하였다.
기술발전의 가속화와 기술융합의 시대로 패러다임이 바뀌면서, 국방 분야는 국방과학기술이 세계 최고 수준으로 발전하기 위해 투자 확대와 더불어 선택과 집중에 의한 국방연구개발을 추진하고 있다. 미래전 양상에 부합하는 신개념 첨단 무기 및 핵심기술에 집중적인 투자와 함께 제한된 예산범위 내 투자 전략도 수립 중에 있다. 민간분야에서는 R&D 정책의 성과 극대화와 기획 관리의 전문성 및 책임성 제고를 위하여 PD제도를 도입하여 운영하고 있다. 이러한 추세에 따라, 국방 분야에서도 과제기획역량 강화 및 민간기술 활용 활성화의 목적으로 국방기술기획 고도화 추진계획 수립 하에 전문성을 갖춘 국방기술PD 제도를 추진 중에 있다. 핵심기술 연구개발의 일관된 기술지원과 개방형 기술기획 제도 개선 및 민 군 간기술 연계성 확대의 필요성을 고려한다면, 국방 분야의 PD제도는 반드시 필요한 제도라 할 수 있다. 이에 본 연구에서는 국내 외 유사 사례를 검토하여 국방기술PD 제도 도입 및 운영 방안에 관하여 살펴보고자 한다. 본 연구는 현재 추진되고 있는 국방기술PD 제도에 대한 현황을 바탕으로 작성한 것이다.
2006년 방위사업청 개청 이후 국방 핵심기술 연구개발 사업은 단순히 무기체계 자체개발뿐만 아니라 첨단기술 확보를 통한 과학기술력 향상, 방위산업 육성 그리고 민간기술과의 상호 발전을 기대하는 수준에 이르렀다. 2015년부터 새롭게 국방 무기체계로 추가된 사이버 무기체계는 이스라엘의 사례에서 보는 바와 같이 국방력 향상과 산업 발전 모두를 기대할 수 있는 유망 무기체계 분야이다. 본 논문은 사이버 무기체계의 기술기획 방향 수립을 위해 지금까지 발표된 국방 핵심기술 수준조사 결과를 활용하여 사이버 무기체계의 기술수준과 특성을 다른 무기체계와의 비교를 통해 다 각도로 분석하였다. 분석결과 사이버 무기체계는 민간 분야의 기술 축적을 통해 상대적으로 높은 기술수준을 보유하고 있으나 국방 분야에서 상대적으로 늦게 정식 무기체계로 편입되었고, 능동적 대응사례가 부족하기 때문에 국가 순위는 낮게 조사되었다. 그러나 선진국과의 기술격차는 가장 낮은 그룹으로 분석되어 무기체계 획득 및 핵심기술 연구개발 사업을 효율적으로 추진한다면 빠른 시일 내에 우수한 사이버 전력을 확보할 것으로 기대된다.
방산기술이 복제되거나 방해기술이 발달되어 그 가치와 효용이 낮아지는 것을 방지하고 부적절한 수출을 방지하기 위한 보호가 필요하여 2015년도에 방위산업기술보호법이 제정되었다. 방산기술이란 방위산업과 관련된 국방과학기술 중에서 국가안보를 위하여 보호되어야 하는 기술을 의미한다. 그러나 현재 방산기술 보호체계 중에서 보호대상 기술의 식별 및 관리 체계의 기술식별 기준이 법규화 되어 있지 않다. 이에 본 연구에서는 델파이 설문을 통하여 141개 방산기술 중에서 고효율 내연기관 추진 기술과 관련 있는 디젤기관 요소기술 식별기준을 정립하고 방산기술 보호체계 중 보호대상 기술의 식별 및 관리 체계를 개선하였다. 연구결과로 디젤기관 요소기술 식별기준으로 작전 운용성, 내구성, 안전성, 계열화 및 모듈화 등을 정립하였다.
