This study reviews Korean public informatization policy implemented in last 20 years from the philosophical perspective and attempts to suggest directions to be considered in the future. To accomplish the research goal, this study first analyzes literature in the relevant areas, including philosophy of value, administrative ideology, and public informatization policy. Second, based on the results of literature review, criteria to analyze the public informatization policy are established. Then, the Korean public informatization policy is analyzed based on the established criteria. Lastly, implications for planning and implementing public informatization policy are suggested. Significance of the study lies in its attempt to examine public informatization policy from the philosophical perspective. However, due to its exploratory nature, this study has limitations including less rigorous measurement instruments, limited source of data, limited number of propositions established. Therefore, further studies are needed in these areas.

Policy-based networking offers a network manager the ability to manage the network in a holistic and dynamic fashion rather than force a network manager to manage the network by dealing with each device individually. Policy-based networking is focusing on users and applications instead of emphasizing devices and interfaces. An important part of the policy-based networking is to simplify the task of administration and management for different disciplines. The Defense Information System(DIS) of today are complex and heterogeneous systems. Operational needs are not a trivial task and Quality of Service(QoS) is not generally guaranteed. So, important data may be missed or congested by trivial data. Policy-based networking provide a way to support QoS and simplify the management of multiple devices deploying complex technologies. This paper suggest implementation of policy-based networking in DIS to improvement of performance, and implementation is progressed step by step. Especially this paper is focusing on the providing QoS with policy-based networking using Lightweight Directory Access Protocol(LDAP) Server.

연구데이터 공유가 필수가 되어 감에 따라 해외 출판사에서는 데이터 공유 활성화를 위해 저자에게 DAS 템플릿을 제공해주고 있다. 하지만 아직 국내 학술시장에는 이와 같은 연구와 관련된 정책이 미비한 실정이다. 본 연구는 데이터 공유 활성화를 위하여 국내 학회에 적용할 수 있는 데이터 공유 정책 및 DAS 템플릿을 제안하고자 한다. 이를 위하여 Nature를 포함한 5개의 해외 출판사 데이터 공유 정책과 AMS 등 12개의 DAS 템플릿을 조사 및 분석하였다. 연구 결과 국내 학회에 적용할 수 있는 데이터 공유 정책의 개요와 12개의 항목으로 구성된 DAS 템플릿을 도출하였다. 본 연구의 결과로 제시되는 데이터 공유 정책과 DAS 템플릿은 데이터 공유의 실질적인 가이드와 도구가 될 수 있을 것으로 판단된다.

전세계적으로 디지털 전환이 확산됨에 따라 유럽연합(EU)은 회원국 간의 포괄적인 데이터 보호 프레임워크를 구축하기 위해 GDPR(General Data Protection Regulation)을 시행하였다. GDPR의 헌법적 뿌리를 고려할 때, EU의 규제 접근법은 다른 데이터 보호 규정들과는 차이가 있다. GDPR은 데이터 보호에 대한 개인의 권리를 강화하였다. 하지만 개인의 데이터를 수집하고 처리하는 기업에 대한 몇 가지 의무 또한 도입하였다. 본 연구에서는 정책적 관점에서 프라이버시, 특히 GDPR에 관한 기존의 문헌을 고찰하였으며, 이를 통해 데이터 규제가 경쟁, 혁신, 마케팅 활동 및 국경을 초월한 데이터 흐름에 미치는 영향을 개략적으로 리뷰 하였다. 그리고 본 연구는 프라이버시와 GDPR이 시장에 미치는 영향 사이의 절충안을 강조한다.

