Analysis of Causal Relationship among Performance Factors of Quality Management in Korean Public Enterprises : Using Malcolm Baldrige Non-profit Criteria (공기업 품질경영 성과요인간의 인과관계 분석에 관한 연구: 제조분야 및 의료분야와의 비교를 중심으로)

  • The objective of this study is to analyze the causal relationship among Non-profit Criteria of the Malcolm Baldrige National Quality Award(MBNQA) and to compare the casuality among company, hospital and non-profit organization field. The survey instrument consists of 94 questions from the seven categories of the MBNQA. Structural Equation Modeling (SEM) is used to analyze the empirical data and estimates the path coefficients among the MBNQA categories. The result of our research is as follows, First, the Leadership effects on as a driver of all factors. Secondly, the positive effect of the Foundation on the Direction and the System categories, Finally, the positive influence of the Direction on the System categories of the MBNQA model. In this study, most hypothesis are statistically significant.

Improving the Quality of Customer Service of Electrical Power Supply using an Integrated Outage Management System

  • An Integrated Outage Management System (IOMS) is a utility owned, centralized information system. Using the Supervisory Control And Data Acquisition (SCADA) methodology, the IOMS integrates different databases and components of outage management systems to improve the quality of service of electrical power to customers. This paper describes the development of an IOMS and its related utility functionality. The design considerations, salient features, component integration, functional aspects, and implementation issues of the IOMS are discussed. Evidence shows that the IOMS implementation would result in improving the overall quality of electric power supply and effective outage management significantly.

  • Maintenance of quality of the compaction is accomplished with the plate load test and density management in roadbed. With the different structure differently the quality of roadbed evaluates indirectly as density and bearing capacity. Control of quality of the compaction very importance but the maintenance of quality is managed still so far with the paper. Recognizes the importance of maintenance of quality from the present paper consequently, and develops a data base one maintenance of quality system with hereafter is expected with the fact that the big help will become in DATA BASE system roadbed plan which is continuous and maintenance of quality.

  • This paper is related to the effect analysis of certification of ISO 9000 Quality Management System. We collect and analyze the field data of certification costs and profit from companies that are located at southeast area in Korea. The effect analysis is based on the type and scale of companies. We use defective rate and inventory turnover rate as the criterion of positive effect after certification. As a result, we may conclude that the certification of ISO Quality Management System gives companies positive effects.

  • In this paper, we introduce various attempts to transmit sensor data efficiently for design of a water quality monitoring system under the USN environment. The representative methods are the sensor management on a sensor node and the clustering on a sink node. The sensor management includes controls of sensing intervals, data accumulations, and data transmissions. And the clustering is one of efficient data compression methods using data mining technology. From the experimental results we confirmed that the proposed transmission method using the sensor management and the clustering outperformed common transmission method.

  • In resolving industrial quality control problems, a vector of multiple quality characteristic variables is involved rather than a single variable. However, it is not guaranteed that a multivariate control chart based on statistical methods can monitor abnormal signal in case that small changes of relationship between each variables causes abnormal production process. Hence a quality control system for real-time monitoring of the multi-dimensional quality characteristic vector under a multivariate normal process is needed to enhance tile production system quality performance. A pattern analysis approach based on self-organizing map (SOM), an unsupervised learning technique of neural network, is applied to the design of such a quality control system. In this study we present a new material quality control system based on pattern analysis approach and illustrate the effectiveness of proposed system using actual electronic company material data.

  • International financial crises of the mid-l990s are widely perceived as the trigger that prompted recognition of the need for a new data quality management by the OECD, IMF, Eurostat and individual statistical agency. The official statistics improvements schedule in Korea was launched in 1996 as part of a broader internationally-agreed-upon initiative to strengthen transparency and promote good governance practices. These new initiatives are based on the Total Quality Management(TQM) movement and other management frameworks broadening the concept of quality beyond the traditional statistician's concepts of data quality. This paper aims to evaluate the statistics quality of Land Price Index. Evauation Method is the National Statistical Office's Data Quality Management System which focus on accuracy, timeliness, relevance, accessibility, comparability, serviceability, efficiency.

  • This study proposes an integrated monitoring system for data reliability improvement in a steel manufacturing industry. The data obtained from existing steel manufacturing process is not micro data which is gathered at the occurring point, but average value (macro data) which is gathered from the occurring point to ending point. This kind of macro data is not only difficult for a detailed analysis for an error causing factor, but it might cause a fatal influence as well on the quality of produced goods even if the error is within an error tolerance. And during the process of steel production, thousands of data is produced in a second, thus requiring database plan to manage abundant amount of data. Therefore, the following proposed system is capable of collecting as well as analyzing all the data generated from the process of product production. And the system was able to raise the efficiency of the database server by planning the database to handle large capacity data. Also, by applying web-based technology, inquiries and analysis of data with no limit on time and space was possible with PC connected to the intranet. Hence, the system was able to work on effective quality improvement of manufactured products, plus able to raise the reliability of the product. Also, accumulated data from long period of time was used for fundamental material for new controlling model, operation technology, and new product development.

The intermediate Effects of Control System on the Relationship between Quality Strategy and Performance (품질전략과 경영성과간의 관계에서 통제시스템의 매개효과)

  • Normative theory suggests that control systems should be designed to complement management's objectives and strategies. However, few empirical studies have focused on how control systems have been modified to complement new manufacturing techniques, such as zero-defect strategy. The major purpose of this study is to examine the effects of the attributes of quality strategy and control system on performance. The previous studies have subdivided quality strategy into the ECL(economic conformance level) and ZD(zero-defect) strategy. To accomplish the purpose, this study empirically analysed the data based on the questionnaires from manufacturing department personnel of 67 Korean companies. The major results are as follows. The companies that had implemented the ZD strategy and its control system outperformed the companies that had implemented ECL strategy. Also, the ZD strategy differs from ECL strategy in control system, the criteria of performance evaluation and feedback frequence variable. There is no difference in quality performance monitoring and communication variable. From this results, although many companies have strived for continuous improvement of quality, it was restricted in improvement activities that dont's required much investment cost, quality performance monitoring and communication.

  • Quality evaluation and control represent increasingly important concerns for construction quality management. There is an evident need for a standard data model to be used as the basis for computer-aided quality management. This study focuses on how to realize evaluation of construction quality based on BIM and database technology. In this paper, the reinforced concrete main structure is taken as an example, and the BP neural network evaluation model is established by inquiring current construction quality acceptance specification and evaluation standard. Furthermore, IFC standard is extended to integrate quality evaluation information and realize the mapping of evaluation information in BIM model, contributing to the visualization and transfer sharing of evaluation information. Furthermore, the conceptual entity model is designed to build quality evaluation database, and this paper select MySQL workbench system to achieve the establishment of the database. This study is organized to realize the requirement of visualization and data integration on construction quality evaluation which makes it more effective, convenient, intuitive, easy to find quality problems and provide more comprehensive and reliable data for the quality management of construction enterprises and official construction administratiors.