본 연구는 다양한 기술의 융합과 체계통합기술이 고도로 복잡하게 요구되는 국방기술을 이해하고, 분야별 특성이 반영된 가치평가방법을 제안하고자 한다. 가치평가 대상 무기체계의 기술 수준의 척도, 기술 간의 통합(체계통합기술)척도, 제조준비 및 성숙도 척도를 측정요소별 항목에 맞추어 측정하여 시스템성숙도를 확인하고, 시스템의 성숙도를 활용한 핵심기술의 계량적인 가치예측모형의 틀을 제시하고자 한다. 국방기술의 가치를 기술분야별 특성을 고려하여 이에 맞는 가치평가방법을 제안하는 연구이다. 각 분야의 역량있는 기술전문가들에 의해 분야별 기술적인 특성이 반영된 평가 기준에 따라 평가되고, 전체 시스템의 완성도를 정량적인 수치로 표현할 수 있는 시스템성숙도(SRL)를 활용하여 국방기술가치를 평가하는 방안을 제안한다.

Plants are continually exposed to a variety of potentially pathogenic microbes, and the interactions between plants and pathogenic invaders determine the outcome, disease or disease resistance. To defend themselves, plants have developed a sophisticated immune system. Unlike animals, however, they do not have specialized immune cells and, thus all plant cells appear to have the innate ability to recognize pathogens and turn on an appropriate defense response. Using genetic, genomic and biochemical methods, tremendous advances have been made in understanding how plants recognize pathogens and mount effective defenses. The primary immune response is induced by microbe-associated molecular patterns (MAMPs). MAMP receptors recognize the presence of probable pathogens and evoke defense. In the co-evolution of plant-microbe interactions, pathogens gained the ability to make and deliver effector proteins to suppress MAMP-induced defense responses. In response to effector proteins, plants acquired R-proteins to directly or indirectly monitor the presence of effector proteins and activate an effective defense response. In this review we will describe and discuss the plant immune responses induced by two types of elicitors, PAMPs and effector proteins.
With the development of modern science and technology, weapon systems such as tanks, submarines, combat planes, radar are also dramatically advanced. Among these weapon systems, the ballistic missile, one of the asymmetric forces, could be considered as a very economical means to attack the core facilities of the other country in order to achieve the strategic goals of the country during the war. Because of the current ballistic missile threat from the North Korea, establishing a missile defense (MD) system becomes one of the major national defense issues. This study focused on the optimization of air defense artillery units' deployment for effective ballistic missile defense. To optimize the deployment of the units, firstly this study examined the possibility of defense, according to the presence of orbital coordinates of ballistic missiles in the limited defense range of air defense artillery units. This constraint on the defense range is originated from the characteristics of anti-ballistic missiles (ABMs) such as PATRIOT. Secondly, this study proposed the optimized mathematical model considering the total covering problem of binary integer programming, as an optimal deployment of air defense artillery units for defending every core defense facility with the least number of such units. Finally, numerical experiments were conducted to show how the suggested approach works. Assuming the current state of the Korean peninsula, the study arbitrarily set ballistic missile bases of the North Korea and core defense facilities of the South Korea. Under these conditions, numerical experiments were executed by utilizing MATLAB R2010a of the MathWorks, Inc.
To reduce the imbalance of impedance matching between the magnetic metal nanowires and free space, $Fe/TiO_2$ core/shell nanowire arrays with different diameters were fabricated in the templates of anodic aluminum oxide membranes by electrodeposition. The influences of the microstructure on the microwave absorption properties of the $Fe/TiO_2/Al_2O_3$ composites were studied by the transmission/reflection waveguide method. It was demonstrated experimentally that both the interfacial polarization and the diameter of the $Fe/TiO_2$ core/shell nanowires have critical effects on the microwave absorption properties. We also investigated the angle dependence of the microwave absorption properties. Due to the interfacial polarization and associated relaxation, the $Fe/TiO_2/Al_2O_3$ composites exhibited optimal microwave absorption properties when microwave propagation direction was accordant with the axis of the nanowires. Finally, we managed to obtain an optimal reflection loss of below -10 dB (90% absorption) over 10.2-14.8 GHz, with a thickness of 3.0 mm and the minimum value of -39.4 dB at 11.7 GHz.