연구 목적은 데이터 거버넌스의 연구 동향을 파악하고자 하였다. 연구 대상은 데이터 거버넌스 개념과 전략이 제시되기 시작한 2009년부터 2021년까지의 논문 158편을 대상으로 하였다. 주요 연구방법은 텍스트 마이닝을 활용하였고, 주요 방법은 빈도분석, 워트클라우드, 네트워크 분석 및 토픽 모델링 기법을 사용하여 분석하였다. 연구 결과 최빈 키워드는 정보, 빅데이터, 관리, 정책, 정부, 법률, 스마트가 확인되었다. 또한 네트워크 분석 결과 데이터 산업 정책, 데이터 거버넌스 성과, 국방, 거버넌스, 데이터 공공 등의 주제로 연관된 연구 수행이 이루어지고 있었다. 토픽 모델링을 통해 도출된 4개 토픽은 "데이터 거버넌스 정책", "데이터 거버넌스 플랫폼", "데이터 거버넌스 관련 법률", "데이터 거버넌스 구현"이며, 이중 "데이터 거버넌스 플랫폼" 관련 연구는 증가 추세를 보였고, "데이터 거버넌스 구현"은 축소되고 있는 경향이었다. 본 연구는 데이터 거버넌스 관련 연구를 종합적으로 정리하였다. 데이터 거버넌스는 조직 차원의 데이터 경영 및 데이터 통합 정책, 관련 기술 등 관련 분야와 다양한 시각에서 연구영역 확대가 필요하다. 향후 해외데이터 거버넌스들을 대상으로 한 분석 대상을 확대하고 4차산업혁명, 인공지능, 메타버스 등 데이터 기반 미래 산업이 요구되는 산업 분야에서의 연구 방향과 정책 방향 수립 관련 후속 연구를 기대할 수 있다.

Public R&D investment information has diverse implications for researching R&D trends. Also, as it is important for the establishment of R&D policy to grasp the current situation and trends of R&D to improve science and technology level, science and technology information service system, such as NTIS (National Science & Technology Information Service), is operated at a national level in most countries. However, since the data forms provided by current NTIS are raw data, it is necessary to develop the R&D performance indicator or to use additional scientometric methods by analyzing scientific papers or scientific R&D project information for grasping R&D trends or analyzing R&D task results. Thus, this study applied public R&D investment information to investigate and monitor R&D trends in the field of information & communication technology (ICT) of meteorology and climatology by using NTIS data of Korea and NSF (National Science Foundation) data of USA.

A system subject to random shocks is considered. The shocks arrive according to a Poisson process and the amount of each shock is exponentially distributed. In this paper, a periodic inspection policy for the system is compared with a random inspection policy. After assigning several maintenance costs to the system, we calculate and compare the long-run average costs per unit time under two policies.

This study analyze the policy efficiency of the environment-friendly farming zone program using data envelopment analysis. On analyzed results, the average policy efficiency is 0.185 and 98.3% of zones are inefficient. 97.8% of zones are in increasing returns to scales. The empirical results indicate that more work need to be done to increase the efficiency of the program.

Wireless data communication (WDC) services are increasingly penetrating the market. The two main alternative WDC technologies are wireless LAN and mobile Internet. Services based on these technologies display differences in quality attributes such as terminal device, data transmission speed, pricing scheme and so on. How consumers choose between these two alternatives will be determined by their preferences regarding such quality attributes. In turn, their preferences will affect the evolution of WDC services and related technologies. This study employs a conjoint analysis of consumer valuations of quality attributes of wireless LAN and mobile Internet services. Respondents rate hypothetical service alternatives featuring various combinations of quality attributes. By estimating consumer willingness to pay for the attributes of WDC services, the authors predict the evolution of WDC services and related technologies along various quality dimensions, make a comparison with the results of a previous study, and draw policy implications for national-and company-level R&D strategies.

This study provides empirical evidences for the relationship between income inequality and economic growth, and relationship of income inequality with some of explanatory variables such as technological innovation, trade globalization, financial globalization and fiscal policy. We find out that income inequality has an adverse effect on economic growth, showing its dynamic features, for which we employed the polynomial distributed lags (PDL) model. The effect of income inequality on economic growth lasts over 9 years, and its dynamic effect peaks after 4 years. In addition, we also attempted to find out empirical evidences of sources of income inequality. The results show that income inequality is positively related to technological innovation, financial globalization, and fiscal policy; negatively related to the trade globalization. Many studies employ cross-country data, but it could have serious problems in collecting statistical data. Korean data is used over the time period of 1990-2015 in this study.
